OBJECTIVES:
1.Define and discuss the relevance of planning

2. Be able to analyze the unique situation including current issues and concerns
of the youth sector in their local barangays and identify key youth development
priorities;

3. Discuss and Develop a Comprehensive Barangay Youth Development Plan


(CBYDP);

4. Formulate measurable youth-centric projects, create realistic budgets, and


establish effective monitoring and evaluation mechanisms in the Annual
Barangay Youth Investment Program (ABYIP).
WHAT IS PLANNING?
Planning serves as a guiding
framework that helps individuals
or organizations make informed
decisions, allocate resources
efficiently, and adapt to changes
while working towards their
intended outcomes.

DO
WE
PLAN?
1.Goal Setting and Direction: Planning helps in setting clear and
achievable goals. It provides a roadmap or direction, guiding actions and
decisions. Without a plan, there's a risk of aimless activities that may
not contribute to desired outcomes.

2.Resource Allocation: Planning involves identifying and allocating


resources effectively. It ensures that resources like time, money,
manpower, and materials are used efficiently to achieve goals.
3. Decision Making and Risk Management : Planning facilitates
informed decision-making. It allows for evaluating different options
and choosing the most suitable course of action based on available
information and analysis.

4. Adaptability and Flexibility: Planning doesn't just involve a fixed


path. It allows for adjustments based on changing circumstances or
new information while maintaining focus on the end goal.
5. Measuring Progress: Plans provide benchmarks against which
progress can be measured. It helps in tracking achievements and
identifying areas that may need improvement.

6. Motivation and Commitment: Having a plan can inspire motivation


and commitment. It gives a sense of purpose and accomplishment
when milestones are reached, fostering continued dedication to the
cause.

7.Enhanced Efficiency and Effectiveness: Overall, planning contributes


to increased efficiency and effectiveness. It streamlines efforts,
reduces wastage, and ensures that actions are directed towards
meaningful outcomes.

Mandate for Youth Development

1.LEGAL FRAMEWORK
The State recognizes the vital role of the youth in nation-building and thus,
promotes and protects their physical, moral, spiritual, intellectual and social well-
being, inculcates in them patriotism, nationalism and other desirable values, and
encourages their involvement in public and civic affairs.

Towards this end, the State shall establish adequate, effective, responsive and
enabling mechanisms and support systems that will ensure the meaningful
participation of the youth in local governance and nation-building.
The act emphasizes the importance of youth participation in governance.

Republic Act 10742
Mandate for Youth Development

Section 8 (a) of Republic Act 10742 states that the Sangguniang Kabataan, in
consultation and with the concurrence of the Katipunan ng Kabataan, and within
three (3) months from assumption to office, formulate a three (3) – year rolling
plan, which shall be known as the Comprehensive Barangay Youth Development
Plan (CBYDP).

The CBYDP shall serve as basis in the preparation of the Annual Barangay Youth
Investment Program (ABYIP).

This plan shall be aligned with the Philippine Youth Development Plan (PYDP) and
other Local Youth Development Plan (LYDP) in every municipality, city and province.

Definition of Terms
Local Youth Development Plan (LYDP)

• Refers to the three-year strategic youth development plan formulated at the provincial, city,
or municipal levelinitially drafted by the respective SK Pederasyon and finalized by the LYDC.
• Shall be submitted to the local chief executive for inclusion in the Local Development Plan
subsequently endorsed to the Sanggunian of the local government unit concerned for
approval.

Annual Youth Development Action Plan (AYDAP)

• an organizational plan that aims to address capability building concerns and other PPAs with
corresponding venue, costs and time frame subject to the discretion of the SK Pederasyon and
Local Youth Development Council
Comprehensive Barangay Youth Development Plan (CBYDP)

• Is a three-year rolling plan, aligned with the PYDP and the LYDP
• basis for the crafting of the ABYIP or the annual program
• contains specific programs, projects and activities with corresponding costs

Annual Barangay Youth Investment Program (ABYIP)

• Refers to the yearly program based on the Comprehensive Barangay Youth Development Plan.
• Contain the specific programs, projects and activities with corresponding project costs

SK Annual Budget

• refers to the financial plan embodying the estimates of the income and expenditures of the SK for
one(1) fiscal year
• shall be prepared in accordance with the approved ABYIP.

COMPREHENSIVE BARANGAY YOUTH DEVELOPMENT PLAN
(CBYDP)
The CBYDP is composed of the following key elements (see Annex 5):

Programs/ Projects/ Activities - are the proposed youth development initiatives that are designed
to respond to the identified youth development concerns;

Budget- refers to the total amount of the necessary expenditures for the implementation of each
project, program or activity;

Period of Implementation - refers to the schedule and duration of the complete implementation of
the project, program or activity; and

Person/s Responsible - identifies the Committee or SK official that is responsible to lead the
planning, implementation and monitoring of the project, program or activity.
ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP)
The ABYIP is composed of the following key elements :

Center of Participation-refers to the priority Centers of Participation, as


identified in the CBYDP.
The ABYIP may contain all centers, or they may choose Centers applicable to
their local situation;

Priority Programs/Projects/Activities - refers to the proposed youth


development initiatives that are designed to respond to the identified youth
development concerns;

Objectives/Description - provides the specific result aimed to be achieved to


address the youth development concerns;
Reference Codes - identifies the sector encompassing the program,
project or activity. It provides Plan-Budget linkage (according to Local
Budget Circular 112 s. 2016)
ANNUAL BARANGAY YOUTH INVESTMENT PROGRAM (ABYIP)

Expected Result - identifies the specific results expected after the


implementation of the identified program/project/activity;

Performance Indicator - is the measure used to assess the extent of success


in achieving the objectives;

Period of Implementation - refers to the schedule and duration of the


complete implementation of the project, program or activity; and

Budget - refers to the total amount of the necessary expenditures for the
implementation of each project, program or activity.
Based on your crafted CBDYP develop an ANNUAL BARANGAY YOUTH
