The Government have desired to get transparency in the Excise Administration by
adopting best practices, improving governance, increase efficiency and eliminate flawed
policies the Government decided to restructure the Prohibition & Excise Department by
merging the Special Enforcement Bureau for single line of control, similar to pre 2020
structure.

Accordingly, vide reference ln

and 2nd cited, the Government ordered to rescind
all the Government orders leading to formation and functioning of Special Enforcement
Bureau with a view to make the Prohibition and Excise as Unified single authority to
regulate and enforce Prohibition & Excise Acts and Rules.

In the reference 3rd cited, the Government have issued Reorganization of

Prohibition & Excise Depaftment, Structure, lurisdiction and Staffing pattern of Excise
Department.

As such and in pursuance of the orders of the Government the following

instructions are issued for strict implementation -
1) The personnel allocated to the Special Enforcement Bureau, are required to
repoft to the concerned appointing authorities as Prohibition and Excise
personnel. SARCPL personnel shall report to the Director of Excise, after
appropriate relief arrangements are made within the Special Enforcement
Bureau..
2) All the 208 SEB Stations will function as Proh & Excise Stations from the
appointed day 13-9-2024
The Station House officers to exercise same powers and duties under Acts as
done earlier
4) All the files and infrastructure i.e., movable and immovable assets along with
liabilities including pending payments towards purchase of furniture,
computers, private building rents, hired vehicle charges etc., shall stands
transferred from Special Enforcement Bureau to Prohibition &
Excise
Department.
5) The authorities concerned shall ensure that all the excisable articles, materials,
vehicles, etc., seized / confiscated by the Special Enforcement Bureau shall be
transferred to the Prohibition & Excise department in accordance with the
provisions of A.P Excise Act, 1968, A.P Prohibition Act, 1995 or NDPS Act 1985
as the case may be.
