INTRODUCTION
The Contractor proposes to provide the power plant for the Qassim-1 IPP Project which shall be
configured in (3+3+1) x 1 Block arrangement in combined cycle operation and 1 Gas turbine in open
cycle operation. Three (3) Gas Turbine with three (3) Heat Recovery Steam Generator, the generated
High Pressure/ Hot reheat/ Low Pressure steam will enter a common header supplying one (1) Steam
Turbine for 1 Block and other necessary balance of plant facilities.
The power generated by each turbine generator will be exported to the power grid system through
380kV GIS.
The area allocated by SPPC for the Project is located in the central region around 30 km south-east
of Buraydah city and approximately 60 km north-east of Qassim domestic airport.
The Project area indicated in below snapshot is having an area of about 3 km x 3 km.

CODES AND STANDARDS


The OEM shall ensure that the engineering, design, construction, testing, etc. of all equipment,
facilities, components and systems which they propose shall form part of the Project, are in
accordance with internationally recognized standards and codes in their latest edition applicable at
the start of each relevant work stream.
All Design, construction work shall be carried out as per ESIA requirement.

If in case any of the requirement specified in local codes and standards found to be in contradiction
with the requirements stated in the International codes and standards the most conservative and
stringent requirement of them will prevail.

DIVISION OF RESPONSIBILITY AND TERMINAL POINT LIST

TECHNICAL REQUIREMENT

4.1 EXTENT
This Division identifies the requirements for the design, engineering, manufacturing, inspection and
testing, packing and loading at manufacturer’s works and delivery / dispatch, transportation to site of
Battery charger as specified in the Technical Data and as specified herein.
It is not the intent to completely specify all details of design and construction herein. Nevertheless,
the equipment and installation shall conform to high standards of engineering design and
workmanship in all respects and shall be capable of performing continuous operation in a manner
acceptable to the Buyer. Reliability, availability, and maintainability are of the utmost importance to
the Buyer in the design of the equipment described herein.

4.2 SCOPE OF SUPPLY

Notes:
 Above mentioned Ampere rating of charger is tentative. Bidder to submit sizing calculation
of charger based on battery and battery charger duty cycle calculation attached under
Attachment-4.
 Above mentioned rating of DCDBs are tentative.
 The Size and quantity of cable shall be informed to successful bidder.
3. Battery fuse box with fuses of 2000 Amps rating 2 Nos.
4. Required Nos. of dropper diodes to drop approximately 10V to limit -
the Charger output voltage to 242V DC during float charging
mode. These dropper diodes would come in circuit when battery
charger is feeding the load (Float Mode). The dropper diodes
would remain shorted, when battery is feeding the load.

All fittings and accessories required for completeness of the equipment, whether specifically
mentioned or not, but considered essential for satisfactory performance shall be included in the
scope of supply.

4.3 SCOPE OF SERVICE


Bidder shall provide the following services under the scope of this specification:
a) Bidder shall, at the buyer’s option (quote the price separately), provide supervision of erection,
commissioning, including initial charge – discharge tests at site and putting into successful
commercial operation of all equipment furnished under this specification. Bidder to specify any
assistance required for testing & commissioning at site in specific schedule.
b) All necessary co-ordination with the erection Contractor for erection, testing and commissioning of
equipment and accessories.
c) Bidder shall, at the Buyer's option (quote the price separately), provide training to the Buyer's
operations personnel.
d) Bidder shall arrange for type test if required at his cost at approved laboratory (in absence of valid
type test report for identical equipment) and routine tests at manufacturer’s works as per approved
QAP
e) Bidder shall submit all test reports as per approved QAP
f) Bidder shall arrange for inspection as per approved QAP.
g) Bidder shall ensure necessary design coordination with various equipment connected to the battery
charger.
h) Bidder shall submit all drawings and data as per this specification.
i) Bidder shall arrange for performance test at works & site as specified in this specification.
j) Services of competent start-up engineer(s) to instruct, advise, and train purchaser’s personnel in
correct start-up, safe operation, maintenance procedures, testing, and placing of the equipment in
successful service. During the erection and commissioning, the vendor’s engineers have to offer
their services according to the site demand.
k) Bidder shall co-ordinate with the battery vendor regarding the float / trickle, equalising and boost
charging current and voltages required by the battery.
l) Bidder shall co-ordinate with the battery vendor regarding performing the battery discharge
characteristic tests at site.

