PROJECT: IGAN SERVICE CENTRE

SITE MEETING NO.3 (Friday, 14th February 2025)

1.0 Earth Filling and Sand Filling


 The contractor confirmed they will adhere to the original design.
 They expect to receive the earth material permit by next week.
 Contractor informed that earthwork will come in by next Monday.

2.0 EOT Application


 Mr. Ling instructed the contractor to expedite the EOT application and submit
it by next week.
 Contractor said they will submit by Monday.
 The EOT claim is based on inclement weather and the delay in obtaining the
earth material permit.
 The contractor mentioned that data from DID is still pending, which affects the
application process.
 Mr. Ling emphasized that for the EOT claim related to the earth material
permit, the contractor must attach supporting evidence (i.e., the permit itself).
 Mr. Ling also requested the contractor to calculate the volume of material that
can be processed per day to substantiate the EOT claim.

3.0 Overlapping drain


 The contractor will discuss the overlapping drain issue with the neighbouring
contractor and provide an update by Saturday (15/02/2025).
 Dmansang confirmed that they have already communicated with the
contractor on-site.
 They will bring in their own surveyor, and Dmansang will also be present to
provide clarification.
 If the drain overlap is confirmed, Dmansang will submit an official letter
regarding the issue.
 Dmansang has already informed JKR about this matter and will first confirm
the details internally.
 Mr. Ling informed that eventho the drain is sharing, we will need to maintain
also.
 Mr. Ling instructed the consultant to maintain close coordination with the
contractor.

4.0 Issues on site


Excavator break down due to high tide, due to the water mixed up. Contractor
informed that they will replace one excavator by today (14/02/2025).
Contractor mentioned that they will update in the group.
5.0 Surcharge Period
 The contractor stated that they will monitor settlement throughout the filling
process.
 After the filling is completed, they will continue monitoring settlement.
 The contractor will provide settlement data to the consultant every two weeks.
 The contractor suggested that once the data results show consistency, the
settlement period can be considered complete.
 Mr. Ling instructed the contractor to submit a formal suggestion to the
consultant, put the settlement monitoring after the construction period which is
during maintenance.

6.0 Query from contractor


The contractor inquired whether each layer of FDT can be conducted at a
300mm height instead of 150mm.
7.0 Others
 Mr. Ling emphasized that he wants the project to be completed by May 1st,
2025, but the contractor disagreed.
 Mr. Ling highlighted that other components are scheduled to commence in
June 2025.
 He said that the earthwork must be completed before June 2025.
 Mr. Ling also mentioned that management is continuously questioning the
reasons for delays and requires regular updates on project status.

8.0 Approval Chit

To be sign, scan and email to contractor. The hard copy pass during next
meeting.
