PART 1 GENERAL
1.1 SUMMARY
1. A minimum of 80% of the total project waste shall be diverted from landfill, in order of
preference
1) weight, 2) volume, whichever is most feasible to measure.
4. Inform Employer, Project PQP and Engineer where construction and demolition (C&D)
waste management requirements could detrimentally impact C&D schedule.

1.3 DEFINITIONS
B. The Employer appointed Project PQP is an integral member of a project's team with Estidama
Pearl Qualified Professional accreditation, engaged by the Employer who will oversee the Pearl
Rating Process. The Employer appointed Project PQP will be responsible for the final approval
of the Estidama construction waste documentation.
C. Contractor PQP: is an integral member of the Project’s team engaged by the Main Contractor,
who will understand the credits of the Pearl Community Rating System and their application
to the Project and prepare, compile and/or update the required documentation in accordance
with the approved scorecards. The Contractor PQP will be experienced with at least 2
construction Pearl certification projects of similar size and scope within the past 4 years.
D. Inert Fill: a permitted facility that accepts inert waste such as asphalt and concrete exclusively.
E. Class III Landfill: a landfill that accepts non-hazardous waste such as household, commercial,
and industrial waste, including construction, re-modelling, repair and demolition operations.
F. Construction and Demolition Waste: includes solid wastes, such as building materials,
packaging, rubbish, debris, and rubble resulting from construction, remodelling, repair, and
demolition operations.
G. Target estimated construction and demolition waste salvaged / recycled KPI is 80%.
H. Deconstruction: the process of removing existing building materials from renovation and
demolition projects for the purposes of reuse, and recycling, in an efficient and safe manner.
I. Divert: using material for any purpose other than disposal in a landfill.
J. Waste Materials: large and small pieces of listed materials which are excess to contract
requirements and generally include materials to be recycled and/or recovered from existing
construction and items of trimmings, cuttings, and damaged goods resulting from new
installations, which can be effectively used in the Work.
K. Reuse: using a material or product that is recovered from construction, renovation, or demolition
activities.
L. Recycling: the process of collecting and preparing recyclable materials in their original form
or in manufacturing processes that do not cause the destruction / contamination of recyclable
materials in a manner that precludes further use.
M. Recovery: any process that reclaims materials, substances, energy, or other products
contained within or derived from waste on-site. It includes waste-to-energy, composting, and
other processes.
N. Source Separation: sorting the recovered materials into specific material types with no or a
minimum amount of contamination on Site.
P. Commingled or Off-site Separation: collecting all material types into a single bin or mixed
collection system and separating the waste materials into recyclable material types in an off-
site facility.
1.4 SUBMITTALS
1. Not more than 30 days of date established for the Notice to Proceed and prior to the
generation of any waste, the Contractor shall prepare and submit a Project-specific
Construction and Demolition Waste Management Plan (CDWMP) to the Employer,
Employer appointed Project PQP and the Engineer for approval and it shall include the
following:
a) List all relevant legislation and technical guidelines issued by relevant Abu Dhabi
authorities to be complied with for the Project.
c) The CDWMP should coordinate the recovery effort with the construction and
renovation/ schedule.
e) Include a list of reuse facilities, recycling facilities and processing facilities that will be
receiving the recovered materials (including take back by Employer, Back haul of
packaging from suppliers).
f) Identify materials that are not recyclable or not recovered which will be disposed of in
a landfill and explain why the materials are not recovered.
g) List the permitted landfill, or other permitted disposal facilities, that will be accepting
the disposed waste materials.
i) Identify each type of waste material to be reused or recycled and estimate the
amount, by weight.
j) Provide estimate of time requirements for demolition and for the removal of valuable
reusable items and materials.
k) Prepare building engineering survey and worker safety plan, assessment of building
condition and all potential hazards.
