About the Test
The Medical Selection Admissions Test - Ulster (MSAT-Ulster) is a 2 hour and 40 minute computer based multiple-choice
assessment independently developed by the Australian Council for Educational Research (ACER) to assist with the
selection of students into undergraduate medicine and health professions degree programmes.
The purpose of MSAT-Ulster is not to test your knowledge of specific academic subjects, it is to test your skills in
the interpretation and understanding of ideas presented in a variety of ways. MSAT-Ulster questions typically require
you to read and think about a passage of writing, to interpret graphical displays of information, to use mathematical
relationships, to reason about data and utilise your ability to understand the thoughts, behaviour and/or intentions of
people.
The test has a strong focus on general skills and personal abilities that have been identified as important for a competent
health professional.
MSAT-Ulster is offered once annually, in 2025 this will be on the 8 & 9 March.
All important information about MSAT-Ulster can be found in this Information Booklet or on the MSAT-Ulster website.
Please direct all enquiries or concerns by email to the MSAT-Ulster Office and include your full name and MSAT-Ulster ID
number so we can easily find your registration and previous correspondence. Email is the best means of communication
on matters concerning MSAT-Ulster and all communications from the MSAT-Ulster Office will be via email, unless
otherwise agreed by both parties.
To ensure that your email provider does not flag important communication from the MSAT-Ulster Office as spam, please
save the MSAT-Ulster email address ([email protected]) to your list of safe senders.

Test Structure
The MSAT-Ulster is a 2 hour and 40 minute computer based multiple-choice test. It contains 3 sections they are:
1.  ritical Reasoning (CR) – involves comprehending and analysing information; understanding, applying, and

extending ideas; drawing appropriate conclusions, and evaluating arguments. These questions use material from
the humanities and social sciences.
2. Quantitative Reasoning (QR) – involves analysis and application of information, drawing conclusions, making
decisions, and solving problems. These questions use material from the mathematics and sciences.
3. Interpersonal Understanding (IU) - involves the ability to understand and think about people. These questions
are based on a scenario, dialogue or other text representing specific interpersonal situations. Using a multiple-
choice format, they assess your ability to identify, understand, and, where necessary, infer the thoughts, feelings,
behaviour and/or intentions of the people represented in the interpersonal situations.

Before the Test
How do I register for MSAT-Ulster?

• Late registrations will be accepted until 5.00pm GMT 12 February 2025

Registrations should be completed online at the MSAT-Ulster website:


You will be required to create an account, and set up a login. It is important to make sure that you remember your login
details as you will use this account to:
• access your admission ticket;
• log into your test;
• access your results.
MSAT-Ulster will be offered in test centres at Ulster University campuses. For those test takers located internationally
please email the MSAT-Ulster office for alternative delivery options.
Registrations should be completed by 5pm, GMT on 5 February 2025, to avoid late fee. Late registrations will be
accepted with payment of an additional late fee of £35 and will close 5pm, 12 February 2025. Registrations after this time
cannot be accepted, all applicants that fail to register before the close of late registrations will have to wait until 2026
before they have the opportunity to register and sit MSAT-Ulster again.

Can I choose a morning or afternoon session?


Yes; there are morning and afternoon sessions available on both test days. You will select your preferred session as part
of the registration process.

How do I receive financial support to sit MSAT-Ulster?
If you are:
• in receipt of FSM, or
• in receipt of benefits.
You will need to indicate your FSM status in the required field when completing your registration. Please follow these
steps:
1.  ou should proceed to create your account, and complete all your personal details. Once you get to the payment

page please stop, and close out of the registration system.
2.  ou will then need to provide supporting documentation, along with your MSAT ID number to Ulster University at

3.  nce your supporting documentation has been reviewed and approved, Ulster University will advise the MSAT-

How do I apply for a refund?


Registration fees for the MSAT-Ulster 2025 test will be refunded up to 5.00pm GMT 5 February 2025, with an
administration charge of £18, unless a full refund is required by law. All refund requests must be submitted by email to
the MSAT-Ulster Office ([email protected]). You will receive email notification to your registered email address, once your
refund has been successfully processed.
Please note that access to any preparation materials included with the MSAT-Ulster 2025 registration will be withdrawn
upon completion of the refund. The fee will be refunded to the credit card used for payment. If your credit card has
changed since you paid your registration, please include this information in your email to the MSAT-Ulster office.
PLEASE NOTE: To the fullest extent permitted at law, except as expressly provided herein, all moneys paid as part of a
registration to sit the MSAT-Ulster are non-refundable.

Are deferrals available?


No, deferrals are not offered for MSAT-Ulster.

Reasonable Adjustments
If you have a disability or other health-related or educational need that might interfere with your ability to sit the test in the
standard manner, you should apply for reasonable adjustments as soon as possible after you complete your registration.
If you are unsure, we recommend you submit an application. All requests are assessed on a case-by-case basis and
all reasonable efforts will be made to provide you with support and appropriate testing conditions for your needs. To
complete all the pre-test preparations, all requests need to be submitted no later than the close of standard registrations
at 5pm GMT, 5 February 2025. Late applications for Reasonable Adjustments will be reviewed no later than ten (10) days
after the deadline.

