On the Organization and Development of the Admission at the Bachelor, Master, and
Psycho-pedagogical Training Studies (DPPD) for the Academic Year of 2023 – 2024
at the ”Vasile Goldiş” Western University of Arad

According to the following legal provisions:


• The Law on national education no. 1/2011, with subsequent amendments;
• The Law no. 288/2004 on the organization of university studies, with subsequent
amendments;
• The Law no. 448/2006 on the protection and promotion of the rights of persons with
disabilities, republished, with subsequent amendments and completions;
• The Government Decision no. 1004/ 2002 on the incentives for pupils and students receiving
awards at the international school Olympiads organized in the pre-academic education and
for doctoral candidates achieving outstanding results in the research activity, with
subsequent amendments;

• The Government Decision no. 433/ 30.03.2022 on the approval of the Nomenclature of fields
and specialization/ academic study programs and the structure of the higher education
institutions for the academic year of 2022-2023, published in the Official Journal no. 328 bis
of April 4, 2022.
• The Government Decision no. 434/ 30.03.2022 on the accredited Master academic fields
and study programs and on the numerus clausus of students to be enrolled in the academic
year of 2022-2023, published in the Official Journal no. 333 bis of April 5, 2022;

approval of the Framework Methodology on the organization of the admission at Bachelor,
Master and Doctoral Academic Studies;

CHAPTER I
ORGANIZATION OF THE ADMISSION

Art. 1
(1) Based on the university autonomy and undertaking public responsibility, the “Vasile Goldiş”
Western University of Arad organizes an admission contest for each study program, in order to test
the knowledge and cognitive abilities.
(2) The “Vasile Goldiş” Western University of Arad is accredited by the Law no. 240/2002 as higher
education institution, legal person of private law and public interest, part of the national education
system, having in its structure accredited or provisory authorized programs, being entitled to
organize admission competition.
Art. 2.
(1) According to the law, the “Vasile Goldiş” Western University of Arad organizes competition for
each academic degree of studies.
(2) According to the law, in order to establish measures on equal opportunities for people with
disabilities, ensuring, where appropriate, additional support adapted to the needs of people with

disabilities, candidates falling into this category will address the Central Admission Commission
before the established period for candidates’ registration, a written request, together with the
proving medical documents. The "Vasile Goldiş" Western University of Arad provides additional
support adapted to the needs of candidates with locomotor disabilities and supports their access to
the institution.
(3) For the Bachelor and Master academic degrees, the admission is organized on fields, at the
accredited or provisory authorized specializations/ study programs at full-time (FT).
(4) For the psychological - pedagogical training programs, Level I and II (DPPD), the candidates
may register for the admission competition at the Bachelor academic studies delivered at the
University, both as students during their Bachelor, respectively Master academic studies, and also
as graduates. At the lifelong postgraduate professional and training programs, there may apply
graduates having at least Bachelor’s or equivalent academic studies.
(5) The VGWU Numerus Clausus, undertaken by the University Rector, according to art. 200 par.
(2) of the Law on National Education no. 1/2011 with subsequent amendments, is distributed on
faculties and Bachelor fields, according to the Numerus Clausus established by Government
Decision, and it is to be published on the university website.
(6) Establishing the study formations on study programs is to be carried on after the stated admitted
and enrolled candidates express their options for study at our university, provided that the study
formations could also work economically.
Art. 3
(1) The admission to academic studies is in Romanian.
(2) The verification and validation of the documents, certifying the language skills for the candidates
to study programs taught in Romania, submitting certificates or certifications of language for at least
B1 level, according to the Common European Framework of Reference for Languages, issued by
the accredited higher education institutions in Romania that organize the preparatory year of
Romanian for foreigners, issued by the lectorates of Romanian language, literature, culture, and
civilization at universities from abroad/ the Institute of Romanian Language or the Romanian
Cultural Institute, is carried out by a commission formed of specialized teaching staff from the
Faculty of Social Sciences and Humanities, and Physical Education and Sport and by the Head of
the International Students’ Office, approved by the University Senate.
(3) There are exempted from the obligation to submit the certificate of graduation of the initiation
course, respectively of the preparatory year, the students submitting Romania documents of studies
(diplomas and certificates) or documents of studies, school transcripts certifying at least 4
consecutive years studied in Romanian in a school unit in the Romanian national system.
(4) For students who took their studies in an international language or in a language of the national
minorities, the certification of the oral language skills in Romanian is carried out with the
Baccalaureate diploma.
(5) The verification and validation of the documents, certifying the language skills for the candidates
to study programs taught in international languages (English, French) and who submit, upon
registration, documents of studies, issued by Romanian or foreign education institutions, is carried
out by a commission formed of specialized teaching staff from the Faculty of Social Sciences and
Humanities, and Physical Education and Sport and by the Head of the International Students’ Office,
approved by the University Senate.

(6) For the studies carried out in English, the “Vasile Goldis” Western University requires for at least
of a B1 level of English knowledge, acknowledging and validating the following exams: PET (score
140-170), FCE, CAE, CPE, BEC, IELTS (at least 4.5), Toefl lbt (score: 57-86), TOEIC, TRINITY
ISE (ISE-1), ECL, BCCE, ECCE, ALCE, ECPE, Ascentis England ESOL, LRN Entry Level
Certificate in ESOL International (Entry 3), LRN Entry Level 1 Certificate in ESOL International, LRN
Entry Level 2 Certificate in ESOL International, LRN Entry Level 3 Certificate in ESOL International,
IELCA, ESOL International ALL Modes (Entry 3), ESOL International ALL Modes Level 1 B2
(GCSE), ESOL International ALL Modes Level 2 C1 (GCSE), ESOL International All Modes Level
3 C2 (GCE A Level), Language Cert in International English for Speakers of Other Languages
(IESOL), LCCI, ELSA, Pearson LCCI, level 1 Pearson LCCI English for Business, PTE, FEDE,
OXFORD TEST OF ENGLISH (score 81-110). Additional information on the recognized language
certificates can be found in the Minister of Education Disposition no. 5609 of November 19, 2021
for modifying the annex no. 2 of the Disposition of the Minister of Education, Research, Youth and
Sports no. 5219/ 2010 on the recognition and equivalence of the results awarded at the
internationally recognized exams for certifying the language skills in foreign languages and at
European recognized exams for certifying the digital skills in an international language studied
during the high school education, respectively of assessing the digital skills at the Baccalaureate

have to cover all four language skills (comprehension of the heard text – listening, comprehension
of the read text – reading, production of written messages – writing, production of oral messages –
speaking).
(7) For the studies carried out in French, the “Vasile Goldis” Western University requires for at least
of a B1 level of French knowledge, acknowledging and validating the following exams: DELF, DALF,
TCF, TEF, ECL, FEDE. Additional information on the recognized language certificates can be found
in the Disposition no. 6063/ 2020 of the Ministry of Education and Research which can be studied

