1. PURPOSE

This is Work Method Statement shall be implemented to NEOM Temporary Roads


RD-17 West1CH 0+000-CH 4+000 km. The work shall be the Construction of Box Culvert
(Formworks, Rebar Works & Concreting Works).
The purpose of this method of statement is to provide guidelines for the proper execution of the
scope in accordance with the highest safety practices and quality standards. The construction of
the culverts under scope shall be based on IFC drawings, MOT standards, and NEOM standard
specifications.

2. SCOPE

The scope of works shall be construction of Concrete Box Culvert as per IFC drawings which include
excavation, lean concrete, rebar installation, formworks, concreting, bitumen coating, backfill a n d
compaction.

No other works are within the scope of this method statement.

4. ROLES & RESPONSIBILITIES

4.1 Project Manager:


o Shall be an over-all responsible for direction, monitoring, coordination and
control of all the construction activities attached to the related work.

4.2 Construction Manager:


o Shall the over-all responsible for the implementation and monitoring of all
the activities involved in the work.

4.3 Site Engineers:


o Shall be directly involved in the planning and execution of the activities
involved in concrete repair work activities. He shall be responsible for the
preparation of Site Work Sequence, Safety action Plan and Safe Work
Plan applications for Work Permits if required prior to commence of
activities.

4.4 QC Inspector:
o Shall be responsible for the necessary inspections and tests to be carried
out for all activities involved in the work.
o Responsible for Material Receiving Inspection and Physical Inspection.

4.5 Environmental Manager:


The Environmental Manager will be responsible for ensuring compliance with
environmental legislation, environmental approvals. In addition, the environment manager
will perform the following basic functions:
o Examine corporate activities to establish where improvements can be
made and ensure compliance with environmental legislation across the
organization
o Ensuring compliance with environmental legislation environmental
approvals and this CESMP
o Have a wide remit and will review the whole operation, carrying out
environmental audits and assessments, identifying and resolving
environmental problems and acting as agents of change

o To ensure staff are trained at all levels and that the workforce recognizes
their own contributions to improved environmental performance
o Coordinating all aspects of pollution control, waste management,
recycling, environmental health, conservation and renewable energy
o Ensuring compliance with environmental legislation
o Auditing, analysing and reporting environmental performance to internal
and external clients and regulatory bodies
o Promoting and raising awareness, at all levels of an organization, of the
impact of emerging environmental issues, whether legislative or best
practice, on corporate, ethical and social responsibility

4.6 SAFETY OFFICER


o Shall review all Safety Procedures, Tools, Equipment’s and Work Plan, If
required submittal to Neom, it must be implemented and observed during
the construction works. He comply, follow and implement the Job Safety
analysis and Risk Assessment on the Work Site.

4.7 Surveyor:
o Provide Elevations and Coordinates on Site
o Conduct survey Inspection during and after completion of concrete Repair
Works
o Prepares and submits survey reports

7.0 PERSONAL PROTECTIVE EQUIPMENT

The following Personal Protective Equipment (PPE) is mandatory for people at


the project site and shall be required prior to mobilization:

• Hard hat for general use across the project


• Disposable FFP3/ N95 face mask
• Safety shoes with toecap and midsole protection
• Yellow high visibility vest
• Tinted UV safety glasses for use in sunlight
• Disposable Ear Plugs
• Cotton gloves
7.0.1 WELFARE FACILITY:
The following welfare facility to be provide at site prior to start work.
1. Portable Toilets
2. Resting Shelter
3. Drinking water station

8.0 TRAINING, INFORMATION & INSTRUCTION

All people involved with site works shall receive training, information and
instruction on the methodology to be used in line with the approved
MRSA.

The workforce shall be all Arab nationals therefore, all information and instruction
shall be given in
both written and spoken Arabic language.

Information and instruction shall include but is not limited to the following:

• Pre-Task Briefing
• Miscellaneous Tools
• Method Statement & Risk Assessment
• Significant hazards and control measures
• Permit to Work
• Stop Work Authority (all are authorized if unsafe or concerned)
• Dealing with emergencies to include an explanation of the Emergency Contact Poster

9.0 WORK SCHEDULE

The work is expected to be completed within 60 working days. Refer to the approved Baseline
Schedule for full details and milestones.

10.0 PROCEDURE

a) Prior to work commence, permit to Work shall be obtained.


b) Installed prior to work commencement. Including but not limited to Jersey Barriers,
cordons, and other forms of safety indicators to enhance work area visibility to the
passing traffic.

c) Survey I layout Box Culvert location

d) Start excavation according to design elevation and IFC drawings.

