Sub: Adoption of SCR USSOR ʹ 2019 and CPWD Delhi Schedule of Rates ʹ
2018 on S.C.Railway ʹ Reg.

1. Railway Board vide letter under reference (i) advised Zonal Railways to adopt

a. CPWD Delhi Schedule of Rates 2018 (DSR Vol.1, DSR Vol.2), DSR ʹHorticulture and
Landscaping), Analysis of Rates for DSR (AOR-Vol.1, AOR Vol.2) and CPWD specifications
Vol.1, Vol.2 for execution of all civil engineering works related to Building Work, Road
Works and Horticulture works etc.
and
b. Indian Railways Unified Standard Schedule of Rates (IR USSOR ʹ 2019) for Bridge works,
Formation works and P.Way works with Indian Railways Unified standard Specifications
(Earthwork in Cutting and Embankment, Bridge Works and P.Way Works, IRUSS ʹ 2019).
2. CPWD Delhi Schedule of Rates 02018 (DSR-2018), DSR ʹHorticulture & Landscaping and
CPWD Specifications are uploaded by Railway Board in Civil Engineering Directorate webpage
of Railway Board Website. These documents shall be adopted for works related to Building
Work, Road Works and Horticulture works. Web link is:

3. South Central Railway USSOR ʹ 2019 for Railway Formation works, Bridge works and P.Way
Works is uploaded on S.C.Railway Website https://scr.indianrailways.gov.in in Engineering OL
page. SCR USSOR ʹ 2019 shall be used for all Estimates and Tenders pertaining to Formation
works, Bridge works and P.Way Works.
4. DSR ʹ 2018 rates shall be modified with a Moderation Factor. Building Cost Index for
calculating Moderation Factor applicable to different divisions shall be uploaded in
S.C.Railway website time to time. Guidelines on adoption of CPWD Delhi Schedule of Rates -
2018 on S.C.Railway were issued vide ESO 84 dt 26.02.2020.

5. No modifying factor is to be applied on SCR USSOR-2019 rates while preparing estimates /

Tender Schedules.

6. NS items presently in use for which suitable items are available in SCR USSOR-2019 and CPWD
DSR-2018, either individually or combination of more than one item, should not be used after
issue of SCR USSOR-2019.
7. Printing of USSOR -2019 is in progress and shall be supplied shortly. Till such time, USSOR
books are supplied, soft copy uploaded on SCR web site should be used.
8. CPWD DSR-2018, DSR-Horticulture & Landscaping and CPWD Specifications ʹ 2019 shall be
purchased in desired number by the divisions / units for distribution.
9. SCR USSOR ʹ 2019 and CPWD DSR-2018 with IR Unified Specifications ʹ 2019 and CPWD
Specifications ʹ 2019 shall come into force for all new estimates and tenders w.e.f
01.03.2020.

In connection with the above subject, it was advised vide this office letter dated 26.02.2020
under above reference, to adopt SCR USSOR – 2019 for all Estimates and Tenders pertaining to
Formation works, Bridge works and P.Way Works and CPWD Delhi Schedule of Rates – 2018 for
works related to Building Work, Road Works and Horticulture works with effect from 01.03.2020 and
uploaded the same on IREPS Module.

In this regard, it is requested that the details of Last Accepted Rates of all the tenders called
and finalized using the above Schedule of Rates may be furnished in the following format.
