Highlights of Budget 2025-26


Budget Overview
• Budget estimate (Consolidated Fund) Rs. 4,09,549 crore.
• Total receipts - Rs.4,08,647 crore; Revenue receipts
Rs. 2,92,477 crore; Capital receipts – Rs. 1,16,170 crore
including public debt of Rs. 1,16,000 crore.
• Total expenditure - Rs. 4,09,549 crore; Revenue expenditure
- Rs. 3,11,739 crore: Capital expenditure – Rs. 71,336 crore
and Loan repayment - Rs. 26,474 Crore.
• Total SCSP-TSP, Rs. 42,018 crore has been allocated under
SCSP Rs. 29,992 crore and under TSP Rs. 12,026 crore.
• Budget allocation under Gender budget Rs. 94,084 crore.
• Budget allocation for Child Budget Rs. 62,033 crore.
Agriculture
● Plots of model integrated farming systems development in
each of 10 Agro-climatic zones for demonstrations to farmers.
● An assistance of Rs.440 crore to 1.81 lakh farmers under
micro irrigation.
● An assistance of Rs.428 crore to 50,000 farmers under
mechanization.
● Rs.88 crore support to enhance production and productivity of
Tur crop
● Establishment of 6000 micro food enterprises
● Construction of 12000 farm ponds under Krishi Bhagya
scheme
● Digital agriculture centre will be established to enable
accurate decision making.
● Existing 10 Agro- climatic zones will be redefined
● Comprehensive rain fed agriculture policy will be formulated
to improve livelihood of farmers

● Promotion of research to protect Byadagi Chillies against
diseases
● An assistance of Rs.426 crore to fifty two thousand farmers

● Horticulture tourism will be promoted in the horticulture
departments farms and nurseries
● Feasibility report preparation for the establishment of
research station in Dambala of Gadag
Sericulture
● Automatic reeling machines of 120 ends will be established
for middle class silk reelers
● Second phase works of hi-tech silk markets in Ramanagar
and Shidlaghata will be taken up at a cost of Rs.250 crore
● Silk cocoon market will be established in Mysuru
● Assayers will be hired for grading of silk cocoons
● Rs.55 crore allocation for Silk development programme.

Animal Husbandry
● Compensation for accidental death of cattle under Anugraha
scheme increased: cows/buffaloes/bullocks to Rs.15,000;
sheep/goats Rs.7,500; lamb/kid RS.5,000.
● 50 additional veterinary clinics to be started.
● Construction of 100 new veterinary institution buildings under
NABARD assistance in 2025-26
● Rs. 2 crore allocated for the conservation of Hallikar, Kilari,
Amruth Mahal cattle, and Bandur sheep breeds.
Fisheries
● Student strength at Mangalore’s College of Fisheries to be
doubled.
● Fishing link roads in coastal districts to be developed with
Rs.30 crore NABARD funding.
● SC/ST fishermen to be given financial assistance of upto
3 lakh for the purchase of four wheeler vehicle.
● Up to Rs.1 lakh subsidy will be provided for replacing engines
older than 15 years in registered motorized fishing boats.
● Multi-level parking under PPP model to reduce congestion at
Malpe fishing harbor.
● Relaxation on fishing boat length restrictions to encourage
deep sea fishing.
● A new Fisheries policy promote sustainable fishing, and
ensure fishermen’s economic growth.
Co-operation
● Agricultural loans target for 2025-26: Rs. 28,000 crore to
37 lakh farmers.
● Target to fully computerize 3,000 PACS
● Additional incentive Rs. 450 per quintal totalling
Rs.138 crores for toor dal procurement.

● Rs. 47 crore allocated to Warehousing Corporation for


Infrastructure.
● APMC Porters’ insurance increased to Rs. 5 lakh for the heirs
of deceased porters.
● Satellite market to be established in the outskirts of Bengaluru
● Sheep and goat market in Budugumpa (Koppal) and
Bangalore costing Rs. 25 crore.
● Rs. 50 crore Mega Dairy and Rs. 10 crore for construction of
Sahakara Bhavan in Kalaburagi.
● Rural warehouses to be constructed at the cost of Rs.60 crores
in Kalyana Karnataka
Water Resources
● Under Yettinahole Scheme, all 8 weirs will supply water up to
241 km.
● State to allocate funds to complete Upper Bhadra Project.
Rs. 2,611 crore for Chitradurga Canal, providing irrigation to
one lakh acres across 6 taluks by filling 30 lakes.
● Compensation for land submerged by Almatti dam’s height
increase (524.256 meters) under Upper Krishna Phase-III will
be disbursed via consent awards.
● Preparatory works for Mekedatu Balancing Reservoir are
done. Implementation awaits central approvals.
● Kalasa-Banduri Canal works (using 3.90 TMC water) were
conditionally awarded. Work starts after central approval.
● Pending works in Krishna, Kaveri, and other river valleys will
be completed this year
● Uniform technical standards will be applied for preparation of
estimates under Water Resources Department.
● Various options to be explored to address silt buildup in
Tungabhadra Reservoir