1. Provide the Project PQP with delivery receipts for the recovered materials and waste
materials sent to the permitted recycling facilities, processing facilities, or landfill with the
following information:
a) Name of firm accepting the recovered materials or waste materials and certificate
b) Specify type of facility (e.g. retail facility, recycler, processor, class III landfill, MRF).
d) Type of materials.
f) Date of delivery.
A. The recycling program could utilise one or a combination of any of the following common waste
diversion strategies:
1. Sources Separation.
2. Time-Based Separation
B. Waste Material management hierarchy can be viewed as: reuse on-site, recycle on-site, reuse
off-site, and recycle off-site.
C. Other innovative approaches to achieve the minimum diversion rate are encouraged and
should be specified and described in the Construction Waste Management Plan.
D. Minimum diversion rate may be achieved by recovering and recycling the following materials:
1. Asphalt.
4. Ferrous metal.
6. Untreated lumber.
11. Insulation.
13. Glass.
15. Windows.
16. Doors.
17. Cabinets.
20. Electric fixtures, motors, switch gear and other similar equipment.
21. HVAC equipment, duck work, control systems, switches and other similar equipment.
A. General Requirements
1. The Project PQP will conduct audits and site inspections of the Waste Management Plan
and Procedure during the construction period.
2. The Project PQP will conduct audits and site inspections of the Waste Management Plan

3. The Contractor shall be responsible to make sure that adequate logistic and human
resources will be assigned to the responsible person for the Construction Waste
Management Plan implementation.
4. The Contractor shall provide one waste segregation area for the Project.
5. The Contractor shall appoint a member of the construction team to manage the
Construction Waste Management Plan implementation.
6. The Construction Waste Management Plan is a live document and needs to be updated
in parallel with the progress of construction.
8. Weekly inspections and monthly reports will be conducted by the appointed Project PQP,
and Contractor PQP to monitor the process and the waste management in accordance
with the defined KPIs.
9. The Contractor shall be responsible to include a copy of the C&D Waste Management Plan
in each sub-contractor agreement.
10. The Contractor shall procure/ enter an agreement with an approved EPS Contractor to
transfer the waste to an authorised facility center during construction of the Project.
11. The Contractor shall submit weekly the Waste Manifest populated in each part and
stamped from the authorised facility center to the Project PQP and Engineer.
12. The appointed Waste Management Contractor shall provide the CWM Waste Manifest
populated in each part and stamped from the authorised facility center to the Project PQP
and Engineer.
13. The appointed Waste Management Contractor shall provide updated trade licence as
EPS Contractor.
14. Project PQP and Engineer are responsible to oversee the separation of waste on site
during construction.
15. Project PQP and Engineer shall review and accept the Waste Manifests provided by the
appointed Waste Management Contractor.
16. After completion of Works, the Contractor shall submit all the Waste Manifests to the Abu
Dhabi Centre of Waste Management.
B. Regulatory Requirements
1. Comply with applicable requirements of the Centre of Waste Management of Abu Dhabi,
local ordinances and regulations concerning management of construction, clearing, and
inert materials, and Estidama requirements for Construction Waste Management.
1. The Contractor shall be responsible to provide a dedicated waste segregation area for the
Project.
2. The Contractor shall appoint a member of the construction team to keep the Material
Transfer Notes/ Waste Manifests, and related waste required documentation. Records to
be submitted as part of the construction rating submission.
1. Use only facilities properly permitted by the Centre of Waste Management of Abu Dhabi,
and/or by Local Authorities where applicable.
1. Prior to beginning work at site, schedule and conduct a meeting to review the
Construction Waste Management Plan and discuss procedures, schedules, coordination
and specific requirements for waste materials recycling and disposal. Discuss
coordination and interface between Contractor, Sub-Contractors, Engineer, Employer and
Project PQP. Identify and resolve problems of compliance with requirements. Record
minutes of the meeting, identifying conclusions reached and matters requiring further
resolution. Maintain waste management as an agenda item at future construction
meetings.
