ENTER INTO AND SIGN A MEMORANDUM OF
AGREEMENT WITH THE PROVINCIAL LOCAL

WHEREAS; endorsed to this body for legislative
action by the Punong Barangay, Hon. Neil L. Asuelo, is

into a Memorandum of Agreement (MOA), in behalf of
Barangay Villaros, Bagabag, Nueva Vizcaya with the
Provincial Government of Nueva Vizcaya;

WHEREAS; free WiFi ti Umili is envisioned as a
digitalization project that will provide free internet
access throughout the barangay not only to increase

technology but also to reduce the digital divide
between those with/without internet leading to
unequal access to social services and life changing in
their respective functional structures;
WHEREAS; in order to carry out the project, the
parties understand and agree on the substance and
objectives of the agreement between the Provincial
Government of Nueva Vizcaya through the Provincial
Information Technology (PITD) under the Governor’s
Office and this barangay and shall adopt and
undertake these activities in their respective
functional structures;
WHEREAS; the legal opinion of the Provincial Legal
Office states that the propose Memorandum
Agreement is in order as it is not contrary to law,
morals, good customs, and public order, or public
policy;
WHEREAS; the grant of such authority is anchored
on Section 22c and 46b (b)(1) (vi) of the Local
Government Code of 1991;
