ENQUIRY REPORT OF SARVA SEVA SANGH ON BHOODAN LAND SCAM

IN UNDIVIDED ANDHRA PRADESH

BHOODAN MOVEMENT

In Telangana, at the Shivrampalli Sammelan, Acharya Vinoba Bhave announced that he


intended going to the Telangana region where the Communists on the one hand and
army on other had created a complicated situation. Leaving Shivrampalli he reached
Pochampalli, a village of about 3000 population in Nalgonda district which had grown
an important centre of Communist activities .Bhoodan movement was born in this
village on 18thApril 1951 in Pochampally village in Nalgonda. Knowing the great man’s
reputation, the Harijans of the village asked if he could make their lives better. When
Acharya asked what could he do to them, the 40 Harijan families suggested they all
would be living good if they have 80 acres of land to till, 2 acres each for family. Even
while Acharya Vinoba Bhave was thinking how to accomplish, a local landlord V.
Ramachandra Reddy stood up with folded hands and conveyed to the Acharya that he
would part with half of his 200 acre land for the Harijans as that was his late father’s
wish – to donate 100 acres to deserving people. Thus, the Bhoodan movement was born
in Telangana with a 100 acre donation and Pochampally famously became Boodan
Pochampally. History is witness to the fact that slowly the Bhoodan movement became
the biggest social movement in India of its time and collected about 45 lakh acre of
land as donation .

BHOODAN LAND AND THE EMERGING CHALLENGES OF ANDHRA PRADESH :


The biggest blot on the Bhoodan Board was the illegal sale of Bhoodan land and minting
lakhs of rupees through its deal . The Bhoodan Act and also the spirit of Bhoodan was
that the land would be given to the landless and they would be able to live a life of
dignity with sustainable livelihood.Further to make them self reliance, many
organisations worked like ASSEFA lead by Sri S.Jagarnathan had tremendous impact on
Bhoodan land in many parts of the country .
The Bhoodan Act was perhaps the most progressive and just Act in the realm of
revenue Acts. But some vested and greedy people sold the Bhoodan land to big builders
and rich people and took lakhs and crores of rupees in return. This was not only
unethical, but also a punishable criminal act. Some people have sold the Bhoodan land
that were near the cities and are now shamelessly saying that with that money they
have purchased land for the landless in the villages. These people do not have any
account of this money. This is a big land scam that they have committed. If the lands
were in the cities and the poor and slum dwellers had got it, it would have given solace
to Vinoba’s soul. But some people have made it their business to earn profit from
Bhoodan land. Under the Bhoodan Act no one has the power to sell the land once
given under Bhoodan. Even the landless farmer who is given the land cannot sell
it or mortgage it to earn money. He can only till it and earn his livelihood.
But the evil deed of selling Bhoodan land was done in several States by the Bhoodan
committee itself, or fake societies that were formed in the name of Bhoodan. The deed

done by the mischievous people are not mere mistakes due to some misunderstanding,
but they have been done deliberately and are crimes in both the criminal and civil law.
The laundering of Bhoodan land was mostly done when the land was adjacent to any
expanding city and the sky high price of land made it possible for such elements to
earn huge amounts of money.

The biggest scam of Bhoodan land was found in Andhra Pradesh, highlighted by the
print and electronic media in the year 2010 and 2014 . Since the movement was
kicked off some 2,52,119 acres was pledged to the movement. Of this, the undivided
AP Bhoodan Yagna Board distributed around 1.08,770 acres till date and the rest
1,43,349 acres are not distributed . Andhra Bhoodan Act enacted in 1965.The
provision is that the Bhoodan Board will constitute by the State Government on the
recommendation of Vinobaji or Sarva Seva Sangh .

When the missing 76,000 acres of Bhoodan land came to light in 2010 and even figured
in the Assembly, the state government promised action within six months. But nothing
has happened till date. 76,000 acres has been cornered by non-eligible beneficiaries.
Also, much of the 1.10 lakh actually distributed to the landless poor subsequently
passed to ineligible persons. The Bhoodan Yagna Board rules stipulate that Bhoodan
land cannot be sold.
Consequently, the AP Bhoodan Board is bogged down in litigation, For example, real
estates are said to have encroached upon around 600 acres of Bhoodan land in
Rayapuram near Bibinagar alone( Sourced by Media ) There were several allegations
against some of the functionaries of the board. One of them is alleged to have allotted
the plot of land to two or three beneficiaries in return for a consideration. There are
several irregularities relating to allotment of lands to the poor too as revealed from the
discussion with the complainers .

RATIONAL OF THE ENQUIRY(THE SERIOUS ALLEGATIONS ON AP BHOODAN BOARD )

There have been series of allegations reached Sarva Seva Sangh since the scam reports
in news papers are high lighted in Vaartha in Telugu and Swatantra Vaartha in Hindi
has about the sale of Bhoodan Lands and misappropriating huge amounts of money.
The Bhoodan scandal is placed at a whopping R. 3,000 Crore which can be compared to
any of the large scale scams of this country. Hundreds and thousands of poor have
become the victims of the well organized, highly placed scam. It is a well knit,
intelligently planned scam for which support structures were carefully built from
around at all levels. Every violent and untruthful means were used like intimidation,
false legal cases, circulating letters with allegations etc. AP Sarvodaya Mandal, Sarva
Seva Sangh and the larger Sarvodaya Gandhian community and organizations are drawn
into this scam which brings a bad name for everyone. The followings are specific
allegations on the chairman and Members of the Bhoodan Board .

1. APPOINTMENT OF A.P. BHOODAN BOARD

• AP Bhoodan Yagna Board is appointed by Government of Andhra Pradesh as per AP
Bhoodan and Gramdhan Act 1965 on the recommendation of Sarva Seva Sangh
which is the nominee of Acharya Vinoba Bhave. From the inception Serva Seva
Sangh recommended the list consisting of a Chairman, Vice Chairman and nine other
members of the AP Bhoodan Yagna Board to the Government of Andhra Pradesh.
• In between for some years All India Rachanatmak Samaj (Ku. Nirmala Deshpande)
sent recommendation for appointment of the Board to the Government. But no
authorization of Nirmala Deshpande as nominee of Vinoba Bhave for the purposes of
recommending AP Bhoodan Board could be found.
• In the year 2012 Government of Andhra Pradesh appointed the AP Bhoodan board
based on the recommendation of one Veena Behan, President of Mahila Chetna
Kendra, New Delhi vide her letter dated 25-7-2012 addressed to the Principal
Secretary to Government, Revenue Department. A letter from Acharya Vinoba
Bhave dated 6th January 1973 was attached which stated that Acharya Vinoba Bhave
appointed Veena Behan as his nominee for appointing Bhoodan Boards. This letter
looked very same as the original letter Vinoba had given to Sarva Seva Sangh. This
gives rise to a question whether the letter with Veena Behan is a real one or a forged,
fabricated letter.

• Sri GV Subba Rao filed a writ petition in High Court of Andhra Pradesh against one
Rajagopal who was appointed as a Member of the Board on the recommendation of
Rachanatmak Samaj. He argued in the Court that only Sarva Seva Sangh can
recommend the Members of the Board to the Government as SSS is the nominee of
Acharya Vinoba Bhave. Sri Subba Rao won the case and Sri Rajgopal’s Membership
in the Bhoodan Board was set aside. Sarva Seva Sangh appreciated and thanked Sri
GV Subba Rao for fighting for a right cause and standing with SSS. But the current
Board was appointed through a backdoor method which is virtually a fraud on the
face of it. The Recommendation was from Mahila Chetna Kendra which is in no way
connected to SSS or with Bhoodan Board or Veena Bahan who claimed in the letter
to be a close associate of Acharya Vinoba Bhave and recommended in that capacity.
But she did not specify if she was appointed by Acharya Vinoba Bhave as his
nominee
• for appointing Bhoodan Boards in the Country. That letter from Veena Bahan was
taken to Government of Andhra Pradesh and a GO was issued appointing the
Bhoodan Board. It appears that the Government was also misled in the process.
What surprises in this is that veterans in Sarvodaya and Bhoodan movements like
Sri CV Chari, Dr. B. Venkatarama Rao and Sri GV Subba Rao knew that what was
going on was wrong and gave their tacit approval to all that was happening. I think
this is a betrayal of SSS and giving up all the Gandhian values in the process.
• It is against this background one should see how AP Sarvodaya Mandal was
truncated and reduced to a nominal organization without any ‘real life’ in it. It could
not contest, challenge any wrongs in the Sarvodaya organizations. The thrimurthis
were silent when Sri Rajender Reddy removed the office of APSM and occupied it,
when he tried to become its President. The connections among these and other
Bhoodan Board members should be thoroughly investigated into.

VINOBA NAGAR DEVELOPMENT SOCIETY (VDS)

• Vinoba Nagar Development Society (VDS) was formed in 1978 as a Society


Registered at Hyderabad. Sri CV Chari was its founding Secretary and key
functionary. Currently Rajender Reddy became the President of VDS.
• On 17-7-1986 AP Bhoodan Board issued Proceedings allotting 100 acres of Bhoodan
Land in Ibrahimpatnam in RR Dist to VDS.
• On 17-1-2006 Mandal Revenue Officer of Ibrahimpatnam issued a Putta Certificate
in the name of VDS, represented by Rajender Reddy. A Putta Pass Book was issued
(No.2448) with Rajender Reddy’s name and photo on it. The Pahani document
mentions clearly that this is Bhoodan Land and it cannot be sold.
• Rajender Reddy made a Sale Deed on 12 June 2008, representing VDS in favour of
Sri Ambadas (who is now a member of Bhoodan Board) and others for sale of 50
acres which is illegal and against the spirit of Bhoodan.
• On 8 August 2008 (just within two months) Ambadas and others sold 15 acres of
the 50 acres they bought from VDS to Kamadhenu Dairy Products of which Rajender
Reddy is the Managing Director. Thus Bhoodan land is made into a private party by
Rajender reddy and others.
• Out of the remaining 50 acres with VDS Rajender reddy gave 35 acres on lease to his
son, Gunna Krishna Chandra and to M. Aruna, Wife of Ambadas and others for 30
years on 8 April 2009.

