VISION, MISSION, AND QUALITY POLICY
The Regional Population and Development Program of Action (RPDP-PoA) 2022-2028 is an
evidence-based document that contains the critical population issues in the region as they relate
to the emerging development contexts and the corresponding strategic policy and program
interventions. This document includes an updated regional demographic database used as one of
the inputs and bases for the plan formulation.
It hopes to guide various program stakeholders in addressing the region's integrated issues and
population and development concerns.
The formulation of the plan entailed a participatory and consultative process that saw the
involvement and participation of regional and local relevant stakeholders, that included local
government units (LGUs), regional government agencies, and Civil Society Organizations (CSOs)
in its formulation process.
The process involved the identification of program gaps and challenges from existing POPDEV
strategies and interventions at the regional and local levels through the assessment of the
Regional Population Management Strategic Plan (RPMSP) 2017- 2022. With the use of a Regional
Population and Development (POPDEV) Program Accomplishment Matrix and further
strengthened with an in-depth analysis of the demographic and socioeconomic outcome
indicators, inputs from stakeholders were generated and consolidated for setting the program
targets and objectives for the RPDP-PoA 2022-2028.

INTRODUCTION
The essential role of family planning and population and development programs in achieving the
country’s development aspirations cannot be overlooked. The Program has been recognized as a
critical factor for the achievement of the past administration's national socio-economic
development goals as it is embedded in the Philippine Development Agenda for the attainment of
the Filipino aspirations in the “Ambisyon Natin 2040.” Furthermore, the call for the full
implementation of the RPRH law, including its population impacts, has also been recognized as a
vital national and local development strategy.
POPCOM, as the primary coordinator for the population policy, has developed and coordinated
the Philippine Population Management Program (PPMP) (now the Philippine Population and
Development Program (PPDP), which will serve as the overall blueprint for addressing
population issues to facilitate socioeconomic development. It aims to adapt and be more inclusive
and responsive to the emerging global, national, regional, and local population dynamics and
issues relating to socioeconomic dimensions. The PPDP has three major sub-programs, namely,
Responsible Parenthood and Family Planning (RPFP), Adolescent Health and Development
(AHD), and Population and Development (POPDEV) Integration.
This document contains some of the identified key strategic interventions and critical actions
areas within these three components that the region will undertake together and in collaboration
with the different concerned regional line government agencies, CSOs, and local government
units, to contribute to the national efforts by addressing identified critical and prevailing
population issues besetting program implementation gains and achievements.

REGION IX – ZAMBOANGA PENINSULA
It is the region occupying the western section of Mindanao with a total land area of 17, 046.64 sq.
km. The region was previously known as Western Mindanao but was later renamed by virtue of
Executive Order No. 36 of 2001 as the Zamboanga Peninsula. It is designated to be
administratively composed of three (3) provinces - Zamboanga del Norte, Zamboanga del Sur,
and Zamboanga Sibugay; five (5) cities – Dapitan, Dipolog, Pagadian, the highly urbanized City of
Zamboanga and Isabela City; and a total of sixty-seven (67) municipalities under the 3 provinces.
Isabela City is the capital of Basilan Province. During a plebiscite called for the purpose, the city
opted out to be part of the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).

Region IX comprises one highly urbanized city, four component cities (including the City of
Isabela), 67 municipalities, and 1,904 barangays.
The 2020 census placed the region’s population at 3,875,576. This account for 3.55 percent of
the Philippine population in 2020, with an average annual Population Growth Rate (PGR) of

1.39%. PGR slightly increased by about 0.18% compared to the 2015 census but lower by about
half a percent (0.57%) than a decade ago (2010 Census). As the annual population growth rate
continuously declines, the population in terms of number is fast increasing. The average, around
250,000 people are added to its population every five years.

The region’s Population Density is computed at 229 person per square kilometer. Four out of the
five cities, namely: Zamboanga, Isabela, Dipolog, and Pagadian, have population densities much
higher than that of the regional figure, with Zamboanga City being the most densely populated
area with a computed population density of 691 inhabitants per square kilometer. The province
of Zamboanga del Norte while ranking second in terms of population size, has the largest expanse
of land area, noted to have been the least dense, with only 143 persons for every square kilometer
of its area.

