1. PURPOSE OF THIS DOCUMENT


This document presents the methodology that will be followed by Bami Holding in fulfilling
the works required in this project.
"Bami Holding" Sh.p.k. strives to complete every contract per the local and international
standards of operation and within the determined deadlines while respecting all the design
requirements and technical specifications. The mission of Bami Holding in each contract is to:

- Provide professional services at the required quality and all other elements of the contract.

- Deliver within deadlines by planning accordingly

- Managing costs to provide savings to the client

- Engaging qualified and licensed staff for each work process to maintain the quality standards
and deadlines.

- Being honest and fair in relations with the contracting authority,

- Address any concerns or grievances from the local communities and other stakeholders or
affected parties.

- Keep in focus the minimisation of environmental impacts and offer environmental


improvements when possible.

The purpose of the method statement is to:

• Outline how the subcontractor will conduct the works safely in due time and within the
required quality
• Demonstrate the understanding of legal requirements –
• Demonstrate the identification of risks and hazards
• Provide a work schedule, materials, time, staff, and anticipated problems to be managed
• Act as a quality assurance tool.

2. SCOPE OF SUBCONTRACTOR WORKS


The activities intended by Bami Holding as part of this prospective subcontracting activity
includes the following:
- Upgrade 1.3 km of existing local agricultural unpaved road

Below there is a short description of the work assignments as conceptualized from reading the
client specifications.

3. GENERAL DESCRIPTION OF COMPANY

Bami Holding Ltd., is one of Albania's largest construction companies, with over 25 years of
experience in the construction sector. Its activities include all categories of construction works
such as, highways, bridges, railways, airports, marine constructions, ground improvements,
river management works, hydrologic and hydraulic systems, land reclamation, construction of
plants for electricity production, constructions of substations, transformer cabins, medium and
low voltage power distribution, earth and subsoil excavation works; underground works,
residential and commercial buildings, dams and hydro-technical tunnels, water supply systems,
oil and gas pipelines, towers, viaducts, ground remediation works, claddings etc.

In addition, Bami Holding is a major supplier of asphalt products and aggregates from quarries
for the construction industry. Soon, it will provide in addition of these material concretes of
special classes.

The company owns a large fleet of machinery and equipment, including over 50 transport
vehicles of various tonnages, over 30 excavators of various types such as graders, bulldozers,
rubber tire excavators, chain excavators, mini excavators, asphalt milling machines, etc, and
25 special purpose machines for various specific processes, such as bitumen layerers, asphalt
pavers, graders, rollers of various tonnages, concrete mixers, water trucks, road cleaning
vehicles, etc.

Bami Holding" Sh.p.k. will engage a well-qualified technical staff to achieve the goals of this
contract as described below.

Project Manager. The Project Manager organizes and aligns timelines, budgets, resources,
objectives, and the project environment. Its duties comprise:

whilst maintaining clear and timely communication, effectively managing change and
complexity, and employing a wide range of tools, technologies, and techniques to skilfully
navigate any challenges. It should detail the scope of work, develop schedules and budgets,
lead procurement, oversee planning and execution of activities, analyse and manage risks,
monitor and evaluate performance, maintain quality, ensure that deliverables are met, identify
and resolve major issues, capture lessons learned, negotiate and administer contracts, review
and approve change orders, motivate and coach teammates, measure and evaluate the project’s
impact, and always keep a clear and objective sight of its goals. While numerous organisations
may designate their own project managers, in certain cases, the Client might designate the
Architect or Engineer as the Project Manager..
As/Project Manager: As/Project Manager will assist the project manager in all his tasks and
replaces him with all his abilities in case of impossibility of performing the task.
Civil Engineers: They will be responsible for site preparation and liaising with other
construction professionals such as Electrical Engineers, Mechanics and Surveyors in
implementing the works on time and in accordance with the design. Their duties comprise the
following:
 Managing their respective parts of construction projects.

 Overseeing construction work.
 Planning ahead to prevent problems on site before they happen
 Undertaking measurements and surveys
 Assisting in setting out sites and arranging work teams
 Checking technical designs and drawings for accuracy and to ensure that they are
followed correctly.
 Supervision of working staff
 Development of work program and strategy for project implementation.
 Ensure that project packages meet agreed specifications, budgets and/or timescales.
 Liaise with clients, subcontractors, local authority employees, architects and other

professionals, especially quantity surveyors and the overall project manager.


 Provide technical advice and solving problems on site.
 Preparing site reports and
 Monitor and log progress.
 Carrying out safety inspections on site when work is in progress and ensuring

compliance with health safety and environmental (HSE) regulations.


 Ensure that environmental and sustainability policies in accordance with legislation and

best working practices are adhered to


 Provide information and communicate with the client, suppliers, the public and other
stakeholders.
Transport Engineer. The transport engineer is part of the organizational, decision-making and
controlling structure of all work processes, the object of the contract, which are dependent on
his profile. The transport engineer will assists in the controls all infrastructural work processes
starting from the selection of materials to their implementation.
 Supervise work on a construction site
 Determine the traffic impact caused by the development
 Prepare work plans, considering the transportation effects
 Create appropriate transportation models or designs
 Research and evaluate traffic volume, accident risks
 Prepare reports on traffic and transportation matters
 Develop models of transportation scenarios
 Identify solutions for transportation problems
 Inspect the development for legal compliance to transport legislation

 Provide recommendations for traffic improvements
 Design actual transportation arrangements
 Monitor transportation costs and efficiency
Survey Engineers: They will survey the terrain and provide data from measurements at every
situation when such data will be required. Specifically they will do the following:
 Conduct surveys using various surveying instruments, such as total stations, GPS

receivers, laser scanners, and levels


 Establish and verify control points to ensure accuracy in survey measurements
 Collect, analyse, and interpret survey data, including terrain, boundaries, structures, and

other relevant information


 Prepare detailed survey reports, maps, and drawings using computer-aided design
(CAD) software and other relevant tools
 Collaborate with other Engineering Professionals to provide accurate survey

information for project planning and design phases


 Monitor construction activities to ensure compliance with project plans, specifications,

and relevant regulations


 Conduct as-built surveys to verify construction adherence to the original design
 Provide technical expertise and guidance on survey-related matters to project teams
 Stay updated with advancements in surveying technology and industry best practices
 Comply with safety regulations and maintain a safe working environment during

surveying activities.
Hydrologic Engineer: The Hydrologic Engineer will deal with get involved at projects related
to water supply and managemen. The Hydrologic Engineer will work on the development of
proper measures to manage water impact risks during construction.
 Guide other engineers in the implementation of the project in accordance with the
technical conditions of implementation, technical specifications and the contract estimate
 Conduct hydrologic and hydraulic studies, including the analysis of data and
preparation of report
 Develop and implement water resource management plans, floodplain management
plans, and storm water management plans
 Design and oversee the construction of water management infrastructure projects,
including storm water management systems, floodplain mapping, and floodplain modeling
 Perform quality control and quality assurance checks on project deliverables
 Provide technical guidance and support to project teams, clients, and stakeholders

 Monitor the construction in accordance with updated regulations related to water
management
 Prepare project cost estimates, schedules,
 Provide proposals for improving water management strategies at the site.
Electrical Engineer: The electrical engineer is responsible for the successful implementation
of works in the electricity supply network, telephone and internet, and works for the
construction of street lighting. This engineer will have the following duties and responsibilities.
 Reviews engineering drawings, electrical load calculations, technical specifications
 Oversees the construction to ensure adherence to approved drawings and specifications;
 Inspect construction workmanship, materials, equipment.
 Oversees site work elements within its discipline and provides early notification of
potential schedule slippages regarding the electrical construction activities.
 Monitors the work process, performs quality assurance testing and enforces safety
requirements.
 Makes cost estimates on design changes, evaluates cost proposals and contractors’
requests for adjustments.
 Provide inputs on the project’s conformity and non-conformity to approved drawings
and specifications;
 Makes recommendations on how to correct deficiencies and resolve problems during
construction.
 Assists in purchasing new or replacing electrical equipment
 Maintains daily construction surveillance to ensure compliance with the terms and
conditions of the contracts.
 Tracks the scheduled milestones; materials, equipment, and labor used;
 Ensures the proper quality and workmanship of the works
 Reviews and analyzes material samples, shop drawings, installation manuals, and other
technical
 documents submitted by the contractors to ensure conformity with contract
requirements.
 Prepares written reports with analysis and recommendations on alternatives and
 actions, where appropriate.
 and cost estimates for construction change orders or to support U.S. installed
equipment.
 Makes cost estimates on design and specification alternatives as requested by Project
Director;
Environmental Engineer. The Environmental Engineer will monitor all the environmental
issues such as water pollution, air pollution, green building or solid waste management. Its
Duties and responsibilities will be as follows:
 Carry out site assessments

 Evaluate environmental impact

 Making recommendations on clean-up, reclamation and waste management activities

 Assessing how a site complies with environmental regulations

 Using mathematical techniques and computer modelling to assess or forecast past, present and
future environmental problems

 Designing, developing, testing and implementing technical solutions that reduce the negative
impact on the environment

 Interpret environmental data

 Keeping abreast of legislative changes in environmental law

 Identify potential contaminant sources

 Obtaining and maintaining plans, permits and standard operating procedures

 Evaluate the hazardous-waste management systems

 Assess the severity of health and environmental hazards

 Advise on the environmental impact of proposed measures

 Conduct site measures and obtain data on the environmental profile of the project,

 Analyze data, and perform quality control checks with regard to environmental impacts

 Monitor environmental situation

 Provide recommendations reports

 Document and maintain plans, requirements, protocols, permits, and standard operating
procedures

Quality / Materials Engineer is the one who has the responsibility to ensure that every
function and operation in a workplace happens with high quality, without problems and
perfectly. There are many other tasks attached to it, such as checking the efficiency of the
machines' performance, checking the quality of the products, the quality of the staff and
customer service. The main duties and responsibilities of the quality engineer are as follows:
 Monitor construction activities for compliance with plans and specifications.
 Perform basic quality control inspections of materials and workmanship.
 Identify and report any safety hazards or discrepancies to the Resident Engineer.
 Assist with surveying and setting out structures.
 Prepare and maintain progress reports and documentation.
 Coordinate with subcontractors and suppliers on logistics and deliveries.
 Assist with punch list items and final inspections.
 Prepare as-built drawings and documentation.