4.4 DESIGN REQUIREMENTS


a) The DC loads of the plant shall be fed from the DC distribution board connected with the plant’s
battery and battery charger sets. The battery and battery charger combination shall be designed to
ensure continuity of DC supply at load terminals without any interruption.
b) The Battery charger shall be designed for 100% operation at 40 deg C design ambient temperature
and shall be free from annoying hum or vibration. The design of the Battery charger shall be such as
not to cause any undesirable interference with radio or communication circuits. The Battery charger
shall be so designed such that the audible noise shall be within permissible limits in accordance with
relevant standards.
c) Battery charger of same type and rating and purchased on the same order or contract shall have like
parts that are interchangeable both electrically and mechanically with one another. Like parts, when

d) The incoming power supply to the battery chargers shall be provided by two numbers independent
feeders. One feeder shall supply power to each rectifier.
e) Components shall be capable of withstanding the thermal and dynamic stresses resulting from
internal and external short circuits and circuit switching operations etc. The design of the equipment

shall be such as to minimize the risk of short circuits and shall ensure personnel and operational
safety.
f) The battery chargers shall be located indoor in the air conditioned Electrical Switchgear rooms and
should be designed accordingly.

4.5 SPECIAL TOOLS


 Bidder shall, at Buyer's option (quote the price separately), furnish all special tools, tackles &
materials required for erection, commissioning & maintenance of the equipment supplied. Tools shall
be in new condition and shall be provided in a suitable metal toolbox with hinged cover, carrying
handle, and closure latch suitable for long storage. Tools shall be shipped to the project site in a
suitable, separate container clearly marked with the name of the equipment for which they are
intended.

4.6 START UP & COMMISSIONING SPARES


 Startup spares (also termed as ‘commissioning spares’) are those spares, which will be required
during the startup and commissioning of the equipment / systems and until performance testing. It is
the responsibility of the Bidder to supply all necessary spares as required until the equipment /
systems are handed over to the Buyer without any additional cost to the Buyer.
 Recommended Spares: In addition to the spares mentioned above, Bidder shall also furnish in the
Schedule of Recommended Spares for normal operation with unit prices as optional. The Buyer
reserves the right to buy any of the recommended spare parts as considered necessary by them.

 Mandatory Spares / Essential Spare: Bidder shall furnish list of mandatory spares and quote the
price separately with unit price (optional). The Buyer reserves the right to buy any of the mandatory
spare parts as considered necessary by them.

 Warranty Spares: Warranty Spares are those, which the Bidder shall maintain for ready and timely
replacement for any failures during the warranty period.

4.7 GENERAL
The spares shall be delivered at the site well in time as per the schedule agreed during the
award of contract well before the start up and commissioning of the plant.

The spares shall be treated and packed for long storage under the climatic conditions prevailing at
site. Each spare part shall be clearly marked or labeled on outside of the packing with the description
as indicated elsewhere in the specification.

4.10 TECHNICAL SPECIFICATION

4.10.1 DESIGN REQUIREMENTS


 The battery charger shall be current limiting, self regulating type, suitable for operating as per
operating philosophy. The charger shall be three phase full wave, bridge rectifier circuit comprising
of silicon-controlled rectifiers and silicon diodes. Diode and thyristors will be capable of providing
continuous output at specified voltages. If multiple diode or thyristor assemblies are connected in
parallel, care shall be taken to ensure that each rectifier or thyristor operates within its rating and
shares the load uniformly. Heat sinks shall be provided to carry 200% of the load current continuously
and temperature of the heat sink will not exceed 85 deg C absolute considering maximum in panel
temperature.
 Each charger shall be capable of float charging the battery at the specified range of volts per cell and
simultaneously supplying the DC loads to its full ampere capacity. The float voltage output of the
float charger shall be automatically adjusted depending upon the ambient temperature such that the
battery remains floating throughout the range of temperature variation specified elsewhere.
 The charger shall be protected against reversed battery polarity and battery short circuit. Protection
shall be provided against supply system switching transients.
 Float cum Boost Chargers shall automatically switch modes based on the battery conditions. The
Charger shall have provision for manual control if the auto mode fails. The charger shall be provided
with make before break type selector switch for charging mode selection viz. float or boost. The
charger shall be provided with automatic voltage regulation in float mode and automatic constant
current regulation in boost mode. Chargers should be available with auto restart facility at restoration
of main AC power supply.
 Adequately rated control transformers along with electronic controller shall be provided for the battery
charger. The electronic controller shall comprise of power supply card, error amplifier cards, and soft
start cum current limiting cards and pulse generating cards to achieve DC output voltage stabilization
and also to achieve current limiting feature. The electronic controller shall have protection features
with indications for under-voltage, over-voltage, earth fault, and phase failure or voltage unbalance.
Adequately sized built-in accessories shall be provided such that on failure of the controller in auto
mode the voltage can be effectively controlled manually.
 Filter circuit shall comprise of smoothing choke and condensers complete with HRC fuse for filter
condenser circuit with trip indication.
 The charger shall be galvanically isolated from input power by providing adequately rated, 3-phase,
dry type, double wound isolation transformer. The transformer shall have Class F insulation.
 The charger shall be provided with AC input and DC output switches of air break, heavy duty, single
throw, load break and fault make type with provision of padlocking. The switches shall be rated for
120% of the maximum continuous load.
 The Battery chargers shall have an air break type contactor suitable for continuous duty. The
contactor shall be suitable for both AC and DC operation. A thermal overload relay with single phase
protection shall also be provided on AC input. All AC / DC contactors shall be sized to most stringent
current and breaking requirements with adequate design margins.
 The charger circuitry shall be modular design and the printed circuit board (PCB) shall be plug-in or
slide-in type. The PCB shall be made of glass epoxy of 1.6 mm thick, fire resistant, bonded with 99.8%
pure copper foil, free of wrinkles, blisters, scratches and pinholes. The contact surface of the edge

