Section 1: Titled as “National Service Training Program (NSTP) Act of 2001
The government’s most important job is to take care of and protect the people.
In return, all citizens also have a duty to help keep the country safe.
Section 3: Definition of Terms
1. National Service Training Program (NSTP)
- program aimed at enhancing civic consciousness and defense preparedness in youth by
developing the ethics of services and patriotism.
2. Reserve Service Training Corps (ROTC)
- program designed to provide military training to tertiary level students.
3. Literacy Training Services (LTS)
- program designed to train students to become teachers of literacy and numeracy skills.
4. Civic Welfare Training Service (CWTS)
- program/activities contributory to the general welfare and the betterment of life for
members of the community.
5. Program Components
- refers to the service components of the NSTP
GOAL: ROTC helps students learn patriotism, respect for others, and the importance of
following the law.
WHO MANAGES NSTP?
o CHED – for colleges
o TESDA – for tech-voc courses
o DND – for ROTC
Section 5: Coverage
- Students, male/female or at least two (2) years tech-voc courses in public/private are
required to complete one (1) of the NSTP components to graduate.
Section 6: Duration and Equivalent Course Unit
- Each of the aforementioned NSTP components shall be undertake for an academics
period of two (2) semesters. In lieu of the two (2) - semester program for any of the
components of the NSTP, a one (1) - summer program may be designed, formulated and
adopted by DND, CHED and TESDA.
Section 7: NSTP offering in Higher and Technical-Vocational Educational Institutions. School
must offer NSTP.
- If they can't offer all programs, they can team up with other school or let's students take
NSTP somewhere else.

Section 1: Titled as “Citizen Armed Forces of the Philippines Reservist Act”
Section 2: The Regular Force
- Maintaining a standing or regular military force in times of peace consonants.
Section 3: The Security and Socio-economic Development of State
- The citizen armed force shall be provided maximum opportunity to participate in
safeguarding the security of a state.
Section 4: The Call to Personal Military and Civil Service
- Always ready to serve the country when they are needed
Section 5: The Public Awareness
- Focuses on number of people that will match what the country needs. The country
doesn’t want everyone to be in AFP unless when needed.
ARTICLE III: Mission and Organization of the Citizen Armed Force
Section 7: Mission
- The provide the base for the expansion of AFP in event of war, invasion, or rebellion; to
assist in relief and recue during disaster or calamities; to assist in socio-economic
development.
Section 8: Organization – The Reserve Force
5 Components
1. The Army Reserve Component (Ground Force)
2. The Air Force Reserve Component (Air Support)
3. The Navy Reserve Component (Sea Defense)
4. The AFP-Wide Technical Reserve Component (with technical skills like engineers,
doctors, etc.)
5. The Affiliated Reserve (groups of men from private companies or government sources)
Section 9: Organization
- The organization of each component of reserve forces shall be prescribed by the
secretary of national defense and approved by the president of the Philippines
Section 10: Affiliated Reserves
- The affiliated units shall be constituted by appropriate orders to be issued by the
secretary of national defense.
Section 11: Citizen Soldiers
- Alternatively reserve to as reservists
1. Graduates of ROTC
2. Graduates of authorized basic military training
3. Ex-servicemen and retired officers of AFP
4. Recognized WWII guerillas
5. Commissioned and non-commissioned officers under affiliated reserves
6. Commissioned, non-commissioned officers and privates
Section 12: Categorization of Citizen Soldiers
1. First Category Reserve – abled bodies ages 18-35 years old
2. Second Category Reserve – abled bodies ages 36-51 years old
3. Third Category Reserve – ages above 51 years old
Section 13: Classification of Reserved Units
1. Ready Reserve – belongs mostly from 1st category reserve
- Required to join ready reserve unless MP, lived abroad, physically and mentally unfit,
have a heavy criminal record and with valid reason.
2. Standby Reserve – belongs mostly from 2nd category reserve
- Mobilized in case of emergency.
3. Retired Reserve – mostly belongs from 3rd category reserve
- In case of emergency, they volunteer unless they are still able to go to duty.
Section 35: Basic Citizen Army Training
- If you’re selected in military training, you have to train for 6 months
- Course instruction shall include moral virtues, patriotism, discipline, support for
and adherence to the constitution, and respect for the rights of civillians.
Section 36: Military Training
- Each province will establish at least one (1) training center for the conduct of
citizen military and reservist training, minimum of one (1) infantry rifle company at
a time.
Section 37: Incorporation Information Training
- Already joined in training
- They will be physically examined and if found fit for the service shall be inducted
into service.
Section 38:
- Military training is required in every university
Section 39:
- Course of instruction shall not exceed for two (2) academic years in the case of
enlisted reservists.