 Help close out project paperwork and contracts.
 Accountable for all aspects of engineering construction relating to Civil, Architectural,
and Structural discipline interfacing the multidisciplinary processes.
 Responsible for QA/QC documents of the complete project, including certificates,
calibration, test results, inspection requests, non-compliance reports and site
instruction/observations, permanent materials delivered, and other important QA/QC
documents.
 Develop and determine all standards to perform inspections and tests on all procedures,
oversee all testing methods, and maintain high-quality standards for all processes.
 Review the quality of all materials at the site, ensure compliance with all project
specifications and quality, and collaborate with the department for all material
procurement and quality materials.
 Supervise the effective implementation of all test and inspection schedules, ensure
adherence to all procedures, and coordinate with various teams to perform quality audits
on processes.
 Assist employees in ensuring knowledge of all quality standards, ensure compliance
with all quality manuals and procedures, and collaborate with contractors and suppliers to
maintain the quality of all systems.
 Manage to lift all equipment, handle the efficient storage of all hazardous materials,
and perform quality audits per the required schedule.
 Monitor an efficient system, record all project activities, and analyze all processes to
ensure all work meets quality requirements.
 Manage all work methods, maintain knowledge of quality assurance standards, monitor
continuous application for all quality assurance processes, and recommend corrective
actions for all operations.
 Develop a method statement for the activity, including risk assessment, job safety
environmental analysis, and Inspection
 Test Plan and Checklist based on project specifications.
 Liaise with the Technical Engineer for submission of material submittals to the
Consultant
 Coordinate with the Consultant’s representative and Site In-charge for Inspection
HSE specialist ensures that the working conditions are hygienic and the health of the workers
is safe. His task is to check and verify that the company follows the state rules and those
provided in the contract for safety and health at work. He reports any concerns he finds
regarding work processes and safety and health at work to the Project Manager.
His duties include:
 Monitoring hazardous and unsafe situations.

 Develop measures to assure personnel safety
 Correct unsafe act and conditions at the site
 Exercise emergency authority to stop unsafe working practices when immediate action

is required
 Maintain awareness of active and developing situations
 Prepare HSE action plans
 Participate in meetings and identify any H&S concerns
 Investigate accidents or near-misses
 Inspect the hazards at each construction step
 Conduct Toolbox Talk Meetings
 Reviews all the safety plans of different work groups
 Verifies that injury logs and reports are completed and submitted to the relevant
authorities
 Verifies that all tools and equipment are safe to be used
 Enforces all the safety guidelines
 Promotes safe practices at job sites
 Provides additional training and exercises on how to manage emergency situations
 Prepare safety guidelines and policies as needed
 Monitor hazardous sites and prepares action plans to deal with these sites
 Responds to worker’s safety concerns
 Serves as the link between the local agencies and the contractor
 Conducts a risk assessment and preventive measures plan
 Review that all work place policies are in conformity to local regulations
 Inspect premises to identify issues or non-conformities
 Oversee installations, maintenance, disposal of substances, etc.
 Record and investigate incidents and prepare corrective measures for each case
 Provides data and reports to upper management
Construction Foremen. These are senior experienced workers who lead different working
groups and have the responsibility to organize the works within the team. They conduct the
following duties:
 Coordinate tasks according to priorities and plans
 Monitor crew attendance and performance

 Allocate general and daily responsibilities
 Supervise and train workers and tradespeople
 Ensure manpower and resources are adequate at each work process
 Assist in guaranteeing that all safety precautions and quality standards are met
 Supervise the use of machinery and equipment
 Monitor human resources and ensure that they are being used efficiently
 Help manage the work flow
 Try to resolve any problem during the implementation of construction and assist the

construction engineers with advise and suggestions


 Report on progress to engineers and managers.
Construction Operators and Workers. They play the vital role in construction and perform
all the tasks for which they have experience or are trained for. This includes everything from
providing manual labor to manoeuvring equipment and machinery. The list of their duties
comprises:
 Perform manual labor with proper tools and equipment
 Operate equipment
 Perform specific work processes in accordance with their specialization
 Apply layers of asphalt, concrete, cement, sand, plaster, paint, etc.
 Look after the tools and maintain them
 Clean and dispose of materials at construction sites when necessary.
 Transporting, loading and unloading various materials to the places where they are
required
 Providing assistance in any other duty where their experience is relevant.

4. GENERAL HEALTH AND SAFETY POLICIES OF THE


COMPANY
Company follows detailed programs related to health and safety at work. These protocols are
to be strictly followed by the persons responsible for the works. In addition, continuous
instructions and training is provided for the workers on the rules and advice for the execution
of the works and their insurance during the execution of the works.
The HSE engineer ensures that the following steps are taken before commencing the works:
- Gives an initial instruction to the workers on the rules of safety at the site.
- Instructs the workers how to react and respond in emergency cases.
- Guides the workers in the use of protective equipment, such as: clothing, collars, gloves,
belts, ties, etc.

- Checks if the workers have understood the informative material on the rules of technical
insurance and the use of protective equipment.
- Puts warning signs about health and safety in visible places for the workers.
- Checks if the protective equipment is adapted to the nature of the works carried out in
the facility.
- Checks if the sizes of the protective equipment are suitable for the workers in the
facility.
- Prepares a control on the condition of protective equipment,
- Checks and ensures the appropriateness of sanitary units that will be used by the
workers.
- Inspects the workers health and hygiene conditions.
- Checks and evaluates the hygiene of the places designated for breakfast and lunch.
- Informs local public health representatives about the development of the works and any
arrangement that may need to be taken.
- Identifies the nearest health facilities and prepares an action plan to determine which
facility to be used for each scenario and the shortest routes to get there taking into
consideration the time that it takes to get there.
- Provides the emergency numbers that any worker needs to call in case of accidents or
incidents.
- Coordinates with site engineers about the health and safety situation of the workers and
to confirm their condition for the continuation of the work.
- Prepares the Risk Assessment Plan and the Emergency Response Plan in accordance
with the possible risks at each project.
The site engineers as per the protocol above must:
- Provide the sanitary units for the workers.
- Create a suitable place for breakfast and lunch.

The works can commence after the HSE confirms that all the proper health and safety
precautions are taken.
Workers on their end must:
- Follow all the instructions on the use of protective equipment and safety in the
construction site.
- Keep the protective equipment in good work order and notify the site engineers or the
HSE if the protective equipment is damaged or nonfunctional
- Workers must wear the protective equipment all the time, when they are working.
- They must inform the HSE officer about any concerns about the health and safety in
the workplace.

It is strictly prohibited the use of alcohol or any substance that may affect the physical, health
or the mental condition during working hours.
The health and safety at work is in complete compliance with the legislation in force Albania.

LAW No. 10 237, dated 18.2.2010 "ON SAFETY AND HEALTH AT WORK"
In accordance to this law the employer Bami Holding takes the following measures at each
construction site:
a) Takes precautions and to provide first aid kits, and fire protection equipment ;
b) Takes measures to remove any existing threats to the safety and health at work of
employees and other persons present;
c) Organizes and ensures the evacuation routes for rescuing of employees in case of
unexpected events or accidents that threaten their safety and health;
d) Provides means for training the people who will carry out evacuation and rescue;
e) Draws up an evacuation and rescue plan, which he makes known to all employees by
providing a practical exercise;
f) Organizes and provides first aid assistance arrangements for any possible injuries or
illnesses, until the professional assistance arrives or reaching the health care
institutions;
g) Designates trained employees who can provide first aid, extinguish fire or carry out
rescue or evacuation actions and, if there are more than 20 people working in the same
work environment, there must be at least two employees trained to provide these
services.
The employer places necessary equipment at the disposal of employees responsible for quick
assistance, rescue and evacuation in case of fire.
As per the law’s requirement Bami Holding does the following:
a) Inform, as soon as possible, all employees who are or may be exposed to a serious and
immediate risk, about the risk and about the measures taken or to be taken for their
protection;
b) give appropriate instructions and take measures to allow employees, in case of serious,
immediate and unavoidable danger, to stop their activity and leave the workplace
immediately, moving to a safe place;
Bami Holding takes precautions in accordance with each work process as follows:
a) Excavation works and transportation of materials.
b) Demolition and disassembly work
c) Water works
d) Works in the electricity supply network, and electrical installations
e) Works with combustible materials
f) Construction of Bridges
g) Construction of Buildings
h) Miscellaneous works.

a) Excavation works and transportation of materials.

The responsible persons who use the means of digging and transport are instructed before
commencing each project,
Underground lines are identified to avoid damaging them during excavations and to avoid
injuries to employees,
Employees are instructed how to approach to working machines and how to be safe around
them.
Safe distances are provided from other vehicles to avoid collisions.
Drivers are monitored about their health and go through frequent training. Their licenses are
checked at regular intervals to ensure compliance with the law.
Employees are trained how to use the tools properly during works.
b) Demolition and dismantling works

The people who carry out the demolition and dismantling of various structures must be careful
not to injure themselves or their colleagues during this process.
They must be equipped with protective uniforms (headgear, gloves, glasses)
c) Water Works.

The employees and specialists who carry out water works are instructed to keep the area safe
They are trained to keep power tools in a place where they will not be affected by water.

The electrical lines are located and workers are instructed to pay attention to avoid electrocution
and to keep the work area safe.
Special protective equipment is used in accordance with the specific situation.

During all the time at the construction site where the works are carried out, it is necessary to
use machines that serve to carry out the work processes.
Initially, the power supply line of the machines is secured with grounding. The power supplies
are made with correct section cable and lines are placed at a height of not less than 2.5 m.
Before putting the machines to work, the lines are checked with special equipment.
The machines can be used only by specialized drivers having their relevant certificates.
The placement of machines in the construction site is done in a position according to an
organization plan with the aim of not having a collision with other work processes at height
and on the surface.

Before starting work every day, the machines for the grounding line, and the energy supply as
well as the air lines are checked for any breakdowns.
For the work place, the trenches, the electric banks, wooden boxes etc., are raised from the
ground.
Employees are equipped with hats, gloves, special shoes, etc.
Employees are trained to keep hands away from rotating machinery while running and they are
not allowed to wear loose clothing or keep long hair that can be caught by the machines.
At the end of each day's work, the machines are covered to protect them from moisture.
e) Works in the electricity supply network, the site's electrical installations.