All these transactions are done by Rajender Reddy as member of Bhoodan Board and it
is difficult to believe that these things are not known to Sri CV Chari , Dr. B.
Venkatarama Rao or Sri GV Subba Rao.

Sarva Seva Sangh should conduct a thorough enquiry into the dealings of all these
individuals, the organizations they are associated with and the way in which Bhoodan
Board is constituted through a fraudulent procedure, and the specific allegations that
appeared in the press and how they tried to silence those who brought their allegations
by implicating them in false cases.

INTERVENTION OF SARVA SEVA SANGH SANGH


AND ACTION OF TELENGANA NEW GOVERNMENT :

Since the scam issue was unresolved even after the media highlighted the issue
repeatedly, there the Prsident of Sarva Seva Sangh Sri Mahadev VidrohiTherefore
Sarva Seva Sangh took a decision for a thorough enquiry into this and it should be
found out under whose authorisation it was sold or illegally distributed to the people
other than the landless people .The complains made by common people on the illegal
sale of Bhoodan land was a challenge for Sarva Seva Sangh .

The former president Radha Bhatt and the present president Sri Mahadev Vidrohi
along with GVVSDS Prasad jointly visited Hyderabad and submitted memorandum to
the Honourable Governor of Andhra Pradesh and discussed in depth on the misuse of
Bhoodan land appealed for immediate enquiry and action against the people involved
in the Bhoodan land scam . As the appointment of the chairman by Government was
also challenged due to fraud authorisation also prayed to dissolve the Board .The
team also met and appraised the Secretary revenue, Director General of Police for
immediate enquiry .

After the new Government formed in Telengana the State Government has dissolved the
Bhoodan Board on 5th July 2014 with a notification issued vide letter number
G.O.Ms.No.11 .The Government has appointed principal secretary (Revenue) as
authority to exercise the powers and discharge the duties of the Telangana Bhoodan
Board. Immediately files of the existing AP Bhoodan Yagna board have been moved
from it’s present headquarters in Gandhi Bhawan to CCLA office. The files are now
under scrutiny to see where all the bhoodan land was and how much of it is
transferred or sold illegally.

An enquiry committee was constituted by the President of Sarva Seva Sangh and an
office order issued for the enquiry on the Bhoodan land scam and related issue with
following contents . A committee was appointed to enquire the following issues under
the convenor ship of Aditya Patnaik the trustee of Sarva Seva Sangh along with four
members .
Context of the Enquiry

For the last several years serious complaints have come to Sarva Seva Sangh regarding
illegal sale and transfer of Bhoodan lands in Andhra Pradesh. Several News papers have
published details through their columns which brought discredit to Bhoodan and and
even Sarvodaya movement.

In the year 2012 Andhra Pradesh Bhoodan Yagna Board was constituted by employing
illegal, irregular and fraudulent means. In a planned process, a fabricated letter was
used in which it was stated that Acharya Vinoba Bhave authorized one Veena Behan to
recommend names to the State Governments for constituting State Bhoodan Boards
while in fact Acharya Vinoba gave the authorization to Sarva Seva Sangh in 1973.

The Government of Andhra Pradesh constituted AP Bhoodan Yagna Board in1978. This
was published in the Official Gazette of the Government of Andhra Pradesh. It appears
to be a deep conspiracy that AP Bhoodan Yagna Board was constituted in violation of
the authority given by Acharya Vinoba Bhave.

Sarva Seva Sangh organised its Karya Samithi Meeting in Hyderabad on 3-4 May 2014.
While this meeting was to be held in Osmania University, the University Officials
received threatening calls. We had to shift the venue of the meeting from Osmania
University to Gandhi Darshan. The meeting was disturbed on 3rd May by using a group
of hired people who barged into the meeting, shouted slogans and distributed unrelated
pamphlets, damaging the serenity of the meeting. On 4th May when the Karya Samithi
Members visited Bhoodan Pochampally, there was a group shouting slogans, giving
representations etc. The sacred Vinoba Mandir was removed which is a place of
pilgrimage for all Sarvodaya persons in the country.

The pamphlets distributed were aimed at defaming a colleague of ours with wild
allegations involving character assassination, alleging fraud and such things. The
Pamphlets contain no names, address, phone number or email for further contact.

All these are considered an attack on Sarva Seva Sangh, Sarvodaya Community and
organizations. Sarva Seva Sangh takes all the above matters seriously and appoints a
committee to inquire thoroughly into all the above matters, particularly :

1. Fraudulent constitution of the APBhoodan Yagna Board and illegal sale and transfer
of lands, Cheating of many individuals
2. Attack on Sarva Seva Sangh during the Executive Committee Meeting on 3-4 May
2014 at Hyderabad and BhoodanPochampalli
3. Allegations in the Pamphlet distributed on 3rd May on a Functionary of Sarva Seva
Sangh.
4. How AP Sarvodaya Mandal was used to support the people in the Bhoodan and their
fraudulent activities.

5. Sri Aditya Patnaik – Trustee, Sarva Seva Sangh (Convener of the committee )

AUTHENCITY AND LIMITATIONS OF THE ENQUIRY

With the above background ,the office order by Sarva Seva Sangh was passed by the
President on 3rd July 2014 for the enquiry in to the Bhoodan land issuesunder the
parameters with Terms of Reference TOR.The enquiry report made by a committee of
four members is not a statutory one for any organisation other than Sarva Seva Sangh
.The report is based on the allegation letters addressed to the President of Sarva Seva
Sangh on Bhoodan Scam ,Media reports ,Interview with the complainers ,Interview
with the Bhoodan beneficiaries, Members of the dissolved AP Bhoodan Board , Office
bearers ,State Sarvodaya Mandal,Discussion with Prof.Sudhir Chandra Reddy the son of
Sri V. Ramachandra Reddy ,discussion with the principal secretary of Revenue and

Police department ,Field visit and personal interaction with few Gandhians and
Sarvodaya workers of Hyderabad. Therefore this report is made only for the Sarva Seva
Sangh for further action and correction on the issues related to Bhoodan land
irregularities in un divided Andhra Pradesh .

ENQUIRY MODALITIES

Notices were served by registered speed post to 22 persons of AP Bhoodan Yagna Board
functionaries and the affected people who were cheated with promises of allotting
Bhoodan Land. Some of them reported the enquiry committee and few did not turn up
may be they were scared to face with pressure .The following persons are the
prominent personalities invited for the discussion.

On the first day of the enquiry 4th August about 200 people attacked the enquiry place in
Gandhi Bhavan to disturb and terminate the Inquiry process. Fortunately, the Police
had arrived just then and could protect the Meeting. Had there been any delay in the
arrival of Police, it would be difficult what would have happened.

It should be noted here that this is not the first time that such attacks took place.
Whenever Sarva Seva Sangh took an initiative to deal with AP Bhoodan Scandal, such
attacks were made so that the process is disturbed and the issue diverted.

Dr.G.Muniratanam, Sri M. Amba Das, Dr.Veena Bahan,Sri Raviprolu Subhramaniyam
and the members of Vasavya Mahila Mandal ,Shadnagar and many others who
complained against the misuse of Bhoodan land.

Sri Ravindrasingh Chouhan could not join the team owing to his health problem.The
team of rest four met at Gandhi Darshan Hyderabad on 4th August for briefing on TOR
and modalities. The Police commissioner of Hyderabad and the Begum Bazar Police
Station were informed in advance anticipating disturbances from the scammers .

PROCEEDINGS OF THE ENQUIRY :


INTERVIEW OF THE PETETIONERS AT GANDHI BHAWAN HYDERABAD

The committee felt to record the statement of the complainers and the members with
an affidavit for legal authenticity but the situation became violent and a mob about
200 people confronted with the petitioners and tried to enter the enquiry room of AP
(Telangana) Sarvodaya Mandal Office with intention to terminate the enquiry process
in Gandhi Bhawan . Fortunately, the Police had arrived and could protect the Meeting. .
Had there been any delay in the arrival of Police, it would have been difficult to save the
lives of the committee members and Prasad Jee .All these were designed in
concurrence and approval of the corrupt office bearers of Bhoodan Board who are
involved in sale and scam of Bhoodan land .However an advocate was arranged at the
request of the members for witness to the proceedings.

Statement of the people who complained and Bhoodan Board members .Despite of the
confirmation of Mr. G .Rajendra Reddy he did not come to Ganhdi Bhawan till 3. 00 pm
but others were like Sri Charry, Dr.Boinpalli Venketaraman , Prof SC Reddy , G
.Subbarao , VVVSD Prasad cooperated for the discussion .

1. Name:Rathlavath Shankar Naik,Son of Balia Naik, Age: 65 years,

Occupation :Social Worker, Resident of: H. No. 11-62, Meerpet, Chintalutta, Saroornagar
Mandal, Ranga Reddy District

I am the Deputy Secretary of Adivasi Maha Saba. In the year of 2009, Sri C V Chary and
Rajender Reddy made plots of 100 square yards each in Survey No. 67 and 68 of
Bhoodan Land at Adibatla Gram Panchayath, Ibrahimpatnam Thahil, Ranga Reddy
District, and issued proceedings in the name of Beneficiaries. They collected 70
thousand from each beneficiary Hari Naik, Raghu Pathi Naik, Ghouse are some of the
sufferers. They started an office at Hasthinapuram, Ranga Reddy District and made all
transactions from this office. So many adivasis came to me with a grievance of land
allotment and I came to Sri C V Chary the Chairman of AP Bhoodan Board to enquire the
same. Sri C V Chary said that we have not distributed any land and he called Sri
Rajender Reddy to enquire the same. I explained to C V Chary about the cheating cases
against Sri Rajender Reddy. I made representations to all political personalities and
also to the apex body of

the Sarva Seva Sangh about the same. I made representations in the year of 2010 also,
but they managed all officials, and they made false allegations against me. I opposed
when they want to made Sri Rajender Reddy as president of Sarvodaya Mandal of
Andhra Pradesh in 2012 . They spent Rupees 5 crore to send me to the jail. I went to jail
on the above complaint. I am having all the papers to prove the same. They made a
group of fifteen people to harass me and fabricated false cases against me . They made
an attempt for compromise. I made so many attempts to enquire the same and still I am
continuing. Till today no Adivasi is benifited from Bhoodan land and the board. The
Bhoodan Land allotted to the Real Estate, Cine Actress like Srikanth, Late Soundhraya
etc., at Rajendra Nagar. Ex Revenue Minister of Andhra Pradesh State Sri Dharmana
Prasad’s involvement is in this Ghotala. I am not involved and benefited from the
Bhoodan Board. I am fighting for the people more particularly Adivasi People. I lodged a
complaint against Sri Rajender Reddy, C V Chary, Ambadass, recently, and the police
issued FIR. Till today they are not arrested. I made a complaint before LOKAYUKTHA
too and it is pending till today. I request you to take proper action and punish them as
per law.