How do I apply for Reasonable Adjustments?


Test takers must submit the online form and supporting documentation for their request by email to the MSAT-Ulster
office no later than the close of standard registrations at 5pm GMT, 5 February 2025.

To apply complete the following steps:


1. Create an online account and register for MSAT-Ulster.
2.  nce your registration is complete you can apply for reasonable adjustments by clicking on the Reasonable

Adjustments tab in the registration portal. Please fill in the online form, provide details about your condition and
required adjustments – be detailed, we need to know exactly what you need.
3.  pload the supporting documentation for your request. Please read the MSAT-Ulster Documentation Requirements

Guidelines for Reasonable Adjustments for more specific details on the documentation required.
4.  nce your application is received, a confirmation email will be sent to your registered email address. The MSAT-

Ulster Office will contact you if further documentation or information is required for the assessment of your
request.
5.  ll applications will be reviewed after the close of standard registrations at 5pm GMT, 5 February 2025 and you

will be notified of the outcome as soon as possible after this. If approved, you will be able to view your approved
adjustments through your online account.
All information regarding reasonable adjustments will be treated confidentially and will not be forwarded to the university
or admission authorities. Supervisors on the test day will be informed of the adjustments provided to you, but not of your
condition. If you wish that supervisors, be alerted to the nature of your condition, please indicate this in your application.

Note: For psychometric reasons there is no possibility of reviewing or giving special consideration to test results,
such as adjusting results for any perceived or actual disadvantage; or whether the actual or perceived disadvantage
arises from any incident on the sitting day, or any wanted adjustment to sitting conditions. Consequently, it is
important that any such adjustment be applied for in accordance with ACER’s reasonable adjustments procedure.
This will ensure such adjustments are made in advance of your test sitting.

Do I need to apply for reasonable adjustments again if I did


so in a previous sitting?
Yes, you need to submit an application each time you sit MSAT-Ulster. Arrangements will only be valid for the test cycle
and year the application was submitted.

Preparing for MSAT-Ulster
The purpose of MSAT-Ulster is to assess your abilities in a range of cross-curricular skills.
MSAT-Ulster measures skills acquired over a period of time, including the ability to reason, make logical deductions and
form judgements.
The test does not draw on any subject knowledge. There would therefore be little benefit to be gained by ‘cramming’
or coaching. Your best preparation will be to read widely and to think critically about what you read. However, some
familiarity with the question types typically presented in MSAT-Ulster is an advantage.
For this reason, you will receive a copy of the MSAT Sample Questions 1 booklet with your registration. You can also
purchase the MSAT-Ulster Sample Questions 2 booklet for £15 through your ACER account in the registration portal.

Test taking strategy


Questions in the MSAT-Ulster are in multiple choice format. There is no right or wrong way to work through the test,
it is best for you to develop your own strategies that suit your way of working in order to complete the test in the
allocated time.
Each test section is separately timed. It is recommended that you work steadily through the test. It is not advisable to
spend too much time on any one question. Read through all the alternative answers to a question, even if you think the
first one is correct, before marking your chosen response. If you think you know the answer to a question, mark your
answer by clicking on the radio button corresponding to your chosen answer, even if you are not certain. Go on to the
next question and come back later if you have time.
Remember: All questions have the same value, therefore by attempting as many questions as possible you stand the
best change of maximising your score. No marks are deducted for the wrong answer.

Preparation Materials
ACER produces the only official MSAT-Ulster preparation materials. All questions contained in our booklets have been
used in past tests, hence they are the best guide for test preparation.
There are currently 2 publications in the form of printable e-books (hard copies are not available).

We recommend you work through the booklets multiple times. Practicing the types and style of questions is important so
you know what to expect in the live test.
When you receive your e-book you are able to:

How do I purchase preparation materials?
To purchase the Sample Questions 2 booklet you will need to create an ACER account. You do not need to register for
the test itself in order to purchase practice materials. Additionally, the purchase of practice materials does not mean you
are registered for MSAT-Ulster. Any preparation materials you purchase will be accessible through your ACER account as
soon as your payment is successfully received.

Should I attend a MSAT-Ulster preparation course?


MSAT-Ulster preparation courses are not recommended, authorised by, or in any way associated with, ACER. They are
unregulated. You will need to assess for yourself whether any particular preparation course is able to supply objective
and reliable evidence that participation is likely to improve your score to justify the often significant cost associated with
them, and whether representations they make about themselves are accurate.

Taking your test
• MSAT-Ulster will run on 8 & 9 March 2025.
• You will need to bring a printed copy of your Admission ticket.
• You will need to bring a valid ID.

The MSAT-Ulster test consists of 2 hours and 40 minutes of test time.


There will be pre-testing procedures to complete before you can start. These will take anywhere from 15 to 30 minutes
to complete depending on how many other test takers are sitting at your test session. Therefore, it is not possible to
guarantee start and finish times.
You will be required to show your admission ticket and photo ID before you enter the test centre, so make sure you have
them with you on the test day.

What equipment is provided to sit the test?


