Research background
Tacloban City, located in the Eastern Visayas region of the Philippines, is highly susceptible to
natural disasters, particularly typhoons, floods, and landslides, due to its geographical location in the
typhoon belt of the Pacific Ocean. Among its barangays, San Jose stands out as a high-risk area, facing
significant vulnerabilities to various hazards. As such, there is an urgent need for the development of a
comprehensive disaster management system tailored specifically to address the unique challenges faced
by this barangay.
San Jose Barangay is situated in a low-lying coastal area, making it highly prone to flooding, storm
surges, and coastal erosion during typhoons and heavy rainfall events. Its proximity to bodies of water
increases the risk of inundation, particularly during storm events. San Jose Barangay has experienced
numerous disasters in the past, including the devastating impact of Typhoon Haiyan (Yolanda) in 2013,
which caused widespread destruction and loss of life in Tacloban City. Additionally, the barangay has faced
recurring flooding and landslides, exacerbating the vulnerability of its residents and infrastructure. Also, with
a large percentage of low-income households living in unofficial communities near riverbanks and coastal
areas, San Jose Barangay boasts a diversified population. During disasters, vulnerable groups like the
elderly, children, and people with disabilities are especially vulnerable since they have limited access to
resources and evacuation services
The purpose of this research is to develop a comprehensive disaster management system that
aims to improve preparedness, lower risks, and lessen the impact of disasters on vulnerable populations by
utilizing state-of-the-art technologies, efficient response strategies, and community involvement programs.
The system intends to enhance coordination and communication among stakeholders, ultimately saving
lives and minimizing the loss of property in San Jose, Tacloban City, by giving barangay officials the tools
they need to prepare emergency plans, monitor weather conditions, and track information related to
disasters. This system that will be developed aims to standardize data collection at the barangay level and
provide a more efficient reporting system for the DILG Field Officers from the cities and municipalities,
which is expected to improve the monitoring and consolidating of data at the national level. This system will
provide the DILG management a real-time scenario and information on the barangay’s preparedness
through data visualization.
Problem statement
Despite the increasing frequency and severity of natural disasters in San Jose, Tacloban City,
particularly in high-risk barangays, the existing disaster management infrastructure and practices remain
inadequate to effectively mitigate, respond to, and recover from such events. Traditional approaches to
disaster management often suffer from communication gaps, delayed response times, and limited
community engagement, resulting in suboptimal outcomes in terms of loss reduction and resilience
enhancement.
Also, enhancing disaster management procedures is both made easier and harder by the quick
spread of mobile technologies. Although mobile devices can help with coordination, information sharing,
and real-time communication between stakeholders, there aren't many mobile-based solutions that are
specifically designed to meet the needs of high-risk barangays in San Jose, Tacloban City.
Therefore, there is an urgent need for research focused on the development and implementation
of a mobile-based disaster management system customized for high-risk barangays in San Jose, Tacloban
City. This system should leverage the capabilities of mobile technology to enhance early warning,
communication, coordination, and community participation in disaster preparedness, response, and
recovery efforts. By addressing this gap, the research aims to significantly improve the resilience of
vulnerable communities and reduce the impact of disasters on lives, livelihoods, and infrastructure in San
Jose, Tacloban City.
General Objectives
The general objective of Disaster Management System for High-risk Barangay in San jose
Tacloban City is to establish a comprehensive and integrated system that can effectively manage and
respond to disasters in a barangay.
Specific Objectives
1. The system can develop and maintain a comprehensive database of disaster-related information,
including potential hazards, risk assessments, emergency response plans, and contact information for
relevant stakeholders.
2. The system can establish an early warning system such as SMS notifications and alert the
community of any potential disaster such as Typhoon.
3. to develop a user-friendly mobile application with:

This framework provides a comprehensive approach to developing a mobile-based Disaster
Management System tailored to the high-risk barangays in San Jose, Tacloban City, ensuring it addresses
all critical aspects from preparedness to recovery.
Methodology
This diagram outlines the structured methodology for creating and implementing a mobile-based
Disaster Management System for high-risk barangays in San Jose, Tacloban City. The process includes
five main phases: Requirements Gathering, Design and Development, Test, Deployment. Each phase
consists of specific activities and steps to ensure comprehensive planning, effective development, thorough
testing, smooth deployment, and continuous improvement of the system.

This Gantt chart is used to express the project schedule and includes these details. It continues the
planning process by estimating its duration, identifying resources, and outlining the sequence in which the
research activity must be completed. It establishes the beginning and ending points of the project
completion and includes the duration of each work, the stages, their dependencies, and their ordering.