Jagirdar. Pahani (Record of Rights) for the 1955 to 58 and for the 1973-74, Government
made authentic document for Record of Rights. Now I am the owner and possessor of
the property in the said survey numbers to the extent of Ac. 96.27 Gts., situated at
Kuntloor Village. Mr. Rajender Reddy erected a board stating that the said land belongs
to Bhoodan Board. I opposed at various forums and won the cases at various levels
including High Court of Andhra Pradesh. It reflects how Mr. Rajender Reddy is doing
illegal things to acquire and misuse the public land for his vested interest.

3. Name:Gunti Satyanarayana Son of Yellaiah Age: 72 years,

Occ: Agriculture, Resident of: Ibrahimpatnam Village, Ranga Reddy District

I am from Ibrahmpatnam Village, I am owner of the Survey No. 1/69 and 58 to the
extent of Ac. 5.00 Gts., situated at
Ibrahimpatnam. My father was the allottee of
the said land form Bhoodan Board. When I went
to the land, Mr. Rajender Reddy occupied the
said land including the surrounding lands and
allotted to various companies. Rajender Reddy
gave plot to Ambadas in the said land.

I filed criminal cases against Sri Rajender Reddy,


but they managed all the officials. I request you
to enquire the matter and give back my land. They are demanding money for giving
back my land and using money and muscle power against me.

4. Name:Mr.C.V Charry ,Former Chairman of AP Bhoodan Board

In the year of 1978, I become Chairman of Bhoodan Yadgna Board. I know that Mr
Rajender Reddy obtained a letter from Nirmala Deshpande, other than Sarva Seve
Sangh. We have to belive that Nirmala Deshpande having real authorization as
representative of Vinoba Bhave . I was the member of the Board under chairman of
Rajender Reddy. Sarva Seva Sangh was silent in this issue since long time. Rajender
Reddy assigned many works at his tenure as chairman. Now a days Sarva Seva Sangh is
active. I believed that Veena Kumari letter. The matter is in the court, as such I do not
want to comment on these issues.

When you are chairman of the board, one T Satynarayana took Ac. 4.00 Gts., and one
Rajender Reddy was the organizer questioned by the enquiry committee. He said that,
we made a mistake, as such the government cancelled the same. T Satyanarayan the
biggest land grabber bribed every one, and took permission from Gram Sabha, they
went to court on cancellation, and obtained stay. The case is still pending. Government
took initiative and they will cancel the same. We can allot the land to the individuals but
in this case, Sri Satynarayana obtained Gram Sabha letter from varous 3 to 4 Gram
Panchayaths. As such we recommended the same. But latter was cancelled by the
Government and they obtained stay on that order. The Sarva Seva Sangh has to
recommend to enquire and cancel the wrongful allotments in this period.

I am not aware of the distributions of leaflets against Sri Prasad ji at Sarva Seva Sangh
meeting held at Hyderabad. Mr. Subba Rao knows very well, because he belongs to
Mahaboonagar District.

When I was Chairman, Octopus compensation distributed to all the beneficiaries. If any
complaint is made out, I am ready to take appropriate steps.

The alleged opponents of Prasad from Mahaboobnagar came to Gandhi Bhavan, and
they know that the meeting is at Exhibition Grounds. And they came there. I surprised
on this issue. They came to Gandhi Bhavan at 10 Am and they arrived at venue at 1.00
pm. I through out the leaflet at the instance when I handled it. I am not aware of the
issues against Mr. Prasad.

I am denying that Bhoodan Board is not cooperating the work of Sarvodaya Mandal. And
I cooperated all the authorities of Sarvodya Mandal.

Subba Rao took Mr. Rajender Reddy and made him Chairman, and he claimed that, he is
from my district. As to him Mr Rajender Reddy is a knowledgably person.

The reason behind the publicity and media coverage about the ghotala, the land rates
were immediately hiked. I am waiting for the Government steps on this issue.
Government is enquiring on this, as such we are silent on this issue.

I am not a member of Gandhian Global Family Trust. Rajender Reddy is having capacity
to organize. I know Sudheer Chander Reddy is chairman of the said trust. Sudheer
Chandra Reddy is one among four five children of Ramchandra Reddy of Pochampally.

There was a problem of four acres land at pochampally at Ramoji Film City. I want to
hear only good things but not bad things…

I am trustee of Gandhi Bhavan, This is the first time to see the police in this premises on
the issue of Bhoodan Board. Rajender Reddy having so many enimies. To compensate
the IDPL land owners I purchased 1200 acres as per court order and distributed to
them.

After becoming Chairman of Bhoodan Board, Mr. Rajender Reddy is never informed me
on the issues. He was member, organizer, chief organizer and then member of Bhoodan
Board, and then he become chairman.

Donation receipt of Bhoodan Board is not having any survey number, only it contains
serial number. Every rupee is deposited in the bank and audited every year. When we
are opposing illegal activities, they become enemies to me.

Mr Prasad stating that, On that day, University officials requested us to change the
venue, only four persons know about the change of venue. Somebody advised to shift
the venue to Gandhi Darshan, at 7.45 pm we informed about shifting the venue.

5. Statement of Prof. Vedera Sudheer Chandra Reddy


S/O V. Rama Chandra Reddy,Age: 73 years, Rtd Professor, Agr. University,Resident
of: Plot No. 19, Green Hills Colony, Street No. 8, Hyderabad 500 007
Mr C V Chary was the Chairman from 1978 to 2012. One Beena Bahen’s alleged letter,
Mr. Rajendra Reddy become Chairman of the board. They misused the authority and
made so many mistakes. I am having information through news papers and I am having
that clippings. I came to know through one news paper “Namasthe Telangana” dated
20th July 2014, about this irregularities.

I request Sarva Seva Sangh to do justice for the poor people as shown the path of
Vinobha and Gandhiji. Enquire about Three thousand crores of scandal of bhoodan
lands and take initiations for punish them.

Just 18 days after sad demise of my grand father, Sri


Vinobha ji came to my village, there was a naxal
movement at that time in my village. My father
welcomed Vinobhaji with grand manner.

On the allegation of Four acre of land transfer through


allegation letter of Pochampalli villagers , he says

I am not a part of donation of four acres to the weavers cooperative near Ramoji Film
City. I was living at USA and Pondicheri that time. Just I came to Hyderabad in the year
2005. I used to visit Hyderabad in those days, but I was in Pandichery Ashram. I am not
aware of those incidents in those days at Pochampally and other Bhoodan Lands
mismangement.

I am not aware of the incidnet of encroach of four acres by my family members. I came
to know that my elder brother’s son sold the said four acres to the society. I follow
the footsteps of my father. It is a wild allegation that I am not a son of Bhoodan
Ramchandra Reddy.

Recent past I attended various Gandhian Meetings, they requested me to make an effort
to strenthen the movement. Now ground reality is the present board members are well
connected with politicians and high level influence. On 4th May 2014 Mr. C V Chary
countered me at the meeting. “C V Chary Zindabad” was the slogans there to elivate Mr.
Chary. I wrote a letter to Sri Mahadev Bhai on the incidnets and my inner feelings about
the ghotala.

Please treat this movement as punitive one,


and built the organizatioin by inviting capable
persons in the organzation.

I earnestly pray to you and Government to


select capable persons to run the movement. I
am not having any name in my mind as on
today.

6. Name: Boinpally Venkata Rama Rao

I am not aware of the schandels in Bhoodan Lands. One person from Kareemnagar told
me that he paid one lakh rupees to C V Chary. Since 1978 I am the member of the Board,
but I resigned in the month of February after knowing about schandels. I have not
involved in the policy matters of the board. I asked to Rajender Reddy about the
allegations, he denying the allegations. I am not aware of Rajender Reddy’s
appointment as State Organizer and I came to know the information through news
papers. When I came to know about Veena Bahen’s disagreement about letter, I
resigned from the board. I am ready to face any enquiry like CBI, I will say only that “ I
am not aware of the incidents”

Now I came to know about the scandal, but I am not able to prove the case. As such I am
not participated in the meetings and I resigned from the board.

7.Name: G V Subba Rao Age: 81 years, Occ: Sarvodaya Worker , Resident

ofSarvodyaBhavan,Nagarkarnool, Mahaboobnagar District.

In the year of 1955, I collected land from village, Just I had my lunch where I collected
land and at a stretch, we distributed the same.

1965, Bhoodan Board constituted; I entered into the board in the year of 2000. I am not
aware of the nomination of Veena Bahen, just I attended the meeting. No information for
members about nomination. I am not aware of constitution of the board. I came to know
about Veena Bahen’s recommendation after six months, and I reported the same to the
Sarva Seva Sangh in the year of 2013. Some mismanagement was occurred in the board.
But the press people showed this as a big issue. The mismanagement was occurred in
the Vinobha Development Society. Mr. C V Chary, Kodanda Ram Reddy made this

society. Total land is 100 acres. C V Chary resigned from the society chairmanship and
assigned the same to Rajender Reddy in the year 2005-06.

Rajender Reddy was a influenced person and working leader, as such C V Chary
assigned those works to him. I deposit Rupees
one lakh as challenge by proving that I am having
150 square yards at any place allotted by the
Board. I have not receive any donation by
recommending benificiaries. I collected two Lakh
from the beneficiaries for the purpose of
Bhoodan Board.