MSAT-Ulster is a computer-based test, held on site at one of the Ulster University campuses. All necessary equipment
including computers will be provided. You are not permitted to bring your own devices when sitting MSAT-Ulster.

Pre-Test Checklist
Step 1 Register to sit the test before 5.00pm GMT, 5 February 2025.
Step 2 Print out your MSAT-Ulster Admission ticket.
Step 3 Make sure you have suitable valid ID.
Step 4 Prepare your pens, pencils or erasable whiteboard.
Step 5 Sit your test in either the morning or afternoon on 8 or 9 March 2025.

What is my Admission Ticket?


The Admission Ticket will tell you exactly where and at what time to report on the day of the test. This ticket is your
permission to attend the test centre and you should make sure you have a printed copy with you on the test day.
If you present without a printed Admission Ticket, you may be refused entry.
You will receive an email advising you when your Admission Ticket is available. To access your ticket you will need to log
into your account. Please print a copy and bring it with you to the test centre.
The personal details on your Admission Ticket must match the details on the identification document that you will use on
the test day. These include your First and Last name and your Date of Birth.
Admission Tickets may be printed in black and white; you do not need to bring a colour printout.
If you have issues accessing your Admission Ticket please email the MSAT-Ulster office.

When will I get my admission ticket?


Admission Tickets will be released no later than 7 days prior to your test day. You will be notified via email when
admission tickets are available in your registered account.

How do I access my admission ticket?


You will receive an email advising you when your Admission Ticket is available. To access your ticket you will need to log
into your ACER account via the registration portal.
If you have not received your Admission Ticket by 3 March 2025 please contact the MSAT-Ulster office immediately.

What identification do I need to complete my test?


On the day of your test session you will be required to show one form of photo-bearing identification. The only acceptable
forms of ID are:

• current passport
• current photo-bearing driver’s licence (learner’s permit, probationary or full licence)
• a valid UK/Irish Biometric Residence Permit, or
• a current UK Proof of Age Card
• current Irish Public Services Card
• current EU/EEA National Identity Card
• a valid CitizenCard
• certified letter of identification (details below)
The photograph in your identification document must be recognisable as a likeness to you as you are on the day of the
test. If you do not possess a current passport, an EU/EEA National Identity Card or driver’s licence, you need to obtain a
certified letter of identification from your school, other educational institution or your workplace.
The certified letter of identification must:
• be on official letterhead;
• contain your name;
• contain your date of birth;
• have a passport photo glued to the letter with institution stamp overlapping (so that we can see that the photo was
attached at the time the letter was verified and not added later);
• contain the signature and title of the official verifying the identification;
• contain your signature.
A sample letter of identification is provided on the MSAT-Ulster website and you are advised to use this template to avoid
any problems on the day.
Please ensure you allow enough time to organise one before the test window starts, as you will not be able to sit without
an approved form of identification. Some of these identification documents can take approximately a month or longer to
obtain.
Digital identification documents, student cards, Garda cards and/or documents that have expired cannot be accepted.
Photocopies of identity documents are also not acceptable forms of ID. If you do not present one of the above
identification documents, you may not be able to commence your test session.
Your date of birth, first and last name on your identification document must match your Admission Ticket details. If you
do not present one of the above identification documents, together with your Admission Ticket, you will not be able to sit
MSAT-Ulster and your registration fee will be forfeited.

Timing and order of test centre sessions


MSAT-Ulster test sections are made up of 2 hours and 40 minutes of test time. It is not possible to guarantee start and
finish times as unforeseen delays can occur. Care should be taken when making return travel arrangements to allow
adequate time at the test centre. You should anticipate being at the test centre for approximately 4.5 hours.

What do I need to bring on the test day?
To successfully complete your test, you will need:
•  small erasable whiteboard and pen or markers (no bigger than 30cm x 20cm) or 2 pens or pencils, eraser,

and a sharpener,
• An acceptable current and photo-bearing identification document,
• A clear water bottle (no labels attached).
• Disposable earplugs (optional)
• Your admission ticket.
Please note: Disposable earplugs are permitted, however you may not use earplugs with audio function. Test centre
sessions are not BYOD – which means you will not be permitted to bring or use your own device. Computers or laptops
will be supplied for all venues.
Clocks are provided in the test room. You may wear an analogue wristwatch, any alarm or stopwatch features must be
switched off. Digital and smart watches are not permitted.
These will be the only items allowed on your desk during the test.
Only bring essential items, as neither the test centre nor the MSAT-Ulster office can be held responsible for the security
of your belongings. Valuables such as wallets, keys and mobile phones may be placed under your desk during the test.
Mobile phones must be switched off before entering the test centre and placed in your bag or face up under your desk.
They cannot be worn on your body, and you are not permitted to access them during testing time. There will be limited
space to store your bags and you will not be allowed to access your bags until the completion of your test.
If you are diabetic, or have another concern that requires access to food (including sweets and nuts), medication or other
medical equipment (e.g. support cushion, glucose monitor) you will need to apply for Reasonable Adjustments (see
pages 5 and 6).
Supports may not be able to be provided during the test if you cannot show your approval letter from the MSAT-Ulster
office.

Can I use a Dictionary?


