CASE STUDY SITUATION
ou are the founders of Sunset Scoops, a family-owned ice cream parlor in a coastal tourist town.
Y
Known for homemade flavors like "Sea Salt Caramel Crunch" and "Sunset Berry Blast," your
business has seen a 20% sales drop over the past year. A new gelato chain nearby offers flashy
marketing and faster service, while locals complain your menu lacks seasonal variety and vegan
options. Staff turnover is high, and health inspectors recently flagged improper food storage
temperatures.
o compete, you need to revamp your product lineup, reduce waste, and modernize operations. A

scalability, ethical sourcing, and customer retention. You will present your strategy to Alex Carter,
a venture capitalist (judge) interested in small businesses with community roots. The meeting will
take place in the investor’s downtown office.

JUDGE INSTRUCTIONS
I n preparation for this event, you should review the following information with your event manager and
other judges:
1. Participant Instructions, 21stCentury Skills andPerformance Indicators
2. Case Study Situation
3. Judge Characterization
Allow the participants to present their ideas without interruption, unless you are asked to
respond. Participants may conduct a slightly different type of meeting and/or discussion with you
each time; however, it is important that the information you provide and the questions you ask be
uniform for every participant team.
4. Judge Evaluation Instructions and Judge Evaluation Form
Please use a critical and consistent eye in rating each participant team.
UDGE CHARACTERIZATION
J
You are Alex Carter, an investor interested in small businesses with community roots. Sunset
Scoops’ homemade charm initially appealed to you, but declining sales and operational issues
raise concerns. The gelato chain’s aggressive discounts are luring customers, and the parlor’s
outdated branding struggles to attract younger crowds. Health violations and high staff turnover
suggest deeper operational flaws.
You want the founders to prove they can balance growth with quality, address compliance risks,
and differentiate Sunset Scoops in a saturated market.
Questions to Ask:
1. “How will you maintain small-batch quality if you scale production for the grocery chain?”
2. “What specific steps will you take to reduce food waste without cutting menu variety?”
3. “How does your plan address the health inspector’s concerns about food storage?”