There were 70 lakhs transaction between Balaji


and Rajender Reddy. Balaji Demanded for
recovery of the said money. Rajender Reddy pay back the said amount to Balaji. And I
saw the receipt at Rajender Reddy. Balaji collected all the details of the land of Bhoodan
Board. Balaji lodged a complaint on Bhoodan Board. There were compromise talks
between them. The cost of compromised five acres was one crore each. Balaji lodged
complaint against the board after taking the five acres from the board.

The former chairman of dissolved Bhoodan Board Mr. Rajendra Reddy avoided this
group for interaction and submission of his deposition about the allegations made
against him despite of his confirmation earlier and several request by the team
members.

8. VASAVYA WOMEN’S RESPONSES:

Pamphlets were distributed in the Hyderabad Karyasamithi Meeting in the name of


Vasavya Mahila Mandal defaming Prasad with fraud, character assassination. The
inquiry Committee sent notice to the Vasavya mahila Mandal at the address in the
pamphlet. (it was a false address) A group of 20 members of Vasavya Mahila Mandal
presented themselves before the Committee with their identity Cards. The President
and other Functionaries produced Bank Pass Books of Vasavya Mahila Mandal with
their photos attached to them as authorized persons to operate the Bank Account. They
categorically declared that Vasavya Mahila Mandal is not a party to the attack on Sarva
Seva Sangh’s karya Samithi Meeting and some people used their name fraudulently.

The committee could obtain the identity of those women who attackedand submitted a
petition to the President of SSS but the letter of mine was not responded . An
Advocate of Andhra Pradesh High Court was appointed by Prasad to conduct an inquiry
and report. He met some of the women and men who took part in the attack on 3rd May
and he was told that these people were brought to Hyderabad as a hired group by
paying their daily wages and some extra money for the leaders, a Lunch and transport.
They were brought to Gandhi Bhavan first and were trained how to disturb and attack
Prasad as he is the person who is leading against the Bhoodan land scam.. In fact, when
Sri Rajneesh, Secretary of Gandhi Samadhi Samithi, New Delhi went to the agitating

women, they caught hold of him thinking him to be Prasad and attacked him. Most of
them do not know who was Prasad.

However the team could find the mischievous elements involved in blaming the image
of Prasad so that the leadership in Sarvodaya Movement will not further generate .The
Vasvya Mahila Samiti was used by the hired women to prove that Prasad is not honest
and has cheted women with fabricated stories . He was not jailed as revealed by Kranti
the wife of Prasad but detained in police station in Sadnagar for a night as allegations
were fabricated on land issue to defend his popularity and emerging leadership . The
team could not enquire further due to paucity of time .It is also found that the bank
operation is not updated and reflected only old deposits . The authorized signatories
are found correct as President, Secretary and the treasurer and the land in the name of
VASVYA MAHILA SAMITI is still protected by the office bearers . The said land was the
target of the opponents to own with the help of the left oriented group who created
problem when Prasad was working actively with the help of Gandhi Peace Center .

Few main petitioners like Mr. Balajee could not meet the team as he was prevented by
some people on the way to Gandhi Bhawan and he felt threatened to meet the enquiry
committee .His complain letter is enclosed herewith to understand the gravity of
fraudulent activities of the Bhoodan Board .

THE WITNESS OF KARYA SAMITI DISTURBANCES AT GANDHI DARSHAN

Sri Raviprolu Subrahmanyam was witnessed to the disturbances on 3rd May of Sarva
Seva Sangh Karyakari Samiti meeting at Gandhi Darshan who went to Gandhi Bhavan
by mistake instead of going to Gandhi Darshan. He found the women who were being
trained there for the agitation. His deposition to the President of SSS is submitted :

On 5th August morning, the team decided to handle the enquiry in two groups. One
group to discuss with the revenue department and Home department and other group
to move to the field to see the present position and authenticity of the allegations made
by the various groups regarding sale of Bhoodan land in Andhra Pradesh.

The Group, Sri Aditya and Prof. Rode met Sri B.R. Meena IAS, Principal Secretary,
Revenue, Govt. of Telangana at 11:00 am. He had been dealing with the Bhoodan Board
for a long time in the erstwhile composite Andhra Pradesh State and is aware of the
irregularities during 2012 when the Board was reconstituted. He said that the
Government will go into the details of the functioning of the Board and its decisions
whether they are in tune with the objectives and principles of Bhoodan Movement and
set the record straight. The AP Bhoodan Yagna Board was dissolved and all the records,
belongings were moved into Government Office of Chief Commissioner Land
Administration (CCLA) on 5th June, 2014. The Principal Secretary was appointed as the
Administrator of the Board for six months and the new Board should be constituted
within this time frame. He is fully aware of the right of Sarva Seva Sangh to recommend
names for Constituting the Board and that the Veena Behan’s recommendation letter
was either a forged document or she was part of the episode. He suggested that Sarva
Seva Sangh should show the original recommendation letter of Vioba Jee and come
forward with the list of names for constituting the new Board.
After the Team met the Principal Secretary and came out of his Chamber, we met Sri B.
Damodar who was Secretary of AP Bhoodan Yagna Board. He wrote a letter to the
Principal Secretary to Govt. (Revenue) in reply to a letter addressed to AP Bhoodan
Board that Veena Bahan is the Nominee of Vinoba Bhave. The question was specifically
asked by the Government before Constitution the Board in 2012 as to who is the
Nominee of Acharya Vinoba Bhave for this purpose. It was a blatant misleading of the
Government, falsifying document, suppressing facts to get the Bhoodan Board
Constituted in an immoral way. That letter refers to Sarva Seva Sangh , “Yes it is in
existence and it is functioning under the presidentship of su.sri. Radha Behn butt at
wardha. The government also came to the conclusion through these
misrepresentations, falsifications that, ‘in view of non existence of the nominee of
Acharya Vinoba Bhave, also suggest necessary amendments to the Act and Rules’. The
functioning of AP Bhoodan Board for last so many years and its letters, correspondence
and legal opinions submitted decimated Sarva Seva Sangh as the Nominee of Acharya

Vinoba Bhave. But it is an unfortunate and painful reality that APSM had been under the
control of that very Bhoodan Group.

In an informal talk to the Committee Members, Sri Damodar said that each of the
Members of the Board were benefited to a large measure. He said that Sri GV Subba Rao
must have taken some 200 house plots and the like. The interests of these Members are
tied with the Board and see the strength of APSM as a threat to what they were doing.
They never allowed in the past so many years growth of APSM and always kept it in a
close control. A simple question, “What is the status today of an organization which is at
the State Level and part of a National Organization having Gandhian Legacy and existing
for more than 50 years ?” would answer what had happened.

While returning from the special secretary office ,it was surprised to see Prasad was
charged with a summon by a police constable and asked him to report Sadnagar police
station as one FIR lodged in sadnagar police station on 3rd May 2014 by the women
disturbed in the Karya Samiti meeting of SSS. It was also surprised the group how the
constable recognized Prasad and got the information about his movement . The
constable also went to the residence of Prasad in Banjara Hills where Kranti the wife
of Prasad was insulted and questioned with threats if Prasad does not surrender in
Sadnagar police station , she may face the consequences. After the intervention of
Sanjiv the Sadnagar police station Inspector instructed the constable to return back
without arrest .

Anticipating further harassment and physical assault on Prasad and the group made
an appointment with the new DG of police and briefed on the situation and police
harassment at the behest of Rajendra Reddy . The DG police advised to lodge a
complain to the state CID for depth enquiry and assured to support the enquiry under
his capacity .

The plan for field visit to Sadnagar could not be possible due to the disturbances and it
was apprehended that the hired group may create further problem as we were not
prepared to face . The members met the enquiry committee at Gandhi Bhawan
claiming that they are the office bearers of Vasva Mahila Sangathan with proof of Bank
records and deposits.
It is clear to understand that the motive of the ousted Bhoodan Board chairman
Mr.Reddy donot feel guilty despite of media,Assembly and Government action . He still
uses all kind of means as he has accumulated enough financial resources , uses to
defend any power for his victory .

The second groupSri Goranga Mohapatra the convenor of the SSS Bhoodan Committee
and Sri. Aswatha Narayan, Sarvodaya Mandal. Bangalore moved to the field in guidance
of some local people suggested by Prasad.

It is intimated that an area of Ac.1,95,509 of land have been donated by different


benevolent donors to Andhra Pradesh Bhoodan Board out of which an area of
Ac.1,22,682 acres of land is used as Agriculture and an area of Ac.72,827 of land is fit for

home stead purposes. In the present demand of house site in the Urban areas, this home
stead land is in heavy stress of illegal sale, which has been done by the then AP Bhoodan
Board Office bearers .With this illegal land deal the Board chairman and members have
earn huge money illegally in refusing the long cherished ideals of Bhoodan Movement
,land to the land less.

Prior to visit the field, the studied the Land distribution policy made by the Andhra
Pradesh Bhoodan Board on 1.4.99. It is very idealistic in nature and the policy made in
four parts in describing details of nomination of beneficiaries, percentage of land to be
distributed among down trodden and other people, the premium fixed to pay to the
Bhoodan Board and cancellation of allotment if it violate the rules of AP Bhoodan and
Gramdan Act, 1965. The team could not verified the record position of alleged land as
all the records of AP Bhoodan Board has been seized by the Telangana Government
Revenue Department by dissolving present Bhoodan Board on 5.7.14. We found an
interesting clause in the said policy at section A in point No.6 that “to materialize the
Bhoodan activities, we seek to unite the Five powers of the society i.e. Peoples’ Power,
Knowledge Power. Yagna Power, Power of Mahajan (Moneyed men) and Power of
Administration.

It was stated by Vinobaji in one of his deliberation that “to unite the people to make the
Movement wider and to involve all sections of the people of the society to complete the
Bhoodan distribution and proper management of the land to finish the landless people
of the Country”. But the allegations of Andhra Pradesh show that all above powers are
united to grab the Bhoodan land donated in the State by misusing the ideals of Vinobaji.