Test takers whose first language is not English may bring a printed bilingual dictionary. The pages must be unmarked and
any notes removed. Electronic dictionaries are not permitted. Dictionaries containing definitions of English words into the
nominated language are acceptable but there must not be definitions of English words in English. If you bring a bilingual
dictionary into the test centre you are required to provide it to the supervisor for inspection before testing begins. The
final decision on the suitability of dictionaries will be made on the test day by the test supervisors.

Scrap/note paper and small whiteboards.


You are permitted to bring a small erasable whiteboard and marker to the test centre. The board should be no bigger than
30cm x 20cm in size. If you do not have access to a whiteboard, two sheets of blank A4 paper will be provided for you.
At the completion of your test, you will be instructed to wipe whiteboards clean and show them to supervisors before
exiting the test room. If you are using paper, you will be instructed to hand this in to your test supervisor at the end of
your test.

If I can’t find a small whiteboard, can I use an A4 sized piece of blank paper laminated?
Yes, if you are unable to find a suitable whiteboard you can bring a single sheet of laminated paper instead, along with an
erasable marker.

Can I use the bathroom during test time?


Yes. You can use the bathroom while undertaking the test. Please note that the test timer does not stop for bathroom
breaks. Please raise your hand and a supervisor will assist you.

What items are prohibited?
There are certain items that are not allowed on your desk or near you during your test session, these are:
• Mobile phone,
• Calculators,
• Stopwatches,
• Audio or recording devices of any kind, including:
• cameras,
• MP3 players.
• Digital, smart watches and fitbits etc.,
• Standard English Dictionaries,
• Pencil cases, and rulers,
• Food,
• Earplugs,
• Bluetooth devices such as headphones,
• Dual monitors,
• Head coverings (unless worn for religious reasons).
Access to food (including sweets and nuts), earplugs, medication or other medical equipment (e.g. support cushion, sit/
stand desk) requires special permission. If you think you will need any of these you will need to apply for reasonable
adjustments (see page 5 and 6). If you are unsure email the MSAT-Ulster office [email protected] for guidance.
It is recommended you eat before your test session, as you will not be permitted any food within the test centre.

Test centre and arrival time


You will be required to sit on an assigned test day at the Ulster University test centre you selected when registering for
MSAT.
The exact test centre address and arrival time will be printed on the Admission Ticket that will be made available to you
no later than 7 days prior to your test (see page 9 and 10). You should report to the test centre at the time designated on
your Admission Ticket. It is not necessary to arrive before the indicated arrival time. The test itself will start as soon as
all pre-testing procedures are completed. If you report to the centre after all test takers have been seated in the testing
room, you may not be admitted.

Important: No latecomers will be admitted once test time has commenced.

What happens if I am absent and miss my test?


If you are absent and miss your test due to unforeseen misadventure such as an accident or serious illness it may not be
possible to provide you with a make up test as spaces are limited.
In such cases you should contact the MSAT-Ulster office by email and provide an account of what has occurred along
with relevant supporting documentation to be considered for a re-scheduled session. No guarantees are offered, a re-
scheduled session will only be facilitated if there is time, and seats available.
If you miss your test you may have to wait until March 2026 before you can sit again.

What happens if I attend the test centre on the wrong day or session time?
If you attend the test centre on the wrong day or session, you will be asked to leave. You should do so and then email
[email protected] to explain what happened. Due to the need to finalise venue numbers in advance, you will only have a seat
reserved for you on the day, and session you selected during registration.
Please note: No guarantees are offered, a re-scheduled session will only be facilitated if there is time, and seats available.
Please note: Test sittings will not be conducted outside of the advertised test dates of 8 and 9 March 2025.

What if I arrive late?
You must arrive at the time stated on your admission ticket. There is no need to arrive before the scheduled time. No test
takers will be admitted into the test centre if they arrive late, and the test has started.

Can I leave when I have finished MSAT-Ulster?


You may not leave the test centre before the full testing time has elapsed, as you will disturb others around you. The only
exception is in the case of illness. Test takers leaving before their test is complete may not receive their MSAT-Ulster
scores.
Once a test taker has departed the test centre it will not be possible to re-enter and continue the test.

Test centre amenities


Test takers will not have access to kitchen facilities or food outlets at test venues. It is recommended you have a good
meal in advance, and take a snack to eat in the registration queue.

Can I eat during the test?


Access to food is not permitted during the test. If you are diabetic, or have another concern that requires access to food
(including sweets and nuts) you will need to apply for a reasonable adjustment.

Personal comfort and appropriate attire


Large spaces can be difficult to heat/cool. To avoid being too cold or too hot, it is recommended you wear layers, which
will allow you to adjust your own comfort level. Please be mindful of others and dress appropriately for the day; avoiding
clothes and accessories that may be noisy or distracting (heeled shoes, excessive jewellery, etc.).