2. Attendees: The Contractor and related contractor personnel associated with work of this
section, including personnel in charge of the waste management program; C&D Quality
Manager; Engineers; Project PQP; material and equipment suppliers where appropriate;
and such additional Employer personnel as the Employer deems appropriate.
3. Plan Revision: Make revisions to Construction Waste Management Plan agreed upon
during the meeting and incorporate resolutions agreed to be made subsequent to the
meeting. Submit revised plan to Project PQP and Engineer or the Employer personnel as
Employer deems appropriate for approval.
F. Implementation
1. Waste management inductions shall be carried out by the Contractor in accordance with
the approved CDWMP to all members of the construction team and sub-contractor teams.
2. Designate an on-site party responsible for instructing workers and implementing the C&D
Waste Management Plan.
3. Distribute copies of C&D Waste Management Plan to job site foreman and each
Subcontractor.
6. Include waste management and recycling in regular job meeting and job safety meetings
conducted during the course of work at the site.
G. The Contractor will be responsible for ensuring that the appropriate governmental entities are
notified of the work.
I. Conduct construction in such a manner to any valuable natural asset, including minimizing
damage to trees, plants and the natural landscape environment.
J. Arrange for adequate collection, and transportation to deliver the recovered materials to the
approved recycling centre or processing facility. Maintain records accessible to the Project
PQP and Engineer for verification of diversion of recovered waste materials.
A. Site Storage
1. Remove materials for recycling and recovery from the work locations to approved
containers or storage area as required.
4. If recovered materials are stored on-site for project duration provide adequate security from
pilferage.
B. Handling
2. Ensure all recovered materials are made safe for handling and storage.
3. If the contamination chemically combines with the material so that it cannot be cleaned,
do not deposit into the recycle containers. In such case, request resolution by the
Engineer for disposal of the contaminated material. Directions from the Engineer do not
relieve the Contractor of responsibility for compliance with all legal and regulatory
requirements for disposal, nor shall such directions cause a request for modification of
the Contract.
A. Environmental Requirements
1. Transport recyclable and recoverable waste materials from the Work Area to containers and
carefully deposit in the containers without excess noise and interference with other
activities, to minimize noise and dust.
2. The Contractor shall ensure adequate erosion control and storm water control, if required,
to prevent or minimize the negative impact to its surrounding environment.
3. Provide measures to insure the containment of lead-based paint and dust, nails,
asbestos-based products and any biological contaminants that may affect environmental
health and safety conditions.
B. Site Condition
1. Signs and instructions should be clear, and easy to understand. All recycling containers
shall be clearly labelled and lists of acceptable and unacceptable materials will be posted
throughout the site. Whenever possible, they should be in multiple-languages and in
graphic symbols.
2. The Contractor shall ensure the safety of all personnel involved in the CWM process.
3. A CWM site management plan shall be created including: work areas, materials
processing areas, materials storage and disposal areas, worker hand-washing and
changing stations, first aid and medical information.

PART 3 EXECUTION
3.1 PROCEDURES
A. Waste Generation
B. Overall Approach
1. The best way to manage waste is to avoid generating it. In some situation the generation
ofwaste is unavoidable, however, the guiding principles and the philosophy of the Project
will be to ensure that waste generation is reduced, that waste generated is reclaimed
(thought identification and segregation) and either reused, recycled or recovered. For the
Project, the disposal of waste to licenced landfills by an Abu Dhabi Waste Management
Centre approved Contractor is the last alternative.
3. The Contractors are required to reduce their waste in accordance with the Project
specification and to segregate waste as detailed below. They may retain waste on their
site for reuse where appropriate. However, waste for re-use in the future or for the
recycling shall be transferred to the material recycling centre. Material that cannot be
recycled shall be transferred to landfill at the Contractor’s own expense.