(8) The date of issuing of the above-mentioned certificates must not be older than two years.
(9) Verification of English and French language skills for candidates who do not submit certificates
or attestations of at least B1 language proficiency in accordance with the Common European
Framework of Reference for Languages is carried out by taking an online language test, which is
organized in the form of a multiple choice test and an oral test, according to the admission schedule,
by the subject Modern Languages within the Faculty of Social Sciences, Humanities and Physical
Education and Sports. The passing of the language test will be confirmed by a proving certificate
which constitutes a mandatory and eliminatory requirement for the registration for the admission
competition.
(10) The confirmation of the seat draws in implicitly the obligation for the admitted candidate to
participate in a medical terminology language testing in Romanian, English, and French depending
on the language of instruction of the selected study program, the testing being held at the Faculty
of Social Sciences, Humanities and Physical Education and Sport of the “Vasile Goldis” Western
University of Arad, against a fee set by the University Board of Directors.
(11) The minimal grade for passing this exam is 7.
(12) If the awarded grade is lower than 7, the admitted candidate has to take an intensive
extracurricular course of 3 months, against a fee, course to be concluded with a test where the

lowest grade is 7. If, even after this test, the admitted candidates do not get at least 7, they have to
frequent a language module under the same terms as the previous one.
(13) There are exempted from this test the persons coming from countries where the State official
language is the language of instruction for the courses and if they prove with school document, for
taking the courses in that language.
Art. 4
(1) The “Vasile Goldis” Western University of Arad provides the candidates with the possibility for
registering to the following exams in order to get the language certificates:
English – CAMBRIDGE (PET, FCE, CAE, CPE, BEC, VANTAGE, BEC HIGHER), TOEFL, TOEIC,
IELTS/ B1, LANGUAGE CERT
French – FEDE
(2) The “Vasile Goldis” Western University of Arad makes available for the candidates training
modules for getting these language skills. All these exams and training modules are managed by
the UVVG BLC-UVVG Centre according to the exams planning, available at [email protected]
(3) At the end of the third year of studies, students enrolled in academic programs organized in a
foreign language, who did not pass the Romanian language exam in the sessions organized in that
academic year, take an eliminatory test in Romanian, the continuation of studies being conditioned
by passing this test, considering that, given the beginning of the clinical cycle, students must
communicate with patients in Romanian.
Art. 5
(1) The admission for the Bachelor academic studies at the Faculty of Juridical Sciences, the Faculty
of Economics, Computer Science and Engineering and at the Faculty of Social Sciences,
Humanities and Physical Education and Sports, as well as at the Bachelor academic study
programs of Balneo-Physio-Kinesitherapy and Recovery, Dental Technique, Nutrition and Dietetics
and of Biology is carried out according to average grade of the Baccalaureate exam within the
approved Numerus Clausus for the academic year of 2023-2024. The admission for the Pedagogy
of primary and preschool education study program is to be developed based on a test noted with
admitted/ rejected, consisting in a motivational essay to be uploaded with the documents on the
registration platform.
(2) The admission of the Master academic studies is carried on according to the average grade of
the Bachelor exam within the approved Numerus Clausus for the academic year of 2023-2024 as
approved by Government Decision.
Art. 6
The admission for the Bachelor and Master academic degrees is carried out in two sessions, prior
to the beginning of the academic year, respectively in July and September 2023, according to the
following planning:
I. FACULTIES IN NON-MEDICAL FIELDS AND MASTER’S STUDY PROGRAMS
Session of July 2023:
◆ April 03rd – July 28th (17.00h) – applicants’ registration on the online platform
◆ July 31st – publishing the results and submission of the appeals in 2 hours since the
communication of the results, the appeals decision is on the same day,
◆ August 01st – 2nd - confirmation of the seat by full payment or by paying the first instalment of the
tuition fee for the first year of studies and signing the contract of studies; the proof of paying the
tuition fee (copy of the receipt/ payment disposition) is to be submitted by e-mail to the secretariat

of the faculty/ branch until the latest on the 2nd of August; not paying the tuition fee within the set
deadline will lead to the loss of the seat obtained by competition and to the redistribution of the
resulting vacancies.
◆ August 3rd – applicants’ redistribution on the remaining vacancies
◆ August 4th - publishing the final results.

Admission session of September 2023 is organized only for those study programs in which the
places were not occupied after the July 2023 session, according to the following calendar:
◆ August 28th – September 18th (at 17.00h) – applicants’ registration on the online platform
◆ September 19th – publishing the results and submission of the appeals in 2 hours since the
communication of the results, the appeals decision is on the same day
◆September 19th – September 21st - confirmation of the seat by full payment or by paying the first
instalment of the tuition fee for the first year of studies and signing the contract of studies; the proof
of paying the tuition fee (copy of the receipt/ payment disposition) is to be submitted by e-mail to
the secretariat of the faculty/ branch until the latest on the 21st of September; not paying the tuition
fee within the set deadline will lead to the loss of the seat obtained by competition and to the
redistribution of the resulting vacancies
◆September 22nd – applicants’ redistribution on the remaining vacancies and publishing the final
results

II. ADMISSION TO BACHELOR ACADEMIC STUDIES IN THE FIELD OF HEALTH


The admission for the Bachelor academic study programs in the field of Health: MEDICINE,
DENTISTRY, PHARMACY and GENERAL NURSING is organized by taking an onsite multiple-
choice test, according to the following planning:

◆ April 3rd – July 28th (at 17.00h) – applicants’ registration on the online platform
◆ July 31st – taking the admission exam (between 10.00-13.00h) and publishing the results
depending on when the checking is completed, with the indication of the number of the online
registration sheet which is to replace the applicant’s identification data (name and surname), the
submission of the eventual appeals in 2 hours since the communication of the results; the appeals
decision is on the same day,
◆ August 1st - 2nd – confirmation of the seat by full payment of the tuition fee for the first year of
studies and signing the contract of studies; the proof of paying the tuition fee (copy of the receipt/
payment disposition) is to be submitted by e-mail to the secretariat of the faculty/ branch until the
latest on the 2nd of August; not paying the tuition fee within the set deadline will lead to the loss of
the seat obtained by competition and to the redistribution of the resulting vacancies
◆ August 3rd - applicants’ redistribution on the remaining vacancies
◆ August 4th –publishing the final results.

