IMPROVED GUIDELINES FOR MARINE


PORTABLE FIRE EXTINGUISHERS

SC No. 26 of 2005

Applicable to:This circular is for the attention of shipowners, shipmanagers,

shipping-agents, masters and officers, shipbuilders, shore-based personnel


and other parties concerned.

The International Maritime Organisation (IMO) adopted the improved


guidelines for marine portable fire extinguishers by Assembly

Resolution1A.951(23)1on 5 December 2003 (see paragraph 5).

2.Your attention is drawn to paragraph 9 of the guidelines which gives


guidance to periodical inspections and maintenance; and the inspection
guide in Table 9.1.3 referenced in paragraph 9.1.3.

3.Paragraph 9.1.3 stipulates that "service and inspection should only be

undertaken by, or under the supervision of, a person with demonstrable


competence, based on the inspection guide in table 9.1.3". In this respect,
"service and inspection" need not be carried out by shore-based facilities and

their personnel. The "person with demonstrable competence" to carry out the
servicing and inspection, or supervising the servicing and inspection can be

determined and appointed by the "Company" defined in Reg IX/1.2 of SOLAS

74.

4.These improved guidelines supplement paragraph 5(a) of Marine


Circular1No. 4 of 20031issued on 19 April 2003. For the purpose of Reg II-
2/14.2.2 (Maintenance, Testing and Inspections) of SOLAS 74, paragraph 9

of these improved guidelines should be treated as mandatory.
