Dear Sir,
Online bids are invited in two bid system for SRM E-enquiry in r/o the AMC for
testing, refilling & reconditioning along with spares of Fire Extinguishers at various sub-
stations under EHV O & M Division, Pimpri Chinchwad, Pune on or before 15.06.2021,
18:00Hrs on following terms and conditions:-
TERMS AND CONDITIONS
Submission of bid
Two bid systems should be followed for submitting the offer. Uploading of required
documents shall be done on MSETCL’s SRM E-tender website

A. Techno –Commercial bid:
This should contain following documents certificates as a proof of qualifying pre-requisites,
broachers, etc.
1. Scanned copy of EMD & tender fee receipt. In case of EMD exemption shall submit
an undertaking duly notarized stating that enterprise shall supply all the materials of
intended work contract, manufactured from its own unit. Also the registration of Micro
& small enterprises should be valid on the date of submission of bid & the validity of
same should be verified by certified charted accountant in practice.
2. PAN Card & I.T return for the year AY 2018-2019, AY 2019-2020.
3. Proof regarding GST registration.
4. Valid shop act & establishment registration or NOC of Grampanchayat or Udyog
Aadhaar certificate.
5. Details of work order / experience certificate issued by the competent authority not
below the rank of Executive Engineer for similar work in MSETCL/MSEDCL/any
other Govt. /PSU organization/OEM.
6. Valid license/certificate of refilling of fire extinguisher
All general / technical/ commercial terms & conditions of the contract of the company are
applicable to this contract.
If validity of any license/certificate expires during order period, you will have to renew
the same & submit the copy to this office. Payment will be affected for valid period only.
B. Commercial bid:-

Bidder should upload the digitally signed price bid under commercial bid online.
1. Techno-commercial bid will be opened online for all received bids. After verifying the
all documents /certificates submitted in techno commercial bid for prequalification as
mentioned above, if it is found that, the tender fulfills the desired prerequisites; the
price bid will be opened online. If the same is not found to be meeting the prerequisite,
the commercial bid shall not be opened. Tenders with incomplete details or not
submitted in prescribed tender form etc. are liable to reject.
2. This office reserves all the rights to reject any or all tenders without assigning any
reasons thereof.
3. The technical documents should be uploaded in the technical bid & commercial
documents /offer/price bid should be uploaded separately, in case both technical &
commercial bid are uploaded in one file wrongly, the offer will be rejected.
4. Work Execution schedule: The work should be carried out immediately as per
instruction of Executive Engineer or Engineer Incharge. The detailed scope of work is
as follow:
I. Inspection of cylinders at site jointly with Engineer-in-charge, listing of spares
required for repairs/ replacement. Details such as make, type, capacity of fire
extinguishers, weight, etc. at the time of handing over & receipt after due repairs
& refiling shall be noted by Engineer-in-charge & contractor jointly.
II. Collection of extinguishers from substations & H.P. testing of cylinders,
servicing, refilling & returning the same to S/Stns.
III. The extinguishers & cartridge shall be transported by the contractor from the
substation to his works & back to the substation at his risk & cost.
IV. Any loss to the owner (MSETCL) due to damage, theft etc. during such transit
will have to be borne by the contractor.
V. All problems arising in fire extinguisher cylinders during guarantee period will
have to be attended by the agency free of cost.
VI. Quarterly/ monthly inspection is to be carried out on call from Engineer-in-
charge.
5. Validity: validity of the order is upto one year from the date of issue of order or
exhaust of order amount.
6. SUPPLY OF MATERIAL: It should be of standard make approved by MSTCL.
7. PENALTY: If you fail to execute the work within stipulated time as mentioned
above, you will be liable to pay penalty at the rate of ½% per delayed hour in
emergency work or per day as applicable, subject to a maximum limit of 10% of the
total value of the order.
8. QUALITY: The work should be carried out as per satisfaction of Executive Engineer
or Engineer Incharge & as per schedule ‘ A’, otherwise same will be rejected and you
will have to replace / repairs at your own risk and cost only.

9. GUARANTEE: The work as a whole shall be guaranteed for trouble free service for
period of 12 months from the date of work carried out. If supply material found
defective due to bad design or workmanship that should be replaced by you free of cost
within 2 days or otherwise same will be deducted.
10. GENERAL: You should make yourself fully aware of M.S.E.T.Co.Ltd.’s general
condition of contract for supply of material and execution of work.
11. AGREEMENT: You will have to execute the agreement bond with Executive
Engineer, EHV O & M Division Pimpri Chinchwad, Pune on stamp paper of 500/-.
The cost of stamp paper will be borne by you
12. PAYMENT: Payment will be made to you against after confirmation of work carried
out from concerned sub-station incharge. Service entry / MIGO of the bills will be done
by concerned sub-station incharge. Scrutinizing & auditing will be done at Division
Office and payment will be effected accordingly subject to availability of funds.
13. GST Payment: 100% GST payment will be done against invoice submission .
14. SECURITY DEPOSIT: You have to pay security deposit within 7 days from the date
of receipt of the work order, amounting to 3% of the value of the contract in the form of
Cash/FDR/D.D./BG of any Nationalized/ scheduled Bank in the name of EE, EHV
O&M Pimpari-Chinchwad Division, Pune, payable at Pune valid for one year.
15. In case of difference of opinion about any interpretation of any clause of term and
condition arising during the period of the contract the decision of the undersigned will
be final and binding on you.
16. TERMINATION OF CONTRACT:- The undersigned reserves the right to accept or
reject the enquiry in part or full. The undersigned reserves the right to terminate the
contract at any time during the contract period by giving appropriate notice of 3 days, if
it is found that the contractor is not able to cope up with or discharge duties
satisfactory/or not able to execute the work as per the order conditions. The discretion
of the contract operating authority shall be final & binding on the contractor. Undue
delay in completion of contract work is also liable to getting the work done through
other agencies at the risk and cost of the contractor.
17. Jurisdiction: All dispute or differences arising under out of or in connection with this
contract, if concluded, shall be subject to exclusive jurisdiction of PUNE court only.
18. WORK CONTRACT TAX: As per prevailing rates will be deduct from your bill, if
applicable.

2. Rate analysis should be submitted along with price bid if the quoted rates are +/-
5%.
3. The measurement will be recorded as per actual execution of work only.
4. The rates indicated are inclusive of transportation of manpower & spare from your site
to Substation.
