What is good governance? This is a question that people 1 very often. It refers to the
responsible 2 of the affairs of a village, town or country. Where there is
good governance, people live in harmony; ways of 3 poverty are sought and
people assume ownership 4 the process of developing their communities.
5 the government is expected to create a 6 political
and legal environment for development, it cannot succeed if ordinary citizen ns do not cooperate and
play their role. Everyone craves for the 7 of the rule of law, but if we do not obey
that 8 law, we will not know peace. We accuse certain sectors of
9 but give bribes in order to induce others to give us 10
treatment. If we really desire to have positive changes in society, we must change our attitudes and
join hands in building a society we can all be proud of.
2. COMPREHENSION (2O MARKS)
Read the passage below and then answer the questions that follow.
A Rebel with a Cause
This passage talks about Oginga Odinga, one of Kenya’s renowned fighters. Oginga
odinga was able to assert himself long before many Africans could stand up to the colonial masters.
In 1940, Oginga Odinga joined Maseni secondary school as a teacher in Mathematics and sports
master. He immediately encountered obstacles created by colonialism and racism. Although the
African teachers had been to Makerere, the colonial Government paid them wages that were one-
fifth of their European colleagues’. Their housing was also inferior. An African teacher could not be
called Mr. Adonijah, his Christian name. They had no say in running the school. The white teachers
at Maseno University even wanted to tell odinga what to wear: he could not own and wear his own
suits and ties but must wear a khaki uniform that the colonialists had designed as suitable clothing
for Africans.
Odinga rebelled against all this from the start. He decide to speak his mind. He also decided
to decolonize his mind. The decolonization involved rejecting colonial authority based on European
domination and African obedience. The decolonization of the mind also called for innovation, for
creating an alternative world view different from British view. This declaration included obtaining
freedom for his own person. He would eat; l…. and wear what he chose. It also included freedom to
choose his own identity. He would be called Ajuma Oginga Odinga instead of Mr. adonijah. When
he made a family with mary Ng’onga and gave birth to his children he insisted they get baptized
in church but with African names – Oburu Odinga, Raila Amolo Odinga and Ngire Agola Oginga.
Having liberated his mind and body, Oginga found that he still had a tougher job at his
place of work. For the five years he taught at maseno secondary school and Maseno Veterinary
School consecutively, Odinga found himself incessantly banging his head against the white hand of
authority. The attitude of his white colleagues, which was typical in thopse days, was that educated
people like Odinga were still inferior to whites. They had the mind of twelve year old whites, Odinga
was told to his face by one of them. They should not really be teaching academic subjects to Africans
but straight forward manual labour, they were reminded time and again. They should know that it
took Europeans two thousand years to be “civilized” and so the Africans must wait for a similarly long
time to be civilized. Above all, they needed Europeans to represent their interests since they were
still only a generation removed from primitive life. Thus, when Eliud Mathu, graduate of Oxford
University, was appointed to represent Africans interests in the Legislative council in 1944, a white
school master at Maseno directly asked Odinga what Mathu was going to so in the council.

The sum total of this run as follows: Odinga found himself living in a colonial wor ld
dominated by the colonial government, settlers and the white missionaries. It was a world where
the African had no authority and no voice. It was a world lacking in human dignity and freedom even
for the educated Africans. Some Africans chose to live with it by conforming and accepting the idea
of colonialism. They were known as collaborators. Others chose to reject white patronage. They
were called the rebels. Prof.B.A.Ogot has described Oginga Odinga as a rebel all his life. Maseno is
where rebellion began, between 1940 and 1945.
It is one thing to be a rebel, and quite another to do something about it. Between 1945 and 1956
Odinga created an alternative system to the colonial world. By 1945 he had decided that he would
no longer live under the patronage of the white hand. He quit the teaching job at Maseno and began
the pursuit of economic and social independence.

together way up in heaven but the black god lived below the red god, therefore closer to the people
on the earth.
One day, famine spread allover the world. Cattle could find neither grass to eat nor water to drink
and they were almost dying of starvation. Then the black god spoke to the red god and said, “Let us
give people water for they are about to starve to death.” The red god was reluctant to the let the
people have water, for he hard no liking for them, but after much pleading from the black god, he
relented. It was then agreed that water was to be released from heaven to earth. When this was
done, it rained very hard or many days.
After sometimes, the red god said to the black god, “You can now hold back the water, for the
people have had enough.” The black god answers, “let us leave it for a few more days for the earth
has been parched dry.” This was done and when the red god again told the black god to hold back
the water, he did so and the rain stopped falling.
A few more days elapsed and the black god now asked the red god to release some more water
for the people. The red god refused; and there ensued an argument between them, with the red god
threatening to wipe out all the people, whom he descry bed as having been spoilt and the black
god struggling to prevent him from doing do. And so, up to this day, when one hears loud thunder,
it is the red god tying to get past the black god to wipe out the people of the earth. But when the
sound of thunder is not very loud, it is the black god who is trying to prevent the red god from killing
the people.

Q4. Read the poem and answer the questions that follow:
No Easy Task Son
My son
Stop gazing at me
And walk straight ahead;
I know
There is no road ahead
But open your eyes
And walk through
That fog of reality;
Keep running my son
Keep running, from unto the unknown
You may stumble upon your
Fortune of happiness;
Ignore the mutilated bodies
My son
Ignore the easy pleasures
That appear and disappear
Like bubbles in a stormy sea;
Open your eyes wide
And hear the message
Of the whispering voices
Open your eyes and avoid ditches
Son,
Being alive is no easy task.