A. The procurement of materials is important in the reduction of waste. This includes proper
planning and ordering of what is needed for the Project (i.e. not in excess, in order to reduce
wastage) and ordering appropriate materials. The Employer requires the Contractor to
implement a just in time logistic strategy that will accommodate the waste strategies.
B. The Project PQP and Contractor PQP will be responsible for raising awareness to encourage
site personnel to identify and report ideas for waste minimization, reuse and/or recycling.
Positive ideas will be reviewed and implemented, where appropriate, and reported to the
Project PQP for inclusion in the internal communications.
C. Waste reduction at source is the preferable option. It involves the generation of less waste
through more efficient practices. The Contractor shall implement the following measures:
1. Requesting supplier to minimally but adequately pack order to reduce waste volume.
4. Seeking “buy-back’ arrangement with chemical supplier for return of surplus chemicals.
5. Discussing take back agreement with other supplier (e.g. insulation material suppliers).
8. Minimizing the potential for environmental and human health risk arising from spill and
leakage by, where possible, substituting hazardous material with non-hazardous
materials.
10. Use of refillable container for collection of waste fluids, such as waste oil, hydraulic oil, used
grease, etc.
11. Conserving paper by making double sided copies, sharing of information via mail, and
avoiding unnecessary printouts.
A. Waste generated by the Contractor, will be segregated, to the extent possible at source into:
2. Non Hazardous Construction Waste: office recyclables; paper, cardboard and paper
packaging and office paper; glass (container and panes); plastic (container and
packaging).
4. Reusable Construction Materials / Waste: split concrete and waste concrete; formwork;
steel; wire; wood (treated and not treated); bulky plastic; other plastic (filling, moulding
doors); metal ferrous and non-ferrous (e.g. aluminum, copper and brass); concrete
masonry (concrete block, cinder clock, brick, and or breeze block); surplus excavated
material and aggregates;
5. Non Reusable Construction Waste: polystyrene, mineral cellular glass; polyurethane and
in general EPS, XPS all insulation material;
B. Segregation should take place at source and the Contractor should use a segregation area if
necessary to avoid cross contamination of waste.
C. The waste will be stored in confined areas of sufficient size and number to contain all solid waste
generated between collections. Area will be clearly marked and labelled. Labels will be
waterproof, securely attached and written in Arabic and English and other relevant languages.
Regular checks of the waste consolidation area will be carried out as par to the weekly
inspection as needed.
A. The Contractor should make every effort to reuse the segregated waste on their site before
transfer to the material recycling center and the consequence landfill. The Contractor shall
consider:

B. Excavated material will be centrally stored and separated as necessary into different types.
These materials will be reused around the site as appropriate.
A. The Contractor will be required to store, manage and dispose of their own hazardous waste.
B. Waste within the UAE is classified by the Environmental Agency of Abu Dhabi (EAD), following
the Basel convention guidelines. Annex III to the Basel Convention lists the hazardous
characteristics that wastes included in Annex I may exhibit. The following classes of hazardous
characteristics are applicable to the Project:
2. Flammable Solids: solids, or waste solids, other than those classed as explosives, which
under conditions encountered in transport are readily combustible, or may cause or
contribute to fire through friction.
4. Poisonous (Acute): substances or wastes liable either to cause death or serious injury or
to harm human health if swallowed or inhaled or by skin contact.
6. Corrosives: substances or wastes which, by chemical action, will cause severe damage
when in contact with living tissue, or, in the case of leakage, will materially damage, or
even destroy, other goods or the means of transport; they may also cause other hazards.
7. Toxic (Delayed or Chronic): substances or wastes which, if they are inhaled or ingested
or if they penetrate the skin, may involve delayed or chronic effects, including
carcinogenicity (e.g. Asbestos).
C. The Contractor’s Waste Coordinator will identify any hazardous waste and will be responsible
for the accurate characterization of such waste. The Contractor’s Waste Coordinator will
identify the most appropriate waste handling, processing and disposal routes for all hazardous
wastes generated in their construction site. The handling of hazardous waste will be in
accordance with the Environment Agency Abu Dhabi (EAD) and Abu Dhabi Waste
Management Centre guidance.