• The bottom of the blinding concrete shall be composed of selected fill materials
be prepared and compacted as per required elevation.

e) Formwork for lean concrete and raised WIR for concreting.

f) After a minimum of 24 hrs. After the blinding had been poured required bottom slab
steel reinforcement and at least wall vertical rebar including expansion bars and
construction bars will be installed accordingly.
g) After installation of culvert slab steel reinforcement bars, WIR shall be prepared
by the contractor QC. Thereafter, a joint inspection between contractor and PMC
designated personnel shall be conducted.

h) Once Inspection is complete and approved formworks for the slab shall be installed.

• The forms shall be clean and free of all debris before concrete is placed.

I) Similarly,prior to concrete pouring the culvert slab formworks shall be jointly inspected
by the contractor and PMC and be approved as per design location/alignment and
elevation.

j) Place slab concrete up to the required elevation, including initial height of the
wall up to the designed location of construction joint

• Location of construction joint shall be based on the approved IFC


Drawings.

• Poured concrete shall be mechanically vibrated accordingly. k)

Once concrete settled, burlap shall be installed and water curing shall be

immediately applied to the slab concrete up to a minimum of 7 days, closely


monitoring that the concrete surface shall be wet all the time.

I) After a minimum of 24 hrs. And/or at the discreet of the PMC engineer. Wall
horizontal rebar, including expansion bars and water stop shall be installed
immediately

• During rebar installation, concrete protection shall be installed if necessary, e.g.


ply boards.

• Approved water stop shall be installed firmly on expansion joints and


other locations as indicated in IFC drawing.

• After installation of wall reinforcement bars, expansion and construction joint


dowel including water stop, it will be approved by the PMC representative prior
to wall formworks closure.

m) Install wall formworks made of 20 mm plywood framed with at least 4" x 4" timber
with pre-installed chamfer on exposed edges of the concrete structure, braced and
supported sufficiently.

• Formworks once completely installed shall be inspected jointly by the


contractor and PMC prior to concrete

n) Place concrete up to the designed height or up to the bottom of the top slab.

• The location of construction joint in walls will be verified prior to placement


of concrete.

After completion of concrete culverts wall, install form-works for the proposed top
slab after a minimum of 48 hrs, or at the discreet of the PMC Engineer.

• Any scaffolding or raised platforms required during the construction of


the top slab will be provided prior and be jointly inspected by the
contractor and PMC safety representatives.

• Top slab formworks shall be jointly inspected thereafter.

o) After successful joint inspection of top slab formworks and top slab
reinforcement bar shall be installed immediately.

• Construction Joint and expansion Joint dowels shall be installed


as per procedure similar to walls.

• Prior to placement of top slab concrete, WIR shall be prepared and


approved for the top slab rebar.

p) After rebar approval, place concrete as per design.

• After concrete has initially set but not more 6-hours, apply water curing

immediately. q) Water curing must be continuously applied for a minimum 7 days

onto entire new


culvert structure; by placing burlap materials and be sprayed with water and
then covered with plastic sheets in order to retain moisture. Spray water as
often as required.

r) Remove all formworks for top/cover-slab after 15 days minimum.

• Any surface of a less acceptable quality shall be repaired using approved


masonry repair materials, before any coating on external surface be
applied.
s) Wing wall Construction

• After excavation, the base for the blinding concrete will be prepared and
compacted as per design elevation, WIR shall be prepared.

• Concrete placement on blinding concrete will start immediately upon WIR


approval.

• On a typical process,24 hrs. After blinding concrete pouring, toe wall


reinforcement bar and formworks will be installed as per design and
inspected respectively.

• Toe wall concrete will be placed thereafter.

• Toe wall Concrete will be placed up to the bottom of the apron slab
blinding concrete.

• With the recommendation from the concrete coating material (bitumen)


manufacturer.

• Concrete surface of the toe wall will be prepared and coated respectively

• After concrete coating inspection and approval, backfilling around toe


wall will start immediately in layers.

• Backfill suitable materials up to the bottom of the apron slab blinding


concrete

• After toe wall backfilling, the base of blinding concrete for the apron-wing wall
slab shall be prepared and re-compacted.

• Apron slab blinding concrete will be placed immediately after the approval of its
base.

• Similar procedure in the construction of the culvert extension will be applied in


the remaining parts of the wing wall/apron.

