1.0 SCOPE
This Transmission Material Standard Specification (TMSS) specifies the minimum technical
requirements for the procurement of long oil alkyd resin type Pigmented Paints, intended to be
used in Transmission System of Saudi Electricity Company (SEC), Kingdom of Saudi Arabia.
This Material Standard Specification shall be read in conjunction with the latest revision of SEC
General Specification No. 01-TMSS-01, titled "General Requirements for All
Equipment/Materials" and SEC Engineering Standard TES-H-107.01, titled "Painting Standard"
which shall be considered as an integral part of this TMSS.
This TMSS shall also be read in conjunction with SEC Purchase Order or Contract Schedules
for project, as applicable.
The latest revision/amendments of the following Codes and Standards shall be applicable for
the paints covered in this TMSS. In case of conflict, the vendor/manufacturer may propose coal
tar epoxy conforming to one group of Industry Codes and Standards quoted hereunder without
jeopardizing the requirements of this TMSS.

4.1 Use
This high quality aluminum paint is primarily intended for use over suitably primed
steel surfaces in industrial atmospheres at temperatures up to 120°C. The paint shall be
applied by brush or spray. It is resistant to industrial fumes, hydrogen sulfide fumes,
high humidity and spillage of gasoline. It is not suitable for immersion or continuous
wetting services.

4.2.2 Vehicle
a. Condition in Container
The vehicle shall be clear and free from sediment and suspended matter,
and shall show no curdling or jelling when stored in a full, tightly closed
container for one year from the date of manufacture, at a temperature of
30°-40°C.
b. Skinning
Shall be negligible after forty eight (48) hours in a tightly closed half-
filled container at 20°C.
c. Viscosity
The viscosity shall be D-G according to Gardner (30 sec. - 50 sec. Ford
Cup 4)
d. Color

f. Composition
The vehicle shall be linseed or Soya oil modified phthalic alkyd resin,
together with aliphatic and aromatic thinners, driers and anti-skinning
agents as necessary to meet the requirements of this specification.

Rosin and rosin derivatives shall not be present. The vehicle shall contain
no benzene or chlorinated solvents.
The paste (as in clause 4.2.1) shall be mixed with the vehicle (as in clause 4.2.2)
in a proportion of minimum 0.9 kg paste to 3.8 litres vehicle.
The resulting paint shall be free flowing. When brush or spray is applied to
cover 8.6 sq.m per liter with a 0.02 mm dry film thickness, the paint coating
shall be free from runs, drips and sags.
4.3.3 Drying
The paint shall dry to set to touch in one (1) to four (4) hours and dry hard within
sixteen (16) hours.
4.3.4 Adhesion
A film of the paint shall adhere well to and shall neither flake nor crack from an
appropriate primer coat.
4.3.5 Flexibility
After an accelerated aging of five (5) hours at 100°C, the 0.02 mm thick paint
coat, applied to a sanded 0.3 mm thick cold rolled steel panel, shall show no
defects, when indented with an Erichsen machine to a depth of five (5) mm.
Examine the coat at a 10-fold magnification in strong light.
The dried paint film shall show no whitening, dulling, blister formation or other
visible defects after immersion in distilled water for two weeks and subsequently
drying at room temperature of 20°C for two hours.
The dried paint film shall withstand immersion in lead-free gasoline at room
temperature of 20°C for sixteen (16) hours.
4.5 Tests
The coating supplier shall submit to SEC test report certifying that the proposed
coating meets the qualification test and the requirements of this TMSS, with the
preparation and testing performed and/or witnessed by an independent laboratory
or inspection agency approved by SEC.
4.5.2 Sampling
The following tests shall be made in accordance with the latest revision/edition
of the US Federal Test Method or ASTM Standards as listed below or equivalent
methods approved by SEC:
5.1 Use
This paint is intended for use on structural steel and equipment in industrial, rural, or
marine atmospheres at temperatures up to 120°C where high gloss and gloss retention
are not necessary. The paint shall be resistant to hydrogen sulfide and other industrial
fumes and to high humidity. It is not for immersion or continuous wetting services.
The paint shall not show excessive settling in a freshly opened, full can, and
shall be easily re-dispersed with a paddle to a smooth, homogeneous state. The
paint shall show no curdling, jelling, or hard caking, when stored in a full tightly
closed container at a temperature of 30-40°C for one year from the date of
manufacture.
The paint as received shall be applied easily with the use of brush, possess good
leveling properties and show no running or sagging tendencies when applied
over an appropriate primer coat at a minimum average dry film thickness of
0.040 mm.
5.2.3 Skinning
The paint shall not skin in forty eight (48) hours in a three quarter filled closed
container at 20°C.
The paint shall dry to touch within six (6) hours and dry hard within thirty six
(36) hours.
5.2.6 Adhesion
A film of the paint shall adhere well to and shall neither flake nor crack from an
appropriate primer coat.
5.2.7 Flexibility
After an accelerated aging of five (5) hours at 100°C, the 0.020 mm thick paint
coat, applied to a sanded 0.3 mm thick cold rolled steel panel, shall show no
defects when indented with an Erichsen machine to a depth of four (4) mm.
Examine the coat at a ten (10) fold magnification in strong light.

5.2.9 Vehicle
The vehicle shall be a long oil linseed oil modified phthalic resin with necessary
thinners, driers and other auxiliary additives, to meet the requirements of this
Specification.
5.2.10 Toxicity

5.4.1 The coating supplier shall submit to SEC test report certifying that the proposed
coating meets the qualification test and the requirements of this TMSS, with the
preparation and testing performed and/or witnessed by an independent laboratory
or inspection agency approved by SEC.
5.4.2 Sampling
The following tests shall be made in accordance with the latest revision of US
Federal Test Method or ASTM Standard as listed below or equivalent methods
approved by SEC.