connectors of the PCBs shall be plated with hard gold to a minimum thickness of 5 microns.
Component identification shall be printed on PCB by silk screen method. All PCBs shall be
tropicalised and masked.
 Control and selector switches shall be of rotary stay-put type with escutcheon plates showing the
functions and positions. The switches shall be of sturdy construction and suitable for mounting on
panel front. Switches with shrouding of live parts and sealing of contacts against dust ingress shall
be preferred. The contact ratings shall be at least the following
a) Make and carry continuously - 10 Amps.
b) Breaking current at 220 V DC - 0.5 Amp. (Inductive)
c) Breaking current at 240 V AC - 5 Amp. at 0.3 P.F.
 Fuses shall be of HRC cartridge fuse link type. Fuses shall be mounted on fuse carriers which are
mounted on fuse bases. Wherever it is not possible to mount fuses on fuse carriers, fuses shall be
directly mounted on plug in type bases. In such cases one insulated fuse pulling handle shall be
supplied for each charger. Kick-off fuses (trip fuses) with alarm contacts shall be provided for all D.C.
fuses. The battery fuses will also be monitored for failure.
 There shall be no common device between the two charger units, the failure of which could cause
shutdown of any one of the charger unit.
 Series-Parallel combination of smaller devices to achieve specified rating shall not be acceptable.
The charger unit shall be designed such that it shall be possible to attend to any individual power
circuits for maintenance without affecting the DC supply.

PERFORMANCE CHARACTERISTICS
 The output voltage of the chargers shall be regulated in step-less, smooth and continuous manner
to prevent damage to the battery and connected DC loads. Charger steady state output voltage
without battery shall be stabilized to within ±1% of the set value at any load (0 to 100%), with
simultaneous input voltage and frequency variation. The maximum voltage transient shall remain
within ±5% of initial steady state voltage with battery connected and disconnected for sudden load
change. Recovery to steady state regulation range shall take place within 300msec and all transient
behavior shall disappear within 500msec.
 The ripple voltage shall not exceed 2% peak-to-peak of the nominal DC voltage over specified input
voltage range with battery disconnected.
 The power factor shall be better than 0.8 lagging at full load with rated mains voltage. The charger
shall be designed to draw power from the main supply at a minimum power factor of 0.8 lag while
sharing the rated load in normal operating configuration.
 Minimum efficiency at half-load shall not be less than 85% at rated line voltage.
 Battery charger noise level when measured 1 meter from the panel should not exceed 85 dBA.

PROTECTION, CONTROL, ALARM AND METERING REQUIREMENTS


A. CONTROL AND PROTECTION

 The Battery charger panel shall incorporate all the necessary equipment to enable operation,
protection and control of the charger and to safeguard the unit and its components from the
consequences of internal and external short circuits, over voltages and any main or control circuit
malfunctions, howsoever caused.

 The charger panel shall include the following control as minimum. The bidder shall include
necessary control for completeness of the system.
a) Auto / Manual selector switch.
b) Float / Boost mode selector switch.
c) Potentiometer for voltage / current adjustment under float mode (preferably lockable).

 An automatic and adjustable current limiting device shall be provided to protect the charger
against direct short circuits and continuous overloads without tripping the charger. The setting
range shall be upto 100% of the rated current of the charger. The charger shall be designed such
that constant voltage characteristics shall be restored automatically at the end of overloads / short
circuits.

 The Charger unit shall be provided with necessary resistor/capacitor network for surge protection.
The diodes/SCRs shall be individually protected by fuses and fuse monitoring circuit. The fuses
shall be of fast acting semiconductor type.

 The charger shall be provided with Surge suppressers such as metal-oxide varistors (MOV) to
protect against supply side switching transients. An RFI filter shall be provided to suppress the
radio frequency interference to permissible limits.