● Major dam gates will undergo structural checks. Repairs or


replacements will follow if needed.
Minor Irrigation
● 45 lakes in Madhugiri and 62 in Koratagere (Tumkur) to be
filled using Yettinahole water at Rs. 553 crore to facilitate
ground water recharge.
● HN Valley Project Stage-II (24 lakes at Rs 70 crore) and
Bengaluru East (18 lakes at Rs 93.5 crore) and other projects
will be completed this year.
● Minor irrigation projects will be implemented statewide at
Rs 2,000 crore this year.
School Education
● 500 new Karnataka Public Schools to be opened at
Rs. 2,500 crore with aid from Asian Development Bank.
● Pre-primary classes will be expanded to 5,000 government
schools at Rs.70 crore
● Guest teachers/lecturers’ honorarium enhanced by Rs.2,000.
● Mid-day meal Cooks’ honorarium increased by Rs.1,000.
● 100 higher primary schools upgraded to high schools; 50 high
schools to PU colleges.
● “Nirantara” attendance tracking via face recognition to be
taken up.
● Bilingual sections in 4,000 schools for english/mother tongue
fluency.
● Computer/science labs added in 500 more schools (already in
2,710).
● Under “Skill at School” 7,500 students to be trained in
150 upgraded ITIs.
● Rs. 725 crore for school/PU college facilities (classrooms,
toilets); Rs. 50 crore for furniture.

● Rs.46 crore for new kitchen tools/modernization in


16,347 schools under Mid-Day Meal scheme.
● 50 Kalyana Karnataka Schools upgraded to Karnataka Public
Schools at Rs.200 crore.
● 5,267 teaching posts in Kalyana Karnataka schools will be
filled; 5,000 more vacancies rationalized.
Higher Education
● A Rs. 2,500 crore program (World Bank-supported) will
strengthen first-grade colleges, set up a Centre of Excellence,
and boost research over four years.
● Bengaluru City University to be renamed as Dr. Manmohan
Singh Bengaluru City University.
● Rs. 301 crore for infrastructure development in Government
Engineering College, Polytechnic and Degree colleges
including 26 women’s colleges. Rs. 10 crore for New
polytechnics/engineering colleges for equipment, furniture,
books.
● Professors of Practice to be appointed in 16 govt. engineering
colleges to boost employability of students.
● UUCMS software upgraded (Rs30 crore) for higher education
management.
● VTU constituent college to be established in Chintamani
(Chikkaballapur) at Rs150 crore.
● KKRDB’s Rs.10 crore skill program for 23,000 degree
students.
Health and Family Welfare
• KaBHI (Karnataka Brain Health Initiatives) to be extended to
all levels of Health Centres during the current year at
Rs 20 crore grants. Mental Health Wellness Centres to be
opened in districts
• Rs 320 crore grants for Health reducing preventable maternal
mortalities.

• Health infrastructure development schemes


i. 200 bedded state of the art hospital to be built in
Bengaluru North at Rs. 150 crore.
ii. New CHCs to be established in 10 new talukas
iii. Rs. 650 crore to upgrade 8 taluka hospitals and
2 district hospitals.
iv. Puttur taluka hospital to be upgraded new 200 bedded
hospital in Molkalmuru and 400 bedded hospital in
Virajpete.
v. Rs. 183 crore for repairs and renovation and district
and taluk hospitals.
• Kalyana Karnataka comprehensive health improvement
scheme to be implemented at Rs.873 crore.
• Cashless treatment upto Rs. 5 lakh coverage for more than
3 lakh contract, outsource / Honorarium employees and
dependents.
• Rare Digestive Disorder disease screening in infants and
pre-natals in mining affected and Kalyana Karnataka areas and
Rs. 19 crore for preventing cervical cancer.
• Rs. 100 crore for State wide expansion of Gruha Aroghya
Scheme for non-communicable diseases.
• Command control centre to be brought under Health
department to strenghthen Arogya Kavacha Scheme.
• Rs.50 crore for control of communicable diseases like
Chikungunya, Dengue, and KFD in Malnad region.
• Rs.12 crore for cochlear implant procedure and maintenance
of spare parts under Shravana Sanjeevini
• Asha workers team based remuneration to be increased up to
Rs. 1,000.
• First of its kind policy for women’s burn injury care.
Medical Education
• Setting up of RGUHS unit Medical College in Bagalkot and
Medical College at Kolar on PPP basis.

