PRODUCT MANAGER, SELF-PROPELLED HOWITZER – MODERNIZATION (PdM SPH-M)

Self-Propelled Howitzer - Modernization effort improves Division lethality through increased range and rate of fire. The
acquisition strategy leverages mature and available technology to improve mobility, survivability, reliability, supportability, and
lethality. The Program will execute a two-phased acquisition approach with Phase 1 being a competitive vehicle evaluation in
FY25-26. Under Phase 2, the program plans to execute a production and fielding contract to begin modernizing the Division
Artillery by FY30.

Two-phased Acquisition Approach

Phase 1: Government Test
 Request for Proposal for Phase 1 (RFP 1) release to be determined
 Target Contract Award 4QFY25
 Phase 1 testing will be completed 4QFY26
‒ Staggered start to maximize range availability and mitigate vendor overlap

Phase 2: Production Award

 Request for Proposals Phase 2 (RFP 2) 4QFY26
 Target Contract Award 4QFY27

PM SPHS SPECIAL TOPICS

Digital Engineering / Model Based System Engineering

 PM SPHS Product Teams have identified near-term DE
efforts and priorities, but are subject to change based on
shifting Army priorities
 M109A7 and SPH-M determined they have divergent paths
(currently in production vs buy new)

Extending Barrel Life

 Working across the large caliber enterprise to implement
Hexavalent Chromium alternatives and analyze novel
methods of barrel production and coatings.

Counter-UAS
 Executing trade study to understand the optimal mix of
sensors and countermeasures that enable “Point Protection”
within the Artillery formation.
 Analyzing opportunities and potential solutions for integration. 7

XM30 PROGRAM OVERVIEW

The Army’s XM30, formerly known as the Optionally Manned Fighting

Vehicle, is the planned solution to maneuver Soldiers in the Armored
Brigade Combat Teams to advantageous positions for close combat. XM30
is expected to allow for crewed or remote operation. It is intended to
replace the existing Bradley Infantry Fighting Vehicle. The program is
developing additive software separately on the software acquisition
pathway.

CURRENT INITIATIVES
XM30 Combat Vehicle
(formerly named the Optionally Manned Fighting Vehicle (OMFV))
▪ The Army will execute the five specific phases with the associated planned program timeline
 Phase 1: Utilize market research, tech evaluations, and characteristics of need to develop
Request for Proposal
 Phase 2: Five vendors awarded Concept Design contracts (JUL2021 – DEC2022)
 Phase 3 & 4: ARV & GDLS awarded contracts for Detailed Design, Prototype Build and Test
(JUN2023 – DEC2027)
– Phase 5: Conduct Low-Rate Initial Production (LRIP) leading to First Unit Equipped (FUE)
and a Full Rate Production (FRP) decision
– Limited competition request for proposal planned for Q4FY26
▪ Embedded Software Pathway (SWP)
– Initial Minimum Viable Capability Release 3QFY26 into Proteus – Unmanned XM30 virtual
turret 48

Software Pathway
• Government/ Contractor collaboration to develop new
on platform capabilities using existing sensors with the
Governments development environment
• Currently investigating: Hardware Pathway
– UAS AiTDR • Maximize on the platforms Modular Open Systems
– Fire Control automation Architecture (MOSA) to add cutting edge
– Natural language commands for crew technologies
– Passive ranging – Containerized software with modular hardware
• Currently investigating:
– Passive Capabilities
– C-UAS Technologies
– Ai/ML
– New/ Novel Sensor Technology

XM30 DIGITAL ACQUISITION
ENVIRONMENT
Technical Challenges
1. Licensing requirement: cost of software product licenses usage coupled with restrictive terms of use compared to
the size of the workforce
2. Ability to use a single sign on capability (i.e., Common Access Card) for users to access required environments
i. CAC into Cloud Environment (completed in Q4FY24)
ii. CAC into software applications within the Cloud environment
3. Hardware performance issues (memory) for high-end software applications such as CAD, MBSE SysML, etc.
4. Interoperability between diverse tools, building digital threads, coupled with receiving models from suppliers in a
different cloud environment and during a competition phase of a DoD Acquisition program
