10. HINDI BRANCH:


i) During this period, Hindi Branch of UPSC remain actively engaged in
propagating the use of Hindi in the official work of UPSC as earlier.
Regular meetings of the Official Language Implementation Committee
(OLIC) were held under the Chairmanship of the Secretary, UPSC on
07.03.2024 and 28.06.2024 in which various measures were
discussed to increase the use of Hindi and achieve the targets in the
Commission. The performances of different Sections regarding the
use of Hindi in this regard were also reviewed in the meeting.

ii) Under Hindi Teaching Scheme of Rajbhasha Vibhag, 37 employees of


UPSC have been nominated for the training of Hindi Typing/Hindi
Shorthand and after successfully passing the exam, as per rule one
advance increment and cash awards were given to 26 employees.

iii) Translation work of documents received from various branches of the


Commission was done from Hindi to English and vice-versa, which
includes disciplinary cases, Press Notes and results of different
stages of various examinations, advertisements, tenders, Annual
report, Half Yearly Newsletter of the Commission. Typing work in
Hindi is being done through Unicode font which has been installed in
all the computers.

iv) The website of the Commission is in bilingual form and translation of


all the documents being sent by various sections are done on priority
basis before it's uploaded on the website. It's updation is a
continuous process.

v) During the period two Hindi Workshops were organized for the
officials of UPSC on 21st February, 2024 and 09th May, 2024 in
Commission's office, in which 57 officials participated.

vi) Use of Hindi is closely monitored through scrutiny and review of


Quarterly Progress Reports received from the various Sections of
UPSC and also through O&M meetings conducted by the Branch
Head. To monitor the use of Hindi in UPSC inspections of the various
sections are done every year by Assistant Directors of the Hindi
Branch. As per Annual Programme 2023-24 inspections of 24
Sections of the Commission were done in compliance of the Official
Language Rules. Inspection reports were sent to the concerned
Branch Heads and the Sections.

vii) Quarterly Progress Report/Annual Assessment Report for progressive


use of Official Language, Hindi has been continued to be submitted
to the Department of Official Language in Every quarter/year
through "ON LINE" mode.

viii) During the year under Rule 8(4) of the Official Language Rules, 1976
individual orders were issued to 84 Personnel of UPSC to their work
in Hindi.

ix) Newly appointed Junior Hindi Translation Officers of Commission


were deputed for entry level induction training programme organized
by the Central Translation Bureau of Department of Official
Language.

11. Policy and Coordination:

i) Two member delegation from Arunachal Pradesh Public Service


Commission (APPSC) led by Prof. (Dr.) Pradip Lingfa, Hon’ble
Chairman, accompanied by Smt. Parul Gaur Mittal, Secretary, APPSC
visited the Commission on 08.05.2024 to discuss and exchange views
related to the recruitment process followed by the Commission.

12. WELFARE:

i) International Women’s Day: International Women’s Day was


celebrated in the premises of UPSC on 07th March, 2024.

ii) Yoga Classes:


(a) Yoga classes was conducted in the premises of UPSC for the
officers and staff of the Commission from 16th January 2023 to 21st
June 2024 by Morarji Desai National Institute of Yoga, New Delhi.

(b) A Special Yoga Session was organized in the month of April-May
2024 in UPSC to celebrate International Yoga Day, 2024 on 21st
June, 2024. International Yoga Day was inaugurated by Hon’ble
Chairman, UPSC.

X. PROJECT / SCHEME / STUDY/SURVEY OR INNOVATIVE WORK DONE
BY THE STATE PUBLIC SERVICE COMMISSIONS.

1. Assam i) The Commission introduced Carbonless Carbon Copies


with the OMR answer scripts in the Combined
Competitive Preliminary Examination 2023. The
candidates could take the Carbonless Carbon Copies
with them after the examination and could check their
marks as soon as the Commission uploaded the
answer keys.

2. Kerala i) Implemented two factor authentication with OTP in


mobile and email for better security in login to
candidate portal.

3. Maharashtra i) Standards and Marks of physical test for Transgender


Candidates – The decision has been taken by the
Commission regarding the implementation of
standards and marks of physical test for Transgender
candidates for competitive examination for the post of
Police Sub-Inspector. The notification was published
on the Commission’s website i.e www.mpsc.gov.in for
the information of the candidates dated 05th April,
2024.

4. Odisha i) OPSC has developed an in-house application Digital


Office order Circulation (DoC) to circulate the various
office orders to staff and officers. This reduces the
paper cost and manpower of the office.
ii) OPSC has developed an in-house application Query
Grievance Tracking System (QGTS) to record the
queries reported by the candidates and mark it as
solved or pending status of each individual candidate.

iii) OPSC has developed an in-house application


Document Management System (DMS) as a repository
to store legacy files, which can be easily accessed as
and when required.
iv) OPSC has developed an in-house application
Examination Almanac for internal office uses. This
helps to alert the upcoming examination dates so that
further process can be done smoothly. This also
records the dates of the previously conducted
examination, which helps the planning of examination
dates of respective posts in future.

v) OPSC has developed an in-house repository

application for debarred candidates list intimated by
various PSC/UPSC/SSC/State SSC. Any debarred
candidate can easily search through it, and it is
automated to update the status of the candidate and is
allowed to appear the examination when the debarred
period of the same candidate is over.
vi) OPSC has implemented OSWAS (Odisha State Work
Automation Services) for better and ease process of
official files and its running successfully. The user can
easily track the file, user can create shadow file/part
file of the original file and resume the rest process.
This reduces the physical effort of file movement.
5. Rajasthan i) Immoval Property Return is filled using RajKaj IPR
Model under SSO ID. Mapping of all the employees has
been done.