• Apron slab concrete will be poured monolithically up to the remaining


height of the toe wall.

• Wing wall concrete will be placed after.

• In a similar procedure, formworks and reinforcement bars installation,


water stop and expansion joint dowel will be inspected prior to each
segmental concrete placement.

• 20 mm thick approved joint filler shall be kept on the expansion joints.

 Wing wall formworks will be removed after a minimum of 24 hrs.

t) Backfilling and Compaction

• After completion of BOX Culvert and wing wall construction, surfaces will be
prepared.

• Expansion Joints will be filed with approved Joint sealant as per IFC drawings.

• And surfaces that will be permanently in contact with the earth will be
coated with bitumen.

• After consultant approval of applied bitumen, backfilling will start


immediately as per design elevation per layer.

u) WIR to be raised for final inspection.

11.0 EMERGENCY RESPONSE PROCEDURE

In the event that an incident occurs during this scope of work the following procedures
will be used;
I. All incidents will be reported immediately to NEOM Safety department which
will in turn
contact Safety Department and clearly state the following;
 Name, ID number and contact details
 Exact Location of incident

 Incident Details (Medical, Falling Incident, Environmental Impact, etc.)


 Stay online until you are told otherwise
II. FMSCO Safety will immediately inform the FMSCO Nurse to prepare for rescue

and first aid.

III. Rescue personnel will position the available vehicle which will transport and
carry out the safe retrieval of the injured person (IP).

 Rescue personnel will be arranged to put and secure the IP in the


Stretcher.

 IP is secured inside the Stretcher.

 IP will then be removed to standby area by rescue personnel for


assessment by FMSCO Nurse/Medical personnel.

 The nurse will address any issue the IP may have.

IV. At any time during the incident FMSCO Safety personnel may request
assistance from NEOM Medical team if the situation changes.

V. If medical staff feels the employee requires medical treatment

then the IP will be transported to the nearest medical facilities

for further observation.

VI. FMSCO will report the incident in compliance with the Reporting of

Incidents Procedure and complete an investigation.

VII. To control the risk from fall accident, man-lift will be used and being

monitored during the elevated work on going.

12.0 ENVIRONMENTAL RISK AND MITIGATION MEASURES:

INTRODUCTION:
A culvert is defined as any pipe, box or arch that allows the flow of water or something else under a
roadway.

Culverting can create wider below cumulative impacts.

1. Water environment
Surface water hydrology can be affected during all phases of culvert activities. Culverts can
potentially alter the flow regimes of the water thereby affecting water velocity, depth, depositional
patterns and channel morphology.
These changes in turn may increase the risk of flooding and erosion.

2. Air and climatic factors


The construction culvert developments have the potential to affect local air quality and climate.
During these activities, local air quality may decline as a result of gaseous and particulate
emissions from vehicle movements on and off site.

3. Ecology
The construction culvert developments have Negative impact on terrestrial flora and fauna from
vehicular activities, disturbance and habitat severance.

4. Nuisance

During the construction of Culvert Noises from construction traffic and operation can create
Nuisance for people.

Mitigation Measures.
Following the scoping exercise and the identification of potential environmental effects,
below mitigation measures should be applied to avoid or reduce potential negative impacts
to air, water, land, ecology and humans, or to introduce positive aspects to the
development.

1). Protecting the water environment


In order to minimise potential impacts on the water environment in the design and running of bridge
and culverting operations:
• Culverts should incorporate a low flow channel within its base to retain sufficient water depth for
aquatic life at such times;
• Watercourses should not be deepened or widened up or downstream of culverts.

2). Protecting the land environment


Impacts on soils and landscape may be mitigated by the following:
• Effective stabilisation of altered landforms so as to minimise soil erosion and the potential for

All equipment’s, machinery, and vehicles used during construction of Culvert should be
maintained in good working condition at all times to ensure minimal fuel consumption and smoky
exhausts.

4). Protecting ecology


The following list identifies further measures to reduce or avoid impacts to terrestrial species and
their habitats:
• Existing habitat features should be incorporated into site design and protected from change;
• Further habitats should be created to compensate for habitat losses and to improve the
landscape and ecological potential for the site.

5). Storage of fuel, equipment and construction materials so as to minimise the risk of soil
contamination or water pollution.
6) setting the route and timing of construction traffic so as to avoid residential areas or other
sensitive human receptors (e.g. schools, hospitals, nursing homes);
7) access roads should avoid riparian zones and should be built using appropriate
construction materials