It is also revealed from the discussion with various people during enquiry that “Early
1981, the dry land belongs to Bhoodan Board and closer of urban areas have been
illegally allotted to different cream layer men of Hyderabad city and illegal premium
had been collected by the Board against the Bhoodan ideals.

The Government of the Andhra Pradesh has enacted a rule empowering the Bhoodan
Board to collect donation from the beneficiaries during allotment of land and this rule
has been misutilized by the AP Bhoodan Board. As per allegation, it is mentioned that a
sum of Rs.1,00,000/- has been fixed as one time premium for an area of Ac.1.00 of land
and Receipt for an amount of Rs.1000/- is issued in two parts like Rs.350/- for Bhoodan
Board and Rs.650/- for State Sarvoday Mandal. The said receipts have been signed by
the Secretary and Cashier of Bhoodan Board and President of Sarvoday Mandal, Mr. G.
Subha Rao, who is one of Jamunalal Bajaj awardees for the year 2013. But the practical
situation is different. When and where the allottee of Bhoodan land defaulted to pay the
amount demanded, the Tahasildar concerned has been moved to cancel the ROR
recorded on recommendation and issue of Bhoodan proceeding in their favour.

The question is “Why the illegal activities of Bhoodan Board has been supported by
the Local Administration- Mandal Officers(Tahasildars) and other Revenue Officials.?

It is important to discuss here that how a person
named Gunna Rajendra Reddy, who is brought by
G. Subha Rao to work as a Bhoodan worker under
Andhra Pradesh Bhoodan Board became State
Bhoodan Organiser in 2004, Bhoodan Board
Member in 2009 and finally Chairman of Bhoodan
Board in 2012. He also tried to be the Chairman of
State Sarvoday Mandal, which could not be worked
out due to the observation report of Sri . Aditya
Patnaik as an observer of AP Sarvodaya Mandal Election.

From very beginning, G.R. Reddy, charged with sale of Fake Certificates to the Students
and imprisoned too. G. Subha Rao nominated him for Bhoodan Work along with consent
of C. V. Chary, the then president of Bhoodan Board from 1973 to 2012. Sri Reddy, as
stated by Smt. Amrutama of the village , is a good Business Manager and he was
required by Sri C.V. Chary and G. Subha Raoji for proper earning of money by utilizing
Bhoodan property. There were more experienced persons in Bhoodan activities in
Andhra Pradersh but Sri Reddy was given the responsibility of Ac.100.00 Vinoba Nagar
Development Society land. Further he was given the post of State Bhoodan Organiser
with the Power to sign documents to collect money. He also permitted by the Chary and
Subha Raoji to run separate Bhoodan office at Kotapet to prepare sketch map, land
plotting plans and other field activities by taking technical persons solely to transfer the
Bhoodan land illegally. The said office is also running till today at Kotapet after even
seizure of the documents etc. by Government. It was revealed that in the name of
digitalization of Bhoodan records, Sri Rajendra Reddy has copied out all records and
uses it to transfer the land with his signature and wilful approval of Chary and Subha
Raoji.

We started field visit from 10 am on 5.8.14.

MEERPET VILLAGE: SAROOR NAGAR TAHASIL:


DIST:RANGAREDDY

Mr. Aswatha Narayan and G. C. Mohapatra group had


visited Meerpet Village Bhoodan land. This was donated
by Tigla Krishna Reddy and family for an area of Ac.15.00
in the year 1955. It was revealed from the discussion with
the people in the field that Mr. Keshav Reddy, the second generation member of Tigla K.
Reddy family able to get back Ac.5.00 of land from Bhoodan Board through an
agreement to share the sale value among Chary and Rajendra Reddy. The said land was
sold with the help of Saroor Nagar Tahasildar and Bhoodan Board to different people.
Srinibas Gas godown established here over Ac.1.50 of land and another 20 plots under
constructions of Buildings.

Further Survey No.33 and 34 have been sold by
Rajendra Reddy by making 315 plots for
construction of Teachers Colony. Mr. Y. Sudhakar,
the leader of the Teachers Association has erected
a sign Board on the said plot. The agreement was
to pay Rs. 3,00,000/- per plot measuring an area of
150-200 yds. 50% of payment already paid to
Bhoodan Board and the possession of said land till
yet not handed over claiming rest of money with
levy for delay. We could not meet Mr. Y. Sudhakar for further interaction. However this
was evident with photographs for further discussion.

ADIBATLA VILLAGE: IBRAHIMPATNAM TAHASIL: DIST. RANGAREDDY.

We visited Adibatla Village Part-I in presence of Shankar Naik, Amrutma, Ms. Shanta,
Amina Begum, Semim Sultana, Mumtaz, Md. Ghouse, Dora Satyanarayan, Kartik and two
others deputed by PRASAD for the purpose. It was revealed that there was Ac.300.00 of
Bhoodan land available in the aforesaid Survey
numbers. Out of that an area of Ac.150.00 of land has
been taken by government on acquisition for Aero Space
(Helipad ) managed by TTS Company. AP Bhoodan Board
has taken 50 crores of rupees as compensation. As we
asked about the matter to Chariji, he expressed that the
money have been distributed among the grantees. But
the people objected that all the money taken away by the
Chari and Rajendra Reddy with false vouchers to Government. It was also alleged that
all Sarvoday and Bhoodan Office bearers have been involved in this transaction.

An area of 120 acres has been distributed to the well to do persons of Nadargool Village.
They are not cultivating the land but leasing out the
land. To verify this allegation, we rushed to the
agriculture field where some people were present and
engaged in tilling. We came to know that the person is
ADIVAIYA and belongs to Nadargool village. He is a
share cropper and taking the land on lease for an
amount of Rs.30,000/- per anum for six acres. The said
land was granted to Balaya Goud and Bichhipati Goud.
The Goud families are residing in the Town. ADIVAIYA cultivating the land since its
allotment. He is a poor but he could not be considered as a grantee or allotted a piece of

land by Bhoodan Board. This is the ground reality towards ideals of our senior and
dedicated Bhoodan Sarvoday workers of Andhra Pradesh.

EVIDENCE –II IN THE SAME VILLAGE:

After a few yards distance, we found a family, migrated from Mehboob nagar and
engaged here in cultivation. They have taken Bhoodan land on lease from the grantee
Balraj Goud of Nadargool with an annual amount of Rs.30,000/-for six acres. They
expressed that the lease amount is heavy, we are
getting no profit except our labour. We several
times have approached Bhoodan Board for a piece
of land, but as we poor, we could not give them
money. So we are deprived. They were Bathela
Nageya and Parvatalu, completely landless
agricultural labourers. We have shocked with their
expression and felt how the poor are ignored and
moneyed are privileged.

In this village, we found 770 homestead plots marked with Cement Pillars and red
colour on the Top for an area of Ac.30.00. The plot size is 120, 150 and 200 yards. The
lay out plan prepared by Rajendra Reddy team at his
Kotapeta office and signed by C.V. Chjary, Rajendra
Reddy and R. Keshavalu on the strength of Chairman,
State Organiser and Secretary of Bhoodan Board, AP.
The said plots have been sold to different persons
with a cost of 50,000/-, 75,000/- and 1,00,000/-
according to the size of the plots. As alleged, the
transaction was made on 21.10.2005 and the
possession is not yet delivered as some of the builder are desirous to take such land.
The beneficiaries have been demanding more money by Reddy or to handover the
papers to Builders. It is however, a process of better determination of immoral attitudes
for selling of Bhoodan land with full involvement of Chari, Subha Rao and Rajendra
Reddy.

ADIBATLA VILLAGE , PART-II, Survey No.67 & 68 measuring an area of Ac.20.00

The said area also used as homestead purposes through the same process i.e. lay out
plan and plotted schemes. About 600 small and big plots have been prepared and sold
to different people at the cost of 70,000/- per plot. The proceedings (Bhoodan Patta)
have been issued with approval of Chairman and Secretary in the year 2009. The
document has signed by Rajendra Reddy, State Organiser, Bhoodan Board.

Mr. Lal Mohmmad and others have filed complain against Shankar Nayak before the
Committee regarding taking money from them to allot plots in Sy. No.67 & 68. We

invited the applicants and Sri Naik to the field for proper verification. Naik was
remained present but Lalmohammad and his associates avoid the team and did not
come. Hence, it was difficult to believe the allegation filed against Shankar Naik. We felt
that the Shankar Naik repeatedly sending allegations against Bhoodan Office bearers of
Andhra Pradesh and the allegation against Naik is false and fabricated to demoralize
him. It also mentioned here that Sri Naik has been dragged to jail with some false cases
generated by the associates of Rajendra Reddy to harass the whistle blowers against the
irregular Bhoodan activities going on in the Andhra Pradesh.

ADIBATLA VILLAGE- PART-III, Survey No.87-88, Area Ac.16.00

This land is situated near to the outer of Hyderabad –Bangalore Ring Road and in front
of New building of Tata Consultancy Service (TCS). This land was donated to Bhoodan
Board. The successors of the Donor in connivance with local Revenue Officials and
Rajendra Reddy as Chairman and taking No Objection certificates from him to sold out
the land. One small corner portion of the said land is earmarked by erecting a Sign
Board as Govt. Land. Private parties have started their building. It was stated by D.
Satyanarayan, a close associate of Rajendra Reddy.

