Inthe reference 1" read above, Sri, K Sukumar Lecturer in Public Administration working in $. R&B.GN.R. Government Degree College-Khammam has made a representation seeking permission to do Ph.D under part-time basis at Osmania University-Hyderabad in the Department of Public-Administration. In this connection, the Principals of Government Degree Colleges, in the state are informed that, on 25.11.2010, Orders have been issued to the Junior Lecturers working in various Government Junior Colleges in the State in phase -IT promoting them as Lecturers in Government Degree Colleges in the state. While giving said promotion orders to those Junior Lecturers (Junior Lecturers who do not possess Ph.D&NET/SLRT) as Lecturers in Government Degree Colleges certain Conditions have been stipulated. One among is that, their promotions are subject In the condition that he/she should possess the requisite qualification ie NKT/SLKT or Ph.D as prescribed under Rule-8 read with Annexure of GO.Ms.47 Higher Education(C.E-1)Department D1.14.5.2007 read with GO.Ms.No.128 Higher Education(C.E-1-)Dept 1)1.24.8.2010 within a period of S Years., failing which, he / she will stand reverted to his/her feeder category/post i.e Junior Lecturer, on the expire of said concession period, or earlier in case of arising of legal eventuality. In the reference 3 read above orders of the Government have been communicated to all the Principals of Government Degree Colleges in the state through C Pro.Re.N().4552/D.C-3-4/ 88 Di.6.9.1988 according permission to the Lecturers working in Goverment Degree Colleges for acquiring higher Educational qualifications under pat-time basis at their own cost without determine to the normal functioning of the College. Therefore, all the Principals of Government Degree Colleges in the State are once againva directed to adhere the instructions issued there in, and also ensure whether the following conditions are fulfilled while giving no-objection certificate to Lecturers working under their colleges to do Ph.D on Part-Time basis. 1) Whether they fulfilled the conditions laid down by the university, i.e passing the entrance test conducted by the University concerned and they got admission for perusing their Ph.DJ on part-time basis). 2) Inter-view card /call letter sent by the university concerned informing that, the individual in question has got admission in In their university to do Ph.D on part-time basis. 3) Permission should be accorded to the Lecturers who have registered their names for doing Ph.D if the University is recognized undei UGC-Guidcliriesdercgulalionsof 2009. 4) Whether the university is having the standards and facilities as stipulated by the University Grants Commission while admitting the students/Lecturers for awarding Ph.D Degrees 5) They should apply which ever leave they are eligible when they are proceeding for doing Ph.D on Part-time basis. The Period cant be treated as on Duty. 6) By virtue of doing the Ph.l) on part-time basis they should not take it as right to stay in the Same College till completion of their Ph.D. They will be posted any where else, under the jurisdiction of the University., if any one has opted his College in the General Transfers. 7) Those Lecturers who have registered / joined to do Ph.D on Part time basis are not eligible for perusing their Ph.D under l’DI’ programme at later stage sponsored by the University Grants Commission, -New Delhi.