D. Hazardous waste storage container(s) will have a label that is waterproof and marked with:

H. A series of training should be carried out for all employees handling hazardous waste and
reported through the Training Register.
1. All waste transferred outside of the Project Site or in any sharing material recycling centre
will require completion of the Materials Transfer Note (MTN) / Waste Manifest.
2. The MTN will include a full description of the waste, its chemical composition, the process
from which it originated, the containment details, the total quantity being transferred, and
any other relevant information will be provided. Material Safety Data Sheets (MSDS) and/or
the results of waste analysis (if required) will be attached, as appropriate.
3. The MTN will be a signed carbon copy form produced in triplicate and one copy will
accompany the waste during transport:
c) Copy 3 will accompany the waste shipment to the disposal facility and signed by the
ultimate waste recipient.
4. No waste will be disposed of or removed from the construction site without the knowledge
and approval of Contractor’s PQP.
5. The Contractor’s PQP will not allow the release of the waste if there is concern about the
standard of transport or destination of the waste.
B. Hazardous Waste
1. The Contractor will be responsible for the transfer and disposal of the hazardous waste
generated in their construction area. They will organise for an Abu Dhabi Centre of Waste
Management (NADAFA) approved Service Provider to collect, transfer and dispose of the
hazardous waste. This will be undertaken in line with the requirements of Federal Law 21
of 2005. The Contractor will keep all licences, receipts and records as provided by the
service providers.
2. Hazardous waste stored on Site will be stored in a bundled area with different types of
hazardous waste stored to avoid adverse chemical reactions and facilitate eventual
treatment.
3. In the event that any hazardous waste has to be exported outside the Emirate of Abu
Dhabi, permission will be obtained from Centre of Waste Management Abu Dhabi (CWM).
In such circumstances the Basel Convention 1989 and Kuwait Regional Convention for
cooperation on the protection of the marine environment from pollution and its Protocol
Concerning Regional Cooperation in Combating Pollution by Oil and Other Harmful
Substances in Cases of Emergency, 1978 (ROPME) standards will be complied with.
1. Each Contractor will be responsible for the transfer and disposal of the municipal waste
generated in their construction area. They will organise for approved Registered Service
Provider to collect, transfer and dispose of the municipal waste.
2. All food waste will be properly stored in containers with sealed tops to minimize the
possibility of vermin infestation. They will keep all receipts and records as provided by
the services providers.
1. All waste shall be transported off site and disposed of by Service Providers registered
with CWM (NADAFA). The Contractors shall keep copies of service providers’ licences
(issued by CWM) and ensure licence expiry dates are recorded and tracked.
2. The Contractors should be able to find registered contractors via CWM website and/or
NADAFA website. It is recommended that the Contractor’s Waste Coordinator, Contractor
PQP carry out inspections at the handling facilities of the Service Providers they are using
and report their findings to Project PQP.
A. In order to measure the Project’s waste management performance, Project PQP will monitor the
volumes of waste generated, reused, recycled and recovered.
B. The Contractor’s Waste Coordinator will do this through the Waste Log system with input from
each Contractor who will be required to record their waste volumes. This will be reported
monthly as part of the Monthly Progress Report.
C. Waste management practices will be checked through the daily checks, weekly Sustainability
Inspections and monthly through the internal audits. Daily and weekly checks will review the
segregation practices, containers and labelling. Monthly internal audits will review the Waste
Register and MTNs / Waste Manifests.
D. The Employer will request for a 3rd party external audit quarterly in line with EAD requirement.
A. A key component will be the need to change behaviour particularly of site personnel. This will
be achieved through the induction, specific training and tool box talks.
5. Selection and use of appropriate Personal Protective Equipment (PPE) when handling
waste.
