II. Background and Rationale

Enhancing literacy instruction for Key Stage 2 teachers is crucial in today's educational landscape. As students transition from "learning
to read" to "reading to learn" during this critical period (ages 7-11), effective literacy instruction becomes paramount for academic
success across all subjects. The rationale for this focus stems from the need to address changing literacy demands in the digital age,
support diverse learners, close achievement gaps, and mitigate learning losses from recent global disruptions. By improving teachers'
literacy instruction capabilities, we can foster improved student outcomes, better prepare children for secondary education, and
promote critical thinking skills. This initiative aligns with national curriculum standards and contributes to developing a more literate,
skilled workforce for the future, while also providing valuable professional development opportunities for educators.