The average household size in Region IX had declined from 5.2 for the year 2000 down to 4.3 as
recorded in the 2020 census. However, such a figure is still higher than the whole country, which
generally posted a 4.1 Average Household Size.
Among the cities and municipalities in the region, the largest in terms of population size is the
City of Zamboanga posting a population count of 977,234 and a PGR of 2.68 percent, followed by
the City of Pagadian, Zamboanga del Sur with 210,452 persons, City of Dipolog, Zamboanga del
Norte with 138,141 persons, and the City of Isabela in Basilan with 130,379 persons and having
a PGR of 3.10 percent.
Zamboanga Sibugay was the fastest growing province in the region, with an annual population
growth rate (PGR) of 1.19 percent from 2015 to 2020. It was followed by Zamboanga del Sur with
0.82 percent, and Zamboanga del Norte with 0.74 percent.
Among the different cities and provinces in the region, Zamboanga City is posted to have the
largest population size in the 2020 count. Dapitan City is noted to be the least populated area in
the region. Isabela City is the fastest growing area in terms of population as it is reported to have
consistently the highest Annual Population Growth Rate (PGR) at 2.74% and 3.10% recorded
during the periods 2010-2015 and 2015-2020, respectively.

Region IX is still predominantly rural as only 33.9% of its population live in urban areas per the
2010 census. An increase of about 4% of urban dwellers was noted in 2015 where 37.8% of its
population were recorded living in urban centers and a slight increase further in 2020 to 38.4%
of urban dwellers. The City of Zamboanga, the only highly urbanized city, posted a total
population count of 977,234 in the 2020 census. Considering that the region’s top 10 most
populous barangays are all located in Zamboanga City’s urban areas, Zamboanga City also hosts
the most significant number of urban dwellers, with an estimated 89.0% of its population living
in urban settings.

Census data for the period 1970-2010 shows a continuous trend of narrowing the gap between
data of the region and the country in the 70s and 80s compared to the figures reported from 2000
to 2010. The increasing trend of movement of people to the urban centers is causing the
population of cities and other centers to swell.

AGE-SEX STRUCTURE OF THE POPULATION
The age structure of the region’s population based on the 2015 census show that it consists of a
relatively large number of people belonging to the young dependent age group below 15 years
old, comprising about 35% of the entire region’s population. While people of working age
comprise the more significant proportion of 61% of the total population, the Young-age
Dependency Ratio is placed at 57, which indicates that for every 100 working-age population,
there are about 57 dependents. This is lower than the young age dependency ratio in 2010
recorded at 59 dependents per 100 working age.
Between the 2010 and 2015 data, the number of children aged 0-4 has increased from 407,572
to 429,13, respectively. Comparing the pyramid's base in 2015 with the projection for 2020,
where there will be fewer children born, perhaps indicates that future population structures will
have prospects for achieving a lesser dependency ratio pointing toward the potential for the
region to reap the benefits of Demographic Dividend.
Population structures based on the 2015 census across provinces and cities have likewise shown
indicative trends towards decreasing newborn children like those of the cities of Dapitan, Dipolog
and Pagadian and Provinces of Zamboanga del Sur and Zamboanga del Norte.

In 2015, the Rate of Natural Increase for Region IX was 21.3 persons per thousand population.
RNI of the region had been falling gradually from 23.2 persons per thousand population in 2000
to 22.4 persons per thousand population in 2010.

POVERTY STATISTICS
In the first semester of 2021, a family of five needed, on average, PhP14,467 per month to meet
their minimum basic food and non-food needs. This is about 16 percent higher than the monthly
average amount of PhP12,424.00 needed to meet the minimum basic food and non-food needs of
a family of five in the first semester of 2018.
Poverty Incidence, or the proportion of families with income below the poverty threshold, was
estimated at 30.9 percent. These families have incomes that are not sufficient to buy their
minimum basic food and non-food needs during the first half of 2021. The figure is lower than the
Poverty incidence in 2018, recorded at 32.4%.

