Nawaz Sharif 1st tenure as Prime Minister.
1990-1993
1. When Nawaz Sharif came into power and became prime minister he announced national
reconstruction programme and it was about to industrialized Pakistan.
2. He believe Pakistan major and greatest problem is unemployment so, he wanted progress and
we have to setup industries.
3. Now Nawaz Sharif followed the same policies of privatization of industries as zulfiqar ali
Bhutto adopted in his regime.
4. He firmly believed partnership of both sector private and govt can boost the country’s
economy.

6. Now he started to privatized number of industries including, shipping, electricity supply,
airlines, and telecommunication were opened for private sectors to investments.
7. He also started large scale projects including, Barotha hydro power project and Gawader
miniport in Baluchistan in his regime.
8. Now to reduced unemployment he imported thousands of taxies and gave to young man
aloang with loan. But loan was repaid very few people.
Nawaz Sharif Motorway Projects.
He started one of the major projects and fast transportation networks to central Asian states.
He also wanted to connect major cities to each other to boost the rural economy.
For the motorway projects cast was estimated around $989 000 000 000
He completed Pakistan first motorway M2 in November 1997. It was first motorway to be built
in south Asia. Although this project delayed a lot because General Pervez Musharraf temporary
stop in 1999.
The BCCI Scandal
1. This scandal started when one of the most popular bank of Pakistan called the bank of
credit and commerce international BCCI collapsed in 1991.
2. This bank was founded by Agha Hasan Abedi in 1972. Within 10 years it was one of the
world 7 largest bank in the world.
3. This bank collapsed and the reason came into investigation that it was involved in
manipulation and fraud that’s why bank closed and investor’s loose hug sum at that time.
2nd Scandal: Cooperative Societies scandal.
Nawaz Sharif lost his support in cooperative societies scandal.
Cooperative societies accepted deposits from the members with mismanagement of these
societies led to major collapse in Pakistan and million Pakistani lost their saving
Especially in Punjab700000 people lost their money who belongs to poor class,
The cooperative societies went bankrupt and reason was these societies granted billion
rupees in loan to Mister Nawaz Sharif’s family business including Ittefaq Group. Ittefaq
group was not able to repay the loans. Now with lowly and gradually his reputation was
damaged.
The Kalashnikov culture.
1. Nawaz Sharif supported Afghan war load the fighting the soviet union Pakistan got
unfortunate effect.
2. During the Soviet Union war, in tribal areas carrying gun was became culture that
time.
3. The weapons and guns were easily available in these areas.
4. Sakhot were town in tribal areas where Russian Kalashnikovs guns were copied
and sold cheaply. This was alarming state for country because crime rate increased
kidnapping, bombing and murders were common in country.
5. Situation were getting worse and verse even police and military together tried to stop
them.
6. The huge availability of automatic weapons created long standing ethnic rivalries.
These problems were increasing afghan refugees flooded drug addiction increased in
the country.
7. In 1999 it was estimated 4 million people in Pakistan are heroin addicted which was
great number at that time.
8. In 1991 Nawaz Sharif planned important trip to japan but he canceled because
situation became very worse situation became very worse in Pakistan
9. Nawaz Sharif passed 12 amendment to the constitution and the purposed of this was
to established speedy trial courts. For this amendment opposition criticized his and
said this law is suppressing fundamental rights of the people.
Shariat Bill
1. Being a senior member of Zia govt he was strong supporter of Islam
2. In May 1991 the sharia bill was passed making the Quran and sunnah law of the
land.
3. When this law passed the opponent disliked it. Opponents remarked the role of
Islam in the government. In reality this law was not successful. For example, when
sharia court asked to take action against the payment of interest no action was
taken by the govt.
The relationship with president
How was the relationship of Nawaz Sharif with president?
1. In 1999 Nawaz Sharif elected with the help of president and with help of other
parties but in 1993 his govt faced serious challenges and difficulties.
2. Nawaz Sharif came into open conflict with president ishaq khan .
3. After sudden death of army chief of staff general Asif Nawaz
janjua in January 1993, Nawaz Sharif wanted to appoint his own choice of
candidate in vacant position but it was against the wishes of army and
president. Instead ishaq khan immediately appointed general Abdul waheed
kakar and Nawaz Sharif was told about this few minutes before the
announcement.