 Blocking diodes (4 nos min) connected to 80% tap of the battery bank shall be provided to
maintain continuity in the DC supply to the loads. Blocking diodes also prevent back feed from
battery to charger.

 The charger shall be provided with reverse battery protection and shall have a centre point high
impedance Earth fault monitoring system / Earth leakage protection.

 The charger shall be provided with a soft start to limit the inrush current upon application of input
voltage. The control circuitry shall gradually ramp up the output current within 15 secs to allow
gradual loading of the input AC power source.

 The charger shall be designed to automatically shutdown in the event of high output voltage. The
set point shall be selectable and consistent with the maximum recharging voltage of the battery
as well as maximum allowable voltage of the load.

 The output voltage at the distribution board shall remain within the specified tolerance during both
float and boost charge operation. Voltage dropping diodes are an acceptable method for limiting
the voltage appearing at the DC load terminals.

 All Electrical components such as transformers, reactors, contactors, switches, busbars etc. shall
be rated for atleast 125% of the maximum required rating. No electronic device shall experience
a PIV greater than 50% of its rated value.

 DC undervoltage relay to annunciate fully discharged condition of the battery shall be provided.

B. ANNUCIATIONS & STATUS INDICATIONS

 Static type audio-visual annunciator with annunciation window, acknowledge, test and reset push
buttons and hooter shall be provided on each charger. Atleast 10% spare windows will be
provided

Operating, status and diagnostic indications shall be provided by liquid crystal displays (LCD) with
a keypad driven menu and light-emitting diodes (LEDs). Each LED/alarm circuit shall have in-built
test facilities, with the exception of LEDs associated with PCBs. Failure of an LED/LCD shall not
cause battery charger mal operation or affect the correct functioning of the remote common alarm
signal.

 The following annunciations need to be provided as minimum. Facility for bypassing the audio
alarm on each charger shall also be provided. Alarms associated with trip functions shall be hand
reset.
a) DC under voltage / over voltage
b) DC earth leakage / earth fault
c) AC power supply failure
d) Thyristor / diode failure.
e) DC battery fuse failure.
f) Filter capacitor fuse failure
g) Controller card failure
h) Cubicle fan failure / cubicle temperature high (for chargers with forced cooling)
i) Any other OEM specific failure alarms

 The above local alarms shall be appropriately interconnected to a terminal block so as to provide
1 NO + 1 NC potential-free, contact for remote indication of Battery charger common trouble alarm

OR

Additionally, this information should be available for remote signaling via the serial interface. The
Battery charger interface shall provide sufficient storage and memory to reasonably allow alarm
history to be stored and interrogated.

 The Charger shall incorporate both RS-432 and RS-485 communications ports for remote
monitoring and metering.

 Indication by means of LED lamps shall be provided (filament lamps are not acceptable). The
following indications, as minimum requirement shall be provided on the front side of the Battery
Charger Panel.
a) AC Mains ON - (One for each phase)
b) Battery on float charge
c) Battery on Boost charge
d) Load on Battery charger

 In the Interface Room of 380kV GIS substation - 125V DC Battery & Charger shall be installed.
The alarms / events from these equipment’s must also be available in the SAS, in line with the
SEC requirements. This SAS in supplied by GIS contractor and integration of these equipment
shall also done by GIS contractor. However, these provision shall be available in 125V DC battery
and charger.

C. METERING

 The following meters, as minimum requirement shall be provided for each Battery charger unit.
Additionally, this information should be available for remote signaling via the serial interface:

BATTERY CHARGER CABINET


 The battery charger panel shall be of sheet steel construction, suitable for indoor service, free
standing, dead front, with hinged doors for front access.
 The charger components shall be housed in frames load bearing members fabricated using suitable
cold rolled steel structural sections or pressed and shaped rolled sheet steel of thickness not less
than 2.5 mm. Non load bearing members like doors and covers shall be cold rolled sheet steel of
thickness not less than 1.6 mm. Stiffener shall be provided wherever necessary.
 All external connections, switches / breakers shall be preferably mounted in a separate compartment
in charger panel to ensure that equipment within each panel may be de-energized for safe working
by maintenance personnel.
 Each module shall be capable of being easily removable to provide for the ready inspection of major
solid state devices.
 Internal cooling of the charger unit shall preferably be by natural ventilation. Adequate ventilating
louvers and screens shall be provided. A suitable drip cover to prevent entrance of falling liquid and
foreign material shall protect the top of the panel. If forced air cooling is necessary, a redundant air
cooling fans shall be provided for each unit. The degree of protection shall be equal to or better than
IP-31.
 The interior shall be designed to allow all normal maintenance to be performed from the front hinged
and pad lockable door. All cabinets shall be provided with lifting hooks. The gland plate shall be of
minimum 2.5 mm thick.
EARTHING
 A suitable Copper flat shall be provided along entire length of panel line-up. All metallic non-current
carrying parts shall be bonded together and connected to the Earth busbar. There shall be two
ground terminals with isolating links, one at each end.

