Regional office – Ankleshwar

NAQI (National Air Quality Index):


Air Quality Index is a tool for effective communication of air quality status to people in
terms, which are easy to understand. It transforms complex air quality data of
various pollutants into a single number (index value), nomenclature and color. There
are six AQI categories, namely Good, Satisfactory, moderately polluted, Poor, Very
Poor, and Severe. AQI is being displayed on CPCB website every day at 4 pm which
is day to day value as guiding tool for public. However, Ambient Air quality is being
monitored by Board on yearly basis regularly.

Ankleshwar Region: -

Ankleshwar Region is having industrial area and residential areas having residential
and commercial activity, near to industrial area. In Ankleshwar region CAAQMS
(Continuous Ambient Air Quality Monitoring Station) is functional to monitor the air
quality continuously (24 hours) at Ankleshwar GIDC.

Reason for higher value of AQI in Ankleshwar area: -

 AQI is noted higher during Winter Season as per CAAQMS working at


Ankleshwar Industries Association office, GIDC, Ankleshwar and it is observed
that Prominent Pollutant is Particulate Matter (PM 2.5).
 Particulate matter is arising mainly from industrial activity and vehicles
movement activity.
 Further, contributing factors is due to phenomena like temperature inversions
creating foggy condition at low levels very frequent during Winter Season.

Action taken by Regional Office-Ankleshwar: -

 Regional Office Ankleshwar has issued instructions vide letter dated 01/11/2023
to industries Associations to direct member industries to take extra precaution
during Winter Season (Attached herewith as annexure-I).
 Regional Office Ankleshwar has issued direction vide letter dated 01/11/2023 to
common facilities to take extra precaution during Winter Season (Attached
herewith as annexure-II).
 Regional Office Ankleshwar has issued directions vide letter dated 08/11/2023 to
all industries to take extra precaution during Winter Season (Attached herewith
as annexure-III).
 Regional Office Ankleshwar has issued directions vide letter dated 17/11/2023 to
The Chief Officer, Notified Area Ankleshwar to take extra precaution during
Winter Season (Attached herewith as annexure-IV).
 Regional Office Ankleshwar has already started night monitoring on regular
basis.

 In Ankleshwar Area two Common Boiler facility is operational hence many


industrial units are diverted to the common boiler concept that will decrease the
Air Pollution.
 Regional Office regularly carried out monitoring of industrial units and checks
operation of their APCMs & also takes Air Samples. Strict Action is taken to
defaulter units in case of violation found based on analysis report.
 Notified area authority Ankleshwar has deployed 2 nos. of tractor mounted and
one truck mounted road sweeper to clean roads to prevent dusting due to
vehicle movement.
 Notified area authority Ankleshwar has deployed fog cannon to suppress air
pollution.
 Notified area authority Ankleshwar has started water sprinkling to prevent
fugitive dusting.
 Notified area authority has started public awareness campaign through mobile
public address system.
 Notified area authority Ankleshwar has done road cleaning activities in GIDC
Area.
 An Environment Clinic for proper implementation of winter planning and
awareness in various stake holders for control of air pollution is conducted at
Regional Office Ankleshwar on 18.11.2023. (Minutes of the Environment Clinic is
attached herewith as Annexure – V)
 Regional Office Ankleshwar has issued letter dated 02/12/2023 to ARTO
Bharuch to take extra precaution during Winter Season (Attached herewith as
annexure-VI).

Action will take by Regional Office- Ankleshwar: -

 Regional Office-Ankleshwar will organize Environment clinic cum awareness


program periodically to aware public at large to control air pollution.
 Regional Office- Ankleshwar will carry out rigorous monitoring & sampling of
industries having coal fired utilities (that contribute in particulate matter).
 Regional Office-Ankleshwar will inform Notified Area Authority-Ankleshwar &
Ankleshwar Industries Association to carry out cleanliness drive and
plantation drive.

specific/ Group of areas and various common facilities like common incinerators,
industry specific common boilers, CMEE, common sprat dryer, etc.

8. About issues • Need to aware various stake holders regarding proper operation of
APCMs, odour control, control fugitive emissions from manufacturing
processes, storage, handling and transportation of materials and other
ancillary operations, etc. for control of Air Pollution.
9. Technical Discussions and • Shri V.D.Rakholia, Regional Officer, GPCB Ankleshwar discussed the
Solutions requirements and steps that are to be taken in the winter season
especially to control air pollution.
• Afterwards, different questions related to the subject were asked and
satisfactory replies were given.
10. Outcome of the Clinic • Considering awareness, knowledge sharing and sincerity to take steps
to prevent and reduce air pollution in these areas as need of the hour
this clinic is organized.
• Detailed discussion was done on necessary actions to be taken by the
industries and Association to maintain AQI in the area in safe zone.
• Issues/ questions from the audience were also addressed satisfactorily
by Shri V.D.Rakholia, RO GPCB Ankleshwar.
• Participants from the industries will be benefited by this environment
clinic program.
• It was a common consensus on the part of everyone to arrange more
such programs in future.
• Important outcomes are summarized as below:
1. Discussion regarding odour control, proper solvent handling,
nitrogen blanketing, provision of stand-by recirculation pumps,
online pH meters linked with auto-dosing systems, etc. with
scrubbing system and other APCMs, necessary measures to
prevent and control fugitive emissions, prevent open burning, wall
to wall carpeting, proper operation of Incinerators/Spray Dryers/
Multi Effect Evaporators along with instructions to not operate
them during night hours in winter season owing to inversion factor
in the cold season, etc. are done and proper guidance is given to all
participants to prevent air pollution.
2. It is also informed that an environmental monitoring committee is
constituted at Association level to prevent air pollution in winter
season.

11. Remarks, if any • Shri V.D.Rakholia, RO GPCB Ankleshwar, welcomed all the
industrial representatives to the environment clinic. He informed
all the participants to positively operate their APCMs efficiently
and effectively and to take requisite steps as discussed to keep
the AQI of the area in safe zone.
• Shri Natubhai Patel, Chairman Environment Committee AIA
informed all the present participants regarding seriousness of the
issue and sensitized them for self-monitoring to prevent any
spillages, leakages and incidents creating emissions. He also
informed regarding the ongoing work for the common parking
area to be created in Ankleshwar region and told all to use the
same to reduce unwanted vehicular movements in the estate.
• Shri R.P.Rana, AEE GPCB Ankleshwar in his vote of thanks
appreciated all the participants for their presence and mentioned
how important this issue is and thanked them for sparing their
time for this awareness event and for its benefits in long run.

Annexure-II

National Clean Air Programme – Non attainment cities:

Two cities of Gujarat namely Ahmedabad and Surat are Non-attainment cities as per the first list
and Vadodara is added in the second list of "Non-attainment cities". Rajkot being a million-plus
city is also added in the list. The City and Micro Action Plan for all these four cities has been
prepared and is under implementation.

A Three Tier Committee has also been developed to ensure effective implementation of NCAP
viz. Steering Committee - Headed by Hon'ble Chief Secretary, Monitoring Committee - Headed
by Hon'ble ACS/PS, F&E Department, Implementation Committee - Headed by Hon'ble
Municipal Commissioners of concerned Cities. Regular meetings are conducted to review the
progress.

Total fund of Rs. 796.05 crores have been received by these four cities upto FY 2022- 23 under
XV – FC and Rs.613.58 crores have been utilized for the implementation of the approved action
plan.
