REFLECTION JOURNAL ON EDUCATIONAL PLANNING

The current COVID-19 pandemic has brought great challenges and has affected

the educational sectors. To be able to sustain and provide quality education despite

community quarantine, the new normal should be taken into consideration in the

planning and implementation of the new normal educational policy. The Educational

planning and management team must have a concrete plan in guiding the whole sector

in facing this new normal.

In planning education, students learn how to create plans and how to facilitate

planning processes. They learn how to take account of the different land use

developments, how to comprehend differing spatial claims, how to generate planning

alternatives, and how to organize planning processes. These aspects of planning

education are strongly orientated towards the production and realization of plans and

take in the technical, the methodical and the ethical aspects of planning. It is about

making better plans, finding better solutions and pursuing more democratic decision-

making processes. We refer to these aspects of planning education as planning as

activity. Next to planning as activity, we present planning as reflection as another

important aspect of planning education. Educators can teach students how to study

planning practices and how to reflect on these practices as well as on their personal

action and thought.

What is educational planning? How does it work? I learned that educational

planning is the process of setting out in advance, strategies, policies, procedures,

programs and standards through which an educational objective (or set of objectives)

can be achieved. It is used in different institutions where different resources are used

effectively and systematically as possible. It is used by an administrator while

performing the role of a leader. Regardless of technology and development we have,

still we are required to have educational planning.

Characteristics of Educational planning includes primacy of planning,

pervasiveness of planning, mission – oriented and future These should be present in

order that we consider the planning a legitimate. It has also a process which must be

followed these are statement of educational objectives, identification of various activities

needed to achieve the stated educational objectives and evaluation of results.

Understanding and following these steps are very important in attaining good results.

Educational planning comprises three main functions: identification of objectives and

strategies, proper distribution of scarce resources, educational planning aids decision

making. Identifying cause of the educational problems and suggesting relevant solution

is the main objective of educational planning. It requires developments and needs

change in the future, and must ahead of time so proper facilities, supporting media and

required resources for implementing the plan may be secured. There are various

are given greater consideration in conducting educational planning as well as the

components which includes educational status and the head count, supply and demand

of teachers, educational financing, school buildings, curriculum development,

educational materials, expansion models, relevance to political, economic, social and

cultural policies and objectives, integrated implementation, legal bases. By doing these

we are contributing in attaining the goals of a democratic society social and economic

concerned with the welfare and progress of all citizens. The approaches in educational

planning are social demand, manpower requirement or forecasting, cost- benefit/rate

returns, synthetic (eclectic). Each approach has its rationale and premises, they also

have its own advantages and disadvantages. Since the synthetic (eclectic) approach

draws on the benefits of the other approaches and can be integrated with the general

economic and social development planning, this approach is highly recommended to

use.

I believed that educational planning becomes a necessity and planning

competence becomes mandatory. It would bring a desirable change in the educational

organization for promoting the organizational health, the effectiveness and functional

In my opinion educational planning becomes a necessity and planning

I believed that the developments are taking place everywhere and the rising

complexity of our educational system has made the educational planning a necessity.

We are facing many problems like population explosion, manpower requirements,

increasing aspirations with different sections in the society, inequality between the

demands of the economy and educational products, ecological imbalances, dwindling

resources, and chaotic applications of systematic developments. All these problems

produce demands on the education system for solutions. The education system meets

all these problems, so planning becomes even more important with the capability of

planning becomes mandatory.

I understand the importance of education planning. Educational planning has

become very important because first, it makes sure an institution’s success. It considers

the significant issues, constraints, conditions, and factors of education. The focus is on

potential objectives, goals, and vision. This is practical in nature that it emphasizes the

ability and perception to apply to theory and profits from it prior to the action. It explains

the objectives and also the means of achieving those objectives. Therefore, it eliminates

It offers intelligent direction for action. Second, the shortage of economic or other non-

material sources creates a challenge for education. Planning is the response of such

disputes and explores possibilities of options uses and finest utilization of restricted

resources. Third, successful and well-organized planning saves effort, time, and money.

Fourth, education is the public service required by the public and provided by the

government. For all the government efforts of such huge magnitudes like education, the

planning is completely necessary. Lastly, educational planning is among the elements of

general national and socioeconomic development. The planning needs to offer the

educational objectives and finances for the educational development to accomplish

these objectives.

Why Education Planning is required? In my opinion, in today's fast-changing

world, innovative career pathways are constantly recounting, conventional ones are

being altered and shifts have happened in the educational requirements and occupation

skills. All these changes are the result of the latest technology, alteration in the

organizational designs and trends towards worldwide business operations. Having all

these alterations, you could ask "Why education planning is required?” The point is

developing career goals, options, and strategy depending on your personality, interests,

skills, and values. When you have got the plan, you become well equipped for self-

managing your careers and taking benefit of economic changes and job markets

instead of becoming the victim of changes.

I learned that there are stages of educational planning. On the other hand,

educational planning is developed in a series of steps. The first stage is the diagnosis,

where educational needs, learning conditions and external factors that affect the

educational process are linked. The next step is the analysis of the nature of the

problem, which involves a comprehensive understanding of the complexity of

educational reality. Planning continues with the design and evaluation of action options.

What planning does is try to anticipate the result of the possibilities considered, in order

to select the most appropriate for the fulfillment of the objectives. Once the action or

actions to be followed have been chosen, the moment of implementation arrives, which

is the start-up of educational planning. Finally, it is the turn of the evaluation, where

balances are established to analyze the success of the process and its results. It is

important that educational planning considers social, economic, cultural and technical

issues. The importance of planning when teaching It is important to note that planning is

one of the fundamental tools in the organization of teaching work, as it allows

establishing the objectives to be achieved when applying the activities that have been

designed for the student (s). The result of good educational planning is comprehensive

development and effective dissemination of functional learning so that each child can

face their future life.

I learned that educational planning is one of the vital components in attaining

quality basic education. Aligned to the Sustainable Development Goal (SDG) number 4

of the United Nations that seeks to ensure inclusive and equitable quality education and

promote lifelong learning opportunities for all, DepED as the primary agency task by the

government to deliver basic educational services ensure that programs, projects and

activities implemented pass in a rigorous planning process. Before implementing any

programs, projects and activities related to education, each plan is carefully crafted to

the attainment of the department’s mission, vision and goals.

To ensure that all governance levels is prioritizing the needs of their clients; the

learners, ladderized planning is done to identify key priority area of improvements in line

with fulfillment of the sustainable development goals of education. The Central office of

the department crafts the National Basic Education Plan (NBEP), the regional office with

Regional Education Development Plan (REDP), the school’s division with Division

Education Development Plan (DEDP) and schools with School Improvement Plan (SIP)

all of this plan should congruently agree on the measures and priorities based on their

local situation.

I believed that education is a fundamental human right and is indispensable for

the achievement of sustainable development. The department aims at empowering

every Filipino child and commit to advance the educational goal thus, planning process

does its crucial parts of identifying key priority areas of improvement. While education

needs globally are immense, stakeholders such as companies and businesses can

leverage their resources and core competencies to support the government in delivering

the promise of education for all. Since education is often a local issue, which will require

all governance levels to work within contextualized plan to determine the best utilization

of resources provided by the government along with the resources shared by the local

stakeholders that engage responsibly in education and promotes sustainability to

provide inclusive and equitable quality learning opportunities for all.
