SCHOOL RESOLUTION

A RESOLUTION ON THE MECHANISM FOR THE ADDITIONAL TWO


(2) HOURS OF WORK DONE BY TEACHERS OF JEAGMHS OUTSIDE
OF THE SCHOOL PREMISES

KNOW ALL MEN BY THESE PRESENTS:

WHEREAS, the Magna Carta for Public School Teachers (RA 4670),
Article III, Section 13, states that any teacher engaged in actual classroom
instruction shall not be required to render more than six hours of actual
classroom teaching a day, which shall be so scheduled so as to give him
time for the preparation and correction of exercises and other work
incidental to his normal teaching duties;

WHEREAS, the Civil Service Commission (CSC), released CSC


Resolution 080096 which resolves that public school teachers are not
exempt from the eight (8) hours of work provided for in RA 1880 and what
is limited to six (6) hours as provided for in RA 4670 is only the work hours
devoted to actual classroom teaching. It further resolves that the
remaining two (2) hours of work that complete the public-school teachers
required 8-hour workday may be spent within or outside the school
premises, provided that the Secretary of the Department of Education
shall provide pertinent guidelines therein;

WHEREAS, the Department of Education released Guidelines for the


Implementation of CSC Resolution No. 080096 on Working Hours for Public
School through DepEd Memorandum No. 291, s. 2008 to wit:

a. Public school teachers shall render at most six (6) hours of actual
classroom teaching per day, except when undertaking academic
activities that require their presence outside the school premises;
b. School heads shall assign teaching loads to public school teachers
to fully utilize the six (6) hour classroom teaching, i.e. six teaching
loads at one hour per teaching load, with due regard for possible
teaching intervals. All adviserships and/or special assignments for
the entire school year combined shall be considered as one teaching
load;
c. A teacher with less than six (6) hours of actual classroom teaching
shall render additional hours of appropriate teaching-related

activities and duties enumerated in 2 (d) of DM 291 s. 2008 within


the school premises to complete six (6) hours;
d. A teacher with six (6) hours of actual classroom teaching and/or
equivalent teaching-related activities and duties shall render the
remaining two (2) hours of work within or outside the school
premises to comply with the eight–hour workday by engaging in the
following teaching-related activities and duties:
1. preparation of lesson plans, action/work plans, instructional
materials, evaluation/assessment tools/rubrics;
2. preparation and checking of exercises; recording of academic
performance results and classroom accomplishments;
3. the conduct of research;
4. attendance at seminars, workshops, and similar programs;
5. counseling, mentoring, coaching of students including home
visits;
6. consultations and conferences with parents;
7. performance of coordination activities and duly recognized
community social services;
8. participation in the maintenance and improvement of school
facilities and equipment; and
9. other activities identified in the specific guidelines under
paragraph 4 below of DM 291 s. 2008.

WHEREAS, the time interval between actual classroom teaching


shall be counted as part of the two (2) hours spent on teaching-related
activities except for lunch breaks.

WHEREAS, in the exigencies of the service, a teacher may be


required to attend activities related to school program project & activities.

WHEREAS, in the exigencies of the service, a teacher may be required


to take over the classes of the absent teacher. The absent teacher is
required to instruct the relieving teacher regarding the lesson and/or
activities prepared for the classes being taken charged by the relieving
teacher.

WHEREAS, before leaving the school premises, the teacher should


make sure that their students have left the school premises safe and
sound; the teacher’s classroom and the assigned area should be properly
cleaned and the classroom/assigned area appliances are turned off.

WHEREAS, the teaching-related activities to be accomplished within


or outside the school premises will be monitored by the department heads
and school principal on a daily/weekly/monthly basis to safeguard the
overall performance of the school and to ensure the efficient and effective
delivery of educational services.

WHEREAS, disciplinary action will be given to teachers on habitual


non-compliance on the different tasks stated on letter D of the DepEd
Memo No. 291, 2. 2008

IN VIEW OF THE FOREGOING, the School Governing Council of STO.


DOMINGO ELEMENTARY SCHOOL plead for the implementation of the 2-
hour teaching-related activities to be spent within or outside the school
premises, whichever the teacher so decides.

NOW, THEREFORE, the teachers who choose to spend the 2-hours


outside the school campus be allowed to log out from the biometrics upon
completion of the six (6) hours of teaching load. However, to implement
programs on improving student’s performance such as but not limited to
school remedial reading interventions, and other emergency cases, the
school head has to exercise its authority to require teachers to spend the
said two hours prioritizing the conduct of programs pertaining to learner’s
development.
RESOLVED as it is resolved by this governing body that the
implementation of the mechanism for the additional two (2) hours of work
done by teachers outside of the school premises shall take effect upon the
approval of this resolution and send a copy to the Schools Division Office
of Bataan, Commission on Audit, and Civil Service Commission for their
information.

Let it be RESOLVED further that there is no need for the teachers to


submit any Means of Verification (MOVs) to the appropriately filled-in
accomplishment form attached to this resolution. This will serve as the
mechanism to monitor the completion of the 2-hour teaching-related
activities inside or outside the school premises to be attached to the Daily
Time Record (DTR) by the end of the month.

Adopted this 16th day of November 2022 in Orion, Bataan by the


affirmative undersigned of the School Governing Council.
