2.0 परिचय INTRODUCTION
2.1 Detailed estimate for the Thiruvananthapuram- Kanniyakumari
Doubling Project with electrification for 86.56 km was sanctioned
by Railway Board vide Letter no. 2015/W-I/DL/SR/MMT dt
28.08.2017. There is an allotment of Rs 90,000 Lakhs for this
project vide item no 44 of Pink Book for the year 2015-16. The
allotment for 2024-25 vide PB item no. 37 of 24-25 is 940 Cr
.This work is part of works as per Plan Head – 15 for Proposed
Doubling of Track between Thiruvananthapuram and
Kanniyakumari. This work is targeted for completion in Dec 2025.

2.2 Convenor’s briefing regarding the work/tendering:

The tender was called for Doubling of track between

Thiruvananthapuram and Kanniyakumari. Manufacturing, Supply and
stacking of Machine Crushed Track Ballast conforming to RDSO
Specifications (IRS-GE1) with latest correction slips for new track
between Trivandrum and Neyyatinkara Stations.The technical bid for
the above tender was opened on 18.11.2024 and SIX offers has been
received. The techno commercial tabulation is placed at (F-69). The
work was tendered for a value of Rs.125516124.45/- vide tender
notice no 20-CE-CN-ERS-2024( OT) dated 21.10.2024. In response to
the tender Six tenderers have participated. Out of the Six tenderers
the rate quoted by the lowest eligible tenderer M/s R K Construction
, Salem is Rs.19,30,18,696.18/-. The technical bid was accepted by
the competent authority CE/CN/S/ERS on 31.12.2024 (F.1363-
1404). Having found the tenderer M/s R K Constructions, Salem
eligible for the work and accepted by the competent authority the
financial offers of the eligible tenderers were opened on 31.12.2024
(F-1413-1414). The following discussions in respect of the rates
quoted by the eligible tenderer in the offer as per the financial bid is
discussed as follows.

Rupees N= Number of years prescribed for completion of
work for which bids have been invited. The average annual
contractual turnover shall be calculated as an average of
"total contractual payments" in the previous three financial
years, as per the audited balance sheet. However, in case
balance sheet of the previous year is yet to be prepared/
audited, the audited balance sheet of the fourth previous year
shall be considered for calculating average annual contractual
turnover. The tenderers shall submit requisite information as
per Annexure-VIB along with copies of Audited Balance
Sheets duly certified by the Chartered Accountant/ Certificate
from Chartered Accountant duly supported by Audited
Balance Sheet.

Standard Technical Criteria

1 The tenderer must have successfully completed any of the

following during last 07 (seven) years, ending last day of
month previous to the one in which tender is invited:
(a)Three similar works each costing not less than the amount
equal to 30% of advertised value of the tender, or (b) Two
similar works each costing not less than the amount equal to
40% of advertised value of the tender, or (c)One similar work
each costing not less than the amount equal to 60% of
advertised value of the tender.(EXPERIENCE CERTIFCATE) The
single similar work as defined in Tender Notice/Tender
Document)

1.1 (i)In case of composite works (e.g. works involving more than
one distinct component, such as Civil Engineering works, S&T
works, Electrical works, OHE works etc. and in the case of
major bridges - substructure, superstructure etc.), tenderer
must have successfully completed any of the following during
last 07 (seven) years, ending last day of month previous to
the one in which tender is invited: Three similar works each
costing not less than the amount equal to 30% of advertised
value of each component of tender, or Two similar works each
costing not less than the amount equal to 40% of advertised
value of each component of tender, or One similar work each
costing not less than the amount equal to 60% of advertised
value of each component of tender. Note: Separate completed
works of minimum required values for each component can
also be considered for fulfilment of technical eligibility criteria.
(ii)In such cases, what constitutes a component in a
composite work shall be clearly pre-defined with estimated
tender cost of it, as part of the tender documents without any
ambiguity. Any work or set of works shall be considered to be
a separate component, only when cost of the component is
more than 2 crore each.

1.2 SUB SECTIONING ELIGIBILITY CRITERIA: [A]If, Sub-

sectioning as indicated in the NIT has been done with a view
to expedite the works and in view of the sub-sectioning, if
eligible tenderer/firm becomes L-1 only in one tender, the
tender will be awarded to the lowest eligible tenderer/firm.
(OR) If the tenderer/firm becomes L-1 in more than one
tender for the same nature of work invited for the same
project in the same tender notice, then Evaluation of
Tenderer/firm for his/its eligibility for award of all such
tenders shall be done, duly considering the work experience
of 35 percent of combined value of such tenders and Financial
capability of 150 percent of combined value of such tenders,
in which the tenderer/firm is L-1. [B] In case the tenderer is
lowest in more than one tender under consideration, however,
falls short of above sub-sectioning eligibility criteria, then the
tenderer will be considered for awarding any of the work at
the sole discretion of the Railways. The decision of the
Railway will be final and binding on the tenderer

From the above, it is seen that the financial offer received from M/s R K
Constructions, Salem for a total value of Rs. 193018696.18 /- is (+) 53.78 % more
than the Railways Cash Value of Rs. 125516124.45 /-.

Discussion on the rate quoted by the Eligible L1 -Tenderer :

DISCUSSION OF REASONABILTY of SCHEDULE “ A”

Schedule “A”- (List of items which are covered by S.Rly's USSOR 2021
applicable to TVC Division for manufacturing, supply and stacking of machine
crushed track ballast conforming to RDSO Specification (IRSGE-1) with latest
correction slips at Railway depot or nominated location).

