• For the first time in a Lok Sabha Election, Election Commission of India (ECI) has
introduced a home voting facility for elderly voters aged 85+ and Persons with
Disabilities (PwDs) with 40% benchmark disability.

• Over 1.7 crore voters including over 81 lakh aged 85+ and over 90 lakh PwD voters are
eligible for this new voting facility.
• Procedure includes submitting a Form 12D by eligible
voters, followed by a visit from polling officials.
• Home voting was introduced in 2020 Bihar
assembly elections, conducted during Covid-19
pandemic.
• Facility was formalized under Rule 27A of the
Conduct of Election Rules 1961, which was
amended in 2020 to include this provision.
o The qualifying age for senior citizens to avail this

reducing the burden on election authorities by
55%.

consequence of entering into Mutual Agreements with India’s treaty partners namely

About Advance Pricing Agreements (APAs)
• Launch Year: APA provisions were introduced into
Income-tax Act, 1961, effective from 2012.
• Eligibility: Any taxpayer who has undertaken or is
planning to undertake an international transaction is
eligible to apply for an APA.
• There are no monetary thresholds that restrict
eligibility for filing an APA.
• Advance Pricing Agreement (APA) Scheme is designed
to help taxpayers by clearly defining how to price
transactions between related international entities
ahead of time, for up to 5 upcoming years.
o Additionally, taxpayers have the option to apply
these pre-agreed pricing methods to transactions
that took place in the 4 years before the
agreement.
✓ APAs with a roll-back provision, which give I-T
certainty to the applicant (taxpayer) for nine
years, were introduced from 2015.
o This approach offers taxpayers a total of 9 years of
predictability regarding how their transactions are
priced for tax purposes.
• By signing agreements that include both the taxpayer's
country and a foreign tax authority (bilateral APAs),
taxpayers are also protected against the risk of being taxed twice on the same income.

About Payment Aggregator
• Guidelines were issued by RBI in 2020 which
mandated that payment gateways will need to
obtain an aggregator license to acquire merchants
and offer digital payment acceptance solutions.
• Functions: Payment aggregators facilitate e-
commerce websites, mobile apps, and merchants
in accepting various payment instruments from
customers for transactions, without the need for
merchants to create separate payment
interfaces.
• RBI allows PAs to manage funds through an
escrow account and offer value-added services
on top of payments.
• Examples: Razorpay, Amazon Pay etc.
