SYSTRA MVA Consulting (India) on Monday
was declared as the lowest bidder for the
Detailed Design Consultant (DDC) contract

This new elevated corridor by Haryana Mass
Rapid Transport Corporation Ltd. (HMRTC)
will form a ring line and connect Gurugram
and Old Gurugram via 27 stations.
SYSTRA was the sole bidder for the line’s
DDC contract (Package GGNCCDD-15(R3))
when its technical bid was opened in early
June, so it was fairly obvious they’d be the
lowest bidder when HMRTC moved on to the
financial bid opening stage.
This is the fourth round of tendering for this
long-delayed design contract which comes
with a 48 month duration.

I’m not aware of HMRTC’s estimate, so can’t
provide an assessment on the chances of a
contract getting issued. We’ll have to wait
and see how this plays out.
What is certain is that HMRTC this time,
unlike last time, is comfortable with
receiving just one bid otherwise they
wouldn’t have evaluated SYSTRA’s technical
bid and opened their financial bid. Now we
just need to wait and see if SYSTRA’s bid is
within a certain range of the budgeted
estimate for a contract to be awarded.
If awarded, SYSTRA will be responsible for
producing and proposing alternate designs
of all civil, architectural, building services,
electrical and mechanical works for the
entire line.
Besides an interchange with the Delhi
Metro’s Yellow Line and Gurgaon’s Rapid
Metro, this line will likely have an
interchange with the 72 km Delhi –
Dharuhera (RRTS) line at Cyber City and
Hero Honda Chowk.
HMRTC in May invited bids for assigning this
line’s General Consultant to assist them with
design, supervision, safety, quality control
and contract management. I’m actively
tracking that tender and technical bids for it
are currently scheduled to open on August
20.

Hi ,
If Systra was awarded this contract. When
will be ground work start ?
Because after awarding company takes
time to complete design work of station ,
So any chances in
how many days after awarding ground
work start

The way things are going,
construction work won’t start until at
least 2026.
Lots of steps in the process, but
largely – the General Consultant’s
appointment is pending. I’m hoping
they finalize by end of Q1 2025. After
that, it all depends on when tender
notice(s) for civil construction are
published and how the process plays
out.

The advertised cost of work was 19.12
crores.
The qualification criteria was drafted in a
way that only SYSTRA could qualify. The
tender was re-published about three times
without taking any cognizance of the
queries raised by all other bidders…