For the Bachelor academic studies for the programs in the field of Health: MEDICINE (in English)
and MEDICINE (in French) the applicants are admitted by the assessment of the school

performance and personal achievements according to the evaluation grid (annex 1) and observing
the following timetable:
◆ April 3rd – July 26th (at 17.00h) – applicants’ registration on the online platform
◆ July 27th –29th – assessment of the school performance and personal achievements
◆ July 31st – publishing the results and submission of the eventual appeals, and publishing of the
decisions on the appeals
◆ August 1st – 2nd – confirmation of the seat by full payment of the tuition fee for the first year of
studies and signing the contract of studies; the proof of paying the tuition fee (copy of the receipt/
payment disposition) is to be submitted by e-mail to the secretariat of the faculty/ branch until the
latest on the 2nd of August; not paying the tuition fee within the set deadline will lead to the loss of
the seat obtained by competition and to the redistribution of the resulting vacancies
◆ August 3rd - applicants’ redistribution on the remaining vacancies (first stage of redistribution)
◆ August 4th - applicants’ redistribution on the remaining vacancies (second stage of redistribution)
and publishing the final results.

For the Bachelor academic study programs in the field of Health taking 4 years of studies (240
ECTS credit units) and 3 years of studies (180 ECTS credit units: BALNEO-PHYSIO-
KINESITHERAPY AND RECOVERY, DENTAL TECHNIQUE, NUTRITION AND DIETETICS, the
admission is carried out based on the average grade at the Baccalaureate exam.
The admission is carried out according to the following calendar:
◆ April 3rd – July 28th (17.00h) – applicants’ registration on the online platform
◆ July 31st – publishing the results and submission of the eventual appeals in 2 hours since the
publication of the results, the appeals decisions are given on the same day
◆ August 1st - 2nd - confirmation of the seat by full payment of the tuition fee for the first year of
studies and signing the contract of studies; the proof of paying the tuition fee (copy of the receipt/
payment disposition) is to be submitted by e-mail to the secretariat of the faculty/ branch until the
latest on the 2nd of August; not paying the tuition fee within the set deadline will lead to the loss of
the seat obtained by competition and to the redistribution of the resulting vacancies
◆ August 3rd - applicants’ redistribution on the remaining vacancies
◆ August 4th – publishing the final results.
Admission session of September 2023
In case of remaining vacancies for the study programs in the field of Health: MEDICINE,
DENTISTRY, PHARMACY and GENERAL NURSING, a second admission session is to be
organized in September 2023 by taking an onsite multiple-choice test, according to the following

◆August 28th – September 15th at 17.00h – applicants’ registration on the online platform
◆September 18th – taking the admission exam (between 10.00-13.00h) and publishing the results

◆ September 16th –17th - evaluation of school performance and personal achievements
◆ September 18th - publishing the results and submission of the eventual appeals
◆ September 19th – 21st – publishing of the decisions on the appeals and confirmation of the seat
by full payment of the tuition fee for the first year of studies; the proof of paying the tuition fee (copy
of the receipt/ payment disposition) is to be submitted by e-mail to the secretariat of the faculty/
branch until the latest on the 21st of September; not paying the tuition fee within the set deadline
will lead to the loss of the seat obtained by competition and to the redistribution of the resulting
vacancies
◆ September 21st - applicants’ redistribution on the remaining vacancies

latest on the 21st of September; not paying the tuition fee within the set deadline will lead to the loss

III. ADMISSION TO PSYCHO-PEDAGOGICAL TRAINING PROGRAMS (DPPD)


Admission to psycho-pedagogical training programs (DPPD) is organized based on an exam/
interview, under the terms stipulated by its own methodology, in two sessions, before the beginning
of the academic year, respectively July and September 2023, according to the following planning:

studies or of the first instalment of the tuition and signing the contract of studies; the proof of paying
the tuition fee (copy of the receipt/ payment disposition) is to be submitted by e-mail to the DPPD
secretariat until the latest on the 2nd of August; not paying the tuition fee within the set deadline will
lead to the loss of the seat obtained by competition and to the redistribution of the resulting
vacancies
◆ August 3rd – applicants’ redistribution on the remaining vacancies and publishing the final
results.

Session of September 2023 is organized only for those study programs that still have vacancies
after the July 2023 session, according to the following calendar:
◆ August 28th – September 27th – applicants’ registration on the online platform (or at DPPD
Secretariat)
◆ September 28th – publishing the results and submission of the appeals.
◆ September 29th – deadline for the seat confirmation by full payment of the tuition fee for the first
year of studies or of the first instalment of the tuition and signing the contract of studies; the proof
of paying the tuition fee (copy of the receipt/ payment disposition) is to be submitted by e-mail to
the DPPD secretariat until the latest on the 29th of September; not paying the tuition fee within the
set deadline will lead to the loss of the seat obtained by competition.

POSTGRADUATE COURSES: Special School Psychopedagogy

Registration of the candidates for the 1st Cohort, 2023-2024 at the DPPD secretariat
November 1st, 2023 – May 30th, 2024 – development of courses and final exam

◆ March 13th – April 14th, 2024


Registration of the candidates for the 2nd cohort, 2023-2024 at the DPPD secretariat
May 2nd – October 31st, 2024 – development of courses and final exam

CHAPTER II
CANDIDATES TO ADMISSION

Art. 7
(1) Only the graduates with Baccalaureate diploma awarded in Romania or with equivalent
certification, regardless on the year of high school graduation, are entitled to take the admission
competition for the Bachelor academic studies.
(2) Only the graduates with Bachelor diploma awarded in Romania or with equivalent certification,
regardless on the year of bachelor’s degree graduation, are entitled to take the admission
competition for the Master academic studies. For the Master academic studies having the duration
of studies longer than 3 semesters (90 credit units), there may apply only the graduates of Bachelor
academic study programs lasting at least 4 years (240 credit units).
Art. 8
The faculties will draw up their own regulations for organizing and conducting the admission exam,
according to the profile and specifics of the study programs in their structure.
Art. 9
(1) The citizens of the European Union Member States, of the states of European Economic Area
and of the Swiss Confederation may participate in the admission to all academic degrees under the
same terms stipulated by law for the Romanian citizens, including those related to the tuition fees.
(2) The third EU countries citizens may run for the vacancies approved by the University Senate for
the accredited or provisory authorized Bachelor, Master or doctoral academic studies.
(3) The Foreign Students’ Office is in charge with providing information, documents verification and
registration of the foreign candidates.
Art. 10
The European Union and third EU countries citizens have to prove the knowledge of Romanian
upon the admission to all the academic study degrees taught in Romanian, as provided by their
schooling methodologies in Romania, where applicable.
Art. 11
(1) A candidate may be admitted and enrolled as student simultaneously in at most two study
programs, regardless on the study degree and on the education institutions delivering them, except
for the Bachelor academic study programs in the field of Health with 4, 5 or 6 years of studies.
(2) The University provides the possibility of candidates’ examination by an alternate method when
they suffer of temporary or permanent disability, medically certified, which renders impossible the
presentation of the acquired knowledge in the preset way, so that the alternate method does not
limit the achievement of the examination standards.
(3) The candidates to the Bachelor academic studies who acquired distinctions (the I, II, III awards,
mention) during the last two high school years (2021-2022 and 2022-2023) at the international
school competitions recognized by the Ministry of Education at one of the subjects which are
assigned for the tests, benefit of the right to register at the “Vasile Goldiş” Western University of
Arad with tuition fee, without taking the admission exam.
(4) The Romanians abroad, as well as the citizens from third European Union countries, declared
admitted to the Bachelor, Master academic studies can be enrolled only based on the
Baccalaureate, Bachelor diploma, respectively, such as recognized according to the methodologies
issued by the specialized directorates of the Ministry of Education.
Art. 12