The schedule A consists of 02 items of works which are covered by SRUSSOR 2021.
This schedule basically constitutes items of works for supply and stacking of machine
crushed track ballast conforming to RDSO Specification (IRSGE-1) with latest
correction slips at Railway depot or nominated location. The Railways cash value is
arrived at Rs.125516124.45/- after applying (-) 42.02 % over the USSOR 2021
schedule. The tenderer has quoted at (+) 53.78 % over the Railways cash value
totaling to Rs. 193018696.18/-

The recently adopted rates in this section for ballast is as follows;

1. Rs. 1105 Per Cum (NTQ) vide LOA No. Thiruvanathapuram Division- Engg/ 2-TVC-
14-2024/ 10584870118040 Ddt.27.11.2024 of M/s NPS Constructions, Villupuram
(Folio-1409-1412) At Eraniel Depot
2.Rs.1433.68 Per Cum Vide LOA No. Thiruvananthapuram Div-ENGG/2-TVC-08-
2024/10584870114275 dt.04.10.2024 Sch. C of of M/s NPS Constructions, Villupuram
(Folio-1405-1408) in Aralvaimozhi Depot
3. Rs.2189.00 per Cum Vide LOA No. Thiruvanathapuram Division- Engg/3-TVC-12-
2024/ 00892890113379 Ddt.21.09.2024 Sch A of M/S Vallikkatt Aggregates ,
Kottayam (Folio-1415-1418) in Ambalapuzha Depot.

When compared to the average of LAR ‘s, the rate quoted by the tenderer is
reasonable. Other factors which has a bearing on the rates of the ballast are
enumerated as follows;

1. The cash value of the ballast has been arrived duly deducting the rate of (-) 42.02
% from the USSOR 2021 for manufacturing, supply and stacking of machine crushed
track ballast conforming to RDSO Specification (IRSGE-1) with latest correction slips at
Railway depot or nominated location. The Lowest eligible tenderer has quoted (+)
53.78 % which is (-) 10.83 % below the basic rate adopted.
2. The period of completion is Eighteen Months and the Rate of Rs. 2193.394 is
quoted for 88000cum. Also the rate taken for comparison is from open line rates for
the period of completion as 12 months in the designated depots and for a quantity of
20,000 cum( approx.)
3. The rates taken as LAR is from the rates adopted recently by Trivandrum Division for
the depots in DEN/South/TVC Jurisdiction. This is the zone of the work where
execution is done by this unit in the work of Doubling of track between Trivandrum and
Kanniyakumari. Hence the rate quoted by the lowest eligible tenderer is comparable.
4. The work is to be done in Kerala state between Trivandrum and Neyyatinkara where
there are no quarries nearby. The material has to come from distant locations in
Tirunelveli or Tenkasi district which is far more distant than the rate adopted for
calculation in USSOR 2021 which is 30 km to 40 km. When compared to the actual
distance the nearest quarry will be at least 80 km to 100 km.
5. When compared to the rates of Open line the rates in construction project will be
higher as the ballast collection in Open line is done in designated quarries where there
is a perennial collection of ballast all round the year. The approaches to the depot are
properly available. The stacks can be of standard size and leading and loading are kept
to the minimum. There is extremely less chances for double handling. However, in
construction projects the collection of ballast is done on the formation.The location of
collection is intermittent and need based which keeps the out turn to a minimum.
6. The approaches to the formation in construction projects are not maintained leading
to cost in maintenance of the approaches which has to be taken in to account for the

rates quoted.
7. The draining out of ballast in construction projects will require multiple handling
which also has to be accounted.

8. There was Six offers against the tender notice and four eligible offers were also
obtained. The rates quoted by the other eligible tenderers are also in the range
between Rs. 2193.39/- to Rs. 2401.49/-. Hence the market trend is in the range
between Rs. 2193.39/- to Rs. 2401.49/-.
9. As the number of offers are more it is seen that sufficient competition is ensured
and there is no possibility of lesser rate than the rate quoted by the eligible L1
tenderer. Also, all these eligible agencies are routine working agencies involved in the
collection of ballast. Hence the rates quoted by the L1 tender is reasonable.

In the light of the deliberations as above the rate quoted by the eligible
L-1 tenderer M/s R K Constructions, Salem at Rs. 2193.39/- per cum is found
to be reasonable.

5.2 OVERALL EVALUATION OF THE OFFER:

In view of the above discussion, TC opines that the rate quoted by the L-1 tenderer
“M/s R K Constructions, Salem” has been examined and is found reasonable in
respect of Schedule ‘A’. Hence , the tender committee recommends for the
acceptance of the rates as quoted by L-1 eligible tenderer M/s R K
constructions, Salem​​

5.3 VITIATION:
Vitiation is applicable as per clause 47.0 of the Special Conditions of Contract.

5.4 CERTIFICATE:
It is certified that none of the Tender Committee members has got any personal
interest/dealings with the contractors.

5.5 RECOMMENDATIONS:-
Based on the above deliberations, TC members recommends to accept
the rates quoted by the L 1 eligible tenderer, M/s R K Constructions ,Salem,
as the same is found to be reasonable.
The powers to accept/modify/reject the Tender Committee recommendation
is vested with CE/CN/S/ERS in terms of item No.5 of works matters, Model
SOP 2018.
6.0 दरों का औचित्य REASONABLENESS OF RATES
6.1 In the light of the deliberations as above the rate quoted by the
eligible L-1 tenderer M/s R K Constructions, Salem at Rs.
2193.39/- per cum is found to be reasonable.

7.1 Based on discussions in foregoing para, the following is recommended:
