Feasibility report of providing additional Metal Beam Crash Barriers in

Mangloor to Ts/MH border NH-161 package-III

Reference: Hon’ble Member of Zahirabad Parliament Loksaba, Telangana, Sri. Mr.


Suresh Kumar Shetkar vide letter dated 10.12.2024. given the requisition for providing
Metal Beam Crash Barrier throughout the length of the project where ever depressed
median provided to avoid unauthorized crossings.

Site Inspection: The under signed conducted jointly site inspection on 18.01.2025
along with police delegates and Concessionaire representatives the following detailed
report is submitting for your kind perusal and further necessary action please.

Provisions as per CA: As per the Concessionaire agreement dated 09.05.2018


schedule-C under point no.2 (b) (v), “W Metal Beam Crash Barrier shall be provided
at built up location, high Embankment & Bridge approaches. The locations for these
provisions shall be as per Section 9.7 of manual and finalized in consultation with
Independent Engineer/Project Director, NHAI.”

As per schedule B clause 4.5 the project highways passes through the flowing built-up
areas.

The PCOD of the Project was issued on 15.12.2021 after completion of the
construction along with some punch list items.

During the construction time Concessionaire provided the W Metal Beam Crash
Barriers in the following locations.

Conclusion: As per IRC code when width of the Median is greater than 7Meters there
is no need of providing Median Kerb. It is to be noted that Hon’ble M.P requested for
providing W Metal Beam Crash Barrier throughout the length of the Project Highway
where depressed median is provided in ordered to avoid unauthorized crossings. But it
is as per site condition in some locations local peoples are crossing unauthorized
medians and there is a probability of accidents happening.

During the site inspection conducted with police department it is came to note that in
some locations additional W Metal Beam Crash Barriers are required which can be
executed under Change of Scope or under delegation of powers of NHAI RO in safety
point of view in the following locations.
MBCB required locations at near Daba's/ Accident prone area’s as requested by the
Hon'ble MP MR. Suresh Shetkar, Zaheerabad In Package –III after site inspection
concluded locations.

Financial Implication: It is to be noted that as per the cost estimate submitted by the
Concessionaire the cost for installation of W Metal Beam Crash Barrier for running
meter (as per schedule of rates 2023-24) is Rs. 4349/- and as per latest current
schedule of rates by adding 10% escalation it may considered as 4349 x 1.1 =
4783.9/-

So total financial implication for providing additional MBCB in project highway in


standalone basis = 5420 x 4784 = Rs. 2,59,29,280/- ( Two Crore Fifty Nine Lakhs
Twenty Nine Thousand and Two Eighty Rupees only)