Unqualified personnel is not allowed to interact or come close to electrical currents greater than
50V.
A safe distance is maintained from all electrical lines
All panel doors are kept shut, and no exposed wires are allowed around the work area.
Exposed, live electrical parts must are de-energized before work on or near them is permitted.
Electrical lines are tagged and secured in accordance with the safety precautions prescribed in
the law.
Employees are instructed continuously to handle electrical cords properly always unplugging
them by the plug head, rather than pulling the cord
Electrical cords are protected with pipes or covers to avoid being pressed and stepped over
It is forbidden to fasten cords with staples or nails or any other method that creates pressure on
the cords
It is forbidden the hanging of electrical equipment from cords while handing them over to
someone else below
Each morning the cables are visually inspected for external defects prior to use.
Physical barriers are put at the site to protect employees from any electrical hazards.
Cabinet doors on electrical panels should always be closed, and panels should not have holes
where an employee could come into contact with exposed wires.
Any cleaning products, as well as any conductive tools, are kept away from live electrical parts
and equipment.
When performing work on overhead lines care it is taken to use equipment that have non-
conductive material
Proper distance is ensured always around overhead electrical lines especially while using
machinery.

Flammable vapors, gases, or dust are kept far away from any electrical lines. The only
exception to this rule is when qualified personnel take measures to lockout and isolate electrical
energy sources before these potentially flammable materials may be used or the electrical
equipment is designed for use under these types of conditions.

Special care is taken not to use equipment designed for other purposes during the construction
of bridges

Lastly, it is ensured that all vehicles used on-site have safety features, such as Working

8.1 Site Mobilization


General

Mobilization includes the phase before the start of construction works, starting with the
construction of construction camps, the selection and formation of staff, authorizations
from various authorities, announcements, as well as all the activities that make it possible
to start the works.
Legal procedures, authorizations and documentation

Before starting the works in the facility for this project, the following preparatory works and
procedures will be undertaken, as well as the compilation of the documentation:

 Notice of the Local Urban Inspectorate


 Request for electricity connection at the construction site.
 Request for fumigation with water on site.
 Documentation of the existing condition of the terrain where the construction site
will be located and the surrounding area;

- The existing state of arrangement of the area around the construction site.
- Photographic documents, videos, geodetic measurements, sketches, etc. will be
prepared, where the situation is presented.
- The existing condition of the access roads to the construction site and that intersect
with the construction site, documented with photos and videos.

The Job Site Security team will be established

Safety & Health Plans, Evacuation and Emergency Plans will be drawn up for each area
and the area as a whole and will be presented to the Works Supervisor for approval.
A detailed layout plan for the site or sites will be submitted to the Works Supervisor,

8.2 Surveying works


The surveying works in the service of the
implementation of the construction works will be
carried out according to the following steps:
1. Control of the existing reference base
2. Often the existing referral base
3. Creation of working groups, equipping with
instruments, defining tasks.

Topographic Benchmarks

The working group will find on the existing benchmarks in the area based on which the other
reference points will be established for accurate measurements.

The team will use the EGS84 (UTM 34N) projection system and the EGM2008 geoid for
gravimetric correction of elevations. The measurements will be carried out by a Base-Rover.
The data of the area benefits from the measurements of all measured points that cover the
area of the project will be recorded. A table will be compiled with the non-closures of each
measured station to store the NEH (XYZ) differences and will be kept in the file.

Increasing the existing referral base

At this stage, in addition to the control, the frequency of the reference bases will be carried
out in the most strategic segments of the works so that the surveyor’s access to the area where
he will perform the measurements will be quick and practical with any instrument that will
be equipped. The measurement method at this stage will be of higher accuracy "Static

Five bases will be built with concrete columns reinforced with iron, which will be determined
in safe places that are not affected by the works and will be settled on the ground with a stable
base. These 5 main bases will have the possibility of directly mounting any topographical
instrument for performing measurements. The figure below shows a similar example:

These foundations will otherwise be called bases and all other surveying points will refer to
them. Each base should be visible to at least the nearest station but also to other stations. The
position of these bases should be under open sky and not covered by high vegetation.

The bases positions should be set outside the road or the objects affected by the works, while
the distances between each other should vary from 100 to 300m according to the case.
The base should be constructed over a stable rock foundation. If there is no such place, a pit
1m x 1m x 0.5m is opened and filled with compacted gravel to strengthen the foundation.

The bases will be made of concrete with a foundation of 0.5 m x 0.5m x 0.3m and in the
center circular plastic pipes with diameter 200 or 300 mm filled with concrete will be
mounted vertically.

The iron spike should have a diameter of 10 to 12 mm, 80-100 cm long and should appear at
least 1 cm above the concrete.

At least 3 days after the bench-marking bases have been concreted, GPS measurements will
begin.

Surveying measurements in the field will be conducted in three stages:

Stage 1

Static measurements between the 5 main bases will be carried out with 5 GPS receptions
which will measure respectively from 1 hour at the same time. This measurement will be
carried out 3 times in different periods at the best times that will be selected according to a
software that determines the times with the most optimal positions and geometry of the
satellites over the area where the measurements are required. After the processing of the static
measurements and obtaining the corrections, the documentation of the final coordinates and
quotas for these 5 bases will be carried out.
Stage 2

In the main reference monument, a reference GPS receiver will be placed that performs
continuous static measurements. Each of the secondary foundations closest to the main
monument where the base receiver is located will be measured with the "Fast Static" method
with a measurement of 8-15 minutes.
Stage 3

All foundations (main monuments and secondary foundations) will be completed round-trip
leveling with electronic levels and in various levels that has barcode reading. At the end of these
3 phases of measurements in the field and processing in the office, the final table of coordinates
and quotas will be compiled for each reference base on which the topographic works of the object
as a whole will be supported.

Note:
For documentary effect and cartographic reasons, a "VRS" measurement will also be
performed according to the ALRPOS system for all bases and coordinates will be noted
according to the following projection systems:
a) UTM 34N
b) Gauss-Kruger
c) KRGJSH

Creation of work teams, equipping with instruments, defining tasks.

The survey teams will be organized according to a hierarchy centered on the topographical
coordination office at the site that reports to the Construction Manager and field measurement
groups. The main tasks of the topographical team will be as follows:

e) Volumetric measurements (surveys) for the works carried out with the
aim of the accurate realization of the Book of Measures
f) Assistance with topographic measurement or cartographic processing in the
service of the geological engineer, materials and quality, electrical,
hydrological, mechanical, medical, signaling, cadastre, etc. that serve the
project in question.
g) Keeping complete topographical documentation at the construction site
h) "As-built" measurement for the final works of the object

The office will process the data of the vertical and horizontal geometry of the road axis, its
transverse profiles, works of art and all the details that need to be marked on the ground.
Managers will be reported for any irregularity or ambiguity of the project. Problems
encountered in the field will be reported. The office will provide the instruments that will be
distributed to the topographic groups in the field. The instruments will be calibrated and
certified by the respective production or representation companies. For marking the
foundations of structures and road layers, each group will be equipped with a GPS rover
receiver with 2 frequencies for marking and surveying with the RTK method. The instruments
will be equipped with an extra package for road works. Option 1 will be the automation of
heavy machinery with GPS. The topographical groups will check the accuracy of the works
after each stage of work performed by heavy machinery. The topographic devices (or
machines with GPS) will have a base transmission station which will be installed in the
construction site (Monument Control) with long-wave radio for the transmission of the RTK
signal throughout the construction area of the object from the first kilometer to to the last one.
Each group will cover 5 km of works. For the marking and monitoring of works of art, 5 other
topographical groups will be determined with a total station of angular accuracy l"-3"
Optical or laser levels will be taken with the help of work technicians, who will assist the
topographical engineer and reference points in the field, will perform level checks and
maintain slopes during digging works, filling road layers, connecting iron, etc. .
The topographic reports for the measurements of the completed works will be periodic and
will be documented in the relevant files.

The accuracy of the works must conform to the project specifications. The error tolerances must
not exceed the allowed values while in the works of art the monitoring will be with special brands
and the reporting will be noted by the responsible engineers and the construction manager.

The topographic groups will field the drilling/filling data (readings) and hand over the data
to the front-line technicians or engineers.

The coordination for the daily work program will be taken by the central office in cooperation
with the site engineer who covers the works on the implementation front which is also
covered by the surveyor.
8.1. Supply, transport and handling of materials
General

The road will be divided into several main large segments. Each segment will have its own
planning for the supply, transportation and storage of materials. Transport, lifting and storage
/ collection will be carried out with transport machines.
Material supply

The supply of materials in cases where the materials will be provided by the national or
international market, will follow the following steps:
Preparatory phase

 Preparation of the Procurement Package with all its elements such as Technical
Specifications, Drawings, Estimate of Works.
 Procurement of Material
 Binding the contract with the supplier.

Fumization Phase

To realize the supply of material, the Implementer will follow the following steps:
 Preparation of the detailed supply schedule based on the updated Work Schedule
 Verification and correction of the amount of material needed by the Implementation
Directorate.
 Preparation of purchase order and approval to Finance.
 Execution of the order by the respective staff of each basement.

8.3 Transportation and storage


Transportation

 Preparation of the Asset Movement Plan and follow-up of its implementation.


 Reporting the movement of vehicles and coordinating with the Technical Security
Officer.
 Hand-held radios or signalers will be used for coordination between the work of
chain means such as loading-unloading or transport.
 Preparation of the Transport Register, where all the routes will be marked based
on the chronology.
Storage of materials

The steps to be followed in this case are as follows:


 The place of storage/collection of materials will be designed and planned before
the time of mobilization. (The surrounding protective fence will be provided, the
specific places where each material will be deposited and the preparation of the
ground for each material according to the specifications).
 The storage site will have specially trained personnel in order to ensure that the
existing engineering infrastructure will not be damaged and to provide signaling.
 A Material Storage Manual will be prepared, where all necessary storage
procedures will be described.
 The supply of material will be in accordance with the work program, following its
sequences. This will not bring excess materials and will minimize the impact on
the environment.
 The material storage areas will be prepared first, depending on the material to be
deposited. The relevant signage will be placed, indicating the type of material that
will be deposited.

8.4 Cleanup and Demolitions

The contractor will initially do all the necessary site cleanup and demolitions.
Machines

For the cleaning of the construction site, it is planned to use bulldozers, Excavators, Dump
trucks, self-loading trucks and other small machines needed for specific activities.

Cleaning and removal of vegetation (bushes and trees).

This process includes the removal of all trees, bushes, grass, debris and other obstructions
along the entire footprint of the facility.