BATASINGARAM VILLAGE: HAYAT NAGAR TAHSIL: RANGA REDDY DIST. Survey


No.319 Area. Ac.19.00

This land was donated to Andhra Bhoodan Board by Mohd. Jahangir Gouri on 31.01.56.
Initially, Ac.1.00 was distributed to Moosa Ali and Ac.15.00 was lying vacant since years
together. In the course of time, it was occupied by the Donors family members and
leased out to two numbers of Housing Company for construction of Flats in the year
2005. During this period, Sri Rajendra Reddy has started its’ own Real Estate business
with the help of his brother-in-law, who is an Advocate in profession. They got informed
about this Bhoodan land and the matter was discussed in the Office. Finally, R. Keshavlu,
the then Secretary of Bhoodan Board had filed a civil suit against those companies
bearing No.O.S.No.1012/2005 to restrain Housing Corporations to occupy Bhoodan
land and to declare the title of the land in favour of Bhoodan Board. It was decreed in
favour of the Board as an exparte on 17.04.06. The opposite parties were absent and
filed no statement about their claim. Then the Bhoodan plotting project was initiated in

the said village in the Signature of C.V.Chary and Rajendra Reddy. The lay out plan of
Ac.13.35 Gunthas had been finalized and Bhoodan Patta issued at the cost of Rs.30,000
to 50,000/- each as per size of the plots in favour of deserving persons of the Town.
Then the grantees had sold that land to the builders as they had not contested the civil
suit for early finalization. Distribution of Bhoodan Proceedings and transfer of land to
the builders made on 4.1.2009.

It may be mentioned here that the Bhoodan Sarvoday Karyakarta of Andhra Pradesh
have used their Legal Knowledge in each case of Bhoodan land transfer to maintain
their clean image even earning thousand crore of illegal money for their royal
enjoyment.

MANKHAL VILLAGE: MAHESWARAM TAHASIL: RANGA REDDY DIST: Survey No.


435 Ac.12-27 & No.132 Ac.7.33

This land has been donated by one benevolent donor Mr. Fakir Ahmed on 19.08.55. The
said land was recorded earlier in the name of Sasikala Reddy W/o Sudarsan Reddy,
Survey No. 435 Acr. 12.17, R. Krishna Reddy S/o Addal Reddy, Survey No.132/6, Ac.5.37
and Mushriga Rao Reddy S/o Narasingha in survey No.132/A for an area of Ac.1.36.

We found an interesting case, where the revenue officers have extended their support to
use the land professionally.

The matter is such: all the above lands have been re-recorded in the name of Bhoodan
Board, AP as directed by the Collector, Ranga Reddy vide letter No. E-5-2923
Dtd.30.08.2006. Tahasildar, Maheswaram Mandal has taken steps on request of
Bhoodan Board vide their L.No.C/32/2006 Dtd.4.112006 to record the land in favor of
Board. Within 48 hours, the Tahasildar, Maheswaram has passed order to record the
land vide their L.No.D/1181/2006 Dtd.6.11.06. It is strange, how a Govt. Official done
the work so promptly. As per my experience with Revenue Officials, it is not possible to
work out the Bhoodan proposal within 48 hours for the interest of the people and
without any personal interest? So, it is clear case of Black Hand business behind this
ROR Correction. The Tahasildar has referred Govt. of AP Memo No.41950/ASN-I (I)
dt.17.06.97 and order of Joint commissioner No.D-5/3349/04 Dtd.5.3.2005 to justify the
action taken by him. The said pro-active action of revenue authorities on restoration of
land from the grantees without any notice and short duration of time creates more
questions. The ambition behind this case is confirmed from the newspaper cutting
published in Telugu Daily ENADU on 23.09.11 that an area of Ac. 20.00 of
Bhoodan land in the Mankhal Village pertaining to survey No.435 and 132 under
Maheswaram Tahasil was sold in 4 crore of rupees.

It is further pertinent to mention here that a Lay out plan of 1078 plots has prepared in
congregation of survey No. 447, 449, 450 & 453 extent of Ac. 55.35 G in the said village.

This village is nearer to Rajiv Gandhi International Air Port, Hyderabad and closer to
Hyderabad-Sri Sailam High way. The cost of land may be around Rs.50 crore.

It is therefore ascertained that all the office bearers of the then Andhra Bhoodan Board
and Sarvoday Mandal are involved in Bhoodan land scam .

DESMUKHI VILLAGE: POOCHAMPALI TAHASIL : DIST: NALGONDA

Survey No.106

The Bhoodan land of survey No.106 have been distributed Ac. 1.00 each to the persons
named Sunkari Apparao, CH Vasanta, Motilal T. Baubla, M. Raju Reddy & M. Rajendra by
depositing contributions as fixed by Bhoodan Board and Sarvoday Mandal i.e. from
Rs.1500 to Rs.2250. They were in possession from the date of allotment. In 2011, the
then Secretary of Bhoodan Board has wrote a letter to the Tahasildar, Poochampalli in
cancelling the grant as the persons are residing in the Hyderabad City and are not
eligible for this allotment. Hence, cancellation and restoration is necessary. The allottees
have complained against such cancellation letter. We discussed the matter with C.V
Chary and G. Subharao. C.V. Chary took a plea that the matter under subjudice before
Hon’ble High Court, I cannot say anything. But G.Subharao expressed his views very
distinctly and openly. He said that the said land was distributed to the persons as
part of agreement made among Bhoodan Board and G. Balaji. Initially, Balaji was
written allegations against Chariji. In 2009, Dr. Sugan Baranth , the then President
of Sarva Seva Sangh instructed us to comply the allegations made by Balaji and
take care of for the future problems. Hence one compromise was made between
Rajendra Reddy, C.V.Chary and Balaji. As per agreement, the aforesaid land was
distributed as per recommendation of Balaji and he withdrawn all petitions and cases
filed in different forums. But the reason is not understood , how and why the
cancellation of allotment was made.

The compromise case is admitted by Balaji on 4.8.14 at Hotel where the team shifted for
safty and security , Hyderabad in front of Aswatha Narayan. He expressed that the
Rajendra Reddy without consent handed over the said land to a Housing
corporation, where his younger brother is a partner. We opposed it, hence this
cancellation. The second proposal was to pay Rs.1,00,000 to Rajendra Reddy unit or
faced cancellation. We could not take his deposition of R.Reddy in this matter.
Balaji has also Ac.5.00 of land allotted in his favour. That land till yet not recorded
in his name.

It was revealed that Balaji was close associate of Rajendra Reddy in his Kotapet
Bhoodan Office. Where the relations of Rajendra Reddy have involved in the Bhoodan
land business by making lay out plan and survey, they refused to take Balaji as an
associate for many reasons . From that time, the differences have been created
resulted allegations to different forum .

VINOBA NAGAR DEVELOPMENT SOCIETY MANAGED

By G. RAJENDRA REDDY, Survey No.58,Plot No.69 Area Ac.100.00

( A self designed GOSALA run by Gunna Rajendra Reddy with an illegal authority
given by the then Chairman, Bhoodan Board of Andhra Pradesh Mr. C.V.Chary)

The Vinobanagar Development Society has been allotted Ac.100.00 of Bhoodan land
through Bhoodan proceedings issued by C.V.Chary,
Chairman vide Bhoodan Patta No.22948 dt. 17.7.1986
without mentioning any name of Manager, M.D. or such
other posts to be the Administrative Head of this Society. In
the said Bhoodan Patta, the name of Village mentioned as
Saidabad Kanchilo, Survey No.58 Plot No.69. After joining of
Rajendra Reddy as Bhoodan worker and promoted as State Organiser of Bhoodan,
Andhra Pradesh, and the ownership of Ac.100.00 of land of VDS transferred to his name
as representative. He tried to mutate the land in his
favour and Tahasildar, Ibrahimpatanam corrected the
ROR in his favour and issued Pahani(ROR) vide
No.6598/06 Dtd.17.01.06. Further Tahasildar and Dy.
Collector, Ranga Reddy Dist. has issued Patta and Pass
Book in favor of Sri G. Rajendra Reddy vide No.2448
dtd.18.04.06 and No.431279 respectively. On
09.06.2008, the Chairman of Bhoodan Board accorded necessary permission to G.
Rajendra Reddy to sale Ac.50.00 of Bhoodan land.
Accordingly, Rajendra Reddy sold the said Bhoodan
land to five persons namely M. AMBADAS, K.
SRINIBAS REDDY, B. SRIRAMLU, V. SREENU, & B.
MADHUSUDAN vide sale deed No.3961/08
Dt.12.06.08 at the cost of Rs.1.50 crores. As per
information available from the sources that M.
Ambadas is a daily wage earner and paid
Rs.14,28,800/- to the Sub-Registrar, Ibrahim
patanam as stamp duty for execution of this sale deed. It is clear that, a daily wage
earner cannot be able to purchase such land but this is a process created by Sri G.
Rajendra Reddy to grab the land as his own.

The most peculiar thing is noticed that, after two months, vide sale deed No.6137/08
Dt.08.08.2008, Mr. G. Rajendra Reddy, purchased Ac. 15.00 of land from Sri M.
Ambadas and others as Managing Director, Kamadhenu Diary products Limited on a
cost of Rs.60,00,000/- and paid the stamp duty of
Rs.5,70,000/- to Government for Registration. The
annual income of Sri Reddy is shown in the sale

deed Rs.38,000/- per annum. In the meanwhile, Rajendra Reddy became the Chairman
of Vinobanagar Development Society from representative and leased out Ac.35.00 acres
of land out of remaining Ac.50.00 after previous sale to his own son Mr. G. Krisha Reddy,
Smt. M. Aruna w/o M. Ambadas & B. Madhusudan, who is a partner of earlier purchase
with M. Ambadas vide lease deed No.1901/09 Dt.8.4.2009.

This is the documental evidence of the fraudulent activities done by Sri Rajendra Reddy
with institutional and moral support of C.V. Chary, G.V. Subharao and other senior
Sarvoday and Bhoodan workers related with Gandhi Bhawan, Hyderabad.

On 5.8.14, Aswaha Narayan and Gouranga Mohapatra group proceeded to field visit.
After completion of other work, we decided to visit Vinobanagar .This was not intimated
earlier to any body. We reached the entrance road of VDS. This is a hilly area. We found
the connective cucha road has been cut off by JCB with 3 to 4 fts depth cut-off to block
the road for outsiders. This is created not to enter us into VDS. However, with the help
of Motor Cycle arranged by Dora Satyanarayan, we both have able to visit the said VDS .

We found that the occupied area may be Ac.100.00 .Which is divided in 4 parts.
First part is used as Garrage and dumping yard of JCB
and other heavy machines. The second part is used with
a double stored building name and style of Vinoba
Ashram, where 10-15 nos. of local children are reading
.The staff told that it is residential in nature and the
students are poor and helpless.

