Position paper on Gender Equality for the United Nations Development
Programme(UNDP)

Gender equality is the principle of treating individuals with fairness and justice regardless
of their gender. It shows the ease of equal access to resources, freedom, opportunities and
protections. Achieving gender equality requires addressing social, economic, cultural and
political factors that cause gender based discrimination, which may include challenging
gender stereotypes, advocating for equal pay, promoting women's empowerment,
improving access to education and healthcare, and combating gender based violence.

Many countries have shown their stands on this topic by creating laws and policies to
promote gender equality, including laws against gender-based discrimination, quotas for
women's representation in political and corporate leadership, and measures to address
gender-based violence. International organizations such as United Nations also have
developed agreements and initiatives such as the Convention on the Elimination of All
Forms of Discrimination Against Women (CEDAW) and the Sustainable Development Goals
(SDGs) to advance gender equality.

The Federation of Russia states that: "1. Everyone is equal before the law and the court; 2.
The state guarantees the equality of human and civil rights and freedoms regardless of
gender, race, nationality, language, orign, property and official status , place of residence,
attitude to religion, beliefs, membership in public associations, as well as other
circumstances." on article 19 of the Constitution. We have been working focusing on
creating favourable conditions for the realization of equal opportunities for every citizen
regardless of sex, age,nationality or other status.

· The implementation of the Maternity Capital Programme;

· Strengthening of legislation related to birth and childcare allowance;

· Incremental pay increase for public sector workers, predominantly represented by


women;

· Improvement of health care services during pegnancy and birth;

and

· Support for small- and medium-sized enterprises owned by women and female
enterpreneurs
are some of the measures that we believe had contributed towards the progress of the
empowerment of women over the past 5 years.

Although our government has set clear policies regarding gender equality, the policies are
not followed at all places. Gender discrimination is recognised to a certain extent in some
areas. Patriarchal attitudes/traditions play the most important role in maintaining and
perpetuating gender inequality in all spheres, especially in the family. To achieve gender
equality in Russia a new program document has been worked out in principle, a gender
strategy for the Russian Federation which defines a set of criteria for ensuring equality of
rights and opportunities for bot men and wome. Strengthening and developing this and
similar national mechanisms, are as we believe solutions for what we have been seeing
currently.
