I will draft a technical proposal for Afrosoma Consulting in response to the Climate Resilient

Agriculture in Somalia (Ugbaad) project, with a focus on the Togdheer region. The proposal will
align with Afrosoma's consulting approach and Somalia's climate resilience and food security
goals.

Technical Proposal for Climate Resilient

Agriculture in Togdheer Region
Submitted by: Afrosoma Consulting
Date: [Insert Date]
Submitted to: Food and Agriculture Organization (FAO) & Ministry of Agriculture and
Irrigation (MoAI)

1. Executive Summary
This proposal presents Afrosoma Consulting’s strategic approach to implementing climate-
resilient agriculture initiatives in Togdheer, aligning with the objectives of the Climate Resilient
Agriculture in Somalia (Ugbaad) project. We propose an integrated solution focusing on
sustainable landscape restoration, agro-pastoral system strengthening, and institutional capacity-
building to enhance food security and resilience in the region.

Togdheer is highly vulnerable to drought, environmental degradation, and conflicts over scarce
resources. Our approach includes:

 Implementing ecosystem-based adaptation (EbA) strategies to restore

degraded rangelands.
 Introducing climate-smart agricultural techniques to improve water and
soil management.
 Strengthening community-led governance mechanisms for natural
resource management.
 Enhancing market access and financial inclusion for farmers and
pastoralists.

With extensive experience in research, policy analysis, and implementation of climate resilience
strategies, Afrosoma Consulting is well-positioned to support this project’s objectives and ensure
sustainable impact in Togdheer.
2. Context and Justification
2.1 Regional Climate and Socioeconomic Context

Togdheer experiences severe droughts, leading to declining agricultural productivity and

livestock mortality. The region relies heavily on rainfed agriculture, making it vulnerable to
erratic rainfall patterns and desertification. Challenges include:

 Limited water resources: Over-reliance on shallow wells and

seasonal water catchments.
 Rangeland degradation: Overgrazing and loss of vegetation
reducing pastoral livelihood viability.
 Climate shocks: Increasing frequency of extreme weather events.
 Market constraints: Poor infrastructure limiting access to agricultural
value chains.

2.2 Alignment with the Climate Resilient Agriculture in Somalia

Project

Our proposal aligns with the Ugbaad project’s objectives by focusing on three core outcomes:

1. Restored landscapes and sustainable ecosystem management –

Applying nature-based solutions to rehabilitate Togdheer’s rangelands
and soil fertility.
2. Resilient local livelihoods – Enhancing agricultural and pastoral
productivity through improved water conservation, drought-resistant
crops, and market-driven approaches.
3. Institutional strengthening – Supporting the government and local
institutions to adopt climate-informed policies and adaptive
management strategies.

3. Proposed Intervention Strategy

3.1 Outcome 1: Sustainable Landscape Restoration in Togdheer

 Soil and water conservation techniques: Implementation of

terracing, contour farming, and water retention basins.
 Rangeland rehabilitation: Introducing rotational grazing, reseeding
degraded lands with indigenous grass species, and controlling invasive
species like Prosopis juliflora.
 Agroforestry and reforestation: Promoting tree planting to enhance
soil stability and carbon sequestration.
 Water harvesting solutions: Developing sand dams, water pans,
and underground water storage to improve water availability.

3.2 Outcome 2: Climate-Resilient Livelihoods for Agro-Pastoralists

 Climate-smart agriculture training: Farmer Field Schools (FFS) and

Agropastoral Field Schools (APFS) for improved agronomic practices.
 Drought-resistant crops and improved livestock breeds:
Introducing sorghum, millet, and legumes alongside resilient livestock
breeds.
 Sustainable livestock management: Establishing community-based
veterinary services and promoting fodder production.
 Financial inclusion and market linkages: Supporting Village
Savings and Loan Associations (VSLAs) and connecting farmers to
agribusiness markets.

3.3 Outcome 3: Institutional Capacity Building and Climate

Information Services

 Policy and governance support: Strengthening local governance

structures for land and water management.
 Community-based climate information services: Deploying early
warning systems (EWS) and SMS-based weather advisory services.
 Knowledge-sharing platforms: Organizing stakeholder dialogues,
training workshops, and farmer exchange programs.

5. Monitoring and Evaluation (M&E) Framework

Key Indicators:

 % increase in rehabilitated land coverage.

 % increase in crop and livestock productivity.
 % of households with improved access to water resources.
 % of farmers and pastoralists adopting climate-smart practices.
 % of community-led governance structures operational.

Afrosoma Consulting will employ a participatory M&E approach, integrating remote sensing
technology, community feedback mechanisms, and real-time data collection.

6. Sustainability and Exit Strategy

To ensure long-term impact, our strategy includes:

 Institutional embedding: Strengthening government ownership and

policy adoption.
 Community ownership: Establishing local management committees
for continued stewardship.
 Private sector engagement: Encouraging agribusiness investment
and market-driven sustainability.
 Capacity-building legacy: Training local trainers and extension
workers for continuous knowledge transfer.