INTERNAL WIRING / CABLE TERMINATION


 Internal wiring of all equipment shall be carried out with 1100V grade, stranded copper wires with
PVC insulation having identification ferrules at both terminal and device end for each wire. Minimum
size of the conductor shall not be less than 1.5 sq.mm copper. For CT circuits minimum size of
conductor shall be 2.5 sq.mm copper.
 Cabling between components shall be continuous, joining of cables is not permitted. Wiring
connection for external connections shall be brought out to individual terminals of terminal blocks.
Wires shall be terminated using compression type lugs or crimp sleeves.

DISCHARGE RESISTOR
 The discharge resistor panel shall be portable. Discharge resistor at 5 hour discharge rate for carrying
out discharge test shall be suitable for discharging all ratings of batteries used for the project. The
degree of protection of the panel shall be IP-31.

BATTERY FUSE BOX


 The battery fuse box shall be suitable for wall mounting. It shall also be suitable for terminating the
number of cables as decided during detail engineering.

4.11 INSPECTION AND TESTING

GENERAL
Inspection and testing shall be as per approved QAP (Quality Assurance Plan). Bidder shall certify
all test results. Buyer shall have the right to witness any and all testing. Bidder shall advise Buyer of
the testing schedule at least 15 days before the tests are to be done.

4.11.1 TYPE TEST


Test certificate / reports for the type tests carried out as per IEC/IS on similar rating and design of
Battery charger shall be submitted for Buyer’s approval. In case the Bidder is not able to submit
report of the type test(s) conducted within last five (5) years, or in case the type test report(s) are not
found to be meeting the specification requirements, the Bidder shall conduct all such tests free of
cost to the Buyer and submit the reports for approval.

4.11.2 ROUTINE TEST


All the routine tests shall be carried out as per the relevant standard.

4.12 PROJECT COMPANY TECHNICAL REQUIREMENT

GENERAL TECHNICAL REQUIREMENT


BIDDER’S DRAWINGS AND DATA SUBMITTALS
This document provides general submittal requirements. If any specific submittal requirements may
be identified on later stage, then bidder to submit the same.

DRAWINGS AND DATA


Bidder shall provide all data/documents/information as mentioned in Attachment-3

DRAWING SUBMITTAL
The project will be utilizing “ThinkProject”, a collaborative project tool. In lieu of submitting
hardcopy transmittals, Seller shall post all official transmittals of correspondence, data, drawings,
documents, etc., to the project web site. Unless specifically requested, Seller shall not submit
hardcopy documents. Owner and Engineer will post comments on Seller’s transmittals via the
web site. Seller, Owner and Engineer will coordinate the specific details after contract award.
All transmittals shall include a unique transmittal number and clearly indicate the Owner’s name,
Engineer’s project number, Owner’s project number, how they are being sent, and the reason for
the submittal. The transmittal should include a clear, concise description of all documents
enclosed. Documentation by drawing number, revision number, and date should be indicated, if
applicable. Distributions to other parties are to be shown on the face of the transmittal. Separate
transmittals shall be provided for each discipline (General, Structural, Mechanical, Electrical, I&C
and HVAC). Drawings or documents that are sent only for information shall have its own
transmittal separate from drawings sent for review.
All documents shall be in English and shall bear the project name and a full title block containing
a unique identification number, revision number, source and type of document and descriptive
title. Each document shall clearly indicate the applicable status, e.g., Preliminary, For Information,
For Review, For Acceptance, For Bid, For Construction, and Record.
The measurement system shall be metric system, and all drawings and dimensions shall be to
scale. Non-scale dimensions (NTS) on drawings will not be permitted on “To Scale” drawings. A
scale bar shall be included to permit use following photo-reduction.
Each time a drawing is submitted electronically, the file submitted shall include the drawing file
merged with all the attached reference files. This merging of the reference files is essential. If the
electronic copy of the drawing does not include the reference data, it will be impossible to recreate
an exact duplicate of the drawing once a reference file has been updated for any reason.
Standard ISO sizes shall be used for drawings. Drawings shall be prepared in such a way that
photo-reduction to A3 size shall result in a legible and useable drawing. Particular attention shall