• A 500 bedded hospital at Bowring and Lady Curzon Hospital


will be completed at Rs. 297 crore.
• Commencing of Allied Health Science Courses in 22 Medical
Colleges of the State.
• Fully equipped trauma care centres to be built at Kulageri
Cross of Badami taluk and Chitradurga.
• Regional Endocrinology Centres to be established in Mysuru
and Kalaburagi Medical Colleges at Rs.100 crore.
• NIMHANS – modelled institutes to be set up in Mysuru and
Kalaburagi Medical Colleges at Rs.100 crore each.
• A super-specialty hospital to be built up under Koppal
Institute of Medical Sciences at Rs.100 crore.
• New nursing colleges will be started in Yalaburga, Jevaragi
and Yadgir with KKRDB funds, each costing Rs. 6 crore.
Women and Child Development
● Monthly honorarium of Anganwadi workers to be increased
by Rs. 1,000 and Rs. 750 for helpers.
● Under ‘Sakshama Anganwadi Scheme’ Rs. 175 crore
provided for infrastructure development of

● Rs. 10 crore for purchase of CA sites for Anganwadis.
● A survey to be conducted to collect data of differently abled
person, on their social and economic status for better support.
● Rs. 5 crore for development of government residential schools
for special children in Mysuru and Belagavi.
● Rs. 1,000 financial assistance extended to caregivers of
persons with autism, mental illness, and multiple disabilities.
● Monthly incentive for HIV-infected/affected children under
the Special Support Scheme to increase to Rs. 2,000.
● Food allowance for children in residential special schools
under State Grant-in-Aid will increase to Rs. 1,750.

● Schools for the deaf in Bellary and for the blind in Hubbali
will be upgraded as high schools.
● Rs. 94,084 crore allocated for women-centric programmes.
● Rs. 62,033 crore allocated for children-centric programmes.
Social Welfare
● In 2025-26, Rs.42,018 crore is allocated under SCSP/TSP
including Rs.29,992 crore for SCSP and Rs. 12,026 crore for
TSP.
● The reservation limit for SC, ST, and other backwardclasses
(Category 1, 2A and 2B) contractors in public works contracts
will be increased to Rs. 2 crore. Reservation up to Rs. 1 crore
will be provided for procurement of goods and services from
contractors from these communities
● Under the Pragati Colony Scheme, Rs. 222 crore is allocated
for 2025-26 to complete these works.
● 31 residential schools of SC, ST and Backward classes to be
upgraded to PU colleges.
● 26 new SC/ST residential schools will be started in hoblis.
● New buildings will be constructed for 61 KREIS residential
schools at Rs. 1,292 crore and Rs.213 crore for providing
basic infrastructure in KRIES schools.
● 34 hostels will get own buildings for Rs. 238 crore.
● Scholarships will be given to SC students enrolling in 100 top
national institutions for graduate/postgraduate studies.
● Students from SC and ST in Govt. and private medical &
engineering colleges will receive Rs. 3,500 per month for
hostel expenses.
● Rs. 488 crore is allocated to corporations under the Social
Welfare Department.

Scheduled Tribe Welfare


● 7th standard to start in 78 Tribal Residential Schools and five
residential schools will be upgraded to Class 12.
● 20 new Scheduled Tribe Post-Matric Hostels will be started.
● Rs.5 lakh working capital subsidy will be provided for each
LAMPS.
● Rs.200 crore allocated for tribes living in forests for providing
infrastructure.
● Special recruitment for 13 tribal communities to join State
Civil Services.
Backward Classes Welfare
● Rs. 50 crore for improving infrastructure in backward class
hostels.
● Corporations under the Backward Classes Welfare
Department will receive Rs. 422 crore in 2025-26.
● Own buildings to be constructed for 30 post-matric hostels
currently in rented buildings.
● Unemployed youth from backward classes will receive up to
Rs. 3 lakh to buy electric four-wheelers or start food kiosks.
● D. Devaraja Urs Residential Schools to be set up in all four
revenue divisions for 46 nomadic and semi-nomadic
communities.
● Rs. 28 crore will be spent on phased development works in
Sangolli and Nandagada under the Kranthiveera Sangolli
Rayanna Authority
● Rs. 15 crore for 31 new post matric hostels.
● Rs. 25 crore will be provided for repairing backward class
hostels.
● Rs. 100 crore will be allocated for developing nomadic and
semi-nomadic community colonies, providing land
ownership, and skill training.