The candidates who passed the Baccalaureate/ Bachelor/ dissertation exam during the sessions
corresponding to the current school/ academic year submit upon registration the Baccalaureate/
Bachelor/ Master diploma or the certificate stating it, issued by the education institution.
Art. 13
(1) There can also participate in the admission candidates who took and passed entirely or partially
academic Bachelor studies at other higher education institutions, within the approved Numerus
Clausus.
(2) The admission procedure is carried out as follows: the applicants are to submit in person the
request for enrolment in higher year at the secretariate of the Faculty, located at 86 Liviu Rebreanu
Street, Arad, Romania, or they are to submit their application via e-mail at the addresses:

(3) After analyzing the curricula, the commissions for studies equivalence within the faculties will
suggest the year of studies which the respective student takes the admission exam for without
passing over the approved Numerus Clausus. The equivalence of the studies, the decision on the
study year where the students may be enrolled, and the eventual exams of difference are carried
on according to the provisions of the Regulation on students’ professional activity and on ECTS
Regulations.
(4) The alumni of the Bachelor academic study program of Dentistry may be admitted in the 3rd year
of studies at Bachelor academic study program of Medicine while observing the approved Numerus
Clausus and taking the related exams of difference. To pass in the second degree of studies (years
of IV to VI), the admitted candidates have to pass all the exams related to the first degree of studies
(years I-III), including the exams of difference set by the Commission of studies equivalence at the
Faculty of Medicine.
(5) The alumni of the study program of Medicine may be admitted in the 3rd year of studies at the
academic study program of Dentistry while observing the approved Numerus Clausus and by taking
the related exams of difference. To pass in the second degree of studies (years of IV to VI), the
admitted candidates have to pass all the exams related to the first degree of studies (years I-III),
including the exams of difference set by the Commission of studies equivalence at the Faculty of
Dentistry.

CHAPTER III
THE CENTRAL COMMISSION FOR ADMISSION AND THE COMMISSIONS FOR ADMISSION
ON FACULTIES

Art. 14

(1) By decision, the University Senate is to approve the nominal membership of the Central
Commission for Admission, the nominal membership of the admission commissions at faculties
level and the nominal membership of the appeals commission at faculties level.
(2) The Central Commission for Admission is responsible for the entire activity of organization and
conduct of the admission.
(3) The president of the Central Commission of Admission is the University Rector.
(4) The Central Commission of Admission is formed by the Rector, the president of the University
Senate, the vice-rectors, the University secretary in chief, and the head of the IT Department.
(5) The attributions of the Central Commission for Admission are the following:
a. Training the teaching and administrative staff involved in organizing and conducting the
admission on the legal norms and on the internal norms regulating this activity;
b. Centralizing the results at faculties and branches levels;
c. Establishing and communicating the final results at University level;
d. Coordinating the activity of the commissions for admission of the faculties;
e. in case of vis major or unforeseen events of a technical nature occurring during the conduct
of the online admission exam, it will meet and decide on the manner of further conducting
the exam
(6) The attributions of the commissions for admission at faculties level are the following:
a. Publishing on the website and at the faculties premises the following information:
- The regulation on admission;
- The structure of the faculty (domains, Bachelor academic study programs, Master
programs and doctoral fields);
- Number of vacancies;
- Papers required for registration;
- The admission planning;
- The date and place of publishing the results;
b. During the registration period, it ensures the candidates’ training and counseling on the
registration procedure, on filling in the application form, on the contracts of studies, as well
as on delivering information related to the faculty specificity, of the fields and programs of
study, on the professional perspectives upon graduation;
c. Establishing the final results at faculties level;
d. Submitting the file with the final results to the Central Commission for Admission;
(7) The duties of the appeals commissions at faculties level are the following:
a. registration of the eventual appeals
b. solving the appeals
(8) The commissions for admission to doctoral studies are formed of the PhD supervisor (rightfully
chair) who offered the seat for the PhD candidate for admission and, at least, two other experts
(members) of the University who have at least the position of associate professor or scientific
researcher of 2nd degree. The commissions for admission are proposed by the Council of the
Doctoral School, endorsed by the Council for Doctoral Academic Studies and approved by the
University Senate.
The commissions for admission at DPPD are proposed by the DPPD Council are formed of 2
members and the scientific secretary.

CHAPTER IV
THE DEVELOPMENT OF THE ADMISSION COMPETITION FOR THE BACHELOR
ACADEMIC STUDIES

Section 1. Candidates’ Registration

Art. 15
(1) The registration of the candidates for the admission exam, for all Bachelor, Master and psycho-
pedagogical training programs (DPPD) is done online through the software provided by the
University.
(2) Candidates who apply for enrollment in several study programs offered by the Western
University "Vasile Goldiş" in Arad will upload online the registration documents (file) only once.
(3) The University offers the possibility for the candidates to register online also from the Permanent
Information and Admission Center as well as from the headquarters of the University branches.
(4) Candidates who wish to enroll in the admission exam for the higher year will send the personal
file to the email of the faculty where they wish to be admitted, and after verifying it and equating the
studies carried out by the Equivalence Commission within the faculty, which will inform the
candidate on the year of study for which he / she can register for the entrance exam.
(5) The candidates will be informed on the way of taking the admission exam, online or onsite,
depending on the epidemiological situation from the date of its conduct.
Art. 16
(1) For registration, candidates will fill in an online application in which they will mention, under their
own signature, all the data requested by the respective form. Particular attention will be paid to the
need to specify the option regarding the field of study, the language of study, the form of education
(FT). Please note that if there are not enough candidates admitted to the respective specialization
(20 for the selected Bachelor studies, 20 for the Master program ones) for setting the group of study,
the latest cannot work, and candidates will be able to opt for another study program in the same
field, at the same faculty, according to the options that are stated in the application form. The
application form also includes the candidate's statement regarding the agreement to collect and
process personal data, the motivation of their processing as well as the rights of the candidates in
case of processing these data.
(2) After the end of the registration period, the options, their order, as well as other information from
the registration form cannot be modified.
(3) The candidate’s admission file is to be filled with the following documents:
a. Baccalaureate diploma (or its equivalent) in original or legalized copy if the applicant has
registered in advance to another faculty, in such case, submitting to the file a certificate
certifying that the original of the Baccalaureate diploma is at the respective faculty; upon the
registration at the session taking place immediately after the Baccalaureate exam, the
candidates who passed the Baccalaureate exam during the June-July 2023 or August-
September sessions of 2023 may submit, instead of the Baccalaureate diploma, a certificate
issued by the high school stipulating the average grade at the Baccalaureate exam and the
average grades of the high school years, the validity period and that the Baccalaureate
diploma has not been issued;
b. Transcript of records;

