CHAPTER I

THE PROBLEM AND ITS SETTING

Introduction
Late-night celebrations, such as barangay fiestas, are integral to Filipino culture, fostering community
spirit and preserving traditions (Sinaunang Panahon, 2023). In Barangay Estrella, these events often involve
lively music, dancing, and communal gatherings that extend into the late hours.

While these festivities strengthen social bonds, they can also lead to challenges, particularly regarding
noise disturbances and their impact on residents' sleep and daily routines. Excessive noise exposure has
been linked to adverse health effects, including sleep disturbances and increased stress levels (Respicio &
Co., 2024).

Despite the cultural significance of these celebrations, there is limited research on how they affect the
well-being of community members in Barangay Estrella. Existing studies have explored the socio-cultural and
economic benefits of festivals in other regions but have not specifically addressed the perspectives of residents
in Barangay Estrella (Gonzales, 2017).

While these festivities strengthen social bonds, they can also lead to challenges, particularly regarding
noise disturbances and their impact on residents' sleep and daily routines. Despite the cultural significance of
these celebrations, there is limited research on how they affect the well-being of community members in
Barangay Estrella. The study aims to address how residents understood late-night celebrations in Barangay
Estrella. What positive and negative impacts do these events have on the community? How do different
demographic groups experience these celebrations? What strategies can balance cultural practices with
residents' well-being?
By exploring these questions, the research seeks to provide insights that can inform local policies, ensuring
that cultural traditions are upheld while maintaining a harmonious living environment for all residents.
Research Locale
Barangay Estrella, Naujan, Oriental Mindoro, serves as the research locale for this study on residents'
views about late-night celebrations. Located in Naujan, Oriental Mindoro, Barangay Estrella is a primarily
residential community with some small-scale local businesses and beach resorts, and an estimated population
of over 3046 residents. The barangay is characterized by a mix of houses and beach resorts, with limited
commercial activity concentrated in small grocery stores and similar establishments. This location was chosen
because it provides a representative sample of residents experiencing varying levels of impact from late-night
celebrations, allowing for a comprehensive understanding of diverse perspectives within this area. The
accessibility of Barangay Estrella and the anticipated cooperation of its residents facilitated the data collection
process.

Theoretical Framework
The researcher used the following theories to
support this study.
Environmental Stress Theory by Evans & Cohen (1987) This theory explains how environmental factors,
such as excessive noise, can lead to stress and discomfort. Prolonged exposure to loud sounds, especially
during late-night hours, may cause sleep disturbances, anxiety, and irritability among residents.
This theory helps explain why late-night celebrations can negatively affect the well-being of residents and
why noise control measures may be necessary.
Community Engagement Theory Chaskin (2001) This theory emphasizes the importance of collaboration
between community members and local authorities to address issues affecting the community.
Supports the idea that barangay officials, event organizers, and residents should work together to create fair
and effective noise control policies while respecting cultural traditions.

4. What community-based solutions or recommendations can be proposed to address the concerns

regarding late-night celebrations in Barangay Estrella?

Assumption
Residents of Barangay Estrella may have mixed views on late-night celebrations. Older residents and families
with children might be disturbed by the noise, while younger people may enjoy the social aspect. Local
business owners could see it as an opportunity, despite potential complaints.

Scope and Delimitation


Huge number of people from different age brackets have been abusing the late-night celebrations, they live
their lives every day, making the researcher want to answer the question, "What is the late-night celebrations
affect their lives?". This research study will focus on the exploration of the roles that Views About Late-Night
Celebrations of Residents in Baranggay Estrella. This project will also discuss the positive and negative effect
of Late-Night Celebrations to their lives.

Significance of the Study


Residents. We're looking at how late-night parties affect people's lives – their sleep, how much they get done
during the day, and their feeling to the community. This study will give residents a chance to share their ideas
about the study.

Local Government. The results of this study will help local leaders to make a better rules and regulations to
the residents of Barangay Estrella. The goal is to find a good balance keeping our cultural traditions alive, while
also making sure things are safe and peaceful to the residents of Barangay Estrella

Event Organizers. The study will be a help as a guide for anyone planning a big event. By understanding
what residents think, organizers can plan events that are fun but also respectful for the neighborhood.

Law Enforcement. The study will give police an information about how late-night events affect safety of
Baranggay Estrella. This will help them plan for events and respond to any problems that comes up.

Future Researchers. This research would be a great source for anyone studying community events, local
laws, and how they affect people's lives. It might even help uncover other things that influence how people feel
about these kinds of events and situations.

Definition of Terms

The following terms are operationally and conceptually defined as used in the study:

Celebrations. It refers to the act of marking a special event or occasion with activities that honor or
commemorate It. It is defined as a distinguishing by ceremonies, or by marks of joy or respect; as the
celebration of a birth day, or other anniversary. (Webster's Dictionary 1828)

Negative Consequences. Consequences refers to or adverse outcomes resulting from specific actions,
decisions, or events. A negative consequences is an unpleasant, depressing, or harmful result. (Fiveable,
Collins Dictionary)

Noise Levels. The term "noise levels" refers to the intensity of sound within an environment. Noise is
defined as unwanted sound, and the distinction between sound and noise depends on the listener and

Noise Reduction. Refers to the process of minimizing unwanted sound or disturbances within a signal
or environment. (ScienceDirect)

Peaceful Living. It involves a state of harmony and tranquility, both within oneself and in one's
surroundings. It signifies freedom from conflict, stress, and disturbances, fostering a sense of well-being and
contentment. This concept aligns with the general understanding of peace as the absence of hostility and
violence, promoting a harmonious existence. (Wikipedia)

Residents. an individual who inhabits or occupies a dwelling within a specific community or area,
contributing to the social and economic fabric of that locality" aligns with definitions found in reputable sources.
Describes residents as individuals who are expected to stay in a given economy on more than a temporary