● Two fully equipped hostels for IAS, IPS, KAS, KSPS


aspirants will be built in Bengaluru.
● 20% of industrial land under KIADB will be reserved for
Category-I, IIA, and IIB communities, with a 1-year payment
window.
Minority Welfare
● 250 Maulana Azad Model English Medium Schools to be
developed like Karnataka Public Schools at a cost of
Rs. 500 crore. Rs. 100 crore allocated.
● 100 Urdu medium schools to be upgraded as Maulana Azad
Public Schools, with Rs. 100 crore allocated this year
● Rs. 1,000 crore allocated under the Chief Minister’s Minority
Colony Development Programme.
● Madaras students will be trained for SSLC with the help of
NIOS.
● 25,000 girls in 169 minority residential schools will receive
self-defense training.
● Rs. 50,000 per couple to be given for Mass marriages for
economically weak minority communities
● Buddist study academy will be started in Bangalore.
Rs. 1 crore for upgradation of Library at the Mahabodhi
research centre.
● 16 new womens college will be started.
● Rs. 100 crore provided for repair & protection of Waqf
properties and Muslim burial grounds.
● Rs. 250 crore allocated for Christian community development
● Honorarium to be increased for Jain Priests, Sikh Chief
Granthis, and Pesh-Imams: Rs. 6,000/month; Assistant
Granthis and Muezzins: Rs. 5,000/month
● Rs. 2 crore allocated for infrastructure in Gurudwaras across
Karnataka.

● Minority students taking KEA professional courses will get


50% fee reimbursement (up to Rs. 5 lakh).
● The National Foreign Student Scholarship for minorities will
be increased from Rs. 20 lakh to Rs. 30 lakh.
Food and Civil Supplies:
● The cash transfer under Anna Bhagya Scheme (for additional
5 kg rice) will be replaced with actual rice. This will benefit
4.21 crore people.
● Rs. 5 crore for reforms in PDS
● Home delivery of food grains for senior citizens above
80 years under “Anna Suvidha” to be extended who are those
above 75 years. 3.30 lakh senior citizens to benefit.
● Wholesale margin under Anna Bhagya will be increased from
Rs. 35 to Rs. 45 per quintal.
Housing
● An Interest Subvention Scheme will be launched for AHP
housing beneficiaries under Rajiv Gandhi Housing
Corporation Ltd.
● Karnataka Housing Board to develop and allocate 16,140 plots
in Suryanagar Phase-IV (Anekal, Bengaluru).
● Rs.1 lakh subvention in the beneficiary contribution to the
12,153 beneficiaries who have paid a deposit under the
CM one Lakh Housing Scheme. A total cost of Rs.121 crores.
Labour
● Residential schools(6th-12) for construction workers’
children’s in all districts at Rs 750 crore through Construction
Welfare Board
● Ex-gratia for registered workers’ natural death raised to Rs.1.5
lakh, workplace death compensation to Rs. 8 lakh
● Additional medical reimbursement of amount above the limit
of Rs. 5 lakh under Ayushman Bharat Arogya Karnataka for
registered Boards’ beneficiaries.

● Training for Yuvanidhi beneficiaries Industry Linkage Cell.