1. Points are placed that mark the area to be cleaned.


2. A short report including photographic material is drawn up, agreed with all
interested parties before the start of the works.
3. All trees to be removed are identified and marked.
4. All trees are uprooted to their full thickness keeping in mind the following:
a) Study the possibility of uprooting and transferring to another place those trees
that are possible.
b) To avoid damage from machines to trees that can be transferred
c) In areas with slopes, do not remove trees with all their roots in order to minimize
the risk of slipping.
5. Temporary access roads are built to have better access for the tools that will
remove the material
6. Unusual materials discovered during the work are identified and their correction
is made and the method of transport in case they present a high risk.
a. Hazardous materials are tested and a special report is drawn up for the
engineer who follows the works
b. All those materials that are not considered valuable for the special deposit
are removed.

Removal of existing structures.

The following procedure will be followed for the removal of existing structures.
1. Conduct an inspection, measurement and reporting to the supervisor of works for
large structures, underground structures, wells, wells, and the aforementioned
structures that are to be removed are done.
2. Obtain the approval of the supervisor before removing any structures.
3. The removal of the structures is done according to a detailed plan that will be
presented before every start of work
4. Any holes left from the removal will be filled and compacted with suitable material
and the density of the natural material will be achieved
5. The water channels in the area will be protected with planks or other effective
measures to avoid damaging them.
6. In the case of the presence of electrical installations, the following steps will be taken
a) Cable detectors and investigative probes will be used in those areas where the
presence of cables is suspected
b) The supervisor and other relevant authorities are informed immediately after the
identification of the cables and a plan is drawn up for their removal in such a way
that there is no disconnection of the lines.
c) All identified installations are marked with markers expressing the depth and type
of the installation
d) No work will be done in areas near high voltage poles or under high voltage lines
before a further measure is taken.
Top soil layer

1. The top soil is removed up to the depth that the supervisor deems reasonable
based in the technical specifications or the geological study
2. For the greater depths excavators or bulldozers will be used.

3. Material will be deposited in piles in designated locations so that it can be reused


later for the resurfacing of road edges according to the project and specifications.

5. In areas where it is deposited and is not expected to be used, it will be spread in
layers and compressed in a way that takes less space.

Removal of existing damaged culverts.


All components of culverts which, according to the Supervisor, are not suitable for reuse, will be
removed.
Materials that are reusable will be considered as the property of the Client and will be stored in
assigned locations until instructed to reuse them elsewhere or discard them to the proper landfill.
Scarification
The contractor will carry out scarification, carried out by hand or by machine from the terrain,
from any type of soil, even hard (hard terrain, sand, gravel, rock) including the movement of roots,
logs, rocks and materials of sizes that do not exceed 0.30 m 3, including the protection of
underground structures such as water, oil or gas sewers, etc. and including the place of deposit of
materials inside the construction site or their removal in case of need.
Site cleaning
All organic material that is deemed unusable or waste will be taken to the landfill. Any other
material coming out of demolitions, breaks, cuts of vegetation, uprooting of tree thorns and then
protection of the cleared area will be disposed in the same manner.
Protection of the cleared area
The contractor will erect suitable silt nets, and other protective barriers to prevent the cross
contamination from the cleared area to the surrounding environment and vice versa.
Barriers will be installed to prevent accidents to people or damage to the surrounding buildings
from falling materials, as well as to keep under control the territory where the works will be carried
out.
Grass will be planted at the slopes to keep them from eroding.

8.5 Earthworks

Excavation works, filling for the body of the road and filling behind the walls
These works will include the items foreseen in the preventive project for this section. All excavation
works, demolition of existing structures, scarification, etc., will be carried out with the relevant means of
germination, scarification, etc. approved by the project manager in full compliance with the sketches
given in the project (maintaining the quotas, dimensions, etc.). The transport of the material resulting
from excavation and other processes will be transported to the point determined by the relevant local
authorities. If the excavation depth exceeds that specified in the project, it will be refilled with suitable
material in accordance with the technical specifications of the project. Fillings will also be made
according to the preventive project and the technical specifications of the contract.
The site investigation will establish the engineering properties of the ground on which the structure will
be founded and provide details on bearing capacity. This information will be communicated to the site
engineer.
 If the site investigation identifies any contamination of the ground from previous industrial uses,
details of this will be given to the site engineer.
 Provide utility services drawings showing the location of any buried services.
Where work has to be undertaken close by or beneath overhead lines, inquires will be made with the line
operator to establish whether the line can be made dead or diverted. Where lines remain live ensure that
plant is selected or modified so that it cannot reach the lines.
Prior to any work taking place on site the site engineer will:
 Use cable detection tools to accurately identify service locations on the ground and mark same.
 Ensure that vehicle routes are carefully planned so that plant does not have to approach close to
the edge of the excavation. These routes need to be clearly marked.
 Consider site access from the public road onto and around the site before vehicles arrive on site,
taking into account the site traffic management plan, the designated work area for delivery vehicles
and the storage area for materials. Clearly identify and communicate this information to the site
engineer.
 Filling for the body of the road

Pre-start checks:

1. The availability of plant and equipment to be used;


2. The ground conditions;
3. Proximity hazards and welfare facilities.
4. Ensure the excavation area has been checked for overhead and underground services
prior to the commencement of works.

 The area to be excavated will be clearly marked on the surface using lime.
 Physical barriers will be erected around the excavation where appropriate.
 The site engineer will liaise with the client/contractor to ensure that any live services on
the site have been identified and clearly marked. Where necessary hand-digging measures
will be used to expose existing services.
 A 360 deg excavator will be used to dig deep excavation.
 The material from the excavation will be loaded into a dumper and tipped away from the
working area so it does not apply a surcharge to the side of the excavation.
 The dumper will be fitted with roll-over protection and the driver must wear the seat belt.
 No edge tipping is to take place
 The foreman will assist the excavator and lead him in the safe operation to ensure there
are no unexpected objects
 Loose soil from both the base and the sides of the excavation are to be removed prior to
completing the works.

Preparatory works
 Picketing of the body in filling
 The body of the road in the filling will be pointed, it will be done with the side of
the screed that will show the slope of the project with a tolerance of 10 cm so that
the cutting of the slopes can be done at a later stage
 The filled body of the road will be honored with layers of suitable material
according to the technical specifications. The filling will be raised uniformly along
the entire width of the road, the layers will all be wider than that specified in the
project in order to have tolerance to make the cut with an excavator.
 The filling of the road body will be cut according to the cross section specified in
the project with the excavator equipped with the specification bucket for this
process.
 The thickness of the layers will be chosen based on the technical specifications,
the budget approved for the project, the type of tool and the category of the thrown
material. Pouring and compaction of the subsequent layer will begin after the
current layer is certified as completed according to the approved criteria.
 The material brought to the site will be unloaded at the site without delay only if
the project manager instructs it to be deposited for a short time, provided that it is
not exposed to continuous high humidity.

 The construction of the road body in filling will be stopped if the humidity exceeds
the allowed value in the amount of 10% above. In those layers where the humidity
has exceeded this value, the placement of other layers will not be allowed until the
water is removed.
 In those materials that have the presence of frozen water or are covered with ice
flakes, it will not be allowed to continue filling.
 During the heavy snowfall, the filling works will be stopped and to resume the
work, the snow will be removed from the construction site.
 The following figure schematically shows how the filling of the road will be

Compaction

 Compaction will begin immediately after the grader spreads the dumped material.

Compression tests
 The company will carry out compression tests in order to determine the thickness
of the layers and the number of roller passes in order to guarantee the compression
values in the specifications.
During compaction, the site engineer will take into account:
 The thickness of the compacted layers
 The possibility of changing the thickness in coordination with the supervisor in
case of soils that deviate from the specifications.
 Determination of the number of passes for each type of material

Excavations and fillings for structures

Preliminary activities
1. Prepare, check and approve the implementation drawings for the excavation works
for the structures for approval by the Supervisor
2. Marking is done (it can be done in advance) to see the situation of the existing terrain.
3. Marks are set on the ground that limit the excavation area, where the minimum
distance between the marks will be about 20m and will be embedded up to the
required excavation depth.
4. Access entrances for heavy vehicles such as trucks and excavators are prepared,
which will be in accordance with traffic management plans and material storage
rules.
5. The existing infrastructure networks are updated and their evidence is made with
distinguishing marks for those hidden in the ground.
6. The slope of the excavation slope is confirmed by looking at the real situation of
the terrain and geological conditions in order to determine additional measures
that may be necessary.
7. In case of presence of water, measures will be taken to remove it with pumps and
other systems that will be specified later.
Sequence of Works
1. The upper layer of soil is removed as stated in the method of cleaning the
construction site.
2. Drilling is done according to the drawings, within the marked
boundaries and the depth of the marking indicators.
3. If the head of the structure is less than 1.2m from where the digging will

start, the digging will be done in two stages as in the figure below in
order to reach the set slope

1. The levels of excavations and escarpments for the first phase are checked in
order to ensure the continuation in the second phase.
2. Excavation will be carried out by excavators that have the ability to rotate 360
degrees accompanied by a person who gives instructions all the time.
3. In the case of the appearance of rocky masses (from the geological survey) and
none results, excavations will be undertaken with a hammer excavator or a
blaster accompanied by all the relevant documentation.
4. Material that is approved by the engineer as suitable for other uses will be
collected in designated temporary storage locations.
5. The material at the end of digging or filling the space will be transported by
self-loading trucks to the approved storage locations.
6. At the end of excavations, quotas will be checked and positioning will be done
with the topography of the excavated area.

Preparation of the primed surface

1. The etched surface is cut according to the profiles given by the project
2. Except in the case of rocks, spraying with water and compaction with vibrating
equipment will be done before placing the leveling layer of gravel, mesh or
concrete specified in the project.
3. In those areas where the engineer requires a field investigation, tests will be
carried out in order to confirm the characteristics of the soil.
4. Every area that has the presence of very weak soils will be replaced with
suitable material either from digging or quarrying.
5. In the case of rocky surfaces, the terrain will be washed before placing the

leveling layer.
6. It will not be allowed to continue the works in those areas where the
temperature is very high without spraying with water in order to eliminate the
thermal cracks in the foundation of the structure.

Filling works

1. The filling will be done with non-cohesive granular material and compacted
according to technical specifications.
2. The material will be unloaded by the self-unloading trucks and will be spread
by the bulldozer in certain layers in front ranging from 50-100cm.
3. The material is compacted with iron-iron compaction rollers
4. The compression will start from the lowest quota to the highest quota and from
passage to passage there will be an overlap of violations with a minimum of
10%
5. The set of the rare pass will be done only after the entire surface has been
compacted and the last compaction will be done without vibration to preserve
the smooth surface.
6. After the filling and compaction of the material is finished, tests will be carried
out to verify the compaction at different points of the surface so that the result
is accurate.
7. The same procedure will be repeated for the other layers so that the
compression and the entire filling volume is uniform.
8. Material with low aggressiveness will be used for filling if approved by the
supervisor.