While figures in most of the major areas and the region recorded lowered proportion of low-
income families, only the province of Zamboanga del Norte posted an increased poverty incidence
situation from 41.5% in 2018 to 53.6% in the latest survey, it included ranking as the 2nd among
the cluster of provinces in the country that were consistent with relatively high poverty incidence
among families.

Fertility, the average number of children a woman gets to bear during her lifetime in the region,
has consistently been much higher than that of the entire country. Based on the 2017 NDHS, the
latest data placed the region’s Total Fertility Rate (TFR) at 3.6, about one child more than the
country’s average Fertility at 2.7. While TFR has continuously declined since the early 1970s, an
increasing fertility trend had been noted between the period 1998 to the year 2003 (3.90 to 4.2).
Still, it had since reduced to 3.6 with another slight increase observed in 2017. Moreover, just like
in the entire country, there also exists a one-child gap between actual and wanted fertility in the
region, which is 3.6 exact number of children against 2.7 children that women would have only
wanted to have, on average.

Contraceptive Prevalence Rate (CPR) in the region, sourced from NDHS reports from 1998 to
2017, reveals an increasing trend in the use of family planning (all methods) from 43.8 % in
1998 to 50 % in 2017. Around 11 to 12 percent are traditional method users recorded during
the same period. Lowered mCPR was noted in 2008 but recovered and gained momentum in
the succeeding years to show much higher acceptance of modern FP.
Performance data through the FHSIS of the Department of Health Center for Health
Development Zamboanga Peninsula (DOHCHD-ZP) in 2021, show that CPR for Modern FP was
placed at 34.69% among All Women of Reproductive Age (WRA) with a reported total current
user of 317,241. The Pill is consistently the most preferred method, followed by injectables
and sub-dermal implants (PSI).
The decrease in figures starting in 2019 is the result of the DOH’s adoption of a new formula in
computing for contraceptive use, which was now based on all women (WRA).

NUMBER OF WOMEN USING MODERN FP METHODS
The latest data on contraceptive use among significant areas in the region, as reported during the
period 2019 (pre-pandemic); 2020 (Pandemic Year); and 2021 (post-pandemic), shows a
decreasing trend in almost all areas of the region, except for Dapitan City in the year 2020.
However, a slow momentum is noted as evident by the slight increases observed in the 2021
figures. Among the areas, Isabela City, Basilan Province, and Zamboanga City reported the lowest
percentage of women using modern methods of contraceptives in the past two years, with
Dipolog City and the Province of Zamboanga del Norte posting higher and consistent mCPR in the
region.

MATERNAL MORTALITY
The Maternal Mortality Rate of the region was observed to be declining from 2017 to 2019 but a
sudden increase was recorded in 2020, which may be due to the COVID – 19 outbreaks.

IDENTIFICATION OF PROGRAM GAPS AND CHALLENGES: Assessment of the RPMSP for 2017-2022
The formulation of the plan involved a participatory and consultative process with the involvement of various regional and local stakeholders,
including local government units (LGUs), regional government agencies, and civil society organizations (CSOs).
The process involved the assessment of existing POPDEV strategies and interventions at the regional and local levels based on an analysis of the
demographic and socioeconomic outcome indicators. Program outputs and accomplishments from 2017 and 2021 were gathered and consolidated
based on the strategies identified in the RPMSP per program components of RPFP, AHD and POPDEV.

