for preschool children.
To ensure the regulations and legitimate rights of units and learners, the Department of Education and
Training continues to deploy and guide the standards for foreign teachers teaching English at foreign language
centers and preschools (in cooperation with foreign language centers), as follows:
1. For foreign teachers teaching at Foreign Language Centers
- Clause 5, Clause 6, Article 18 of Circular No. 21/2018/TT-BGDDT dated August 24, 2018 of the
Ministry of Education and Training promulgating the Regulations on organization and operation of foreign
language and information technology centers stipulates:
“5. Teachers are native speakers of foreign languages (for each specific foreign language).
Qualifications: Have a college degree or higher and a relevant foreign language teaching certificate.
6. Foreign teachers are qualified to teach foreign languages when they meet one of the following
criteria:
a) Have a college degree in foreign language education or higher;
b) Have a college degree in foreign languages or higher and a suitable foreign language teaching
certificate;

Education and Training stipulates:
“- For native teachers: have a college degree or higher, have a recognized English
teaching certificate; have completed a professional training program on Preschool Education
Pedagogy or Methods for children to get acquainted with English organized by colleges and
universities of education that train preschool teachers (minimum training program of 120
periods, including at least 45 practice periods at preschool education facilities).
- For non-native foreign teachers: qualified
Introduce preschool children to English when they meet one of the following criteria:
a) Have a college degree or higher in English Pedagogy/ English teaching; have
completed a professional training program in Preschool Education or Methods for children to
get acquainted with English organized by colleges and universities of education that train

a certificate of English proficiency at level B2 or higher (according to the Common European