8.6 Works on Culverts or Small bridges

General

In the case of metal beams, their transportation will be done by special means (towboat
extendable up to 50 m), while lifting and assembly will be made possible by powerful
cranes. In the case of metal beams, long-distance transportation will not be necessary,
while the installation of large HD beams is thought to be done with sliding systems.

The construction of a separate construction site is planned for the bridges together. Site
management, in general, includes many tasks, such as surveying the terrain, distributing
materials and managing procurement, maintaining site documentation, maintaining good
site communication and a good flow of information, regular monitoring of performance,
establishing a good coordination system between different parts, and making a good site
planning.

Below we present the General Methodology for the implementation of bridges. Given that
in all cases the beams of the superstructure are pre-prepared, this methodology applies in
general to all types of bridges we have.

The Work Sequence

Phase 1: Excavation up to the level of poor concrete and construction of piles


With the help of the excavator, the digging of the vegetation layer will be carried out as a
start and then the digging will continue until the quota of the project. The excavated material
will be loaded into the truck and transported to the material storage site.

 The location of the probe is prepared, which is positioned in the predicted place

 The pile iron is prepared and assembled according to the dimensions and shape of the
project
 Survey work continues. During drilling with a probe, bentonite will be used in
order to maintain the stability of the vertical faces and discharge will be carried
out in a previously determined place.
 After drilling the area where the pile will be poured to the depth determined by the
project and cleaning, the previously prepared pile with construction iron
reinforcement is placed by means of a winch.

Phase 2: Construction of piles and shoulders


The piles and shoulders consist of two different structural elements as shown in the figure
below:

1. The foundation element will be realized by means of a vertical armature and a


pouring platform equipped with handrails, medium-sized skeleton tubes.
2. Pile and shoulder element: will be realized using a demountable platform
consisting of a concrete pouring platform, internal and external work platform,
internal and external formwork and attachment platforms. This will be done for
concreting up to 3m.

For all phases of the construction of the two elements reported above, there will be a
platform equipped with a side railing. Access to the pouring platform will be created by
means of a suitable ladder anchored in the contours of the structure.

Formworks

To realize the base element (2m) of the scaffolding we will use vertical reinforcement, as

shown in the figure below. The molds will be equipped with a casting platform and workers
can reach the casting platform through an open ladder - connected to the casting platform.

Scafolding system

The necessary equipment for the construction of the scaffolding is shown in the figure below.
The attachment system, which will be available on site, is provided by the fumigator.
All the devices described below are in six different parts as shown in the figure. Two of them
will be placed on the side of the two shorter sides of the pile and the other four will be on the
two longer sides. All elements will be pre-assembled on the floor before the lifting operation.
The mounting system is described below:

Phase 3: Assembling the beams from the front side

Before starting the lifting of the beams, the removal of the formwork must have been completed.
Preparatory works are also carried out such as; the positioning of the winch with the
previously selected capacity, the arrival of the beams with the trailer, the assembly of the
supports of the beams with elastomeric material..
Raising the main beam from the front side. First the first main beam is raised and then the

Phase 6: Pouring the concrete slab

Before throwing the slabs, place the platforms previously prepared for this purpose.
Reinforced concrete braces are placed in the areas between the beams, while bars are left out
of the beam or put through special holes to make it possible to unify them with the beams.
Before the construction of the braces, the drainage system determined for this purpose should
be installed.

Phase 7: Realization of road layers and structures.

The road layers will follow the same steps that we have explained in the case of the

Phase 8: Signaling works on the road

Resources and machinery


The materials for the layers and substrates will be taken from the construction sites and quarries
previously approved by the supervisor, which may be close to the area very close to the new facility
that will be built in order to gain time in the realization of the works. work
The asphalt concrete material will be produced by the company "BAMI HOLDING" Sh.pk, since
it also owns the asphalt concrete production plant.
The machines for the realization of these works are owned by EO Economic or will be supplied
by EO's collaborators.
EO offers qualified human resources for these processes.
Quality assurance and control (tests to be performed)

After laying, the surface of the asphalt concrete layer must be smooth, flat and even, without
cracks, bumps or waves, without porosity and changes in the quotas, slope and thickness of the
layer, from those given in the implementation project . The changes in the side quotas of the road
should not be more than 20mm compared to the quotas determined in the transverse profile of the
project. The waves measured with a 3 m length both in the transverse direction and in the
longitudinal direction of the road should not are more than 5 mm. The changes in the thickness of
the layer compared to those defined in the project should not be more than 10%. The control that
determines the main qualities of asphalt concrete placed and compacted in the work are determined
by laboratory tests. For this purpose, for each completed road segment or for amounts up to 2500
m2 of asphalt concrete paved, samples of 25 x 25 cm size are taken on which laboratory tests are
performed to determine the physical-mechanical properties. Their values are compared to the
requirements of the project or to STASH 660-87. For each segment of road paved with asphalt
concrete, a technical report must be kept, where all visual, measurement and laboratory control
data are reflected and approved by the representatives of the investor and the implementing
company, when the quality indicators are within the limits required by the designer or technical
conditions.

The laboratory tests that will be done for the layers and substrates will be according to those
specified in the technical conditions of the project. Their samples will be taken and analyzed in
the presence of all parties. The materials used will be approved first by the supervisor.

Risk assessment plan


 Risk during the works for the construction of road substrates and layers.
Ensure the continuity of the works through the information boards for the workers, the protective
fences of the scaffolding and the various work platforms, through a daily check, before the start
of the works.

Additional measures should be taken, such as: rope connection, alternative platforms in the case
when the existing structure does not provide the necessary safety for the worker.

Instruct all the workers who will deal with excavation and concreting works and to check the
level of understanding of the given information.

 Other risks:
- Risks from machinery: asphalt paver, auto-bitumer, roller, grader, mini road, asphalt
saw, asphalt milling machine, etc.
The person in charge of technical security must check at any time before the start of the work in
case any of the workers is not clear about the risks that may threaten them and notify the
manager of the works in case that worker is not able to carry out the work with responsibility.
Each beginning of the working week, the technical security manager will evaluate the possible
risks that the workers may face and prepare an emergency plan in case any of those risks occur.
Each beginning of the work week, the technical security manager will instruct the workers on the
rules of technical security and health at work and will evaluate if the workers have understood
the informational material that was given to them.

8.7 Hydraulic works, Culverts and Drainage.

Description of activities
Dewatering
In very fine soils or in drainages on the side of the road, drainage can be achieved using a geotextile
side filter with polyester or propylene. The materials to be used will be approved by the Engineer.
The different pieces of geotextile will be sewn together to form the drainage layer. In case the
sewing will not be done, the pieces will overlap at least 50 cm. The lower part of the geotextile in
contact with the end of the drainage path and for a height of at least 20 cm on the side will be
saturated with hot bitumen (or will be made liquid with suitable solvents that do not affect the
support) with a minimum rate of 2 kg/m2. Saturation can be done before the installation of the
geotextile on the track or even after it is placed in place. The geotextile will be left outside the
track in one
quantity necessary for folding in two over the drainage (2 times the width of the track). The paved
track will be further filled with the broken, clean and uniform layer material, up to 10 mm of a
cushion that exceeds the 70 mm sieve. The material will completely fill the cavity in order to make
the geotextile adhere as much as possible to the track walls. After the completion of the filling of
the geotextile, the elongated part will be overlapped and covered with compacted soil.

For the realization of the aqueduct lines and secondary lines KUZ and KUB, digging will be done
with the machines necessary for the channels in the quotas and dimensions defined in the project.
For the water supply lines, the pipes will be welded according to the specifications given in the
project. They will also be covered with sand in order to protect the pipes from damage. After that,
the canal will be filled with inert materials. During this time, the construction of the wells and the
installation of the relevant equipment needed in them is done. At the end of all the installations,
the line pressure will be tested. The same work methodology is used for the rainwater and waste
water secondary lines.
Polyethylene pipes are for water pipes. Type, pressure and outer diameter according to the
project.The pipes will be supplied complete with connectors and other necessary accessories.
Except modified or added as here, all Polyethylene pipes will meet national and international
standards. Each tube must have the following data permanently marked on it: Date of production
Manufacturer's name. The mark must be embodied in the tube or written with water-resistant ink.

Polyethylene pipes will be laid in the canals, depending on the climatic conditions and the soil at
a depth which is given in the project (in the longitudinal and lateral profile).
The width of the channel sole is conditioned by the outside diameter of the pipeline as well as by
the necessity of creating a double working space (minimum working space). Keeping in mind the
aforementioned data of length h and width, the end of the pit should create the optimal conditions,
so that the line overlaps in its entire length. Surpluses should be divided equally if possible, thus
eliminating the pressure exerted by them. The sole of the channel must not be smoothed. If this
sole is polished, then before placing it, it must be doubled, pressed or covered with a

special layer. The minimum laying depth is usually dictated by intersections with pipelines
existing utilities (water, electricity, telephone, rainwater, etc.). In roads with heavy traffic, it is not
recommended that the pipes be laid with a coverage of less than 1.0 m. In such cases, a concrete
coating can be proposed. The permitted opening depth of the channel section is given in the project.
Care must be taken that the end of the channel where the pipes will be laid is flat, without stones
and strong enough. If this is not ensured when digging with an excavator, then the last 20 cm must
be dug by hand.
The requirements below are basic and must be taken into account if we want to
we lay the PVC pipes in accordance with the standards;
- the use of a specialized staff
- sufficient equipment with adequate layering tools
- constant supervision
- regular admission until the sterilization test

Regarding black and white water drainage, the pipes will be supplied as a set together with
connectors and other necessary accessories. All PVC pipes will meet national and international
standards.

The tools that will be used for these work processes will be:

The TYTON tool is used for cleaning glasses, and checking for support as well
you have to put TYTON rubber after the glass.

Cutting tools For cutting Polyethylene pipes, abrasive cutting discs are used as well
the appropriate ones.
Emery stone cutters and saw blades can be used. The materials that will be used will be according
to the standards and technical specifications given in the project. Before they are placed in the
work, these materials will be approved by the supervisor.

Corrugated Metal Culverts (if any)

For the installation of corrugated pipes, the following instructions will be followed:
1. Prepare the pad on which the pipeline will be placed
2. For the joining parts of the two pipes, a rubber sheet will be used to wrap around
the pipe section.
3. The support will be fixed with tapes on both sides.
4. In the lower part of the pipe, the winding will be placed in the second corrugated
part of the pipe.
5. We put the other pipe in such a way that the winding caught the second section
of the corrugated pipe.
6. For a greater safety in the joint, a rubber band will be placed for the joint of the
pipes.

