WHEREAS, Katuwang sa Diwa at Gawa para sa Masaganang Ani at Mataas


na Kita (KADIWA) was launched and spearheaded by the Department of
Agriculture (DA) in 2019, in collaboration with farmers and enterprises registered
in the Sagip Saka registry or Registry System for Basic Sectors Agriculture (RSBSA)
which seeks to empower the farming community by providing a direct and
effective farm-to-consumer food supply chain. The implementation of this
program is reiterated by President Ferdinand R. Marcos Jr. during his State of the
Nation Address (SONA) citing "The KNP system enabled the public to buy goods
at cheaper rates and the farmers to sell their crops without having to worry about
transportation costs;
WHEREAS, One Town, One Product (OTOP) is a priority stimulus program for
Micro, Small and Medium-scale enterprises (MSMEs) as government’s intervention
to drive inclusive local economic growth. Thru the leadership of Department of
Trade and Industry, OTOP enables localities and communities to determine,
develop, support, and promote products or services that are rooted in its local
culture, community resource, creativity, connection, and competitive
advantage;
NOW THEREFORE, on motion of Sangguniang Bayan Member Hon. Edilberto
A. Edillo, duly seconded by Sangguniang Bayan Member Hon. Ronald C.
Cristobal and adopted by the body;

RESOLVE, as it hereby resolved; to enact the herein Municipal Ordinance


No. 173, Series of 2024;

“AN ORDINANCE INSTITUTIONALIZING KATUWANG SA DIWA AT GAWA PARA SA


MASAGANANG ANI AT MATAAS NA KITA (KADIWA) NG PANGULO”

Section 1. Title. This ordinance shall be known as the “SOLANA KADIWA NG


PANGULO ORDINANCE”
Section 2. Objectives. This ordinance is intended to encourage the
implementation of KADIWA ng Pangulo (KNP) in the Municipality of Solana with
the aim of achieving the following objectives:
1. To increase participation of local government units to KNP.
2. To ensure food security, delivery of nutritious food and access to affordable
goods and commodities.
3. To support farmers to sell agri-produce, to facilitate product regional
exchange of OTOP products, and to provide opportunity for local micro-
entrepreneurs to market their products.
4. To provide market opportunities to MSMEs through local product promotion
and eliminating as many marketing layers, allowing producers to earn
bigger income from directly selling their products instead of using trader-
intermediaries.
5. To encourage consumer spending, thereby jumpstarting and reviving local
economies;
Section 3. Policy Content and Guidelines.
1. KNP shall run every 15th and 30th every month starting January 30, 2024.
2. KNP shall have 3 market areas or product clusters:
a) Agricultural produce such as rice, vegetables and fruits of farmers for
the various provinces;
b) Processed goods both food and non-food produce by MSMES as
OTOP products of different localities; and
c) Mercato stalls (ready-to-eat food) for micro-enterprises of the host
LGU.
3. The venue of the KNP may be in a closed or an open space area provided
there are available tents, tables and chairs. It should be well-ventilated and
with areas that can accommodate stalls for selling products, area for
eating, and parking.
4. No registration fee shall be collected from participating farmer/MSME
merchants nor from visiting consumers.

Section 4. Roles and Responsibilities. The following offices/agencies shall have the
following responsibilities in the implementation of the KNP.

IEC materials (e.g.
streamers, tarpaulins, and any IEC
materials)
• Posting of streamers, tarpaulin and
any IEC materials announcing the
KNP day to the public.
Coordination with peace • Provide security and order in the Solana Police Station
and order agencies or premises of the KNP venue
related institutions through coordination with the
barangay and other peace and
order institutions;
Coordination with partner • Assign a Focal Person from MAO MAO
national government who will coordinate with partner

Section 5. Monitoring and Evaluation. The Municipal Agriculture Office (MAO) shall establish a
monitoring and evaluation system in order to evaluate the impact on the local economy,
which shall provide the estimated number of people that visited the KNP, time and
place of KNP activity, number of consumers and sellers/entrepreneurs that
participated, including the revenue generated during the KNP Day, and shall
submit report to DA and DTI copy furnished the DILG.

Section 6. Funding. The Municipal Government of Solana shall allocate funds for
the initial implementation of this Ordinance.

Section 7. Separability Clause. If for any reason, any provision of this ordinance
shall be held unconstitutional or not valid by any court of competent jurisdiction,
such judgment shall not affect or impair the other provisions or part thereof which
shall continue to be in force and in effect.
Section 8. Repealing and Amendatory Clause. All municipal ordinances,
resolutions, rules, and regulations or any part thereof which are in conflict with or
inconsistent with the provisions of this ordinance are hereby repealed and/or
modified accordingly.
Section 9. Effectivity. This ordinance shall take effect after twenty-one days upon its
approval and posting in three conspicuous public places.
Enacted this 15th day of May, 2024 at SB Session Hall, Solana, Cagayan.