● German, Italian Spanish and other foreign language training
for nursing students under CMKKY 2.0
● International job fair will be organised in Bengaluru
● Rs.10 crore for Industry 4.0 labs in Bengaluru, Kalburgi,
Mangaluru, Belegavi KGTTI Centres
● Job oriented guidance under “My career -My choice” for 2.30
lakh students of Govt schools/colleges
● India Skills-2026 competition in Bengaluru
● Short term training for 2,000 students in traditional and
regional crafts on the verge of extinction
● State Level Akka Cooperative Society for encouragement to
saving and entrepreneurship for SHG under NLM
● 50 Vatsalya Kendras for child care in 50 selected places
● Indira Canteens to be managed in 10 urban areas by SHGs on
Pilot basis.
● 8% interest subsidy for loan up to Rs.1.00 lakh for street
vendors, who are saturated under PM Swanidhi loans.
● Rs 25.00 cores to upgrade Sedam ITI to global standards.
● New GTTCs to come up in madhugiri, Indi, Kampli, Raichur
rural and Sindanur.
Rural Development and Panchayat Raj (RDPR) Initiatives
• Pragati Patha Scheme of Rs. 5,200 crore for rural road
connectivity to be implemented from the current year.
• Under Jal Jeevan Mission State allocation for 2025-26 is
Rs.6,050 crore.
• Under Kalyana Patha Scheme, 286 works will be completed
with a Rs. 1,000 crore.

• Capacity building and Personality Development programmes


for Women and Children in Arivu libraries in Panchayath
level.
• Solar micro-grids will be set up under PPP basis in Gram
Panchayats.
• ‘e-Swathu Abhiyan’ to be started in Grama Panchayats.
Panchatantra software to be extended to Zilla Panchayats and
Taluk Panchayats. Adoption of Gram Panchayats by senior
offices
• GIS- based mobile & Web application for rural water supply
monitoring.
Planning
● A committee led by Prof. M. Govind Rao will study regional
imbalance. Schemes will be planned based on the report.
● Rs. 5,000 crore projects will be implemented in Kalyana
Karnataka Area Development.
● Rs.83 crore is allocated for Bayaluseeme, Malenadu and
Karavali Area Development Boards.
● The Border Area Development Authority will be brought
under the Planning Department.
Urban Development
● Property tax collection reforms (e-Khata, technology
adoption) have increased BBMP’s revenue by Rs. 4,556 crore.
Implementation of BBMP Advertisement By-laws 2025 is
expected to generate Rs. 750 crore in revenue.
● Tunnel Roads (North-South and East-West corridors):
Government guarantee of Rs. 19,000 crore for a
Rs. 40,000 crore project.
● 40.5 km double-decker flyover (alongside Namma Metro
Phase-3) at a cost of Rs. 8,916 crore.

● Rs. 1,800 crore allocated for 21 development schemes and


‘Comprehensive Health Programme’ under Brand Bengaluru:
Rs. 413 crore for global health standards over 3 years.
● Rs. 3,000 crore for BBMP & BWSSB for drainage networks
& STPs.
● Kaveri Stage-V , the Rs. 5,550 crore project is benefiting
50 lakh residents
● Kaveri Stage-VI: Detailed Project Report (DPR) to be
prepared.
● Biogas & Carbon Credit Initiative by: BWSSB under PPP
model.
● Rs. 27,000 crore project for 73 km road to be launched.
● Expansion of 98.6 km additional Namma Metro routes in the
next 2 years.
Municipal Administration
● Rs. 600 crore is allocated for infrastructure upgradation in
Municipal Corporations under UIDF scheme.
● Raichur, Bidar, and Hassan City Municipal Councils to be
upgraded as municipal corporations. Dharwad City
Corporation to be newly created.
● ₹500 crore is set aside for Nagarotthana 4.0 scheme in
2025-26.
● Online Fees and taxes collection for urban services
● E-office to be introduced in all Urban Local Bodies.
● A Rs 705 crore drinking water project for Ramanagara and
Ullala.
● 233 more drinking water projects to be taken up under
Amrut 2.0.
● UGD projects costing Rs. 142 crore in ULBs

● Unified Land Management System (ULMS) to be upgraded


for faster approval of building plans.
Infrastructure Development
● Vijayapura Airport will commence operations in 2025-26.
● Rs. 53 crore has been released for Raichur Airport.
● Land acquisition for Karwar Naval Airport is ongoing.
● Rs.319 crore for Mysore Airport.
● Rs. 600 crore allocation for Railway projects in the State for
2025-26.
● Rs. 50 crore is allocated for railway over-bridges and under-
bridges.
● State will contribute Rs. 406 crore for track doubling of
Baiyappanahalli – Hosur and Yesvanthpur – Channasandra.
● Bangalore Suburban Railway Project costs Rs. 15,767 crore.
● Port Development and Tourism to be promoted in Dakshina
Kannada and Uttara Kannada District.
● Shoreline Management Plan to be implemented in the State’s
coastal area to prevent sea erosion in a phased manner.
● A Water Transport Museum and Experience Centre will be set
up in Mangaluru under PPP mode.
