What is Maritime Safety?
Maritime safety is defined as “the protection of the crew and passengers aboard vessels, and
also people who work or live near bodies of water, from hazards and the risk of injury or fatality”.
To ensure safety at sea, the IMO has developed and adopted regulations, standards,
conventions and codes, such as: SOLAS Convention, Collision Regulations, International Safety
Management Code (ISM) Code, International Ship and Port Security Code (ISPS), among others.
The SOLAS Convention is considered one of the most important treaties concerning the safety
of merchant ships. The main objective of SOLAS is to specify minimum standards for the construction,
equipment and operation of ships, compatible with their safety.
SOLAS includes articles setting out general obligations and it is divided into (14) fourteen
chapters.

To be safe and secure at sea is a top priority. Everybody --starting from maritime
authorities, shipping companies to crew members and passengers -- must be aware of the
importance of safety and security on board. Hence, the creation and adoption of essential
codes such as the International Safety Management Code (ISM) and the International Ship
and Port Facility Security Code (ISPS).
The ISM code (July 1993) provides an international standard for the safe
management and operation of ships and for pollution prevention. It applies to all vessels:
oil tankers, chemical tankers, car carriers, gas carriers, container vessels, passenger ships,
bulk carriers, and even Mobile Offshore Drilling Units (MODU).
The primary objectives of the ISM code are:
✓ Ensure safety at sea by preventing human injury.
✓ Prevent damage to ship equipment, ship, and the cargo.
✓ Prevent pollution of the marine environment.
The ISM code is divided into two main parts. Part A provides the requirements for the
implementation of the code. Some elements of part A are: safety and environmental protection
policy, designated persons, Master’s responsibility, shipboard operations, emergency
preparedness and maintenance of the ship and equipment, etc. Part B provides guidance for
ISM certification and verification.

V. Read
The ISPS code (July, 2002) sets the basis for a comprehensive mandatory security
regime for international shipping. It gives a set of measures to enhance the security of ships
and port facilities. It applies to passenger ships, cargo ships over 500 gross tonnage engaged
on international voyages, mobile offshore drilling units and port facilities.
Some objectives of the ISPS code are:
➢ Establish co-operation between Nations: Governments, shipping and port
industries, etc. to detect security threats and take preventive measures for ships
and port.
➢ Establish the responsibilities of the Governments, the shipping and port
industries, etc. for ensuring maritime security.
➢ Provide a methodology for security assessments, plans and procedures to react
to security levels.
The ISPS Code is also divided into two sections: Part A, which includes the
requirements for maritime and port security: application, responsibilities of governments, ship
and port security plan, drills on ship and port security, port facility security plan, security
officers, etc. and Part B, which provides guidelines on how to meet these requirements.

Personal Protective Equipment
Shipping companies must ensure that their crew follow personal safety procedures and rules for all
the operations carried out onboard ships. To achieve safety, everybody must wear their personal
protective equipment made for different types of jobs on the ship.

The following PPE is always present onboard a ship to ensure safety of the working crew:
1. Overalls protect the body of the crew members from hazardous substances like hot oil, water,
welding spark etc.
2. The head needs protection which is provided by a hard plastic helmet.
3. Safety footwear ensures that nothing happens to the crew member’s feet while working or walking
onboard.
4. Safety gloves are used in operations where it is imperative to protect hands. Some of them are
heat resistant to work on hot surface, for normal operation, welding gloves, etc.

welding operation to protect the eyes from high intensity spark.
6. Ear muffs or ear plugs are used on board ship to dampen noise to a bearable decibel value.
7. To avoid inhaling hazardous particles or gases when working on insulation surface, painting or
carbon cleaning, face masks are provided to act as shield.
8. To avoid a fall from working in heightened areas, a safety harness is donned.