c. the certificate of recognition of studies issued by the specialized directorate of the Romanian
Ministry of Education, in the case of citizens of the European Union member states, of the
states belonging to the European Economic Area and of the Swiss Confederation. For
candidates who have not obtained the certificate of recognition of studies, the university will
send the documents to CNRED (except in cases where there are other provisions
established by CNRED)
d. the certificate of recognition of studies for Romanian citizens with a baccalaureate degree or
equivalent obtained in another country. For candidates who have not obtained the certificate
of recognition of studies, the university will send the documents to CNRED (except in cases
where there are other provisions established by CNRED)
e. The birth certificate; foreign candidates will also submit a legalized translation of the birth
certificate, in Romanian;
f. Medical certificate stating "clinically healthy", attesting that the person to be enrolled in
studies does not suffer from contagious diseases or other conditions incompatible with future
profession, issued by the family doctor and psychological opinion;
g. Form with personal data;
h. A digital photograph to identify the candidate.
For candidates from the Bachelor programs MEDICINE (in English) and MEDICINE (in French) the
registration file will be completed with the following documents:
a. letter of intent in the language of the study program which they apply for;
b. the table regarding the selection criteria in the language of the study program which they
apply for;
c. letter of recommendation from a teacher or mentor of the volunteer activity in the language
of the study program for which he / she applies;
d. other documents relevant to the selection.
Art. 17
The requirement to submit legalized copies of the documents in the competition file is removed,
replacing it with the certification of the conformity with the original, as certified by the person/s having
attributions in this regard, according to the provisions of the Government Emergency Ordinance no.
41/2016 on establishing some measures for simplification in the central public administration and
for amending some normative acts. As an exception, during the establishment of the state of alert,
necessity or urgency, based on university autonomy, online registration can be performed by the
candidates uploading of the documents and undertaking the responsibility on the authenticity and
correspondence between digital / scanned copies and their respective original documents.
Art. 18
For the admission at the Bachelor academic studies, upon registration, the citizens from the
European Union Member States, from the states belonging to the European Economic Area, the
Swiss Confederation, as well as the extra-Community citizens have to submit the following
documents:
a. The high school graduation (baccalaureate) diploma, legalized copy/translation in
Romanian, being mandatory to have the Hague apostil (for the signatory countries of the
Hague Convention);
b. the certificate of recognition of studies issued by the specialized directorate of the Romanian
Ministry of Education, in the case of citizens of the European Union member states, of the

states belonging to the European Economic Area and of the Swiss Confederation. For
candidates who have not obtained the certificate of recognition of studies, the university will
send the documents to CNRED (except in cases where there are other provisions
established by CNRED)
c. The transcript of records related to the diploma of graduation of the Baccalaureate exam;
d. The transcript records of the high school years;
e. The birth certificate, legalized copy/ translation in Romanian;
f. Language certificate to ascertain the knowledge of Romanian/ English/ French, where
applicable, for the foreign candidates wishing to register to the Bachelor academic studies
taught in Romanian;
g. One digital photograph to identify the candidate;
h. Medical certificate and psychological opinion;
i. Copy of the identity card or of the passport/ legalized translation in Romanian.
Art. 19
As an exception, for the constitution of the competition file related to the 2023-2024 academic year,
the online registration is made by the candidates uploading the documents and with them
undertaking the responsibility regarding the authenticity and correspondence between the digital /
scanned copies and the original documents.
Art. 20
After concluding the registration period, no one can alter the options, their order, as well as other
information from the registration form. In justified exceptional cases, within 24 hours since the
closure of the registration, the candidate has the possibility to complete his / her registration file with
other documents required for the admission competition.

Section 2. Verification and Grading of the Competition Tests


Art. 21
The general average grade for the Bachelor academic studies cannot be lower than 5.00 (five) or
than an equivalent minimal number of points.
Art. 22
The admission to the Bachelor academic studies at the Faculty of Juridical Sciences, the Faculty of
Economics, Computer Science and Engineering and at the Faculty of Social Sciences, Humanities
and Physical Education and Sport, as well as at the Bachelor academic study programs of Balneo-
Physio-Kinesitherapy and Recovery, Dental Technique, Nutrition and Dietetics and of Biology is
carried out according to average grade of the Baccalaureate exam within the approved Numerus
Clausus for the academic year of 2023-2024. The admission for the Pedagogy of primary and
preschool education study program is to be developed based on a test noted with admitted/
rejected, consisting in a motivational essay to be uploaded with the documents on the registration
platform.
Art. 23
(1) Admission to Bachelor studies for programs in the field of Health: MEDICINE, DENTAL
MEDICINE, PHARMACY and GENERAL NURSING is organized by taking an onsite multiple-
choice test at the premises (onsite), and the verification is made electronically in front of the
applicant who is informed on the achieved grade, upon signature.

(2) For the Bachelor academic studies for programs in the field of Health: MEDICINE (in English)
and MEDICINE (in French), the candidates are admitted by evaluating school performance and
personal achievements, according to the evaluation grid (Annex 1)
(3) The admission for the bachelor's degree programs in the field of Health: BALNEO-PHYSIO-
KINESITHERAPY AND RECOVERY, DENTAL TECHNIQUE, NUTRITION AND DIETETICS is
made on according the average obtained at the baccalaureate exam.
Art. 24
(1) The candidates’ ranking is performed in descending order of the grades obtained at the
admission competition and within the margins of the approved Numerus Clausus for each study
program.
(2) The general average grades /scores, taken by the candidates at the admission are valid for
establishing the ranking order only in the higher education institution where they applied for.
(3) For the candidates with same general average grade, there are the following successively
applied criteria for differentiating them:
a. descending order of the Baccalaureate exam average grade;
b. descending order of the general grade of the high school years;
Art. 25
The subjects of the competition tests are established according to the topics published on the
admission board/s and on the University website.
Art. 26
The criteria for verification and grading are set by each faculty considering the specificity of the field.
The grading scales are published during the admission competition.