After the Test
When and how will I receive my results?
MSAT-Ulster results will be released to applicants in May 2025. You will be notified by email when your results are ready.
You will be sent an email when your Statement of Results (SOR) are available. ACER does not provide hard copies of
results. To access your results, you will need to log into you ACER account via the registration portal. You are advised to
save and print a copy of your Statement of Results and keep for your own records.
The MSAT-Ulster statement of results includes your date of birth and the name used at the time your test was taken.
For security reasons it is not possible to provide replacement result statements to accommodate name changes.
Due to privacy requirements ACER will not provide results over the telephone, by fax or by email. This is to protect
candidate confidentiality.

How will Ulster University receive my results?


ACER will provide your results to Ulster University directly for the purpose of selecting applicants into their programmes.
You are not required to do anything to facilitate this.

MSAT-Ulster scores
You will receive a score for each of the three sections, together with an overall MSAT-Ulster score. The Overall Score is a
weighted average of the three section scores.
Please Note: The Overall Score is calculated to several decimal places and then rounded. The Overall Score is calculated
before the rounding of section scores. This makes it impossible for test takers to replicate the process. To assist you in
evaluating your test performance your scores will be accompanied by a chart showing an approximate percentile ranking
for your Overall Score. This will give you an indication of how you have performed against other test takers in the same
MSAT-Ulster sitting as you.

Currency of Results
Your MSAT-Ulster 2025 results remain valid and can be used for application for 1 year.

Can I appeal my score?


No, MSAT-Ulster results are released only after careful calculation and extensive checking, for this reason remarks for
any component of the test are not offered. ACER cannot provide any additional information on scores or the scoring
process. All information including score analysis and processing remains the intellectual property of ACER and no right of
inspection is deemed to be vested in a test taker.

How does ACER ensure equity and fairness?


MSAT-Ulster is developed to rigorous professional and technical standards. Test questions are designed and developed
by a team of ACER writers, expert in their fields. All test questions must pass detailed panelling, trial testing, analysis
and final review. The content, style, duration and sequencing of the tests are determined to ensure that the testing
programme is relevant, fair, valid and reliable. MSAT-Ulster test data is subjected to statistical analysis to check that
each question has performed as required. Test questions in development are carefully scrutinised in an ongoing attempt
to minimise gender, ethnic or religious bias, and to ensure that the test is culturally fair. The test may contain a small
number of trial questions which may not contribute to test taker scores but allow us to ensure that new test questions
are working to the expected standard.

Appeals and Complaints
If you have a serious complaint or wish to make an appeal in relation to your test sitting or results, please read the ACER
complaint and appeals policy.
Should you wish to query a particular test question, please alert the supervisor of your concerns on the day of the test.
Your query will be reviewed by the MSAT-Ulster office and forwarded to the test developers for review.
Similarly, any complaints relating to technical issues, the test venue or physical discomfort suffered should be reported
immediately to the supervisor on the test day so the issue can be addressed without delay, and in writing to the
MSAT-Ulster office immediately after your test session so that the issues can be resolved within the testing window if
necessary.
Please note: It is not possible to schedule tests outside of allocated test windows. All technical and or delivery issues
arising must be addressed immediately and resolved during the advertised test window in March each year. You are
advised that MSAT-Ulster results are released only after careful calculation and extensive checking and errors in scoring
are highly unlikely.

Test Security and Misconduct
The MSAT-Ulster test is a high stakes test. Therefore ACER, in conjunction with the Ulster University, has established
security procedures which will be strictly enforced at all times. It is important that you understand the ramifications for
breaches of test security or misconduct.

Misconduct
ACER and Ulster University expect test takers to adhere to an acceptable level of behaviour during all interactions in
relation to the MSAT-Ulster. They view any misconduct in respect to the MSAT-Ulster seriously.

What is considered misconduct?


Misconduct (whether occurring prior to, during or after the MSAT-Ulster session) means any unacceptable conduct or any
conduct that might result in unfairness or inaccurate results. Examples of misconduct include, but are not limited to the
following:
•  itting the MSAT-Ulster if you have an affiliation with a preparation business, for example as a tutor, item developer
s
or hold financial interests in a MSAT-Ulster preparation business;
• breach of any of the security arrangements for the MSAT-Ulster test;
• impersonation;
• reproducing, copying, plagiarising responses to MSAT-Ulster from another person’s work;
•  sing, accessing, or employing any form of Artificial Intelligence during the MSAT-Ulster. This includes, but is
u
not limited to, using AI-powered devices, software applications, or any other tools that may assist in answering
questions, solving problems, or providing information related to MSAT-Ulster content;
• copying or recording questions or answers from the test via screen sharing, or any other means;
• failure to follow a supervisor/proctor’s instructions;
• giving or receiving assistance during the test;
•  sing prohibited aids (e.g. notes, calculator, mobile phone, audio/screen recording device including opening a web
u
browser etc.);
• creating a disturbance;
• giving or receiving assistance with regards to test content from other individuals before, during or after the test;
• giving of false or misleading information at any stage;
•  sing the test questions, their content or information about them for purposes other than your sitting of the
u
MSAT-Ulster test. This includes: publishing the MSAT-Ulster questions or any of their content or information about
them on the Internet, in chat rooms or any digital format or otherwise; and/or passing the MSAT-Ulster questions,
any of their content or information about them to third parties;
• inappropriate, abusive or aggressive communication in any form with proctors, supervisors or the MSAT-Ulster
office prior to, during, or after the test.

