Executive Summary

immigrants, the firm is committed to providing trustworthy, efficient, and affordable immigration
services.

Mission & Value Proposition

Our mission is to empower immigrants by offering comprehensive support, including visa processing, job
placement, housing assistance, and integration services. We differentiate ourselves through a deep
understanding of immigrant challenges, affordable pricing, multilingual support, and community
engagement.

Canada welcomes nearly 500,000 immigrants annually, creating strong demand for immigration services.
The global immigration consulting industry is valued at $15.04 billion USD, growing at 6% annually.
While competition exists, our personalized, community-driven approach sets us apart.

Company Profile

Our Origin and Mission

Our founders are sons of immigrants from diverse backgrounds - from Tianjin in Northern China to
Kampala, in the south of Uganda. Despite our origins being 9,515 kilometers away from each other, our
families experienced similar experiences immigrating to the country of Canada. Finding jobs, housing,
and legal representation is hard in the starting stages of a newcomer, and we, Constellation Immigration
plan to aid the nearly 471,000 new immigrants coming to Canada annually to start a new life. For many,
moving to a new country feels like an impossible dream. We’re here to change that.

Mission Statement
Immigrants are the backbone of Canada. At Constellation Immigration, we empower future Canadians to
settle smoothly and successfully. Run by immigrants and working for immigrants, we commit to guiding
your journey to a new life in Canada.

Core Values
Transparency - We pride ourselves on creating a trustable environment that caters to any future Canadian.
Reliability - We commit ourselves to giving the best quality service and professional assistance.
Understanding - Constellation Immigration understands the client’s situation and immigration challenges.
Strategic Thinking - Using new services and experiences to make moving as easy as possible.
Togetherness - Giving back to our community and helping Immigrants thrive in this new country.

Legal Framework
Constellation Immigration will be run as a Corporation, including numerous benefits such as personal
asset protection providing shareholders with incentive of investment. This in turn sparks more opportunity
for partnership and distribution of shares. Additionally, we will be benefiting from the Small Business Tax
Rate, which lowers the normal 15% to 9% on the first $500,000 of taxable income for our company. This
will be also accompanied by the ability to state business expenses and also lower taxable income.

As an immigration firm, we will need to be licensed by the College of Immigration and Citizenship
Consultants (CICC), and comply with IRCC policies and immigration laws. This entails hiring workers
with educational requirements and registration with the CICC.

4
Location and Operational Scope
Being the city with the largest
percentage of immigrants in Canada,
Toronto and the surrounding Greater
Toronto Area will be the best location
to implement our corporation. Toronto
itself has a 46.6% immigrant
population, and surrounding areas like
Scarborough and Richmond Hill
possess a percentage of 57% and
58.2% (respectively) . This makes it a
desirable place for immigrants to settle,
in turn making an environment where
our business can reach as many
individuals as possible. We will be
based in Toronto.

Date of Implementation
The effective date of business will be during the early spring months, particularly April 2025. Many
immigrants choose early spring to immigrate to Canada due to the warmer weather compared to the
winter, an increase in hiring in the job market, and those with children have time to involve themselves
with a new school system.

Unique Value Proposition

We plan to offer full service support targeting a wide variety of problems that affect immigrants, which
includes visa processing, job placement, housing help, and integration services. We understand the
process of immigration through the unique experiences each person that shared to us have had, coming
from a majority immigrant community in Richmond Hill. Constellation Immigration plans to be trustable
and affordable, with no hidden fees, and attempt to integrate ourselves in the community.

Industry analysis
Brief Overview of the Industry
Canada is a pro-immigration country that welcomes many immigrants from a variety of countries with
wide arms. This allows immigration services to thrive, as helping with the needs of immigrants will
always be useful and, in some cases, essential for foreigners to start their lives in a new country.

Strengths
In Canada, there is a big demand for immigration services, as the country welcomes almost 500,000
immigrants annually. This exposes a huge opportunity to target, with varying demographics from different
backgrounds, ethnic groups, and ages. Canada also possesses many pro-immigration policies, encouraging
permanent residence and citizenship making the immigration market ever-growing. There are also many
cases of recurring business, as many immigrants tend to bring family with them, such as spouses, parents,
or children. While data on the Canadian market for industry services is limited, we can look at the
industry on a global scale. In 2023, the industry was valued at $15.04 billion USD with an annual growth
rate of 6%. The Canadian consulting industry brought in an operating revenue of CAD $33.2 Billion, and
while including many other services apart from immigration, gives us a general scope of the importance
of the overall service industry.