Section 3. Competition Results


Art. 27
The results of the admission competition are published at the premises of the faculties/ branches
and on the University website, according to the admission planning.

Art. 28
(1) Any appeals will be submitted to the secretariat of the faculty for which he/ she passed the within
two hours since the publication of the results.
(2) The appeals results are informed on the same day.
(3) No appeals are accepted based on the lack of knowledge of the admission methodology.
(4) After the conclusion of the deadline for solving and for replying (by publishing them) to the
appeals, the competition grade becomes final, and it can no longer be altered.
(5) According to the academic autonomy, the “Vasile Goldiş” Western University of Arad is the only
stance able to decide upon the appeals, according to its own regulations and to the applicable law.
(6) The decision of the appeals commission is final.
Art. 29
(1) The publishing of the results obtained at the admission competition is carried on in stages, thus
resulting three types of lists:
a. provisory lists – with candidates’ hierarchy, resulted after the admission;
b. final lists – with candidates’ hierarchy, resulted after solving the appeals, comprising the final
and indisputable results;

c. list of admitted candidates, confirmed by payment of the tuition fee.
(2) The lists comprise the following categories of information:
a. the list of admitted candidates;
b. list of waiting candidates, for the candidates coming from non-EU countries;
c. the list of rejected candidates, if applicable.

Section 4. Enrolment
Art. 30
(1) Until September 30, 2023, there takes place the enrolment of the admitted candidates who
paid the tuition fee (entirely or partially, as decided by the Board of Directors for each study program)
and who signed the contract of studies.
(2) In order to enroll, the candidate declared admitted will submit the following documents to the
faculty secretariat:
a. the baccalaureate diploma (or equivalent) in original or legalized copy, if the person in
question has previously enrolled to another faculty, in this case submitting to the file a
certificate certifying that the original baccalaureate diploma is at the respective faculty;
candidates who passed the baccalaureate exam in the June-July 2023 session or in the
August-September 2023 session can submit at the registration, for the session following the
baccalaureate exam, instead of the baccalaureate diploma, a certificate issued by the high
school, stating the average general grade from the baccalaureate and the average grades
obtained during the high school years, at the end of each year of study, the term of validity
and the mention of the fact that the baccalaureate diploma has not been issued
b. birth certificate;
c. medical certificate type M.S 18.1.1 and psychological opinion.
d. three photos format ¾;
e. in original, the completed and signed contract of studies;
f. plastic folder containing all the documents listed above in printed format
(3) In order to enroll, the citizens of the European Union Member States, of the states of the
European Economic Area, of the Swiss Confederation, as well as other extra-Community foreign
citizens are to submit upon registration the following documents:
a. The high school graduation (Baccalaureate) diploma, in original and copy/ legalized
translation into Romanian, being mandatory to have the Hague Apostil (for the countries
signatory of the Hague Convention);
b. The student’s transcript of records attached to the diploma of graduation of the
Baccalaureate exam;
c. The birth certificate in original and copy/ legalized translation into Romanian;
d. Language certificate certifying the knowledge of Romanian of the foreign candidates wishing
to register to the Bachelor academic studies performed in Romanian;
e. 3 photographs of format ¾;
f. Medical certificate, from where to result the holder’s current state of health and personal
record concerning chronic conditions and SARS-COV 2, respectively, in Romanian and
psychological opinion;
g. Copy of the Identity card or of the passport/ legalized translation in Romanian;
h. Contract of studies in original, completed and signed;

i. A plastic folder to comprise all prior listed documents on paper printing.
(4) After enrolment, the final lists are produced and posted, with the candidates who are declared
admitted and enrolled.
(5) The enrolment of the non-EU candidates, declared admitted, is made in 30 days since the
reception of the acceptance letter issued by the ministry, after signing the contract of studies and
paying entirely the tuition fee for the 1st year of studies, but no later than the last day of 1st semester,
the students further taking a program for catching up with the teaching activities.
Art. 31
The enrolment of the admitted candidates, stated as such after the admission competition, is carried
out by the decision of the Rector of the “Vasile Goldiș” Western University of Arad. After enrolment
approval, the students are registered in the Faculty Academic Record and in the students’
management system, implemented at the University (UMS). Later on, by request to the Ministry of
Education, and to UEFISCDI, the students are to be introduced in the Unique Academic Record
(UAR) application.

CHAPTER V
DEVELOPMENT OF THE ADMISSION COMPETITION FOR THE MASTER ACADEMIC STUDY
PROGRAMS

Section 1. Candidates’ Registration


Art. 32
The Master academic studies provide the thorough knowledge in the field of Bachelor studies or in
a related field, acquiring additional skills in other fields, as well as the development of the capacities
of scientific research.
Art. 33
There may apply to Master academic studies the graduates with Bachelor or equivalent diploma.
For the Master academic study programs of 3 semesters (90 credit units), there may apply only
graduates of the Bachelor academic studies of at least 4 years of studies (240 credit units).
Art. 34
(1) The candidates’ registration is carried out online via the software made available by the
University for all the Academic Master Study Programs.
(2) The University provides for the candidates the possibility to register online also from the
Permanent Information and Admission Center as well as from the premises of the University
branches.
Art. 35
(1) The registration to the admission competition is made with the identity card/ passport and the
other documents stipulated in this regulation on the admission.
(2) For the admission to Master academic studies, the candidates are to fill in an application form,
to which the following documents are attached:
a. Baccalaureate diploma - copy;
b. Bachelor diploma (or equivalent);