SECTION 2: REGIONAL POPULATION AND DEVELOPMENT
OBJECTIVES AND TARGETS
This Regional Population and Development Program Plan of Action (RPDP-PoA) will be pursued to
address the identified issues and gaps in the assessment of the Regional Population Management
Strategic Plan (RPMSP) of 2017-2022. This will aim to achieve its overall goal of “Increased share of
each Pilipino in the fruits of socio-economic progress through well planned, healthy, empowered and
resilient individuals, families and communities.”
The following are the objectives and targets to be achieved by the program different program
components by 2022-2028:
Targets
Enable couples, individuals and families in the Zamboanga Peninsula to achieve their desired
timing, spacing and number of children within the demands of responsible parenthood by 2028.
• Attain and sustain inclusive Zero Unmet Need for Modern Family Planning by 2028
• Increase mCPR level from *30.54% to 80.5 1% in 2028
• Eliminate the one-child gap between Wanted Fertility and the Actual Fertility
• Decrease TFR from 3.6 in 2017 to 2.1 in 2028
• Maintain Contraceptive Prevalence Rate (CPR) but increase coverage of women using long-
acting permanent method (LAPM) and long-acting reversible contraceptive (LARC) by:

POPULATION AND DEVELOPMENT (POPDEV) INTEGRATED SERVICES
POPDEV Integrated Program Services Program of Action (PoA) shall provide the directions and
strategies to guide program implementation amongst Regional Line Government Agency Partners,
Local Government Units, Civil Society Organizations, and other development partners. Program
initiatives and key strategies are to be pursued, especially in implementing local population and
development plans, programs, and strategies towards enabling government institutions to promote
optimal demographic dividend, equitable spatial distribution, and inclusive development of a
marginalized segment of the population.
Geared towards the attainment of the goal, POPDEV Integration PoA shall aim for the following
objectives to be pursued:
• Establish and strengthen local PPDP structures through the creation of local population
offices, issuance of designation orders and enabling policies and appropriating funds for
the implementation of programs and activities;
• Establish and efficiently utilize demographic databases as the basis for program, plan, and
policy formulation, resource allocation, and participant/beneficiary identification in all
levels and sectors in the locality;
• Utilize a human-centered approach to planning and integrating population variables as a
vital component of comprehensive program development;
• Establish local and international databases for migration to track the mobility of the
population;
• Strengthen existing coordinative mechanisms and facilitate convergence initiatives in the
attainment of the regional demographic dividend;
• Improve capacities of program partners particularly program implementers at the local
level (P/C/MPOs) through technical assistance, training, and capability-building
activities;
• Local Government Units developed and implemented POPDEV-related strategies and
interventions that consciously addressed local population issues and concerns.
The key regional strategies of the Adolescent Health Development program will aim to significantly
reduce adolescent pregnancies through interventions along with responsible sexuality and affective
life skills among young people.
OBJECTIVES
• Reduce the incidence of teenage pregnancy by educating and counseling adolescents (10-19)
on the practice of responsible sexuality and life skills
• Reduce by one-half the proportion of adolescents (15-19) who have begun childbearing by
2022 (from 13.6% to 6%).

For this program component, the following program priority issues were identified:
- High incidence of teenage pregnancy

SECTION 3: REGIONAL POPULATION AND DEVELOPMENT STRATEGIES
From the Regional Population and Development Review and Planning Workshop for the Assessment
of the Regional Population and Management Program Strategic Plan 2017-2022, a Regional
Population and Development Program of Action was also drawn based on the results of the analysis
and assessment done on the different population and development program implementation status
in the region, that also takes into account new challenges and the changing environment, especially
the effect of the full devolution of national government functions as brought about by the Mandanas-
Garcia ruling of the Supreme Court. It likewise made aware of the need for a systematic,
comprehensive, integrated approach to population and development issues.
From the gaps, issues, barriers and challenges identified in the achievement of program goals and
objectives, a Program of Action on PPDP implementation will be pursued through the program
components of Population and Development (PopDev), Responsible Parenthood and Family Planning
(RPFP), and Adolescent Health and Development (AHD). Respective strategic frameworks drawn by
POPCOM shall guide the program.