be paid in this respect to selection of fonts. When drawings larger than A3 size are submitted, an
A3 size print shall also be submitted.
Drawings that are reviewed by the Engineer will be returned to Seller with a transmittal letter and
any comments or questions marked on the drawings or in the letter. All comments and questions
must be resolved before a resubmittal of the drawings will be processed. If the design has not
developed enough to resolve some of the comments or questions, Seller shall place a "hold" on
those items or areas of design. The Engineer reserves the right to return drawings unprocessed
to Seller if any evidence exists that Seller has not acknowledged all comments and questions
from previous submittal.
Seller's drawings shall apply specifically to this contract. Drawings or documentation labeled for
another project will not be considered and will be returned to the Seller immediately. If general-
type drawings are submitted for review which include devices which Seller does not intend to
supply on this contract, Seller shall certify on the drawings which devices are not to be supplied.
Where alternatives are shown on drawings, the alternative being furnished shall be easily
identifiable on that drawing.
A drawing being transmitted for review for the first time shall so state on the transmittal sheet or
letter accompanying the drawing. Identification of changes on all documents from previous issue
must be clearly shown on each document by "scoping/clouding" all revisions from the previous
issue. Submittals without revisions annotated will be rejected and returned to Seller unprocessed.
Seller shall assume Two (2) weeks turnaround time from the day the Engineer receives the
submittal to when the Seller shall receive returned drawings.
Performance of any work, fabrication of materials or procurement of fabricated material, or the
construction of any structure requiring the review of drawings, data, etc., prior to obtaining the
appropriate status stamp, is at Seller's risk as Purchaser and Engineer do not accept
responsibility for such actions. A ‘typical’ status stamp is provided below. The Purchaser/Engineer
will stamp each drawing with one of the following status codes which instruct the Seller how to
proceed with fabrication:

After the Engineer has returned drawings or documentation with no comments (Status 1 or Status
4), Seller shall be liable for any changes (field or design) required by the Engineer if the Seller
changes the documentation or design.
Drawings and data, or portions thereof, submitted for review will be reproduced and distributed to
meet the project requirements. This includes drawings and data with proprietary statements.
Bidder shall provide “record drawings and documents” to reflect the actual installed configuration.
OPERATION AND MAINTENANCE MANUAL

EXTENT
O&M manuals shall be supplied by the Seller and assembled in book form which include sub-seller’s
manual. It shall contain data relevant to each piece of equipment, system design and installation,
startup, operation, shutdown, maintenance and repair program for optimum performance.

GENERAL REQUIREMENTS
a. The Seller shall be responsible for the preparation of a combined operation and maintenance
instruction manual that will definitively describe all modes of plant operation from local and PCS,
and the necessary on-Site maintenance for all items provided within the scope of the Contract.
O&M manuals shall also include HSE related equipment, testing and inspection for whole of the
Plant.
b. Two (2) copies of this manual shall be presented in durable plastic or plasticized card to enable
use at the workface. These copies shall further have the ability to be cleaned by a water/soap
solution without deterioration or loss of clarity. One editable electronic copy of the final
documents shall also be submitted. The electronic copy shall be Microsoft Word, Microsoft Excel,
and AutoCAD. Electronic formatting other than that listed will require written approval from the
Owner. Incomplete manuals will be unacceptable and returned to the Contractor for completion
and re submittal.
c. The manuals may be arranged in more than one volume, shall be truly comprehensive in that
they shall include all necessary arrangement drawings, system flow diagrams, electrical
schematic and wiring diagrams to completely illustrate the all plants & equipment. Such
drawings and diagrams with dark lines on a white background shall be so printed as to produce
maximum clarity and permanence of line. These shall include complete description of methods
for dismantling and erection with recommended clearances and specific fitting measurements
clearly stated on the drawings and charts indicating period of recommended routine and
preventive maintenance and probable reasons for various faults or change in guarantee during
prolonged operation and life of the all plants & equipment together with recommended methods
of ordering spare parts including a complete list of the type and size of the ball and roller
bearings and lubrication schedule. The inclusion in total of brochure material from subcontract
sellers will not be acceptable unless said enclosures are limited to the specific items of
equipment furnished under this Contract. The details are to cover the whole equipment supplied
under the Contract.
d. Each book shall include the instructions to start up, operate and shut down of the plant, all
essential flow and circuit diagrams, pipework, general arrangements, detailed sectional
drawings of the equipment and instruments and all other auxiliaries and components with
itemized details and numbering to assist the ordering of future spare parts.
e. The details contained therein shall be derived from the design, Sellers and commissioning data
without need to cross-reference to other documents i.e. stand alone. The sole inclusion of
standard Sellers published material will not be accepted.