During the placement of the pipes, a slope and direction will be maintained in relation

important it becomes to maintain the slope and direction of the pipes.
In general, pipes with a diameter greater than 1.4 m, in the connecting parts and in the
pipes, there are corresponding markings with mummers so that there are no confusions
during the connection.

Layers below and above the pipe

 The cushion on which the pipe will be supported will have a granulometry not
greater than 20 mm and can be rock material, sand, broken concrete, etc. The
thickness of this layer will depend on the diameter of the pipe and will be 1/10 of
it.
 The material that will be used to fill the upper part of the pipe will have a
granulometry not greater than 10 mm and this layer will have a minimum allowed
thickness of 650 mm.
 The material that will be used to fill the side parts will have a granulometry of no
more than 75 mm. The layer of lateral filling of the pipe will have a minimum
width of 500 mm. In cases where two parallel pipes will be used, the minimum
allowed distance between them will be 600 mm.

Transportation and positioning of corrugated metal pipes

Although corrugated metal pipes are known for their resistance, they will be transported,
loaded and unloaded with care. These pipes are light in weight, so ropes or cables will be
used to catch them during loading or unloading, which are wrapped with nylon material

according to the project will be carried out by crane.

How to grip the pipes

For a safer transport, the pipes will be connected to each other with cables and to avoid
contact, some wooden elements will be placed to avoid contact. Some of the ways of

Quality assurance and control (tests to be performed)
The entrepreneur will engage a qualified, specialized and experienced engineer, who will be responsible
for the quality control of all drainage materials. The materials and craftsmanship used in the drainage works
must be of the highest quality. to be possible.
The relevant materials will be accompanied by quality certificates, while the inert materials used for
drainage will be subjected to the relevant granulometry according to the technical specifications.

8.8 Asphalt Works


Site Planning
- Preparation of Asphaltic Concrete
- Manpower, and equipment are available before commencement of work.
- Prior to mobilizing on-site, all major equipment must be checked and approved by a third party.
- The site team will make sure that access roads are always clear from any obstruction and the site
is always accessible.
- Provision of access and egress such as ladders, steps, ramps, or other safe means of egress will
be with reasonable distance.
Site Clearance
Before commencing the work, the area will be cleared of all debris, materials, or other obstructions.
Prior Activities
a. The Surveyor will locate and mark all live services that are present in the site (This includes
above ground services as well as buried services).
b. Underground utility services (Electric, Telephone, Gas, Oil, Chemical, Water, Drainage, etc)
will be clearly marked using stakes and warning tapes. Near these services, special precautions
will be undertaken and coordination with the Engineer will be carried out to avoid any damages
during the filling and compaction process.
c. Any existing service if exposed during previous excavation will be clearly marked, protected,
and properly supported during all activities.

Preparation of the Surface
Prior to application of tack coat, the concrete structural slabs surface will be swept clean of loose
material using the road brush-mounted skid loader and air compressor and manual cleaning to the
satisfaction of the inspector.
Tack coat will be applied on concrete structural slabs surface. The tack coat will be applied when
the weather is not foggy, rainy, windy; and stormy.
The tack coat will be applied uniformly by using a Liquid Bitumen Distributor. Application
temperature will be between 10°C-60°C and as per the client’s requirements.
The surface of any nearby structures, curb stones, and other fixed objects adjacent to areas being
treated will be protected in such a manner as to prevent they’re being spattered or marred.
During application, it will be observed that no ponds in hollows will take place and in the event, it
does occur, the excess material will be removed immediately. Sufficient time will be allowed after
application to ensure that the emulsion breaks completely and it is in a proper condition of
tackiness to receive asphalt wearing course. During this period the coated area will be closed to
traffic.

Before the start of asphalt laying, the tack coat applied area will be protected from traffic
movements.
Wearing Course
The paving operations will be performed asphalt paving machine equipped with multiplex ski
beams on each side.
1- Binder Layer (Asphaltic base course)
A - Prior to the placement of bituminous base course layer, the sub-base course will be cleaned
and prepared by removal of dust and deleterious materials by air jetting or mechanically sweeping
or by any approved means. The cleaned course will be afterwards lightly made wet prior to the
application of the prime coat
B - An approved priming coat of grade will be applied to the non-bituminous sub-base layer at the
rate liters per m2 in accordance with Technical specifications. Prime coat is a cutback bitumen
spray that will be applied (50~70̊ C) to all surfaces of the crushed aggregate base course. Blotter
sand is used to correct areas with excess prime coat materials.
C - The Bitumen Distributor will be calibrated before use. The distributor will be self-powered
and full circulation spray bars adjustable laterally and vertically. Heating and Mixing of
bituminous materials will be carryout accordance with Technical Specifications.
D - Sufficient time (48 Hour Min.) will be allowed for the curing of the prime coats before placing
the following bituminous pavement layers.
E - The asphalt concrete mixtures will be transported to the site by strong clean trucks with smooth
steel surfaces. The surfaces will always be clean and free from any oil or dilutants or any materials
which may affect the properties of asphalt mixtures. When necessary, the surfaces may be sprayed
with a thin layer of lubricant to prevent sticking the mixtures with the surfaces. The transported
asphalt concrete materials will be covered during cold weather or if the mixing plant is far away
from the project site to minimize the heat loss of the mix.
F - Placing and compaction of Binder bituminous layer will be carried out in accordance with the
specifications. Asphalt lay down will proceed from start to end along the Road. Placement of
Binder course will begin along the center-line of the Road or on the high side of areas with a one-
way slope. The mixture will be placed in consecutive adjacent strips towards the uphill direction
of the Road as opposed to the downhill direction.
G - The paver setup will include the cut wooden blocks for the paver screed to rest upon at the
start of each paving day. The wooden block will reflect the actual loose thickness of the asphalt
concrete before compaction.
H - Depending on the available area, pavers will maximize to continuous operation. Every control
point will be checked for elevation at the beginning of the works and while processing the work.

I - Two separate equipped work teams will execute for asphalt placement at adjacent lanes in
echelon simultaneously.
J - Thickness and cross slope will be controlled by one gauge man with the Asphalt paver, which
will be equipped with measure, depth stick and ruler.
K - Transverse joint will be saw cut and carefully removed and painted with bituminous tack coat
before new material is placed against it.
L - The longitudinal joint in one course will offset the longitudinal joint in the Specified however,
the joint in the surface top course will be at the centerline of final pavements surface.
M - Transverse joints in one course will be offset by at least 3 m from transverse joints in the
previous course. Special care is required to avoid longitudinal pavement construction joints along
the car gearwheel path.
N - Any irregularities such as unevenness and/or deficient thickness that appear (before initial
compaction) will be checked visually and by using rolling straight edge. Then immediately make
the rectifications. The mixture will be loosened by raking, and as the case may be, material will be
added, to correct the irregularity. Undue surface coarseness will be remedied by the addition of
finer material via hand sieves. Rolling straight edge will be continuously used to check the
evenness of the surface.
O - Sufficient compaction equipment will be provided and compaction will continue until each lot
of asphaltic concrete pavement is compacted.
Transportation of Wearing Course
Tippers and trucks will be provided to convey the wearing course mix, from the mixing plant to
the site. These tippers will be lightly sprayed with a very thin layer of lubricant material to prevent
the mixture from sticking to the tipper body.
The number of trucks utilized will depend on the haulage distance and the quantity of material
required, a sufficient number of trucks/trailers will be used at the commencement of production.
Asphalt material will be as much as possible supplied continuously to the pavers and will be laid
as soon as possible after delivery.
All precautions will be taken to protect the mix from the weather during transit and while waiting
to discharge.
Compaction
One rolling pass is defined as being the movement of a roller from the start-point, to the asphalt-
paver and back to the startpoint, noting that rollers must keep a five-meter safety distance from
any plant in the direction of travel.

Breakdown rolling will follow immediately behind the paving machine, with a steel wheel
vibratory roller will follow closely behind the paver, moving in an orderly manner, starting from
the edge and progressing towards the center, maintaining an overlap as the rolling continues.
The rolling will start from the low side and to be progressing toward the higher side in the
longitudinal direction of the road.
The first pass for the breakdown rolling with steel wheel roller will be a static-without vibration.
Thereafter, there will be a maximum number of 3 further passes with vibration.
The vibratory roller speed will not exceed 4-5 km/h.
To prevent adhesion of the mix to steel-wheeled rollers, the wheels will be kept properly moistened
but excess water will not be permitted.
Immediately after completion of the rolling by the steel-wheeled roller, a 14 tons pneumatic
smooth tire roller will be deployed to continue the rolling in a similar way by making 12 passes.
The application of light oil will be allowed to avoid sticking the fresh asphalt to tires.
When applying the oil to the tires, a long lance is ideally used so that the application operator is
kept well away from the running path of the PTR.
The spray man must apply the spray with the roller direction of travel moving away from the roller
– never with the roller moving towards him.
The final finish will be accomplished when the compacted surface has stabilized and does not
show signs of displacement or cracking, by deploying a steel-wheeled roller without vibration for
a further two (2) passes.
Construction Joint into Asphalt Paving
Construction joints will be prepared by cutting the layer vertically down with an asphalt saw
cutting machine or a jackhammer.
Fueling of Paving Equipment
Fueling of equipment is strictly prohibited on the paving surface and it will be done outside the
paving area. The layer of the wearing course will be protected from oil/fuel spills by taking
precautions before and during the paving process.
In case any oil/fuel spills are found on the pavement surface, they will be rectified to the
satisfaction of the supervisor before continuing with paving.
Inspection, Test and Sampling
Request for Inspection and Testing will be submitted prior to and after execution of works.

Bituminous materials will undergo QC sampling and testing at the mixing plant for specification
compliance regarding aggregate gradation binder content and Design properties.
Asphalt core cutting test to be carried out to confirm the quality of the works like the density of
the asphalt, the thickness of the layer, air permeability, asphalt compression strength, asphalt mix
test, etc.
Testing will be conducted by approved third-party laboratory.
Quality Assurance Requirements
Ensure that work is executed as per approved drawings, and this method statement. Records are
generated referring to approved ITP.
Best management practices will also be considered which may be stated by product manufacturer
or suppliers.
Authority requirements will take precedence over all requirements in case authority approval is to
be secured.
For non-authority approval activities, the approved latest project specification will take
precedence.
It is to ensure that regular toolbox training related to work quality is conducted and records are
maintained.