SRI VENKATESWAR DIARY UNIT is functioning in the


third of the land. The plant has capacity of producing 3.00 lakh liters of milk per day.
The name packet milk is ARUNA MILK. This is named
after wife name of M. Ambadas. We saw the labourers
are mixing the powder milk packets in a big pot and
after chilling, it is supplied to the people with flavor of
cow milk.

The fourth part of VDS is GOSALA. This is also leased out


to one Tulsiram Marwari of Hyderabad on a monthly rent basis. The said area is used as
Sri GOPAL GOSALA. About 80 nos. of calf, bullock, ox and cow are in the said Gosala in
two parts. 20-25 milchy cows found. The entire Ac.100.00 of Bhoodan land is used only
for personal and family development Society of
Rajendra Reddy. No local people are involved in
this activity for the community development. This
is anti-ethics of Bhoodan Movement. So, it is

complete illegal and misuse of Bhoodan land collected for noble purposes.

ABHAYA FOUNDATION: SURVEY NO. 58 Village-BAGAYAT-IBRAHIMPATANAM

This is a voluntary organization promoting health


and education work in the locality. Mr.
Balchandran is the founder of the Foundation. He
was absent during our visit to the area. It is
alleged that the said land was distributed to the
local poor people and Sri Rajendra Reddy sold
Ac.10.00 of land to the Foundation. Two numbers
of building constructed over the said land. Well
furnished and modern facilities available in the
Foundation.

Mr. Aswatha Narayan talked over phone with


Balchandran. He told that, we have taken the land
with valid documents. The matter also in the
District civil Court for declaration of Title. We are
promoting a good job for society. We may not be
disturbed any further. It needs detail enquiry of
records to get a conclusion about the claim of
complainant and the foundation.

FINDINGS :

SILENT ROLE OF SSS ON AP BHOODAN MISUSE :

In 1978 Sarva Seva Sangh recommended names for constituting the Board to AP
Government. Thereafter, the recommending was done by Kr. Nirmala Deshpande of
Rachanatmak Samaj and after her demise by one Shivanath. Though they were not the
Nominees of Acharya Vinoba Bhave then went on doing it term after term. Political
equations and influences and other considerations played a role in the Constitution of
the Board for about 25 years. It is surprising that Sarva Seva Sangh remained silent all
these years and it seems it gave its tacit approval to all that happened. When somebody
violates your rights your silence amounts to your approval. Later it will be difficult for
you to assert that you had a right. If All India Rachanatmak Samaj recommended names
for Bhoodan Board for 5 or 6 terms and Governemnt acted on that recommendation will
it not become an established fact? If Sarva Seva Sangh comes up today and stakes its
claims for recommending names to the Government, the obvious question would be
what had you been doing all these years.

No President of Sarva Seva Sangh took any initiative to protect the rights of the
organization. During Radha Behn’s term as President an initiative was taken and
in the term of Mahadev Bhai as President a serious effort is made. It cannot be an
individual decision for the President but it is an obligation to protect the interests

of the Organization and its legal rights. Silence and inaction mean that we
voluntarily forfeit our own rights and we will not be able to ask for our rights in
future.

It is everybody’s knowledge in Sarva Seva Sangh that ‘Bhoodan’ all over the country lost
its moral foundation and its laudable objective – to provide land for the poor in a spirit
of sharing which is the operation of Love an important component of Nonviolence. Land
values having gone up to amazing levels, there were temptation on the part of those
who manage Bhoodan affairs and in other cases, vested interest elements entered
Bhoodan Organizations marginalizing the real Bhoodan stalwarts and Sarvodaya
People. For carrying on their nefarious and illegal activities, they have weakened
Sarvodaya Organizations by infiltrating and capturing. They gained strength and
legitimacy over a period of time as they were not checked or challenged.

The source of power and opportunities made Mr. G.R. Reddy confident to sale the
Bhoodan Land in Andhra Pradesh without any fear is discussed as follows:-

1. The appointment of G.Rajendra Reddy as Chairman was illegal and fraud .The
authorisation letter of Vinoba was fabricated in support of Mr.Reddy who got
the best opportunity to grab land and sold the land illegally to many builders,
other than the land less people, technical institutions .The authorisation letter of
Beena Bahan from Mahila Chetana Kendra is illegal as she was not empowered
by Vinoba Jee for nomination any of the Bhoodan Board and Mr.R Reddy as
chairman of AP Bhoodan Board is against Bhoodan act.

2. Dr. Veena Behan, President, Mahila Chetna Kendra, F-22, Dutt Colony, New Delhi-
110003, Tel: 24620066 wrote to the Principal Secretary to Government, Revenue
Department, Government of Andhra Pradesh, Secretariat Building, Hyderabad
proposing the names for the Chairman, Vice-Chairman and nine other members
for Andhra Pradesh Bhoodan Yagna Board for four Years. One Rajender Reddy
State President of Gandhi Global Family Andhra Pradesh Branch had written to
the Hon’ble Chief Minister of Andhra Pradesh requesting the Chief Minister to
issue a Government Order to constitute the AP Bhoodan Board based on the
Letter from Dr. Veena Behan, stating her to be the Nominee of Acharya Vinoba
Bhave.

Based on these letters from Veena Behan and Sri Rajender Reddy the
Government of Andhra Pradesh issued a GOMS No. 687 dated 14.12.2012
appointing AP Bhoodan Yagna Board . The Chairman, Vice-Chairman, Members
of the AP Bhoodan Board indulged in a large scale land sale, graft, illegal
activities which were widely reported in the Local News Papers which put the
scandal at a whopping Rs.3000 crore.

No.3. Transfer of Bhoodan land has been started in the Andhra Pradesh from the year
1985. But the said transfer got momentum after joining of hands with Rajendra
Reddy. Sri Reddy was earlier a person of selling fake certificates and also

convicted. Mr. G.V. Subharao arranged him for Bhoodan Board. Bhoodan Board
got a good Manager to sale the Bhoodan estate with safe hand .This is first scope
for Rajendra Reddy to enter the Malamal society of Bhoodan and Sarvoday in AP.

No.4 In 2004, Sri Reddy has proposed to digitalize the Bhoodan Records through
Computers. He was allowed to take all Bhoodan Records to his own Kotapet
Office for digital copying. From this verification of records, he got more
information on undistributed land and tried to sale those land with approval of
Bhoodan Board and Sarvoday office bearers. He got a post of State Organizer of
State Bhoodan Board and had a scope to visit all over the State to search land fit
for sale. Ac.100.00 of Bhoodan and earmarked for Gosala made him mad to his
personal development. He allowed to sign the documents provided to the
grantees without any legal sanction of Bhoodan Act.

No.5 After nomination of Rajendra Reddy as Member of State Bhoodan Board of


Andhra Pradesh in 2009, some allegations petitions sent to Sarva Seva Sangh by
Shankar Naik and G. Balaji against Chary and Rajendra Reddy. One Group of
Youth present before the Sarva Seva Sangh meeting and requested to place some
live grievances against Bhoodan work of Andhra Pradesh. They have not
permitted to do so but they circulated some papers against Chary and others,
where Mr. Lavnam, Charyji, G. Subha Rao and other persons from Andhra
Pradesh were present.

As Stated by Subharao ji, Sarva Seva Sangh instructed to deal with all allegations made
against Bhoodan office bearers. The Bhoodan Office bearers made an agreement with G.
Balaji and Balaji withdrawn his allegations. Shankar Nayak refused to withdraw the
allegations, so, he has been trapped in Police case with false vouchers fabricated and
planted by G. Rajendra Reddy. We could not found any allegation against Shankar Nayak
was established during field visit by the team. The persons made allegation against
Shankar Nayak were absent despite of many telephone calls.

No.6:-In 2011, Rajendra Reddy became the organizer of Gandhi Global Family. Some
powerful persons inthe Congress Ministry are the National and International
Office bearers of the said GGF. Rajendra Reddy made the relation relation
stronger with them in organizing a seminar of one lakh people at Poochampalli.
Then he became one of the important personality in AP Government while the
Chief Minister was Mr. Kiran Reddy. The old process of forming the Bhoodan
Board in AP, forced Rajendra Reddy to manipulate the Authorization letter of
Vinobaji in the name of Veena Bahen and finally he became the Chairman with
support of State Revenue officials, where all the senior Bhoodan and Sarvoday
people nominated as Members gladly supported the new portfolio of Rajendra
Reddy .

Role of different units in managing sale of Bhoodan land in Andhra Pradesh

1. Replica of Gujarat Model scam: Gujarat Bhoodan land issues enquired and
found guilty in the said transaction but no such strong action could initiated by
Sarva Seva Sangh. It was moved to be the model to manage the corruption of
Bhoodan land in Andhra Pradesh.

2. Bhoodan Board Andhra Pradesh: Mr. C.V. Chary was the Chairman of A P
many a times since it is formation . After departure of Vinobaji, Chariji had taken
recommendation from Ms. Nirmala Despandey, which was also illegal. The said
process encouraged Mr. G. Rajendra Reddy to create fake recommendation in the
name of Veena Bahen. It is revealed that the Board discouraged honesty,
principle of Bhoodan and Sarvoday and managed sale of Bhoodan land in
appointing Rajendra Reddy.

3. Sarvoday Mandal :- Sarvoday Mandal of Andhra Pradesh is dependent unit of


present Bhoodan forum and have lost the moral pressure over illegal act of
Bhoodan people. In some cases, the Sarvoday Mandal unit has involved and
support on the issue of illegal sale of Bhoodan land .

4. Action of Revenue Officials of AP :- It is proved from the various documents


passed by Revenue authorities of Ranga Reddy District that they have whole
heartedly supported Rajendra Reddy for correction of ROR as and when he
desired, whether it is legal or illegal but in many cases, where builders are
interested the corrupt revenue officials has supported .