The Annual Growth of the Service Industry in Canada

Weaknesses
Government policies on immigration are not always consistent, as varying political opinions may push for
harsher or looser immigration laws. This requires all businesses in this industry to be flexible and change
with political shifts. The industry is also not unsaturated, as many others capitalize on the number of

6
immigrants coming to the Country. Many established firms and consultants operate in the GTA and
Toronto, fostering more competition. In 2022, there were 11,324 domestic and 199 international
Regulated Canadian Immigrant Consultants (RCICs). In addition, many fraudulent firms have tainted a
small portion of the industry’s reputation, making some immigrants skeptical of these establishments,
making credibility much more important in the industry. Other factors that aren’t in the control of the
corporation include government processing periods, such as Immigration, Refugees and Citizenship
Canada applications taking long times to process.

Opportunities (External Growth Potential)

As stated before, the number of immigrants coming to Canada annually is around 500,000 and growing
by 5% which exposes a huge market to create numerous opportunities for the expansion of business.
While there is more competition, few have targeted more niche markets, which can help us separate from
other businesses. Demographics such as international students, skilled workers, and business investors can
all be targeted to reach more audiences, and also improve the company image amongst communities. We
can also attempt to broaden our reach by diversity hiring, allowing us to have easy communication with
people from many backgrounds, and familiarize customers with the immigration process through
multilingual support and shared experiences. In addition to this, we will also establish an online presence,
making our services accessible to customers that are distant, or even based in other countries. Furthemore,
sponsoring local cultural events and partnering with real estate agents and financial institutions can help
reach individuals of varying cultures and root ourselves in the community of our multicultural city.

Threats
Immigration is a topic closely associated with politics and societal concerns, which can affect the industry
Constellation Immigration operates in. Sudden governmental shifts in favour for or against immigrants
can drastically impact client demand and change the expected revenue of companies in this sector. There
is also the issue of foreign interference, as political changes in other countries can reduce immigration to
the country because of various political issues or tension. Economic uncertainty is also a factor that
should be considered, as a sudden recession in the job market may affect immigration numbers for the
worse, as is what ensued during the great recession in 2007-2009, where immigration slowed dramatically
following fast growing immigration in previous years.

Immigration is a considerable market, and with a large market comes competition. Apart from already
operating firms, Canada also provides government funded free resources, which many immigrants like to
use despite not being as efficient.

7
Target Market

Demographic segmentation
Our target demographic for age is wide, ranging from 20-50 years of all genders, due to the wide range of
immigrants coming to the country for different reasons. These reasons can encompass anywhere from
school and education to retirement.

Because of the Canadian government being in favour of these skilled workers, it can improve our
efficiency if we target this demographic. This is why we prioritize those with a salary ranging from
$40,000 to $100,000 a year, a post secondary degree, middle class families, or a large investment capital
for investors and business immigrants. Occupations that we would prioritize would also be those that
align to the Canadian points system, such as professionals in different fields such as IT, healthcare,
finance, or trades. Students will also be a priority, as international students are a large demographic that
have potential for economic growth, and business owners and investors seeking a Start-Up Visa.

Behavioral segmentation & Psychographic segmentation

Many immigrate to find better job opportunities compared to countries of origin, especially Canada,
which boasts a significant job market for immigrants. Education is also desirable for children or
themselves, paired with the benefits of Canadian citizenship or Permanent Residency. Often, the main
drive for immigration to Canada is the opening of new opportunities to support oneself and/or their
family. Foreign migrants to Canada often seek assistance with moving due to confusing legal procedures
of living in Canada. Immigrants often choose sources they know they can trust with a high degree of
reliability, which includes different accreditations (such as CICC) or experiences from past customers.
Making sure plans are cost-effective and possess transparent pricing are big components in securing
regular clients. Different age demographics prefer different types of consultations, for example, older
generations will lean towards in-person consultation while younger generations prefer online or digital.
Once satisfied, clients will often return for renewal of legal documents or refer us to other clients.

Geographic segmentation
The majority of immigrants coming to Toronto or the surrounding GTA are often of Chinese, Indian, or
Iranian descent. Many communities have high populations with a background of these origins, such as the
city of Scarborough, Mississauga, North York, Markham, Brampton, Richmond hill, and many more. The

8
high population of immigrants in these municipalities often influence others of the same origin to also
immigrate to these same communities in Canada.

By dissecting the traits commonly shared by indirect and direct competitors, we can see areas where
Immigration Constellation can exploit to procure as many clients as possible. Direct competitors often
offer expensive, impersonal services, which often put off many clients and make the immigration process
dreadful and unenjoyable. Immigroup prices application review services at $750, and an hour-long
consultation at $1000 CAD. At VisaPlace, 30-minute consultations range from $75 to $300, depending on
the complexity and form of application. Form filing assistance costs anywhere up to $2000, and
permanent residency assistance can cost up to $7,500 CAD.

