Proposal for “Design, fabrication, supply commissioning of


Description portable Speedometer test bench” at Howrah Diesel Shed.

Howrah Diesel Shed plays a vital role in maintenance of


Diesel & Electric Locomotives of Eastern Railway. The holding
of electric locomotives is 39 nos. Total holding of WAP4
Electric Locomotives will be 80 nos. in March 2025. For
proper maintenance of speedometer of locomotives, test
bench is utmost important in loco movement.
Speedometer test bench is essential for calibration testing of
different make Speedometers e.g. Medha, Laxven, Auto-
meter etc with Speed sensors, Energy Calibration modules
Urgency of Supply & used in Electric Loco. Speedometers are provided to guide
Commissioning the driving crews to run the Locomotives in safe manner
obeying cautions and maintaining punctuality. Therefore
Micro-processor based Portable Speedometer test bench will
provide calibration facility of Speedometer comparing with
readings of speed display system, Master Energy Meter
provided in test bench.
Scope of work is in Annexure A and Specification is in Annexure-B.
This instant case will be processed on Open Tender basis.

Period for completion 75 days.

NOTE: 1. The Trolley should be easily movable in shop floor and can be easily
carrying at
required place of Howrah Diesel Shed.
2. Easy to couple with loco SPM circuits.
3. Working should not be affected due to trolley movement vibration.

Terms & Conditions:

1. The work “Design, fabrication, supply commissioning of portable Speedometer test


bench” shall be carried out at shed premises.
2. Job to be completed within 15 days from the receipt of the issuance of work order.
3. Payment will be made on completion of the work “Design, fabrication, supply
commissioning of portable Speedometer test bench” at Howrah Diesel Shed, Howrah from
the contractor in good condition and after due inspection and acceptance by the
authorized representative of Sr.DME/D/ER/HWH. Bill, correct in all respect should be
submitted to Sr.DME/D/ER/HWH, in triplicate along with joint inspection certificate, who
will arrange for payment through Sr.DFM/ER/HWH.
4. On receipts of the order from the Rly. Administration, the contractor shall deposit the
security money within a period of 15 (Fifteen) days from the date of receipt of the said
order as per railway norms.
5. No payment for extra job will be allowed unless prior approval of the competent authority
obtained.
6. (i) The contractor shall accept all reasonable suggestion towards quality improvement and
standard practice that may be made by the representative during progress of job.
7. (ii) Work carried out by the firm shall be inspected by the authorized representative of
Sr.DME/D/ER/HWH at Howrah Diesel Shed as per scope of work. A joint inspection note
shall be carried out by Rly’s Representative and contractor’s representative as per scope of
work before and after completion of the work at Howrah Diesel Shed. After completion of
the work joint note should be counter signed by controlling officer and to be attached with
the bill. All the deficiencies noted during inspection of the work shall be attended promptly
by the contractor at their cost.
8. If the contractor fails in due performance of his contract within the time fixed for the
proposed contract or any authorized extension thereof, the Railway Administration is
entitled to recover Rs. 300/- per day from the contractor in addition to as per latest GCC.
The decision of the Sr.DME/D/ER/HWH, in this respect shall be final and binding on the
contractor.
9. Alternatively, the work shall be get done by other agency or shall be completed by the Rly.
Administration itself at contractor’s cost and risk and the amount of loss/damage that may
be sustained by the Rly. Administration by reason of such failure on the part of the
contractor shall be recovered from the contractor’s bill or any other dues that may be
payable to the contractor and decision of the Rly. Administration in this respect shall be
final and binding on the contractor.
10. In case of failure on the part of the contractor to complete the work within the stipulated
period or authorized extended period and breach of any terms and conditions of the
contract by the contractor, the Railway Administration reserves the right to terminate the
contractor without assigning any notice in line with latest GCC.
11. (i) Warranty for workmanship and the supplied spare materials will be for a period of 12
months from the date of commissioning and acceptance by authorized representative of
AME/D/ER/HWH.

12. (ii) After the work for “Design, fabrication, supply commissioning of portable Speedometer
test bench” at Howrah Diesel Shed if any failure arising out of faulty Workmanship on part
of the contractor of the defective material used for repairing and up gradation by the
contractor, the decision of Sr.DME/D/ER/HWH in regard to the cause of failure and nature of
rectification to be carried out by the contractor shall be final and binding on part of the
contractor. The Railway administration reserves the right to accept or reject any tender
either in full or in part without assigning any reason.
13. Joint Note should be prepared and signed jointly after successful commissioning.
14. If any mis - happening or injury occurs due to lack of safety precautions, will be sole
responsibility of contractor. No claim should be made against shed authority.
15. Other terms & conditions will be as per General Conditions of Contract of Railway.

Annexure - B

Portable ESMON Speedometer Test bench for testing of ESMON Speedo Meters for
Electric Loco

Scope: Speedometer test bench is essential for calibration testing of different make
Speedometers e.g. Medha, Laxven, Auto-meter etc with Speed sensors, Energy Calibration
modules used in Electric Loco. Speedometers are provided to guide the driving crews to run
the Locomotives in safe manner obeying cautions and maintaining punctuality. Therefore
Micro-processor based Portable Speedometer test bench will provide calibration facility of
Speedometer comparing with readings of speed display system, Master Energy Meter
provided in test bench.