5. Role of complainants :- Mr. Shankar Naik & G. Balaji have darely exposed the
illegal act of Chari and Rajendra Reddy since last six years. For this act, they have
faced false cases and jailed for months together arranged and managed by
Rajendra Reddy. Now they need physical support of Sarvodaya Mandal and
moral with ethical support of Sarva Seva Sangh.

6. Sarva Seva Sangh :- Year long silence of Sarva Seva Sangh on management of
Bhoodan land in the Country has given opportunity to the Sarvoday and
Bhoodan people for transaction and sale the Bhoodan land jointly for their
personal interest . The prime ideals were to make self-sufficient to the poor and
land less people to live with dignity . But in this case,the Bhoodan leaders and
workers of Andhra have earned in corrupt means . In 2009, Sarva Seva Sangh
had instructed to Andhra Pradesh Sarvoday Mandal to resolve the conflict
and allegations mutually in place of taking actions against the office

bearers involved in Bhoodan land scam . The consequences SSS face today
is the result of no action or silency against the land scam.

7. GVVDS PRASAD:- Sri Prasad has become the top victim of this Bhoodan land
scam by exposing the wrong deeds of the wrong people officially which . He is
always insecure , get many threats through telephone and his family peace is
disturbed . The police chase him in his house and try to arrest him in many
false allegations fabricated by vested interest groups with instructions from
corrupt Bhoodan officials . He deserves solidarity and moral support from
Sarvodaya and Sarva Seva Sangh otherwise he will face the consequence in
many forms. His leadership personality through media and judiciary relation
has become eye sore for many like Charry and Reddy .The seniors feel that an
alternative Gandhian leadership by Prasad may be a threat to their
sustainability and control of many institution around Hyderabad.

8. Sri Sanjiv Reddy :- He is the brother of G. Rajendra Reddy. He was a real estate
business man with his brother earlier and presently involved in Diary promotion
. Due to some difference among two brothers, Mr. Sanjiv Reddy extending
support to Prasad and other people against Rajendra Reddy . PRASAD has
appointed him as the State Organiser for Telangana Sarvoday Mandal. Though
he has supported Prasad and the enquiry team in many ways but his intentions
are to be re assessed . Sanjiv Reddy played important role in exposing the land
scam and supporting Prasad Jee in organising meetings in different places ,
meeting Government officials with the help of some young political leaders of
Hyderabad .Sri Sanjiv Reddy mediated police in protecting Prasad from police
arrest on 5th August .

9. Period of enquiry:- This enquiry has fixed when the people knew that the
Bhoodan Board of Andhra Pradesh has been dissolved and the documents have
been seized, so that the committee cannot verify the records properly. It is the
impression of general people, who think enquiry merely through interview will
not help much but the verification of record will give vital proof which the
committee is unable to cross check the complains .

10. The Sadnagar Vasya Mahila Samiti attack on Prasad jee was well designed by
the Bhoodan Board leaders by hiring women from a neighbouring village who
were politically motivated to grab the land owned by the Mahila Samiti. It was
told to us that during the election campaign with Sri Jaipal Reddy in Sadnagar
town Sri Rajendra Reddy came across the women group who were against the
founder Sri Prasad of Vasya Mahila Samiti .The women representatives of the
Samiti were paid money and arranged vehicle by Bhoodan Board chairman to
create disturbances the meeting of Sarva Seva Sangh which ultimately tarnish
the image of GVVVSD Prasad and high light his corruption .

11. HOW SARVODAYA WAS WEAKENED :

The process of weakening Sarvodaya and its organizations had been a phenomenon for
a long time – well organized and systematically executed for past 25 years. This should
be seen in the light of the split in Sarvodaya – those who went with JP, suffered jail
terms during emergency, subjected to restrictions and humiliations through Kudal
Commission and the like, painting Gandhian organizations and people as ‘criminals’ and
the like. The other Group in Sarvodaya who supported Emergency, associated with
Indira Gandhi and the Government Power, enjoyed the fruits of power, money, fame,
comfort etc. , may be broadly called the SSS fraction group . Though SSS accepted
Mahatma Gandhi, Acharya Vinoba Bhave and Lok Nayak Jayaprakash Narayan as the
beacon lights for the organization and movement.

The other group did not confine to its power mongering but knew that SSS with its
simplicity, plainness working with people would be a threat to its not so Gandhian
activities. For them, Gandhi is a commodity that can be marketed and use it as a façade.
In stead of confining itself to its own activities, this group had the technique of
infiltration into and controlling SSS organization at different levels. This could be seen
at the Pradesh Sarvodaya Mandal level, particularly the case in front of us is Andhra
Pradesh Sarvodaya Mandal (APSM). This understanding would be useful and helpful in
analyzing present situation in APSM in the context of Bhoodan Scandal in AP which is
perhaps one of the largest in the country .

Sri C.V. Chari the Chairman of Gandhi Nidhi , AP was the instrumental in weakening AP
Sarvodaya Mandal most of which are based in Gandhi Bhavan. He is President or
Secretary or Trustee or Member in all organizations. He would control all organizations
and decide for all of them. Nothing would happen in any of the Organizations without
his consent. There is no place for new generation or any outsider. It was a own trusted
group of mediocre who have nothing to do with Gandhi or Sarvodaya Movement but
Gandhi treated as commodity for Mr.Chari. Association with these organizations is a
personal prestige and to further their selfish ends. They were treating these
institutions/organizations as their personal property which no one can challenge
him and that kind of personified leadership is the main reason in weakening the
Sarvodaya in Andhra Pradesh .

RECOMMENDATIONS:-

1. If Bhoodan is a Subject of Sarva Seva Sangh (as it is, that we have a Bhoodan
Samiti) Sarva Seva Sangh has to assert the right to recommend names for
respective State Governments. If there is violation of this right in any State,
challenge it with all seriousness and may take legal course if necessary. This
needs a strong policy decision and its implementation in Sarva Seva Sangh .

2. A full-fledged enquiry in collaboration with Revenue officials of Andhra and


Telengana for a period of two weeks may be undertaken to ascertain the status
of Bhoodan land, illegal sale and transfer in both the States.

3. Sarva Seva Sangh may appeal the Government of Telangana & A.P. to restore
the land distributed/transferred by Bhoodan Board during period from 2004 to
2014 in violation of Govt. order of 2006 and Rule 9 of AP Bhoodan and Gramdan
Act,1965. There should be a judicial inquiry into the matter and all the buildings
etc. that have been constructed on these lands should be handed over to the
deserving landless people. And those who have sold the Bhoodan land should
be prosecuted at the earliest. Therefore, there should be a thorough enquiry
into this and it should be found out under whose authorisation it was sold.The
committee found that even with regard to the 1.10 lakh acres of distributed
land, a large chunk has been transferred to charity organisations, real estates
,technical institutions against norms. These realtors land and buildings to be
ceased by the Government with a thorough enquiry .

4. The Government of both the states may be requested to initiate the CBI or
CID enquiry against the Office bearers of Bhoodan Board from 2004 to
2014.

5. Govt. may be moved to seize immediately the function of Vinobanagar


Development Society for the reason of illegally transferring the Bhoodan land of
an area Ac.50.00 in violation of rule 9 of AP B&G Act,1965.

6. The Sarvodaya and Bhoodan workers in A.P. like C.V.Chari, G.V.Subharao,


Boinapali Venkata Ramarao, Rajendra Reddy, B. Damodar, R. Keshavulu and
others found in the members list in the both the institutions from 1985 to 2014
are to be prevented further from loksevak membership and their present
membership need to de register in Sarva Seva Sangh list .They should not be
encouraged to participate any Sarvodaya /Bhoodan committee formation in any
of the region. The sister organisations of Sarva Seva Sangh need to inform
immediately about the Bhoodan land scandal for futher action.If it was deviated,
their membership may be declared as void and inoperative by the Sarva Seva
Sangh.

7. Government may moveto form separate Bhoodan Boards within six month of
the board dissolve for Telangana and Andhra Pradesh for which Sarva Seva
Sangh need to send a list of people from Sarvodaya back ground having honesty
in all level for the formation of Bhoodan Board in Telengana and Andhra
Pradesh . To expedite the recommendation process a small committee can be
constituted to meet and formalise the process with Government in advance .The
suggested names may be properly scrutinised before appraisal to the
Government . There will be a provision that one office bearer may be managing
trustee or one of the secretary of Sarva Seva Sangh would be the ex-officio
member to the reconstituted Board for direct involvement in the activities of
State boards.

8. A circular may be issued taking the issues of sale of Bhoodan land in Gujarat,
Andhra, Vidarva & Maharastra and other states of the country to all existing
State Sarvoday Mandal and Bhoodan Boards not to involve the office bearers in
such heinous activities further.It is observed that in these sates the members of
the Bhoodan board have grabbed land in their organisation name which is illegal
as per the supreme court statement. Such names be enlisted and summon them
for legal action .

9. A legal cell may be formed in the Head office of the Sarva Seva Sangh by taking
like minded advocates of the Country for advices in the crucial period to deal
with Bhoodan land issues.

10. Involvement of alleged Sarva Seva Sangh Office bearers, ex-office bearers in such
activities directly or indirectly be discouraged and they should not allow to
continue in their present posts in the SSS unit.

11. Sarva Seva Sangh need to file a case in the high court against the Bhoodan Board
appointment in 2012 and fraudulent nominations of Beena Bahan .Legal action
may be filed immediately in form of PIL in the Supreme Court of India to
restore all Bhoodan land misused other than the purposes .Any allocation of
Bhoodan land by Government or the State departments may be restored .Sarva
Seva Sangh is advised to pass a resolution for the further protection,
monitoring and formation of Bhoodan Board in the states where ever Bhoodan
Board provisions are entrusted by the Government .

12. The State Sarvodaya Mandal in Telengana and Andhra Pradesh may be formed
immediately with the new constitutional norms of Sarva Seva Sangh for which
one of the Secretary may be assigned to present while the election takes place
.The senior Sarvodaya leaders may be requested for their support to this
endeavour .Sri GVVSD Prasad and his wife live with nightmares and inviting
many threats to their life in Hyderabad may advice for temporary shift to
Sevagramme until the new undivided AP Bhoodan Board are formed .
