As you have been informed that previousy, Global Sulphur Capacity will be 0.5% for all over the world
after 1st January 2020.
However present ECA Zones (Emission Control Areas) which have been designated under MARPOL
Annex VI will remain the same 0.1%. Putting it in simpler terms;

berthing.
Panama Canal - Panama Canal Authority requires that vessels complete the switch (changeover) from heavy fuel oil
(residual fuel) to light fuel (distillate fuel) that will be used for their propulsion engines, auxiliary engines, boilers and 0.1%
other ancillary equipment, prior to arriving at Panama Canal waters.
1. Local requirements
1.1 China
In accordance to China Maritime Safety Administration (MSA), requirements on ships using, carrying
fuel oil and alternative measures, in Chinese Domestic Emission Control Area which has been idendified
by MSA as below,
Article 1
From January 1st 2020 onward, international ships entering waters under the jurisdiction of
the People's Republic of China are to use fuel oil of sulphur content not exceeding
0.50%m/m (hereinafter referred to as compliant fuel oil). The term "fuel oil", for the
purpose of this Plan, means oils delivered onboard ship for combustion in connection with
the propulsion and operation of the ship, including distillate marine fuels and residual
marine fuels.
Article 2
From January 1st 2020 onward, international ships entering China inland
waterwayemissioncontrolareas are to use fuel oil of sulphur content not exceeding
0.10%m/m. From January 1st 2020
2022 onward, international ships entering Hainan waters
within China emission control areas are to use fuel oil of sulphur content not exceeding
0.10%m/m.
Article 3
From March 1st 2020 onward, international ships entering waters under the
jurisdiction of the People's Republic of China are prohibited to carry fuel oil of sulphur
content exceeding 0.50%m/m (hereinafter referred to as non-compliant fuel oil) on board ships.
%0.1 will be in use only at Inland River Control Area, Sea Area in Hainan Waters presently %0.5
however after 1st January 2022 %0.1 will be effective

Ships berthed in a European Union (EU) port must use marine fuel with a Sulphur content not exceeding 0.1% by
mass. The Directive also states that sufficient time must be allowed for the crew to complete any fuel changeover
operation as soon as possible after arrival at berth and as late as possible before departure. Ships that, according to
published timetables, are due to be at berth for less than two hours are exempted from the requirement
1.3 Turkey
Turkey will enforce new regulations covering the limits of the Sulphur content of marine fuels used by
vessels within its domestic territorial waters. The purpose of the new regulations is reportedly to align
these with the requirements contained in the EU Directive for the Sulphur content of marine fuels and of
MARPOL Annex VI.
All vessels arriving at Turkish ports and all inland waterway vessels sailing on Turkish inland
waters – Sulphur content limit = %0.1
The regulations apply to all vessels safely at berth or at anchor within the boundaries of any port
and staying at berth or at anchor for more than 2 hours. Fuel replacement operations must take
place in the shortest possible time following the vessel’s arrival in port.
“Inland waters” means the natural and artificial lakes, reservoirs, fisheries and rivers of Turkey;
the Turkish Straits, the Bosporus and the Dardanelles, and the Marmara Sea are reportedly not
part of this definition. However, it has been indicated that vessels transiting the Turkish Straits
may still be subject to the new regulations if their stay at an anchorage whilst awaiting passage
exceeds 2 hours.
1.4 Iceland
The Government of Iceland have issued a news release stating that, effective 1 January 2020, the
permissible sulphur content of marine fuels used in the territorial sea and internal waters of Iceland will
be lowered from 3.5% to 0.1%.
On the same day, the permissible sulphur content of marine fuels will be lowered down to 0.5% within
the Icelandic Pollution Prevention Zone but outside of the territorial sea. As heavy fuel oil has in most
cases a higher sulphur content than 0.5%, this effectively brings a halt to the use of heavy fuel oil around
Iceland. Vessels can however continue to burn heavy fuel oil if they use “approved emission abatement
methods to reduce the release of sulphur dioxide, which prevent[s] most sulphur emissions into the
atmosphere along with soot pollution.”
1.5 South Korean SECA
The South Korean Ministry of Oceans and Fisheries has announced that a Sulphur Emission Control
Area (SECA) will come into force on
1st September 2020, which will affect many South Korean ports.

Much like the European ECA, vessels must use fuels with sulphur content of 0.10 % m/m or less.
From 1st September 2020 to 31stDecember 2021 vessels will be required to switch over to compliant
fuels within 1 hour after completion of anchoring or mooring in designated ports to 1 hour before
completion of heave up anchor or de-berthing.
From 1st January 2022 ships will be required to use compliant fuels from entry into the SECA until
exit.
Panama Canal Authority requires that vessels complete the switch (changeover) from heavy fuel oil
(residual fuel) to light fuel (distillate fuel) that will be used for their propulsion engines, auxiliary
engines, boilers and other ancillary equipment, prior to arriving at Panama Canal waters.
Vessels with intentions to transit that, prior to transit, need to anchor at the Pacific or Atlantic Anchorages, or
vessels that plan to call at the Pacific or Atlantic port terminals, will be permitted to use heavy (residual) fuel to
operate their auxiliary engines, boilers and other ancillary equipment during their stay at the anchorage or at
the berth.
However, these vessels will be required to perform a changeover from heavy (residual) to light (distillate) fuel
that is used to operate their propulsion engines prior to entering Canal waters.
Vessels that opt to burn heavy (residual) fuel in their auxiliary engines, boilers and other ancillary equipment,
as described above, shall change over to light (distillate) fuel operation in the same, at least two (2) hours prior
to the scheduled pilot time for their Canal transit.
Vessels will be deemed ready for Canal transit only when the changeover to light fuel has been completed and are
operating only on distillate fuel. The switch-over for main diesel (propulsion) from HFO must take place prior to
anchorage if the vessel is arriving Canal waters for transit and cannot take place at anchorage.
Vessels that arrive at Canal waters with the sole intention to visit either the Pacific or Atlantic port terminal
and will not transit, may be allowed to proceed to and from the port terminal on heavy fuel, including the main
propulsion engines. These vessels will not be subject to the fuel changeover requirement stated in Notice to
Shipping N-1-2017.
PURPOSE
This requirement will resolve operational issues, as well as avoid any negative impact on the health of Panama
Canal Authority (ACP) personnel, caused using HFO while in Canal waters.

3- the English Channel and its approaches eastwards of longitude 5°W and northwards of latitude
48°30΄N."