Declaration 2025
IMPORTANT: Please read the LEGAL NOTICE at the end of MSAT-Ulster Information Booklet 2025 (“the Booklet”). By
registering to sit the MSAT-Ulster you are entering a binding legal agreement between You and The Australian Council
for Educational Research Ltd (ABN 19 004 398 145) (“ACER”) in relation to your registration for the MSAT-Ulster, and all
associated administrative and other consequent activities regarding the MSAT-Ulster provided digitally in a MSAT-Ulster
testing centre or from another location by remote proctoring in 2025, consists of:
1. The Booklet, including its Legal Notice;
2. any ACER instructions issued from time to time regulating test takers’ sitting of the MSAT-Ulster; and
3. this declaration. (“the Legal Agreement”)
Ensure you understand fully and are familiar with the contents of the Legal Agreement before you complete your
registration for the MSAT-Ulster as it details important conditions in respect of your participation in the MSAT-Ulster.
NOTE: the terms of the Legal Agreement may vary from sitting to siting of MSAT-Ulster and, therefore, you should re-
familiarise with each part of the Legal Agreement detailed above before each sitting of MSAT-Ulster. You should not
assume that the terms and conditions applicable to a previous sitting are the same in every respect as those which are
set out in the Legal Agreement.
The declarations below signify You AGREE:
1.  o the Legal Agreement which will apply to your registration for and participation in MSAT-Ulster in 2025 and all

matters consequent thereon;
2. In the event of a MSAT-Ulster sitting in 2025 being compromised or having to be cancelled due to circumstances
beyond ACER’s reasonable control it may be necessary for you to, and at ACER’s sole discretion:
d. re-sit MSAT-Ulster:
i. on a date;
ii. at a testing venue; and
iii. with a remote proctoring service;
e. other than that originally specified by ACER; and undertake further action in finalisation of those alternative
arrangements;
6.  or logistical reasons and in ACER’s sole discretion, if required you may be allocated a date, time and testing venue

or remote proctored session when available in respect of your undertaking of the MSAT-Ulster i.e. you may not
have a choice of date, time and/or venue;
7.  o comply with any direction, guideline or policy issued by ACER concerning compliance with public health orders

or regulations applicable to your undertaking of the MSAT-Ulster;
8.  hat to sit MSAT-Ulster in 2025 you are a bona fide prospective applicant to a course for which MSAT-Ulster is a

pre-requisite;
9. You meet the requirements for eligibility set out in the MSAT-Ulster Information Booklet 2025;
10.  ot to use or divulge to any third party, information concerning the test questions in MSAT-Ulster for Your own or

any third party’s personal or commercial gain;
11.  ot to post or publish any specific part or aspect of the content of MSAT-Ulster. This includes publication on the

internet, in any digital format or other format;
12. t he information you give in your application for registration for the MSAT-Ulster in 2025 is true and correct. The
giving of false or misleading information constitutes misconduct, may result in permanent disqualification from
undertaking MSAT-Ulster in the future, and may jeopardise Your chances of being admitted into any course for

which MSAT-Ulster is a pre-requisite;
13. you are the person whose name and address appears on this registration and
I CONFIRM that I have read the:
• MSAT-Ulster Information Booklet 2025 including its Legal Notice;
• Test Day Instructions; and
• Privacy Statement for MSAT-Ulster; I AGREE to the Legal Agreement governing my participation in the MSAT-
Ulster and GIVE THE CONSENTS specified in the ACER Privacy Statements (should you not wish to give the
consents specified by ACER or have any queries please notify ACER by using the contact details contained in its
Privacy Statement).

1.  y completing and submitting the registration form for the MSAT-Ulster 2025 test located at https://msat.acer.org/

ulster You are offering to enter into a legal agreement with The Australian Council for Educational Research Ltd
(ABN 19 004 398 145) (“ACER”). That legal agreement is concluded when ACER accepts your registration.
2. That legal agreement will consist of:
d. the entire contents of this Test taker Information Booklet, including its Legal Notice (“the Booklet”);
e. any instructions issued by ACER from time to time regulating Test takers’ sitting of the MSAT-Ulster 2025;
f. the Test Day Instructions; and
g. the online legal declaration you complete (“the Legal Agreement”).

The Legal Agreement:


•  overs, amongst other things, Your sitting the MSAT-Ulster 2025, payment of the registration fee, refunds of fees,
c
access to MSAT-Ulster preparation materials and release of the MSAT-Ulster 2025 results; and
•  ay vary from sitting to sitting of MSAT-Ulster 2025 and, therefore, you should re-familiarise with each part of the
m
Legal Agreement detailed above before each sitting of MSAT-Ulster.