POPDEV Integrated Services PoA shall provide the directions and strategies to guide program

Assessment of the Regional Population Strategic Plan CY 2017-2022 under the POPDEV Integration
program component last June 1-2, 2022 identified gaps and challenges that need to be addressed for
the following program implementation period. These are as follows:
• PPDP has been given the least priority concerns among the LGUs, resulting in the non-
establishment of functional local POPDEV Programs and structures. Most of the Local
Population Workers are only designates and PPDP is among the least priority program
heavily aggravated by the meager allotment of funding;
• PPDP program implementation has not been sustained and strengthened in the locality
due to the lack of localized enabling policies and inclusion of POPDEV Agenda in local
development plans and agenda;
• Non-availability of localized data which is essential in the formulation of policies, plans,
and resource allocation in all sectors;
• POPDEV Integration Program implementation has been dramatically affected by the
Pandemic.
The following key strategies shall address key population issues and gaps identified:
• PPDP advocacy promotion to build awareness, intensify program appreciation and
support amongst local chief executives, key decision makers, planners, and partners in the
conscious consideration of population variables as essential in development initiatives;
• Continually provide training and capacity-building enhancement programs to partners on
the development of people-centered local programs, plans and policies for an effective and
efficient POPDEV program implementation;
• Assist Local Government Units in the setting-up, establishment, analysis and utilization of
a comprehensive socio-demographic database (e.g. LGU Profile, RBIM, etc.);
• Intensify and expand coordinative mechanisms to continually improve convergence
among population and development partners (RPDCC, RPRH RIT, RPMDC, etc.);
• Lobby for the promotion of enabling policies and institutionalization of program plans for
holistic human development (POPDEV) program implementation;
• Design and implement POPDEV strategies to ensure that population factors are
appropriately addressed within all relevant sectors and levels;

RESPONSIBLE PARENTHOOD AND FAMILY PLANNING PROGRAM (RPFP)
The RPFP Program priority strategies were determined based on analysis of data and information
made available and experience shared in program implementation by the different program
implementers in the region.
Foremost among the issues identified included, among others, the low program performance
resulting in low CPR in some areas. In further analyses of the situation, the following issues were
identified:
• Mechanisms to monitor unmet needs in the localities are not sustained primarily due to the
absence of a focal person for recording and reporting unmet needs for modern FP coupled
with the confusion on the definition of unmet needs;
• Low male involvement in the practice of family planning and men’s dominance in decision-
making for FP practice due to patriarchal norms, tradition, cultural beliefs, and practices;
• Demand Generation activities for family planning are not directly linked to service delivery.
This also includes the low reporting of FP service provisions and acquisition of FP
commodities from private facilities and establishments such as hospitals, clinics, pharmacies,
convenient stores, etc.

• Low access to permanent and long-acting family planning methods in GIDA due to non-
availability of compliant/capable health service facilities and trained service providers; and

SECTION 4: SETTING THE MONITORING AND EVALUATION SCHEME
This plan of action is to be subjected to monitoring and evaluation to establish whether or not the
Program achieves the specified objectives, outputs, and desired outcomes. It had been proposed that
the Regional TWG on POPDEV will be convened for an annual assessment of the PoA utilizing a
Monitoring and Evaluation Framework to be developed by POPCOM. A mid-term evaluation and
review will also be conducted. This is to assist concerned agencies, LGUs, and other stakeholders in
identifying gaps, weaknesses, and facilitating and hindering factors in Program implementation so
that timely and appropriate adjustments and interventions can be made.

SECTION 5: COLLABORATIVE MECHANISMS FOR PPDP
The core PPDP initiatives described above entail an inter-agency and inter-sectoral collaboration.
Through the Regional Population and Development Coordinating Committee (RPDCC), a unified
commitment to contribute to the ultimate goal of population and development to adopt people-
centered convergence strategies in planning, implementing, and monitoring PPAs along the aspects
of building capacities, establishing socio-demographic databases, conducting short and long-term
researches, communicating behavior change, granting social protection, and popularizing
demographic dividend attainment. As a policy-making body, the RPDCC may also cause and influence
commitments through issuing orders, joint memo circulars, resolutions, and other enabling
instruments to help ensure effective, efficient, and sustainable PPA implementation and operations
in the region.
