ADOPTING A RESOLUTION OF THE EXECUTIVE ORDER NO. 51 KNOWN


AS PHILLIPINE MLK CODE AND OTHER PURPOSES

WHEREAS, This Code is known and cited as the "National Code of Marketing
of Breast milk Substitutes, Breast milk Supplement and Other Related
Products."

WHEREAS, to contribute to the provision of safe and adequate nutrition for


infants by the protection and promotion of breast feeding and by ensuring the
proper use of breastmilk substitutes and breastmilk supplements when these are
necessary on the basis of adequate information and through appropriate
marketing and distribution.
WHEREAS, No advertising, promotion or other marketing materials, whether
written, audio or visual, for products within the scope of this Code shall be
printed, published, distributed, exhibited and broadcast unless such materials are
duly authorized and approved by an inter-agency committee created herein
pursuant to the applicable standards provided for in this Code;

WHEREAS, the Philippine Code of Marketing of Breastmilk Substitutes (E.O. 51)


states that in order to ensure that safe and adequate nutrition for infants is
provided, there is a need to protect and promote breast feeding and to inform the
public about the proper use of breastmilk substitutes and supplements and
related products through adequate, consistent and objective information and
appropriate regulation of the marketing and distribution of the said substitutes,
supplements and related products

WHEREAS, the "Global Strategy on Infant and Young Child Feeding" jointly
developed by the World Health Organization and the UNICEF pursues to
revitalize world attention to the impact of feeding practices on the nutritional
status, growth and development and thus the very survival of infants and young
children.

WHEREAS, breastfeeding is the most far- reaching and least costly Poverty
Alleviation Strategy of developing countries, especially in the Philippines where
the breastfeeding culture is being diminished beyond all reason. It addresses the
issue of national health aside from the issues of security, economy, ecology,
empowerment of women, bonding between mother and child, love and faith.

WHEREAS, the latest scientific evidence have shown that breastfeeding


provides protection against major illnesses in infants and children such as
respiratory infections, diarrhea and malnutrition and reduces risk of degenerative
diseases well into adulthood, and ensures maternal health by protecting against
hemorrhages, uterine prolapse, anemia, certain cancers, osteoporosis, diabetes
and other illnesses as well as by facilitating the recovery of mothers from the
rigors of pregnancy and birthing, and by helping prevent closely-spaced
pregnancy

WHEREAS, BHWs, BNS, barangay officials will help in observing and will
support the surveillance of using breastmilk substitute and will promote exclusive
breastfeeding for 6 months and complementary feeding afterwards.

RESOLVED, adopting a resolution of the executive order no. 51 known as


PHIILIPPINE MILK CODE and other purposes. Effective. December 1, 2019

RESOLVED FINALLY, to furnish with copies of the resolution to the Municipal


Health Officer, LGU Maria and all other concerned for information and
appropriate action