f. The layout of the manual is identified below. System, plant and equipment shall be described in
the same order in each section. Each manual shall be divided into as many volumes as
necessary for convenient handling and reference.
g. The manual format shall be as follows:
i. Standard, 3 hole punched, portrait 8-1/2" x 11" paper.
ii. Drawings and schedules, which are part of the manual, shall be landscape 8-1/2" x 11"
or 11” x 17” folded.
iii. The left margin shall be at least 3/4 inch from the edge of the page so no information on
any page is obscured by holes in the 3 hole punched paper.
iv. Any drawings and schedules, etc., that contain color images or are color-coded shall be
provided in color.
h. The manual shall include instructions for the actual equipment supplied and not for alternative
or optional equipment. If generic documents are included the non-applicable portions shall be
crossed out.
i. All drawings incorporated in the operating instructions and maintenance manuals as well as all
key drawings, i.e., general arrangement drawings, system diagrams, flow diagrams, single line
diagrams, control diagrams, schematic diagrams etc shall, in addition to the original size, be
supplied in a reduced format which is to be agreed with the Purchaser/Engineer.
j. All documents, illustrations, specifications, equipment data sheets, shop drawings, O&M
instructions and parts lists shall be in the English language and shall comply with the
requirement listed herein.
k. All information submitted after contract award shall be incorporated into the instruction manuals.
l. Seller shall be responsible for supplying additional information or replacing information to keep
the manual complete, accurate and updated, if field inspections of equipment indicate omissions
or inaccuracy of the manuals.
m. Seller shall submit the measuring point instruction and arrangement diagram of unit
performance measurement.
n. Each manual shall be assembled and bound in binders designed for rough usage. If the material
to be furnished exceeds the binder capacity rating, multiple volumes shall be furnished.
o. Each manual shall include a front cover, side label, table of contents and index tabs clearly
indicating the respective section of the manual.
p. If required, the Seller shall revise and/or up-date the operating and maintenance instructions
and introduce such modifications into the finally bound copies.

DETAILED REQUIREMENTS AND CONTENTS


a. Manuals shall include information typically supplied for equipment and/or systems, such as the
following items:
i. Nameplate information and shop order numbers for each item of equipment and
components
ii. Equipment or system descriptions.
iii. Final performance and design data sheets, specifications and performance curves for all
components, including test data and test curves
iv. Unloading, storage and handling requirements.

v. Preventive maintenance schedule and maintenance instructions for equipment, including


standard and special safety precautions.
vi. Instructions for equipment, including standard and special safety precautions for
operating and during maintenance of the system
vii. Dismantling and assembly procedures for equipment with associated tests and checks
prior to returning equipment to service
viii. Detailed assembly drawings to complement assembly procedures mentioned above,
including parts lists and numbers for replacement ordering
ix. Setting and running clearances and tolerances
x. Cleaning and conservation procedures
xi. Instrument vibration requirements and procedures
xii. Detailed un-priced list of spare parts
xiii. Drawing showing space provided for equipment maintenance for equipment and any
fixed facilities for maintenance such as trolley beams, etc.
xiv. Methods for trouble-shooting
xv. List of maintenance tools furnished with equipment
xvi. Installation instructions, drawings and details
xvii. Drawings as appropriate
xviii. Storage and handling requirements
xix. Disposal procedures for lubricants, chemicals, insulation or other hazardous material
xx. Preventative maintenance check off list indicating necessary maintenance items to be
performed quarterly, biannually, annually, etc.
xxi. Lubrication schedule showing requirements and specifications for equipment lubricants.
b. The above requirements are minimum requirements. Additional information, which is necessary
for proper operation and care of the equipment, shall be included.
INSPECTION AND TESTING
The Supplier shall be responsible for the corresponding inspections and tests to be carried out in the
factory, and if expressly indicated, on site, in accordance with the design code, the requirements
outlined in this document and the datasheets, and industry best-practice. This shall provide all tools
and equipment properly calibrated and testing bench in accomplishment with international standard.
Material Certificates and Welding Procedure

The detail requirement of Inspection and Testing refer to relevant sections of this specification.
The Supplier shall be responsible for the corresponding inspections and tests to be carried out in the
factory, and if expressly indicated, on site, in accordance with the design code, the requirements
outlined in this document and the datasheets, and industry best-practice. This shall provide all tools
and equipment properly calibrated and testing bench in accomplishment with international standard.
The final Dossier of each equipment shall contain all the certificates of inspections and test have
been made to the units.