- Volatile Organic Compounds (VOCs) are emitted, causing potential health risks to construction
workers: Target emission sources, propagating pathways, and individual receptors of the VOCs
to protect workers’ health during pavement construction and implementation of all requirements
for pavement construction codes and safety regulations.
-Ergonomic Injuries,
Working from afixed position for prolonged, periods of time. To avoid these injuries is required
to train the workers on how to avoid ergonomic risks. Rotation of workers positions and short
breaks frequently as needed to alleviate stress.
- Musculoskeletal injuries from erecting hoardings, traffic barriers, barricades and posting safety
signage.
Workers assigned as material handlers are trained about the proper lifting techniques and how to
recognize their weight-carrying limitations. Team work is encouraged if it looks like two or even
three workers are needed to carry certain weights.
Where possible mechanical means are used to move large materials.
Stress and good lifting techniques are explained during tool box talks prior to and during the
project.
- Training of machine operators
Machine Operators are going to be authorized and trained. Only trained and competent personnel
will be permitted to operate machinery.
- Housekeeping
The working area should be kept clean and any tripping hazards are to be removed.

Workers are encouraged to drink water throughout the day and not wait until they are thirsty.
Breaks are to be taken as needed (in a cool, shady spot) if the outside temperatures exceed 32
degrees.
When possible, arrange the heaviest works during the cooler part of the day

workers.
- Asphalt Burns
All personnel involved with paving equipment and asphalt handling will wear long pants and
shirts with sleeves.
They will wear appropriate PPE (i.e. gloves) when there is risk of burns.

Workers are instructed to monitor all the noises coming from equipment. Any time there is
suspicious noise they must inform the foreman or the site engineer to rectify the problem.

Cement

 For the production of the cement binder layer, Portland cement of class 32.5 will be
used.
 The percentage of cement in the mixture according to the specifications will be
2.5% - 3.5%, in relation to the weight of the dry aggregate
 The material will be mixed with water and cement in the central plant mounted
in a pre-determined position.
 The quality engineer will follow the mixing procedure allowing a tolerance of +-
5% of the cement injected into the broken material.
 After loading on the truck, the material will be transported and spread in uniform
layers with the specified thickness
 The material will be compacted with 20 ton vibratory rollers with 10-12 passes.
 The whole process starting from spreading to the final compaction will be done
within 2 hours according to the specifications.
 After compaction, a layer of sealing emulsion with an intensity of 1-2 kg/m2 will
be applied while the surface is still wet.
 The passage of vehicles on this layer will not be allowed for a period of 72 hours.

Primer layer

 Before applying the primer layer, the entire width planned to be laid will be
cleaned with an air compressor,
 The bituminous material of the primer will be applied on the layer of the
compacted stabilizer with the side of the autobitumator
 The application will be made in a single layer at a rate of l-1.51/m2 at a
temperature that does not exceed 75-80 °C
 The layer will pass a period of 24 hours before starting with the next layer of
binder.
Binder layer

The same methodology is used as for the bituminous conglomerate


 Before laying the binder, the surface of the Iyer with primer must be cleaned
with an air compressor and it will be ensured that it is dry.
 The topography will determine the lateral quota of the asphalt. which will be
followed by the asphalt paver, which will rotate based on the transverse slope of
the road.
 The bituminous mixture will be transported to the construction site from the
factory in covered trailers or trucks and immediately after arrival, it will be
thrown into the paver.
 The paver will pave the road at the specified angle and thickness.
 The bitumen will start to set as soon as possible after putting into work. The
vibrating rollers will follow the paver and compact without vibration up to a
temperature of 140°C. From a temperature of 130-110°C, the rollers will work
with vibration and after this temperature, the pneumatic rollers (rubber-rubber)
will be put into operation up to a temperature of 90°C and below this temperature
the compression will stop.
 Compression will start from the sides towards the center and each pass will step
on the pass. advance with a minimum of 30cm and the whole process will be
accompanied by clean roller cylinders.
 Asphalt joints will be built with the side of the asphalt cut vertically. They will be
cleaned with an air compressor and coated with material to ensure even greater
adhesion.
Emulsion Layer

 Before placing the emulsion layer, the surface of the binder is cleaned with a
metal brush and an air compressor and it is ensured that it is dry before spraying.

 The material is applied according to the specifications at a rate of 0-2-0.5 1 / m2


at a temperature that does not exceed 55°C.
 The surface will be left untouched for about 3 hours before starting the next step
for laying the asphalt.
Asphalt layer

The method of laying asphalt is the same as the method of laying ordinary asphalt, with
the only difference being that the number of passes will be determined depending on the
porosity of the asphalt.
 The hot asphalt mixture will be laid over the primer sprayed surface in accordance
to the width and thickness of the project.
 Compaction will be done as soon as possible after spreading the material.
Vibrating rollers will be used that will be positioned behind the asphalt paver that
will perform compaction at a temperature of around 150°C without vibration.
When the temperature is around 110 - 130°C, the rollers will work with vibration
and at this stage the pneumatic rollers (rubber-rubber) will also be put into work.
Below a temperature of 80°C, the compaction will be carried out only with
pneumatic rollers until the required compaction is achieved around a temperature
of 80°C.
 The compression will start from the side towards the middle. Each road will
trample the previous road by at least 30 cm.
 Roller cylinders will be kept clean and the roller must be able to move in the
opposite direction without the need to turn, heavy vibrating rollers will be used to
eliminate undulations in the road. Full compaction with heavy equipment must be
completed before the asphalt reaches a temperature of 90oC.
 Traffic will not be allowed for a period that is considered cooling, which should
take about 12 hours.

Road Painting

The road painting will be done according to the standard EN 1436. The white lines on the
side of the road will be made by machine with thermoplastic paint according to the
specifications (technical specifications section)

Geogrid works, if any

The Geogrid system is easy to install and does not require the use of a specialized laboratory.
However, for best results, it is essential to follow specific design guidelines and installation
procedures.
Position and align the formed metal components, connecting them to each other with wires;
The rolls of the geogrid are released and cut according to the length given in the project (an
area will be designated for performing this operation).

The length is determined by the depth of the anchorage, the return to the face according to
the height of the floor and the length of the return to the top according to the project.

The geogrid is placed carefully at the level of the foundation inside the form, in layers
perpendicular to the face; it should flow along the inner surface of the form and extend
according to the project (to form the return).

The ends of the cut length of the geogrid are anchored to the ground with U-shaped steel legs
to keep the geogrid taut and positioned.

Erosion control will be carried out with biomat layers;

8.9 Traffic management


Purpose
The purpose of this section is to describe the steps that the contractor is going to take in order to:
- Ensure traffic safety,
- to install and keep the means of signaling and protection in the work environment during the entire
execution of the works;
- Provide special paths for pedestrians in the public roads, if the works affect the sidewalk and/or
conditions for the safe circulation of pedestrians are not provided;
- Guarantee an access road in such a way as to avoid the closure of traffic in the area where the work is
carried out, ensuring safe conditions and uninterrupted traffic flow;
- Provide warning devices for the protection of personnel working in the public road area;
- Ensure the restoration of traffic through the complete cleaning of the platform and the road area after the
completion of the works or the working hours, if the road will be used by traffic.
- Remove, at the end of the road platform restoration works, the signaling system in the part under work
and to restore the original signaling or, as the case may be, to provide adequate signaling for the new
traffic conditions;
- Repair the road elements affected by the works, removing all the damaged parts within the warranty
period of the performance of the works;
- Prepare a report at the end of the works together with the representatives of the road administrative
authority, engineers and the road police; the report must specify the overall performance and suitability of
the quality of the works to restore the required traffic safety.

Description of activities
These works will consist of the supply and installation of road signs in accordance with the
specifications, at the locations and with the dimensions shown on the drawings or as directed by
the Engineer. All road signs will be based on the size, shape, color and symbols given in Road
Code. Road signs will be of two types as follows: Type I of road signs, includes rules, warnings
and standard information signs. Type II of road signs, includes direction panels and mileage signs.

The horizontal signage (road paint) will be carried out after all the asphalt layers have been
finished. Before painting, the surface will be thoroughly cleaned of dirt with a broom. Necessary
measures will be taken so that the drawn surface is not damaged or violated

Vertical signage will be performed in full compliance with technical specifications and of a high
quality to withstand time.

The resources and machines that will be used.

Bami Holding has a large fleet of machinery in their possession, and this fleet can be increased if
the need arises.
All the machinery will have passed the proper mechanical checks and will be approved first by the
supervisor.

The contractor will then set barriers to close of and to deviate the traffic only in the areas
where there are no restrictions during the performance of works.
The works will start only after having received the approval of the transport engineer and the
approval from the proper state agency and the road patrol police for the closure and diversion
of traffic or for the establishment of traffic restrictions and after fulfilling all the above-
mentioned conditions;
The authorization for the traffic measures in place will be present in the spot.
The contractor will ensure the following during the maintenance of traffic restrictions;
a) Follow the duration and execution deadlines specified in the approved document
for the establishment of traffic restrictions or closures;
b) Abide by the technological processes and solutions specified in the technical
documentation depending on which the traffic police permit was issued and the
approval by the road administrative authority;
c) Fulfill the commitments defined for traffic safety, to install, to finish in the right
time and to keep the means of signaling and protection in the work environment
during the entire execution of the works;
d) Provide a special path for pedestrians in the space of the public road, if the works
affect the sidewalk and/or conditions for the safe circulation of pedestrians are not
provided;
e) Guarantee bypass roads to avoid the complete closure of traffic in the area where
the work is carried out, ensuring safe conditions;
f) Provide warning devices for the protection of personnel working in the public road
area;
g) Ensure the restoration of traffic through the complete cleaning of the platform and
the road area after the completion of the works or the working hours, if the road
will be used by traffic.
h) Restore all the original road signs and road paint in the original condition or better;
i) Repair all the road elements that were affected by the works, removing all the

damaged parts within the warranty period of the performance of the works;
j) Prepare a report at the end of the works together with the representatives of the
road administrative authority, engineers and the road police; the report must
specify the overall performance and suitability of the quality of the works to
restore the required traffic safety.

9. Quality Control and Testing of construction materials


Quality Control Activities

Quality management will be done both at the site and from the central offices. The Quality
Inspector will be responsible for the implementation of the work in accordance with the
documentation and requirements contained in the Contract and the technical specifications of
the project.