4. Now Nawaz Sharif came into dispute again with president over 8th
amendment which gave power to president the power to dismiss the
government and elected assemblies. But ishaq khan believes 8 amendment
was important to check on prime minister power .
5. Now ishaq khan used 8 amandenment in April 19 to dismiss Nawaz Sharif and
his government. Ishaq khan declared Nawaz Sharif govt is guilty of corruption,
mismanagement of the economy ( the same charges Benazir faced)
6. Now supreme court took action and said ishaq khan action was
unconstitutional and govt of Sharif should restore. It was victory for Nawaz
Sharif, but govt can’t be continued without support of president. After
negotiation both ishaq khan and Nawaz Sharif not reached an agreement.
Now people felt fear may be army will come again and take over . So both
men resigned.
7. Ishaq khan was replaced by chairman of senate wasim sajjad who functioned
as acting president until election. And moeenddin Qureshi became care taker
prime minister.
8. Election was again called in 1993. BENAZIR BHUTTO WON THOSE ELECTION
BUT SHA AGAIN FAILD AND LOST HIS GOVt.
Nawaz Sharif as a Second Prime
Minister1997- 1999
1. When Nawaz Sharif became 2nd time prime minister he introduced 13
amendment. This amendment gave power to prime minister to revoke the
authority of president to dismiss the prime minister and assembly.
2. Now president also lost the power to appointed 3 chief of the staff of
armed forces.
3. Presidential govt now became ceremonial.
4. All the political parties supported 14 amendment which make Pakistan
more democratic
5. He also started to stop political parties to switch the other parties to form
a coalition govt.
6. Anti-defection bill was passed means political leader or coalition govt
can’t change their parties, they can’t change their government posts.
Because of the 14th amendment.
7. Nawaz Sharif govt looked very democratic but still so many journalist were
arrested who wrote about a critical articles.
8. In 19 97 Nawaz Sharif secret police attacked najam sethi and kidnapped
him. He was released only when international protest started.
9. Nawaz Sharif also defending him in Supreme Court against corruption
case. He was also involved in dispute with chief justice syed sajjad aharif
order his supporters to storm the building and remove ali shah.
Who was sajjad ali shah
10. He was appointed as chief justice of Supreme Court by Benazir Bhutto. So
he always criticized Nawaz Sharif against corruption
11. When in 1997 when Nawaz Sharif defending himself in court against
corruption mob of people entered the surrounding building threaten
mister sajjad ali shah chief justice had flee for his safety.
Nuclear testing.
1. When India started a series of nuclear tests.
2. In 1998 Pakistan also carried a series of nuclear test in bal;ochistan.
People of Pakistan were very happy and feel proud.
3. However Pakistan faced INTERNATIONAL CRITISZIM and they imposed
economic sanctions specially USA and JAPAN.
4. After the sanction economy of Pakistan was much closed to collapse
Sharif raised the price of fuel negotiating with banks for loan.
The government falls
Since zia regime army was considered a constant threat to democracy
in Pakistan.
2. When army chief staff jehangir karamt suggested he should be given
position in in national Security Council in Pakistan Nawaz Sharif forced
him to resign.
3. Now General Pervez Musharraf replaced karamat khan which
became threat for Sharif again.
Nawaz Sharif tried to strengthen his position and wanted to
introduced 15 amendment
The failure of Sharif started when Muslim Kashmiri forces were driven
back. Nawaz Sharif first denied and said it’s not our force but evidence
showed they were.
Now people started to relies army was not supporting Musharraf
because of his treatment with karamat khan.
Now Nawaz Sharif feared that Musharraf will coup the country that’s
why he decided to replace him.
Musharraf visited sri lanka in 12 October 1999, when he returned
Sharif ordered civil aviation authority not give him permission for
plane to land. And he appointed head of the ISI as a new chief army
but army refused that appointment.
When Musharraf plane landed in Karachi he immediately announced
the country will control by army.
Nawaz Sharif his brother and five other govt official were charged and
found guilty on charges of attempt murder, hijacking, and kidnapping
in the plan conspiracy case.
So Saudi royal family REQUESTED THE GOVT OF PAKISTAN TO EXILE
HIM to the kingdom of Saudi Arabia.
