What is INCLUSIVE education?
Inclusive education is a process that involves
the active participation of students, families,
educators, and other community members in
the planning, implementation, and evaluation
of educational programs and services that
meet the needs of all students. It is a way to
ensure that all students have an opportunity
to learn and participate in their school
community’s life.

FF2023-17: SPECIAL EDUCATION (SPED) PROFILE IN THE
PHILIPPINES
The recent study of the United Nations Children’s Fund
(UNICEF, 2022) estimates that there are about 1.6 million
Filipino children with disabilities. Based on the Department of
Education (DepEd) data for school year (SY) 2016-2017, 232,975
learners with disabilities or learning exceptionalities were
mainstreamed in regular classes.
