ORDER
As per the G.O. read 1 st above, the Government have notified 7000 km
length of road for setting up Core Road Network (CRN) in the state.
2. The Government have been implementing the Resilient Kerala Program
for Results (PforR), with the financial and technical support of the World
Bank, AIIB and AFD since June 2021. The program outlines 9 Disbursement
Linked Indicators (DLIs) across multiple sectors to further strengthen the
resilience of the state to natural disasters. As per the 5 th year target under
DLI-9 of the Program, 400 km of Core Road Network (CRN) need to be
maintained/established meeting the resilient standards through any kind of
asset management practices, latest by 2026, i.e., the 5th year of the Program.
3. As per G.O. read 6 th above, the Government identified a length of 424.041

km of CRN roads in the Pamba basin districts Alappuzha, Idukki, Kottayam


and Pathanamthitta for consideration under the PforR program. The PWD
has already completed 98.44 km CRN through capital investment (40.82 km)
and Output and Performance-based Road Contracts (OPBRC packages
(57.61 km)), and the remaining 325.6 km of CRN (including buffer length),
as noted in the table below, need to be maintained/established meeting the
resilient standards through any kind of asset management practices.

4. As per the paper read 4 th, 5 th and 7 th above, the KSTP requested sanction
from the RKI for the preparation of the DPR for the remaining 325.60 km
of CRN roads. The KSTP informed that the DPRs for the existing OPBRC
works under KSTP were prepared by the Design Wing of the PWD.
However, while considering that it will take a long time to complete the
DPR preparation due to inadequate staff strength in the Design Wing, the
KSTP proposed that the preparation of DPRs can be done through a DPR
Consultant, at an estimated cost of ₹12.29 crore (inclusive of GST).
5. The RKI- Implementation Committee (RKI-IC), in its meeting held on
19-08-2024, the minutes of which is read as paper 8th above, approved the
proposal for the preparation of DPR for 325.60 km of CRN identified by
the PWD in the Pamba basin, as part of the 5th year target of the Resilient
Kerala Program for Results, at an estimated cost of ₹12.29 crore from the
RKI funds. It was also directed that the KSTP shall follow an open
competitive tendering for on-boarding the consultant for the task.
6. In these circumstances, the Government are pleased to accord
Administrative sanction for the preparation of the DPR for 325.60 km of
Core Road Network (CRN) in Pamba Basin Districts, as noted in para 3
above, at an estimated cost of ₹12.29 crore (Rupees Twelve crore and
Twenty-nine lakh only). The expenditure in this regard shall be debited to

7. The PWD shall ensure that the services of the in-house design wing will
be utilised for the preparation of DPRs to the maximum extent possible,
however, considering the timelines under the Program, and the remaining
work shall be entrusted with the consultants following an open competitive
tendering in accordance with the extant rules.
8. The PWD shall ensure that necessary budget provision for carrying out
the maintenance works for the road stretches, based on the DPRs to be
prepared, will be provided annually through the PWD's appropriate budget
heads since the exercise is to mainstream the maintenance of the CRN
roads with climate standards.