The key activities of Quality will be:

 Execute them in accordance with the Contract and Technical Specifications,


 Fulfillment of the quality control plan including:
a) Review and approval of all submitted documentation;
b) Verification and Certification of producers, materials and aggregates;
c) Review and approve test results;
d) To verify that the construction improvement activities are in accordance
with the approved ones
e) Review the results of the material samples, compare them with the
specifications and adjust if they match the specifications
f) Provide a progress report;
 To assist in the monthly closing and the progress of works;
 Preparing a summary of quality activities,
 Preparation for the final inspection.

Quality Control Plan

The Quality Control Plan will be implemented using a set of documentation consisting of a
work checklist, as well as test and inspection plans.
The test plans will be divided into two groups:

 General plans that have to do with the first controls and verifications before the

start of the works, such as personnel documentation and equipment, receiving
materials in delivery
 Specific plans that include inspections and tests that are directly related to work
items and/or parts that can be identified and followed through engineering
drawings.
General rules

The contractor will strive to achieve the contractual objectives and the requirements of the
project in relation to the quality and the relevant procedures which include inspections will
prepare and update the relevant inspection and testing plans (PTIs) which are required for the
verification and quality of the works.

The contractor will perform and prepare inspections, examinations and test reports
immediately after the completion of the physical inspection. All reports will be approved and
signed by the relevant authority, and the Supervisor.

The characteristics and technical specifications of a project are given in the General Technical
Specifications or in the detailed project drawings (project).

Standards and tests are given in each inspection and test procedure according to the list of
PTIs. Management of Inspections and coordination

Inspection Plans will be prepared before the start of each project and for each work discipline.
They will determine the sequence of tests and works to be performed. In each plan, work
items are identified based on the Work Organization Plan. Internally, what will be checked,
the frequencies and the relevant records are defined.

The basis of the documents are the checklists which will be adapted for each activity in the
construction site. Information about inspections and tests will be provided to the Client after
the Request for Inspection (KPI).

The implementation engineers must notify and inform the Quality Inspectors regarding the
Request for Inspection, who then continue the procedure for the physical inspection and
control of the completed work at the site.

Inspections and testing

Periodic monitoring of the work performance will be carried out according to the inspection
plans and forms of Inspection Requests of each discipline, the Quality Inspector in
cooperation with the site manager and the Project Manager will ensure that the quality
documentation is kept in order.

The inspection forms will be adapted at the beginning of the project and will be presented to
the Department of Standards before each start of the construction activity.

All inspection forms will be signed by the technical manager at the time of delivery.

Laboratory tests will be performed by external subcontractors. The laboratory must be


accredited and will be approved in advance by the Quality Manager.

Special or special works will be covered through the Work Methodologies which will be done
during the construction at a reasonable time before the start of the works

The laboratory results will be collected by the Quality Inspector in a separate file and will
be available for any possible control.

The Quality Inspector appointed at the site, in addition to the responsibilities from the Quality
Plan, has the main task of completing the following documentation:
 Inspection Reports (Checklists)
 Every day the Quality Inspector at the construction site checks the implementation
of the quality plan, coordinates and monitors the performance of tests by the
accredited and approved laboratory. In case of presence of non-conformities, a
procedure is opened and a report is made on the situation. In this report, the form
of the non-conformity and the measures to be taken for correction, the
responsibility for the non-conformity, the disciplinary measures if they will be
applied are noted.
 Each inspection report is reflected in the Inspection Register

Final check

After the completion of the construction procedures, the Project Manager will carry out a
final check in cooperation with the site manager, to ensure that all works have been completed

properly and that there are no pending issues and all documents have been completed.

All forms of inspections, reports, lists, tests, etc. will be archived and kept in one file which
will be called the Final Quality File. This file will be made available to the relevant authorities
that have to do with the delivery of the project.

Control of materials and products supplied by suppliers

All fumigated materials must be in accordance with project specifications. Before their use,
these materials will be approved by the Operational Department and the Quality Department,
which is responsible for verifying the construction materials received at the site. The request
for material approval must be submitted to the Supervisor.

The format of the material approval request must contain all the necessary information on the
manufacturer, technical data, etc.

A register of approved materials should be accessible to site and implementation engineers.


This register must be regularly updated according to the requests for materials. The Quality
Inspector will monitor and update the register of materials arriving at the construction site.

Control of materials at the construction site

The quality controller inspects the materials that are sent to the site to verify if they are
according to the technical specifications and approval.

Also, the inspection staff must document the conditions in which they receive materials and
give directives for its deposit/storage according to the manufacturer's recommendations.
Upon arrival, the inspector fills out the Material Waiting Form for receiving the respective
materials.

If non-conformities are identified in relation to the material, the Quality Manager and the
Project Manager are immediately notified. None of these materials will be used without the
approval of the Quality Manager.

Concrete production plant

Before starting each project, the Contractor will qualify all possible concrete supply plants.

The plant must have an ISO certified management system.

Each plant must produce based on the relevant formulas for the different brands of concrete,
which must comply with the project requirements and technical specifications. These
formulas are approved in advance and then their execution in the field is followed.

Tests on the plant and its production will be performed from time to time during production
to qualify the quality required by them.

Quarries for the supply of inert materials

Same as concrete plants, quarries will go through the process of material verification and
analysis. All possible sources will be approved in advance and then the possibility of using a
supplier who has the best offer and product will be considered, but in any case if we have to
have a second supplier then the pre-qualification process is exhausted in the offer.

Nonconformity Management Procedure Determination of a Nonconformity

Non-conformity is the situation where a technical or material obligation or result is not in


accordance with the requirements and specifications of a project. The degree of evaluation is
determined by the damage/consequences caused by the final product (material, components,
parts of work, etc.)

When a Non-Conformance is opened, it is made available to the relevant construction team


and/or contractor. The Quality Manager passes the technical information related to the
problem to the design unit (Engineering or Technical Office). Then Engineering provides the
technical solution through a Corrective or Preventive Measure and passes it to the quality
department to follow up until the issue is closed.

Non-Conformity Provisions

 Repair: Reconstruction and amelioration of the non-conforming product


returning it to a functional and safe state,
 Reuse; The process of bringing the nonconformity to the original conditions with
a corrective measure. Completing the missing documentation is called recycling.
 Refusal: The abandonment or rejection of a practice or product to prevent further
problems.

10. Environmental and social management


Foreseen negative impacts

Some of the negative effects identified at this stage are:


- The noise caused by construction processes
- Dust and debris caused by demolitions
- Construction waste
- Pollution and oil spills
- Damage of vegetation from both cutting and pollution caused
Mitigation measures to minimize the impact of negative effects

The work method will aim at minimizing or, if possible, stopping the damage to the environment
by applying all laws and regulations in force.
The cutting of the trees that will be cut will be reduced or minimized. During the work, the
accumulation of waste will be minimized and in cases of their accumulation, the areas will be well
defined by the engineer or the local authorities.
We will not use chemicals that harm the plant. We will avoid the use of burning waste with fire.
When burning of debris is necessary, care should be taken not to spread the fire beyond the cleared
width. Water and/or sand must be available at the site when burning will take place.
We will be careful to avoid damage to protected flora (vegetation), historical monuments and other
heritage sites.
To avoid pollution from the dust created during the work, the premises will be wetted with water.
The detailed environmental and social management is attached to the documentation.

11. Inspection and handover of the object


General

The Approval Act comes after the finalization of the technical-legal documentation for the
Permit and Implementation of the Works phase.

The contractor has created a system for the preparation and maintenance of the
documentation, and in the Organizational Chart of the company, there is a Director for Project
Delivery. Based on Albanian legislation.

Inspection and delivery

With the completion of the works, the notification is made to the supervisor of the works
from the Permits, Expropriations and Approvals Unit under the Executive and the
investor/contracting authority is notified. Within a period of 30 days from the moment of
receiving the notification of the completion of the works, the Project Delivery Directorate
prepares the file for the approval of the facility, which contains all the legal technical
documentation given in the table below.

The supervisor, upon receiving the notification of the completion of the works, prepares the
final report of the project works, which is attached to the approval file.

The project approval process will be done by the Appraiser, which is an institution or legal
entity licensed to provide project approval and testing services in the relevant field.

In public projects, the auditor is determined by the Investor.

In private projects, the company can determine the auditor following the current procurement
procedure.

The entire inspection file is handed over to the Inspector, who verifies it in the facility.

12. Preparation of monthly and final reports for the work performed
General

Reporting of works and activities, in general, is one of the organizational tasks of the
managerial, executive and implementing staff of the Implementing Firm. The
implementer has prepared an organizational reporting structure, in accordance with the
level and position of the job. As a general procedure and communication chain is
organized in this form:
The Daily Report is submitted by 10:00 am the next day. This Report is based on the Work
Diary, the format according to the Law and also contains additional elements.
The Weekly Report is submitted every week, no later than Monday at 10:00 am of the
following week. The Monthly Report is submitted by the 3rd of the following month.
3-Month Report Within the 3rd of the following
month. The final report is prepared after the works
are completed.

Monthly Report

The monthly report is prepared and submitted by the 3rd of the following month. The Monthly
Report has the following elements:
1. Main data for the project
This includes data for: Investor, Contractor, Works Supervisor, type of financial
agreement or contract as well as other data for the project.
2. Brief presentation of the project; location, purpose of work, basic contract
documents and specifications
3. Contract data: includes data on the duration, the date of the film, the completion
of the works, the location limit, as well as other data related to the type of contract.
4. Summary of completed works, according to serial number and appointment in
Pieventiv. For each category, the relevant works have been set.
5. The progress of the work, accompanied by photographs according to the sub-sites.
6. Financial status; Version of the contract and corrections, Change Orders and
Change Proposals. The status and reporting of the remaining final value,
accompanied by the timely announcement of the value that the subcontractor will
benefit from.

In the Final Report of the works, the following elements are included:
 General data for the project
 Design subjects according to relevant fields such as projects: Architecture-

 Data for the contract and schedule of works
 Final date of works, estimated value and Value of Change Orders, Change
Proposals.
 Implementation of the Works, which includes: human resources that participate
in the implementation of the project, including engineering staff and specialists
and workers.
 Documentation kept in the facility: the facility's register, measurement and
situation booklets, technical insurance,
 Materials used; description of the main materials used for the main elements in
particular.
 Impact on the environment, analysis and conclusions.
 Summary data for technical safety and accidents at work.
 Nonconformance reports and Snaglist implementation

Together with the final Report of the works, the Minutes of the completion of the works
are prepared, which are signed by all parties: the Investor, the Supervisor of the Works,
the Contractor of the Works.