Constellation Immigration provides an advantage over direct competitors by offering personalized service
- “From Immigrants, For Immigrants”, affordable pricing, and a wide range of services ranging from job
service to housing help. Apart from these competitive advantages, Constellation Immigration will attempt
to offer multilingual service to make personal connections and more efficient support for clients.

Indirect competitors are often run by government or non-profit organizations, meaning pricing is often
free. However, with this price comes very slow or complicated processes. Oftentimes, these programs do
not offer more than one service, and application processes are also slow and competitive. Constellation
Immigration can offer a more efficient procedure with an affordable cost, more hands-on guidance, while
simultaneously providing a wide range of resources.

Marketing Plan and Sales Strategy
Brand Message

“From Immigrants, For Immigrants, Guiding you Journey to a New Life in Canada With Trust and
Expertise.”

Constellation Immigration’s approach on marketing focuses on establishing a foundation of trust,

increasing brand visibility, and attracting a steady stream of clients through a combination of digital
marketing, community outreach, and strategic partnerships. We aim to implement a strong digital
marketing strategy, including paid advertising on Google and Search Engine Optimization to rank high on
search engines for keywords such as “Canada immigration consultant” and “PR visa help.” Our website
will feature informative blog posts, client success stories, and video content explaining immigration
processes. Additionally, we will organise social media marketing through platforms such as Instagram,
YouTube, TikTok, and other international platforms such as RedNote and Douyin. We also aim to sponsor
local events from majority immigrant neighbourhoods to further our reputation within these communities.

Sales Strategy
Our sales strategy will focus on providing an excellent customer experience, which begins with a free
initial consultation to assess a client’s eligibility and needs. Through our website, potential clients will
have access to a lead capture form and live chat support, ensuring quick responses to inquiries.

Once a lead is generated, they will be taken through a structured sales funnel, which includes an initial
consultation, a tailored service proposal, a transparent pricing discussion, and a seamless onboarding
process. Payment plans and installment options will be available to ensure affordability for a diverse
range of clients. Our customer relationship management (CRM) system will help track client interactions
and provide timely follow-ups to ensure high conversion rates.

Beyond the initial application process, we will implement a customer retention strategy by offering
post-application support, check-ins, and an exclusive referral program that incentivizes past clients to
recommend our services. Regular webinars, immigration news updates, and additional services such as
job placement assistance and housing support will keep our clients engaged and encourage long-term
loyalty.

10
Operations
Client Intake & Consultation

link clients with cultural groups, language programs, and essential services like healthcare and banking.

Immigration maximizes service quality and operational effectiveness.
With this organizational framework, Constellation Immigration ensures a scalable, structured, and
client-oriented business model that supports long-term success in the immigration consultancy industry.

12
Long Term Development
Expansion of locations and Services
Within the first three years, we will open additional offices in major Canadian cities such as Vancouver,
Montreal, and Calgary to cater to the growing demand for immigration services nationwide. Once
establishing a corporation in Canada, we plan to expand internationally to popular countries of origin for
immigrants in Canada. (Eg. China, India, The Philippines, The United States, United Kingdom, e.t.c.)

In addition to previously implemented services, we also plan to implement many more resources such as
international student and work visas. In Canada, international students make up around 18% of the
post-secondary education system, and in 2021, 4.1% of all working individuals were temporary foreign
workers. We plan to target this wide immigrant demographic by offering more tailored services towards
clients that fit these descriptions.

Technology Integration
Investing in websites, AI powered communication, and having a widely regarded online platform is a way
that Constellation Immigration will enhance customer service and understanding between the client and
processes regarding their immigration. Website functions can have anywhere from real time updates
concerning applications to helping aspiring Canadians to understand Canadian immigration processes,
law, and culture.

Strategic Partnerships
We aim to further our reputation and establish ourselves as a top immigration firm in Canada by
collaborating with law firms, recruitment agencies, and educational institutions, which can lead to mutual
gains for both collaborators. Offering higher quality services with experts in certain areas can lead to
higher customer retention and revenue.

Franchising & Licensing

By year five, we will explore franchising or licensing opportunities to allow independent consultants to
operate under the Constellation Immigration brand by utilizing the capital of the franchisee. This strategy
will result in rapid expansion of our market growth, while minimizing financial risk and burdens through
shared operational costs and the motivation often associated with a consultant investing personal assets
into a franchise. We expect to see gross market penetration with franchising and licensing.
