Read the following:

ORDER

Orders were issued in the reference first read above on transfer policy.
Further these ban orders were lifted for a limited period from time to time subject
to certain guidelines to effect the general transfers of the employees.

2. In the reference sixth cited ban on transfers was relaxed for the period from
10 April 2006 to 25th April 2006 subject to certain conditions laid down therein.

Further the ban on transfers came in to effect from 26th April 2006 and the
Departments of Secretariat were requested to follow the instructions issued in the
reference second, fourth and fifth read above.

3. In the interest of academic career of the children of the Government


Servants, the Government have decided to avoid large scale transfers of
Government servants during the academic year. The general transfers shall be
undertaken only during school vacation period, viz., 1st May 2007 to 31st May
2007, regarding which guidelines will be issued in due course.

4. Further, Government after careful consideration hereby order the ban on all
transfers except in respect of the following cases.

i) Posting orders to an employee on promotion shall be issued to a clear


existing vacancy without shifting any other employee.

ii) Posting orders to the employees due to disbandment of posts,


reversions, repatriations, deputations (on foreign service only),
disciplinary proceedings and returning from long leave of more than
three months shall be issued in clear existing vacancies without shifting
other employees.

5. The appointing authority is competent to issue posting orders in respect of


the cases referred to in para 4 above, without reference to Finance department.

6. In case of existing vacancies, to be filled for administration efficiency, they


shall be filled with the persons who have completed one year of active service in
the present station duly submitting proper justification of the proposal for obtaining
the concurrence of Finance (W&M) Department. The administrative Departments
are advised not to entertain any proposal where the transfer is not justifiable for
administrative efficiency.

7. These orders shall be in force up to the end of April 2007. No relaxation of


ban orders shall be entertained.

8. The treasury officers shall not admit the pay bill of the employees whose
transfers are considered in deviation of the above orders.

9. All the Departments of Secretariat and Heads of Departments shall follow


the above orders scrupulously.
