In the reference 1 st
cited, the Government have issued amendments to
the A.P.Building Rules – 2017, wherein it is stated that detailed guidelines
governing the rules for disposal of TDRs through online portal by ULBs/UDAs
the SLA period will be fixed separately for each member. Wherein it is further
stated that the deemed provision shall be enabled in the Online portal. In
case of the deemed approval, if it is found at later date that the TDR is issued
erroneously, the concerned will be held responsible and liable for disciplinary
action. Further, if any of the Committee members reject the proposal without
proper justification and recording the reasons it shall not be considered.

2. Subsequently, in the reference 2 nd cited, the DT&CP., Mangalagiri has

proposed the timelines so as to dispose of the files within the specified
timelines.

3. Government, after careful examination of the matter, hereby issue the

following timelines (SLA period) for disposal of the TDRs through online portal
by all ULBs/UDAs to avoid delay in the issuance of the TDR as well in the
interest of the public.

1. Pre-verification/Scrutiny of Application and approval of Commissioner to

place before Scrutiny Committee/Paper Notification: 15 days

2. The Town Planning Section Head shall notify the TDR proposal, before
placing it in the committee, by way of paper notification to be given
within the stipulated period of 7 days, any claims and objections which
may arise are to be placed before the committee: 15 days

a. Paper Notification - To the public in daily News Paper – 4 days

b. Claims and objections calling period – 7 days
c. Consolidation of Objections – 4 days

3. To place the proposal before the scrutiny Committee: 7 Days

4. It is further instructed that the SLAs are the maximum time for disposals
and proposals should be processed well within the SLA period. The officers
shall prepare the action plan for disposals accordingly. Further it is instructed
not to entertain manual applications for issue of TDRs.

5. The Director of Town & Country Planning, Mangalagiri shall take further
necessary action, accordingly.
