II. Background and Rationale

One of the basic services under the Minimum Basic Needs (MBN) is the provision of potable water supply to every Filipino
household. In the Province of Iloilo, may come from springs or underground sources. However, bringing them to every
household is one of the many issues in order that every family can satisfy their survival needs. In the upland areas and in
remote barangays of the Province, water is not readily made accessible to the residents. Water sources are very far, thus the
residents are spending a lot of hours in fetching water. The communities are deprived of economic activities, such as hog
raising, vegetable or crop production and other similar undertakings. Aside from the limited supply of water for drinking, the
sanitation aspect is also affected, because there is no enough supply for maintaining the cleanliness of the households and its
surroundings.

Thus, this proposal would attempt to respond to these issues especially among remote and upland barangays in the province.
The project would require for the establishment of a water works project in the different barangays in the Province of Iloilo.

III. Project Description

The project is a financial assistance of donation to LGUs/Barangays for the construction of water supply system to include the
installation of a Level I, Level II and Level III water project. Level I project will provide a jetmatic pump for every 5-8
households. The Level II water project is a piped water system with a communal faucet for every 8-10 households.

The project has two (2) components: The Technical Component, which will entail the construction of a reservoir and its pipe
connections; and the Institutional Component, which involve community organizing, whereby the people are organized into a
water association and trained to manage, operate, maintain and eventually own the project. They will be registered in order
that they will have their own legal personality. These two components are very vital to make the project sustainable.
A thorough investigation and assessment of the water source will be conducted by the Provincial Planning and Development
Office to ensure their viability and sustainability. Project design will also be undertaken by the Waterworks Engineer of the
same office. Likewise, technical assistance for institutional development will be facilitated by the PPDO through appropriate
agencies.

Barangays or the LGUs are encouraged to put up their own counterparts, such as labor and materials needed (sand and
gravel) if project fund is not adequate to complete project.

IV. Project Objectives

The main objective of the project is to provide financial assistance to rural communities to improve their way of life through
better access to adequate water supply.

The specific objectives are:


 To financially assist the installation of a Water Supply System in small upland and remote communities in the
Province of Iloilo
 To enable local residents to manage, operate, maintain and own the water project
 To provide opportunity to local residents to engage in various livelihood project
 To establish self-reliant communities

V. Expected Output of the Project

The project expects the completion of Level I, Level II and Level III (as the case maybe) water systems in viable communities
in the Province of Iloilo.