Inspection and Test Plan
The Supplier’s Inspection Test Plan (ITP), approved by the Purchaser, will detail all the checks to
each of the parts and pieces of equipment to be delivered such as dimensional checks, inspection
of materials, inspection of surface finishes and paint, wiring, assembly inspection, documentation
and other aspects to it. Also identify the tests to be performed on equipment and parts such as
hydrostatic test, functional test, electric motors test, etc. The record of these inspections must be
attached to the dossier of each equipment.
The detail requirement of Inspection and Testing refer to document “Attachment for Workshop
Inspection” under Part B.2 of this Purchasing Contract.
Test Report
The Supplier shall submit the detailed procedure for the conductance of the performance and
acceptance tests for approval.
The procedure shall include the following for such test or group of tests:
• The time duration of each test
• The number of test runs
• The sequence of tests to be conducted
• A list of instruments that will be used for each test. The list shall designate which instruments are:
- Special test instruments
- Certified
- To be calibrated before and after each test
- Check instruments
- Station supply instruments.
Schematic diagrams showing all test points and cross references to the instrument list shall also be
included.
• All formulas, calculations, conversion factors, curves, correction curves, etc., to be used in the
conductance of the tests and the calculations of the test results
• Sample test reports or data sheets and all specific result sheet forms that will be used for the test
• Written procedure and description of conducting the test
• All test data to be recorded by the Contractor and the Client
Noise Test
The Noise tests will be conducted in accordance with the specifications of the applicable ISO
standards in their last version.
Spare Parts, Special Tools, Consumables and Packing
Supplier shall provide in the manner and within the time limits as set forth in the Contract, its list of
mandatory and recommended spare parts, special tools and consumables necessary for installation,
commissioning, start-up, operation and maintenance for each specified years operation of equipment
and accessories furnished by the Supplier.

Spare parts, special tools and consumables must be properly marked and numbered for ease of
identification. The spare parts ordered shall be delivered with the main equipment but in separate
boxes clearly marked "SPARE PART”.
Spare Parts
The Supplier shall provide all spare parts and consumables required during the construction and
Commissioning period.
The list of recommended spare parts and consumables shall be accompanied by the Supplier’s
expected lifetime of wearing parts and descriptions sufficiently detailed to identify the spare parts
and the specific item or items for which it applies. The Supplier shall indicate the minimum
recommended inventory for routine maintenance during startup, commissioning, start-up and
continuous operation.
All spare parts shall be interchangeable with the corresponding original parts. The material should
be same and shall present the same properties as the corresponding parts of the main equipment.
The conditions concerning the tests and treatment of surfaces and painting etc. of the main
equipment according to the scope documents shall also be valid for spare parts.
Spare parts shall be system-tested spares to the maximum practical extent such that spares can be
installed without the need for additional adjustment or calibration.
The Supplier shall quote itemized prices for the spare parts for two years operation as an optional.
For detail requirements of Spare Parts refer to document “Appendix 3 Erection and Commissioning
Spare Part List” and “Appendix 4 Recommended two years Spare Part List” under Part B.2 of this
Purchasing contract.
Special Tools
The list of special tools shall be accompanied by descriptions sufficiently detailed to identify the
function of the tool and the specific item or items for which it applies. The Supplier shall indicate
whether the tool is required for installation, adjustment or routine maintenance.
For detail requirements of Special Tools refer to document “Appendix 5 Special Tools List” under
Part B.2 of this Purchasing contract.
Consumables
Supplier shall provide all initial and operational fills of plant consumables including all chemicals,
ammonia, lubricants etc. till the COD of each respective phase.
Packing
The detail requirement of Packing refers to document “Attachment for Package Requirement” under
Part B.2 of this Purchasing Contract.
Training
The Supplier shall quote training courses (at the manufacturer’s factory and local on site) to Owner
personnel based on the scope of work described in this chapter. These training courses will be done
in English language.
The Supplier shall provide formal comprehensive training for the Owner´s project, operation and
maintenance personnel. The training shall include the operation, configuration and maintenance of
all Equipment and systems designed and supplied by the Supplier.
For this purpose will prepare specific documentation, including a description of the installation and a
set of instructions for Operation and Maintenance manual in a safety and efficient way.
The training classes shall be conducted by experienced instructors on equipment identical to that
installed, using materials (including video presentation) prepared by the Supplier that have been
specifically prepared for this Contract.
The detail requirement of Training refer to document “Attachment for Aftersales Service and Training”
under Part B.2 of this Purchasing Contract.

Review and Compliance with Drawing of Systems Involved


The Purchaser shall provide to the Supplier the drawings of the pipe systems affecting the assembly
and operation of the pumps (change accordingly for each equipment/package), for review and
compliance.
Supplier in not more than Seven (7) calendar days shall state that it considers relevant observations
for proper installation and operation of equipment, and expressed agreement once corrected the
comments.
Technical Assistance Responses
In order to ensure prompt response to operational problems and mechanical damage, the Supplier
undertakes to provide a service that meets technical assistance by phone responses within 24 hours
and, if it is necessary to transfer staff or the tooling required, and basic resources required to perform
diagnostics and basic repairs to the plant, up to 72 hours.