3.  efore lodging Your Registration, You should make sure You understand fully and are familiar with the contents of

the Legal Agreement and the online declaration. Without limiting the foregoing, you acknowledge that misconduct,
as defined in this Legal Agreement, has serious consequences including disqualification from undertaking MSAT-
Ulster in the future. “Misconduct” includes, but is not limited to, the use of information relating to the test questions
for purposes other than Your sitting of the MSAT-Ulster; giving false or misleading information at any stage
regarding your participation in MSAT-Ulster; and infringing “ACER” or “MSAT-Ulster” trademarks, copyright or other
intellectual property rights
4. Misconduct also includes:
a. infringement of the “ACER” or “MSAT-Ulster” trademarks. Trademark infringement includes performing any
act which only a trademark owner or a person authorised by the trademark owner may do infringement of
copyright.
b. copyright infringement including performing those rights or authorising the performance of which are granted
at law exclusively to the copyright owner. These rights include exclusive right to reproduce the copyright work in
a material form and to communicate that work to the public;
c. in any way breaching any of the terms and conditions of
i. your registration to participate in the MSAT-Ulster test; or
ii. your purchase of any MSAT-Ulster preparation materials
iii. infringement of any rights (including but not limited to intellectual property rights) whatsoever relating to
or subsisting in the MSAT-Ulster test or any part or element of it, including but not limited to the concept,
structure, administration or conduct of the MSAT-Ulster test, the MSAT-Ulster trademark and any MSAT-
Ulster preparation materials prepared or published by or on behalf of ACER or the user universities;
iv. plagiarism referring to the act of presenting someone else’s work, ideas, thoughts, expressions, or creations
as one’s own and involves copying, reproducing, paraphrasing, or closely imitating another person’s work,
whether in whole or in part, and submitting it as original work for assessment, evaluation, or any other
purpose. In the context of examinations, plagiarism includes, but is not limited to verbatim copying: directly
reproducing words, phrases, sentences, paragraphs, or any other textual content from a source without
using quotation marks or appropriate citation;
v. using, accessing, or employing any form of Artificial Intelligence during the MSAT-Ulster. This includes,

but is not limited to, using AI powered devices, software applications, or any other tools that may assist
in answering questions, solving problems, or providing information related to MSAT-Ulster content. You
are required to personally engage with the MSAT-Ulster content and respond to questions without the
assistance of AI technology. Any attempt to use AI for answering, analysing, or generating responses is a
breach of the Legal Agreement. For the purposes of the Legal Agreement, “Artificial Intelligence” or “AI” refers
to any technology, software, algorithm, or system that simulates human-like cognitive processes, including
but not limited to machine learning algorithms, neural networks, and automated decision-making systems;
and
d. any act or omission by you which ACER, in its absolute discretion, renders you to be unfit to participate in
any MSAT-Ulster test, whether or not you are registered to participate at the time of ACER’s determination
inappropriate, abusive or aggressive behaviour or communication in any form with the MSAT-Ulster office,
proctors/supervisors or university representatives.
e. If you are found to have engaged in misconduct (including that specified above) concerning any aspect of your
engagement with ACER connected with your participation in the test, you will be subject to a sanction. If a
sanction is applied:
• the imposition of the sanction may be reported to any relevant educational institution;
• it will be applied after the time ACER became aware of the misconduct and will not be backdated;–the
misconduct specified above may constitute criminal offences under the Commonwealth, Victoria or your
local law, for example, Section 83A of the Crimes Act 1958 (Vic), Section 144.1 of the Criminal Code Act
1995 (Cth). In which case the relevant misconduct may be reported to the appropriate law enforcement
authorities for prosecution;–if ACER has suffered any loss, damage or expense as a result of the misconduct
it may proceed for recovery under civil law; and ACER does not provide any appeal process in respect of the
imposition of a sanction and will not engage with any request concerning such.
5.  ou are advised that except as expressly provided at law, there is no right to challenge, appeal or seek review of
Y
any determination by ACER that misconduct has occurred or in relation to any consequences imposed by ACER
for any misconduct.
6.  ithholding of results - you will only receive your MSAT-Ulster test scores if you have complied with the MSAT-
W
Ulster test policies and procedures and the Legal Agreement governing Your participation. Your scores may be
withheld or cancelled if ACER learns, either on or after the test day, that you have violated the MSAT-Ulster test
policies and procedures or any other aspect of the Legal Agreement. Even if ACER cannot confirm your direct
involvement in the breach of policies and procedures your MSAT-Ulster test scores may be withheld or cancelled
if ACER has reason to question the validity of your scores or if ACER has reasonable basis for believing you may
have been involved in a breach of the Legal Agreement.
7. Examples of when the validity of MSAT-Ulster test scores may be challenged are:
a. intended or unintended exposure to MSAT-Ulster test content* the MSAT-Ulster test
b. abnormal answer patterns in the MSAT-Ulster test
c. atypical performance over different MSAT-Ulster test sittings.
* If you attend a coaching course where you are exposed to questions that appear in the MSAT-Ulster test, you risk
having your MSAT-Ulster test scores withheld.
8.  hilst ACER will make every effort to ensure the MSAT-Ulster test will run as scheduled, we make no guarantees,

given any event outside of ACER’s control such as a pandemic or epidemic. If for any reason the test is cancelled
ACER will notify test takers via email. Any such cancellations will be at the discretion of ACER and the MSAT-Ulster
user universities.
9.  ou may have legal rights and guarantees under certain laws such as laws relating to consumer rights such as the
Y
Australian Consumer Law (being Schedule 2 to the Competition and Consumer Act 2010 (Cth), as amended from
time to time). If the publication of this Booklet or Your registration for or participation in the MSAT-Ulster 2025 test
involves a supply of goods or services to a consumer within the meaning given in those laws, nothing contained
in this Booklet excludes, restricts or modifies the application of any consumer guarantee provided in those laws,
the exercise of any right or remedy in respect of, or the imposition of any liability for the failure to comply with any
relevant guarantee.

