1.0 INTRODUCTION
Proper testing and commissioning of new GIS Equipment is an important issue to prove that
the GIS Equipment has been properly shipped and correctly erected and installed. This work
instruction highlights the necessary steps related to proper commissioning of GIS Equipment
in HV and EHV substations.
All GIS Equipment must be tested in the factory before delivery to the site. Commissioning
tests at site are done to prove that:
No GIS Equipment was subjected to any damages during transportation.
Each GIS Equipment has been installed correctly.
Each GIS Equipment is working in coordination with other equipment, as specified.
All installed GIS Equipment are safe and ready for putting into service.
2.0 RESPONSIBILITIES
- Anyone working in testing location during the commissioning stage must follow the
safety instructions as per SEC rules, and CSD employees are responsible for applying
safety rules in all places that they are working in.
- The main contractor is responsible for committing the contractor to prepare testing and
commissioning places to be done in proper climate conditions as per Company policies,
procedures and accepted temperatures the relays, devices and test equipment can be
tested or operated within it.

- CSD staff is responsible for witnessing the activities according to approved
specifications and design.
- The Testing & Commissioning Contractor engineer is responsible to provide the following
before starting the test:
o Test forms
o Checklist for Hybrid / SF6 Gas Insulated Switchgear (GIS) CL-NG-6460-002-027
o Factory Test Results
o Approved schematic drawings (Pre-Check & Commissioning Copies)
o Protection requirement
o Test equipment valid calibration certificates and they are available in the Prequalified
Testing Equipment/Tools List DS-TS-6450-006-001
o Contractor engineer pre-qualification certificate
o Technical Data Schedule
- CSD employees are responsible to check and witness all activities required for GIS
Equipment following all of this work instruction.
- CSD employee and the T&C Contractor Engineer shall sign the test format and checklist
once testing has been finished after checking all test values compared with GIS
Equipment in the data schedule and FAT results.
3.0 WORK INSTRUCTIONS
3.1 Visual Inspection

a) Check each main component of the GIS nameplate and
information along with drawings and specifications as specified
in Data Schedule.
b) Check that each nameplate material is stainless steel or non-
corrodible no-plastic material and all markings are engraved or
etched in black and non-fading.
c) Verify that all devices are correctly labelled.
d) Check all ratings of all equipment and devices as per the
standard & specification, manufacturer design and Data
Schedule.

All gauges, counters and position indicators shall be readable by
5. the operator standing on the substation floor or GIS Platform near 32-TMSS-02

SF6 gas density gauges: 32-TMSS-02
a) The glass cover of the SF6 gauge should be intact and there
should be no leakage of oil.
b) The label of each SF6 gauge should be correct as per
compartment number and should be visible.
c) Check that the gauges have correct, legible and readable
scales.
d) Check that the gauges have definite mark scale.

e) Check that the gauges are ambient temperature compensated.
f) Check that the pressure relays have two convertible potential-
free auxiliary contacts for two-stage alarm initiation as
mentioned below:
i. Stage I: Alarm above minimum safe operating gas density
(and block breaker closing) (Refill stage).
ii. Stage II: Alarm in the event of gas density falling below the
minimum safe operating limit (and block breaker tripping).
a) Check that all circuit breakers, disconnectors and grounding 32-TMSS-02
switches are provided with mechanically driven auxiliary
switches. Check all of these auxiliary switches are provided with

minimum 6 normally open (NO) and 6 normally closed (NC)
spare auxiliary potential-free contacts.
b) All “ON” and “OFF” indications are installed in visible locations.

c) Check that the DC control/operating voltage and that of the
auxiliary switches shall be 125 V, unless otherwise specified.
Wiring: 32-TMSS-02
a) Check that all control and instruments cables are properly TES-P-119.10
shielded, and the cable shield is grounded at both ends.
b) Check that all wiring is heat resistant and flame retardant, with
maximum temperature of 90C° and rated 600/1000V, stranded
annealed copper conductor.
c) Check color coding of control cabinet wiring.
d) Check that all circuit wiring terminations are identified by a
permanent marking at each termination with a non-adhesive
ferrule or plastic sleeve marker in accordance with schematic
drawing.
e) Check AC circuit terminals and DC circuit terminals are fitted
with non-inflammable transparent plastic covers, to prevent
8. accidental contact with live parts.
f) Check that all phases are marked, and circuit labelling has been
installed as per specifications.
g) Check that 10% spare terminals from each type are provided.
h) Check the cable tag at GIS side and LCC side.
i) Check that the wiring between devices and terminal blocks is
carried in troughs or in neatly formed packs, which shall be tied
or otherwise secured at frequent intervals to prevent undue
stress on equipment or connection. Check connections across
portions, which are hinged or otherwise movable, are made with
flexible wires formed to distribute the bending stress. Check no
wires are teed or jointed between terminal points.
j) All spare auxiliary switches shall be wired and terminated on
the terminal blocks in the control cabinet.
Ensure that all disconnector switches are provided with viewing
windows or mechanical indicators for verification of contact

positions and that all grounding switch positions can be visually
verified from ground level.
Check and confirm the three-phase test adaptor and bushing for