c. the graduates who passed the Bachelor exam for 2022 may submit a certificate specifying
the average grade at the Bachelor exam and the average grades for the study years instead
of the diploma;
d. the certificate of recognition of studies issued by the specialized directorate of the Romanian
Ministry of Education, in the case of citizens of the European Union member states, of the
states belonging to the European Economic Area and of the Swiss Confederation. For
candidates who have not obtained the certificate of recognition of studies, the university will
send the documents to CNRED (except in cases where there are other provisions
established by CNRED)
e. the certificate of recognition of studies for Romanian citizens with a Bachelor degree or
equivalent obtained in another country. For candidates who have not obtained the certificate
of recognition of studies, the university will send the documents to CNRED (except in cases
where there are other provisions established by CNRED)
f. The student’s transcript or the diploma supplement for the Bachelor program;
g. Birth certificate - copy;
h. Medical certificate type M.S. 18.1.1 and psychological opinion;
i. A digital photograph for candidate’s identification
The application also comprises the candidate’s statement on the agreement for personal data
gathering and processing, the reasons for their processing and the rights incumbent to the
candidates when processing these data.
Art. 36
According to the Government Emergency Ordinance no 41/ 2016 on establishing some measures
for simplification at the level of the central public administration and for modifying and completing
some normative acts, there is removed from the structure of the competition file the requirement to
submit legalized copies of the documents, but to replace them with the certification of the conformity
with the original, given by the person/ persons in charge in this regard. As an exception, during the
establishment of the state of alert, necessity, or urgency, based on university autonomy, online
registration can be performed by the candidates uploading of the documents and undertaking the
responsibility on the authenticity and correspondence between digital / scanned copies and their
respective original documents.
Art. 37
For the admission to Master academic studies, the citizens of the European Union Member States,
of the states of the European Economic Area, of the Swiss Confederation, as well as other extra-
Community foreign citizens are to submit, upon registration, the following documents:
a. The high school graduation (Baccalaureate) diploma and the faculty graduation diploma, in
original and copy/ legalized translation into Romanian, being mandatory to have the Hague
Apostil (for the countries signatory of the Hague Convention); the student’s transcript
attached to the diploma of graduation of the Baccalaureate exam and of the Bachelor exam
in copy/ legalized translation into Romanian;
b. the certificate of recognition of studies issued by the specialized directorate of the Romanian
Ministry of Education, in the case of citizens of the European Union member states, of the
states belonging to the European Economic Area and of the Swiss Confederation. For
candidates who have not obtained the certificate of recognition of studies, the university will

send the documents to CNRED (except in cases where there are other provisions
established by CNRED)
c. The birth certificate copy/ legalized translation into Romanian;
d. Language certificate certifying the knowledge of Romanian of the foreign candidates wishing
to register to the Bachelor academic studies performed in Romanian;
e. one digital photograph for candidate’s identification;
f. Medical certificate and psychological opinion;
g. Copy of the Identity card or of the passport/ legalized translation
Art. 38
After the conclusion of the registration time, the options, their order, as well as other information in
the application form cannot be changed.

Section 2. Verification and Grading of the Competition Tests


Art. 39
(1) The admission to the Master academic studies is performed based on the average grade of the
Bachelor exam within the limit of the approved Numerus Clausus for the academic year of 2023 –
2024.
(2) The candidates’ ranking is performed in the descending order of the achieved average grades.
The general average grade for the Master academic studies cannot be lower than 6.00 (six).
(3) The general average grades / the general scores acquired by the candidates upon admission
are valid in order to establish the classification ranking only at the higher education institution where
they have applied for.
(4) For the candidates with same general average grades, the distinction is to be made according
to the following successive criteria:
a. descending order of the average grade of the Bachelor exam;
b. descending order of the general average grade of the study years in the faculty;

Section 3. Competition Results


Art. 40
The competition results are made public by publishing them at the faculties premises and on the
University website.
Art. 41
(1) The eventual appeals are sent to the e-mail of the secretariat faculty where he/ she enrolled for
admission, within at most 2 hours starting with the date and hour of publishing the results of the
admission, at the commission for appeals of each faculty.
(2) The appeals results are informed on the same day.
(3) No appeals are accepted if they are based on the lack of knowledge of the methodology for
admission.
(4) After the end of the appeals solving and reply (by publishing the results) timeframe, the result of
the admission competition is final, and it can no longer be changed.
(5) According to the academic autonomy, the “Vasile Goldiş” Western University of Arad is the only
institution able to decide on the appeals, according to its own regulations and to the applicable law.
(6) The decision of the commission for appeals is final.

Art. 42
(1) The publishing of the results obtained at the admission competition is carried on in stages, thus
resulting three types of lists:
a. provisory lists – with candidates’ hierarchy, resulted after the admission;
b. final lists – with candidates’ hierarchy, resulted after solving the appeals, comprising the final
and indisputable results;
c. list of admitted candidates, confirmed by payment of the tuition fee.
(2) The contract of studies, completed and signed by the declared admitted candidates, can also
be sent online, with the obligation to submit the original, until the beginning of the academic year.
(3) The lists comprise the following categories of information:
a. the list of admitted candidates;
b. list of waiting candidates, for the candidates coming from non-EU countries;
c. the list of rejected candidates, if applicable.

Section 4. Enrolment
Art. 43
(1) Until September 30, 2023, there takes place the enrolment of the admitted candidates, who paid
the tuition fee (entirely or partially as decided by the Board of Directors, for each study program)
and signed the contract of studies.
(2) In order to enroll, the candidate declared admitted will submit the following documents to the
faculty secretariat:
a. the baccalaureate diploma copy
b. Bachelor diploma (or equivalent) in original or legalized copy; the graduates who passed the
Bachelor exam for 2023 may submit a certificate specifying the average grade at the
Bachelor exam and the average grades for the study years instead of the diploma;
c. The student’s transcript or the diploma supplement for the Bachelor program - copy;
d. Birth certificate - copy;
e. medical certificate type M.S 18.1.1 and psychological opinion.
f. three photos format ¾;
g. contract of studies in original, completed and signed
h. plastic folder;
(3) In order to enroll, the citizens of the European Union Member States, of the states of the
European Economic Area, of the Swiss Confederation, as well as other extra-Community foreign
citizens are to submit upon registration the following documents:
a. The high school graduation (Baccalaureate) and faculty diploma, in original and copy/
legalized translation into Romanian, being mandatory to have the Hague Apostil (for the
countries signatory of the Hague Convention); the student’s transcript attached to the
diploma of graduation of the Baccalaureate and Bachelor exams in copy/ legalized
translation in Romanian;
b. The birth certificate in copy/ legalized translation into Romanian;
c. Language certificate certifying the knowledge of Romanian of the foreign candidates wishing
to register to the Bachelor academic studies performed in Romanian;

d. Medical certificate, from where to result the holder’s current state of health and personal
record concerning chronic conditions and SARS-COV 2, respectively, in Romanian and
psychological opinion;
e. Copy of the Identity card or of the passport/ legalized translation in Romanian;
f. 3 photographs of format ¾;
g. Contract of studies in original, completed and signed;
h. A plastic folder.
(4) After enrolment, the final lists are produced and posted, with the candidates who are declared
admitted and enrolled.
Art. 44
The enrolment of the admitted candidates, stated as such after the admission competition, is carried
out by the decision of the Rector of the “Vasile Goldiș” Western University of Arad. After enrolment
approval, the students are registered in the Faculty Academic Record and in the students’
management system, implemented at the University (UMS). Later on, by request to the Ministry of
Education, and to UEFISCDI, the students are to be introduced in the Unique Academic Record
(UAR) application

