How to Request Instrument Flight
Procedures

• Requests to establish, amend or cancel:

– Should be coordinated with stakeholders, state or federal
aviation authorities and/or ATC prior to initiation
– May be made in writing to the FPT state specialist or via
the IFP Information Gateway here:
https://www.faa.gov/air_traffic/flight_info/aeronav/procedures/

Note: Gateway is a useful tool for tracking production plan/coordination

at your airport. Simply enter the airport ICAO in the “Search by” box or
sign up for email notifications.

Administration
IFP Considerations
• Validation:
– NAS Strategy (ground-based to satellite-based)
– NAS Initiatives (VOR MON, Metroplex, ACR, etc.)
– Airspace Constraints/ATC workload
– IAPs/DPs already available
– Airports (projects, construction, traffic, surveys)
– Cost/benefit
• IFP Production Challenges
– Timely/Accurate data (MagVar, surveys, etc.)
– Scheduling and Prioritization Projects

Administration
IFP Considerations:
NAS Navigation Strategy
• PBN NAS Navigation Strategy 2016
– Right Procedures
– Route Structure
– Time- and Speed-Based Management
– Resilient Services
– Faster Delivery
– Low-Visibility Access
– National Service Group (NSG) concept: NSG 1-6
• NSG 1 (busiest 15 Large Hubs, 30% of NAS traffic), NSG 2 (next busiest 60 Medium
Hubs, 45% of NAS traffic), NSG 3 (300 Small & Non-Hub) , NSG 4 (500 national/regional
GA), NSG 5 (2,400 local and basic GA), and NSG 6 (thousands of non-NPIAS airports)

– Amendments required for flight safety deficiencies
– IFPs based on new/relocated NAVAIDs & MagVar
– Amendments required for MagVar of CAT II/III ILS

• “2” – High includes:

– IFPs at airports without IFR approach
– IFPs providing flow improvement, more efficient routing, reduced
comm, or reduced coordination and complexity
– IFPs that test or implement FAA national initiatives
– Amendments or canx which are benefit, w/ minimal resources

• “3” – Routine includes:

– All other IFPs which do not provide benefits listed above

Administration
Environmental Review
• Environmental Assessment (EA)
– Full process for large-scale projects, such as Metroplex; may include
community outreach & Environmental Impact Statement (EIS) at NSG
1/Large Hub & NSG 2/Med Hub airports
• Focused Environmental Assessment
– All projects where CATEX does not apply and full EA is not required, such
as new approaches to some Medium/Small/Non-hub & GA airports
• Categorical Exclusion (CATEX) (60 days)
– Do not require EA or EIS, and determined to have no significant effect to
human environment