10. Subject to point 9:
a. The MSAT-Ulster test is a selection tool used by certain educational institutions and your results in respect of
MSAT-Ulster may not be used or relied on for any other purpose;
b. should you use or rely on your MSAT-Ulster results for any other purpose then, to the maximum extent
permissible by law (and for the avoidance of doubt, subject to any guarantees, rights, remedies or obligations
which cannot be excluded, restricted or modified under certain laws including any applicable consumer law),
ACER expressly, irrevocably and totally disclaims any liability whatsoever for any loss or damage whatsoever
and howsoever arising in connection with or resulting from such use or reliance.
c. You acknowledge and accept that, to the fullest extent permitted at law, ACER gives NO WARRANTY or
guarantee and makes no representation whatsoever that: registering for or sitting the MSAT-Ulster test will
guarantee You or secure for You a placement with an educational institution; or that You will be provided with
Your MSAT-Ulster results (other than in strict accordance with this Agreement).
14.  ubject to Australian Consumer Law, any other applicable consumer law and otherwise to the fullest extent
S
permitted at law, ACER, its officers, employees and agents reserve their rights concerning any and all, liabilities,
costs, demands and expenses whatsoever incurred by them and caused by you and howsoever arising from or in
connection with:
a. Any breach by You of the Legal Agreement governing Your participation in the MSAT-Ulster test; or
b. Any misconduct by you in relation to the MSAT-Ulster and any sanction imposed by ACER as a consequence of
Your misconduct.
15.  pon a test taker registering for the MSAT-Ulster (the Test) the test taker must be a bona fide candidate for
U
the Test. This includes, there is no apparent conflict of interest between the purposes for which the Test is
administered and any personal affiliation of the Test Taker. For example, if the test taker has an affiliation with a
coaching or preparation provider for the Test a conflict of interest may be apparent. In those circumstance ACER
reserves the right to refuse or cancel a relevant registration.
16. ACER does not transfer registrations for the MSAT-Ulster from registered test takers to third parties.
17. In the event that any law implies terms or guarantees into the offering or conduct of the MSAT-Ulster test which
cannot be lawfully excluded, restricted or modified, such terms or guarantees will apply, otherwise the liability of
ACER for breach of any such term or guarantee will, to the extent legally permitted, be limited to the refund of the
price paid for any relevant goods or services.
18.  CER has made every effort to ensure the accuracy of the information provided in this Booklet. However, from
A
time to time, due to changed circumstances ACER may need to change the arrangements concerning the
administration of the MSAT-Ulster test and ACER (without amending your legal obligations or remedies) reserves
the right to alter or amend any detail contained in the Booklet in its absolute and unqualified discretion. Any
alteration or amendment will take effect immediately upon publication of the alteration or amendment on https://
msat.acer.org/ulster.
19. By completing and submitting the MSAT-Ulster registration form you:
a. confirm that You have read in its entirety and accept the contents of this Booklet, including the Legal Notice and
the online declaration;
b. confirm Your agreement with the Legal Agreement governing Your participation in MSAT-Ulster;
c. acknowledge that You have been entitled to obtain legal advice concerning any matter covered in this Booklet,
whether or not You have in fact sought any legal advice;
d. acknowledge and accept that the Legal Agreement and online declaration contains the entire agreement
between You and ACER concerning Your participation in the MSAT-Ulster test in 2025 and that no matter;
information or representation not expressly contained in the Legal Agreement has induced You or had any
bearing on You to seek registration for the MSAT-Ulster test in 2025;
e. accept and unconditionally undertake to strictly comply with the Legal Agreement governing Your participation;
f. acknowledge and accept that the Legal Agreement with ACER will be governed as follows:
i. where your registration fee is paid in pounds Sterling (£/GBP), the laws of England and Wales;
ii. where your registration fee is paid in Euros (€/EUR), the laws of the Republic of Ireland; or

iii. in any other case or where your registration fee is paid in Australian dollars ($/AUD), the laws of the State of
Victoria, Australia.
g. agree that to determine any dispute (whether as to the interpretation of the Legal Agreement with ACER, or
any matter concerning performance or compliance of the Legal Agreement or otherwise) or to determine any
claims brought or made against You by ACER or its authorised nominee, you submit to the exclusive jurisdiction
of the Courts and any of the Courts of Appeal therefrom as follows:
i. where your registration fee is paid in pounds Sterling (£/GBP), the courts of England and Wales;
ii. where your registration fee is paid in Euros (€/EUR), the courts of the Republic of Ireland; or
iii. in any other case or where your registration fee is paid in Australian dollars ($/AUD), the courts of the State
of Victoria, Australia.