General Specification: Speedometer test bench will have following major functions (i)
Speed calibration (ii) Odometer testing (iii) Costing/Braking function testing (iv) Energy Meter
testing facility. It will be fitted with PVC molded or similar wheels for easy movement
around floor area.

Speedometer and Odometer calibration unit: Speedometer test bench should be


able to calibrate Speedometers having speed range 0-160 kmph or 0-200 kmph & even more.

The test bench will be provided with a speed simulator having smooth and step less Speed
control using 3- Phase special type 1HP, 6 Pole induction motor driven by VVVF drive. The
Motor will have extended shaft arrangement at both ends for mounting speed sensors from
outside of the test bench. Motor speed should start from lowest value (5 kmph) & will provide
minimum 2 kmph resolution for testing Speedometers with standard wheel diameter (1092
mm).

The Speed simulator may be controlled from 0-1500 rpm using a multi turn potentiometer
control and the control knob will be located in front panel of test bench. The facilities of
forward , reverse, emergency stop, tripping against overload, stalling of speed simulator
should be provided in the test bench.

The Speed drive should enable to set acceleration/deceleration curve to attend target speed
by speed simulator so the meter needle doesn’t damage with the sudden starting jerk of
drive. The Induction Motor of Speed simulator should be provided with appropriate cooling
system using 4” Fan mounted on Motor cage while rotation at lowest rpm.

The test bench should comprise of a Micro controller based master Speed Indicator system
through 7 inch HMI or array of FND display loaded with proprietary software and will have
following features:

(i) Diameter Input/correction using key board (ii) Computation of Linear Speed based
on wheel diameter and rpm (iii) Display of default diameter when the panel is
powered (iv) Change/correction of default diameter using password authentication
(v) Input of run time in Odometer test mode in hh:mm:ss format. The system will
cover wheel diameter from 800 to 1200 mm.
Proximity switch for scanning simulator speed and input to master speed indicator will be
provided inside the panel for calibration purpose. Multi teeth encoder wheel should be
provided on Speed simulator for accurate speed measurement.
Display system will be with 7 inch or similar touch screen HMI or array of FND display devices.
The system will compute linear speed, distance travelled, time during which coasting/braking
function are applied, energy etc and display on the Speed and Energy master calibration unit
in the test bench

Odometer Test Mode :
i. Time of run (hh: mm: ss format) with countdown display of time
ii. Liner Speed (kmph)
iii. Distance travelled (km)

Costing/ Breaking testing (except Steaslit make Speedometer) :


Toggle switches will be provided in left side of test bench to provided in left side of test bench
to prove coast & brake function testing of AAL, Laxven, Medha make ESMON Speedometers.
Coasting & braking simulation in Steaslit make Speedometer is not possible due to its
inherent design limitation.
Panel will be provided with 110V DC, 2A supply outlet with fuse protection, isolation switch,
indication at control panel.
Sensor I & Sensor II testing
Hardware Switch will be provided in left side of test bench to run ESMON speedometer on
Sensor I & II of PG independently. This is a vital safety test of PG with ESMON Speedometer.
Checking of SPM healthy, Zero speed, 105% and 110% Speed actuated Relay
contact
110V DC indications will be provided to check Relay contacts of SPM healthy, Zero speed,
105% and 110% over Speed Relay contacts of ESMON Speedometer. Panel will be provided
with switches for Power On/Off, Forward & Reverse (clockwise & Anti clockwise) rotation of
speed simulator, Speed control using multi-turn Potentiometer control with Vernier knob etc.
Panel will be provided with internal illumination, wiring in dressed condition with wire marker
and terminal at suitable location. Panel will be cooled by 4” Fan, 230V AC. Speed simulator
motor will be mounted in special cage where all arrangement of fitting PG/Speed sensors of
different types is to be made so that those can be mounted from outside. Input to test bench
will be protected using single pole MCB and mains on indication. Panel will be spray painted
with primer and primer and should have lifting handle, Earthing terminal etc.
Energy Calibration panel
Energy testing/calibration facility will consists of 0-110V AC(0-25 kV) supply 50Hz for PT
supply, 0-5A AC, 50Hz for CT secondary supply (with CTR 300/5A), phantom loading
arrangement using a loading Resistor. The PT supply will be continuously variable to simulate
wide fluctuation of OHE voltage through a 1-phase variac. CT supply can also be varied
between 0-5A for simulating variable load 0-300A during energy calibration.
System will provide Digital timer with run/test time entry facility thorough Key buttons/key
board. Micro controller based Digital kWh meter with key board facility for setting PT & CT
ratios EAPL or other make as Master kWh meter. System will display OHE Voltage,
Loco/current energy advance from Digital Master kWh meter through MODBUS
communication protocol. Test bench will be provided with Matrix key board or other for
entering Speedometer details (Sr no, Make), Loco no generating test report in .csv file. Test
data can be saved using data save button in pen drive through USB port.
Test bench will be provided with various controls, accessories, On/Off switches, Indication etc
for calibration and testing of digital energy module of Speedometer sued in Railways.
Panel will be made of MS angle structure and covered with MS sheet duly painted with
sky/blue/Foam grey or similar colour and will be fitted with wheels for easy movements.