CHAPTER VI
DEVELOPMENT OF THE ADMISSION TO PSYCHO-PEDAGOGICAL TRAINING PROGRAMS
(DPPD)

Art. 45
(1) There may register for the admission competition for psycho-pedagogical training programs the
students and graduates of academic studies wishing to get certification for the teaching profession
and field corresponding to the Bachelor diploma, as stipulated by law.
(2) The students’ admission in psycho-pedagogical training programs is carried out through a
colloquium type of exam, on the date set in the exam planning.
The admission to psycho-pedagogical training programs is in the teaching language, same as the
one which the psycho-pedagogical training program was accredited for.
(3) The candidate’s file for registration to level I psycho-pedagogical training programs comprises,
where applicable, the following:
a) personal identification documents, in copy, and the proof for changing the name if the name on
the documents of studies is no longer the same with the one from the identity act;
b) student certificate released by the higher education institution where he/ she undertakes the
study program in the specialization, if the respective institutions is different from the one organizing
the psycho-pedagogical training program, if the person taking the psycho-pedagogical training
program is student;
c) for the graduates, copy of the Bachelor diploma certified as “according to the original” by the
institution organizing the training program;

d) the student transcript/ Bachelor diploma supplement or any other document of studies from
where to result the academic path, in copy certified as “according to the original” by the institution
organizing the training program;
e) the certificate of equivalence or recognition for the Bachelor diplomas obtained abroad by the
citizens of Romania, of the European Union, of the European Economic Area and of the Swiss
Confederation, based on which the admission is achieved, document issued by the National Center
for Diplomas Recognition and Equivalence, in copy certified as “according to the original” by the
institution organizing the training program;
f) letter of acceptance to studies for the third EU countries citizens requiring to register for the
psycho-pedagogical training program as postgraduate courses. For these documents issuing, the
steps stipulated by the applicable law are to be taken. The universities send to the specialized
directorates of the Ministry of Education the list with the citizens from third countries admitted to this
program, according to the applicable law;
g) the language certificate of B2 level, issued by the accredited education institutions that organize
the training course for learning Romanian, for the candidates to the psycho-pedagogical training
programs taught in Romanian who do not submit documents of studies issued by education units/
institutions from Romania and abroad with teaching in Romanian;
h) the medical certificate to certify that the person to enroll to studies has no contagious diseases
or other conditions that are incompatible with their future profession.
(4) The application file for registering to psycho-pedagogical training programs of level II comprises
additionally to the documents from par. (3), the following:
a) the proof of graduating the psycho-pedagogical training program of level I or the achievement of
the required for level I psycho-pedagogical training, according to the applicable law;
b) The Master diploma in the field of the Bachelor academic studies diploma, together with the
student’s transcript/ Master diploma supplement, both in copy certified as “according to the original”
by the institution organizing the training program.
c) the certificate of equivalence or recognition for the Master diplomas obtained abroad by the
citizens of Romania, of the European Union, of the European Economic Area and of the Swiss
Confederation, based on which the admission is achieved, document issued by the National Center
for Diplomas Recognition and Equivalence, in copy certified as “according to the original” by the
institution organizing the training program.
(5) For graduates who concluded psycho-pedagogical training programs in the European Union
Member States, in the States signing the agreement on the European Economic Area or in the
Swiss Confederation, the registration to the level II psycho-pedagogical training program,
respectively to the completing study program by taking differences, of the level I/ II psycho-
pedagogical training recognition in a higher education institution accredited in Romania is subject
to the submission of the document on the recognition of the complete psycho-pedagogical training
carried out abroad, on the assignment of credit units to the concluded psycho-pedagogical training
programs or to the equivalence of the number of credit units for the concluded psycho-pedagogical
training, issued by the Ministry of Education, upon the proposition of the specialized Commission
for Recognition.

(6) For students who, on the date of the approval of this methodology, are already enrolled in the
psycho-pedagogical training programs, DPPD-UVVG will require for them to prove their language
skills until the date of registration in order to take the graduation exam for each level of certification.
Testing the language skills is to be made at one of the accredited educational institutions organizing
the preparatory course for learning Romanian.
Art. 46
The requirement to submit legalized copies of the documents in the competition file is removed,
replacing it with the certification of the conformity with the original, as certified by the person/s having
attributions in this regard, according to the provisions of the Government Emergency Ordinance no.
41/2016 on establishing some measures for simplification in the central public administration and
for amending some normative acts. As an exception, during the establishment of the state of alert,
necessity or urgency, based on university autonomy, online registration can be performed by the
candidates uploading of the documents and undertaking the responsibility on the authenticity and
correspondence between digital / scanned copies and their respective original documents
Art. 47
In order to inform the candidates for the admission, at the DPPD information board, and also on the
University website, there will be posted information, recommendations, and useful instructions for
candidates. The posted materials will inform the candidates on detail specifications regarding the
organization of the admission competition, the number of places, the requirements for registration,
the organization and development of the competition, and also the norms to be observed during the
competition.
Art. 48
For the proper development and organization of the admission competition, the admission
commissions are appointed by Rector’s decision, and their membership consists of: President, two
exam instructors, and the secretary of the commission.
Art. 49
The admission commissions are directly liable for the organization and development of the
admission competition.
Art. 50
The DPPD Director will carry out the training of the commissions and will check permanently the
way how these achieve their duties and assigned tasks.
Art. 51
(1) For the graduates, the registration to the psycho-pedagogical training program is carried out
based on the Bachelor diploma.
(2) The graduates of the Bachelor academic studies who did not take the psycho-pedagogical
training program during their academic studies may register to take the psycho-pedagogical training
program as postgraduate courses.
Art. 52
The pyscho-pedagogical training program delivered by DPPD is organized only as full-time
education, including for the programs delivered as postgraduate courses.

CHAPTER VII
FINAL PROVISIONS

Art. 53
The provisions of this Methodology are to be supplemented with eventual ulterior regulations of the
Ministry of Education and with the decisions to be approved by the University Senate.
Art. 54
This Methodology has been endorsed accordingly in the meeting of the Board of Directors of March
09, 2023, and approved by the Senate of the “Vasile Goldiş” Western University of Arad in its
meeting of March 10, 2023.

THE WAY OF SELECTION FOR THE CANDIDATES AT MEDICINE (in English) and
MEDICINE (in French)

The candidates’ selection is performed in decreasing order of the accumulated scoring, the
minimum score for passing being 50 points. In this regard, the candidates are to fill in and submit
to the file the table on the selection criteria. The distinction between candidates with same score is
made according to the following successive criteria:

a. Decreasing order of the average grade at the Baccalaureate exam;


b. Decreasing order of the average grade at Biology
